A National Institute for Occupational Safety and Health’s (NIOSH) mine fire detection re-search project was undertaken to evaluate multiple mine fire sensor types for nuisance alarm discrimination. The response of multiple fire sensor types to three small coal fire and three small conveyor belt fires in the presence of diesel emissions was evaluated in NIOSH’s Pittsburgh Research Laboratory (PRL) Safety Re-search Coal Mine (SRCM). An array of fire sensors which included an optical and ionization smoke sensor, a chemical cell CO sensor, and Metal Oxide Semiconductor (MOS) sensors, was used to sample the diesel engine and fire source emissions. The mine fire detection experiments demonstrated the ability of a MOS sensor with a bimodal response to NOx and products-of-combustion (POC) to respond to the onset of smoldering combustion in the presence of CO and POC particulates from a diesel locomotive. As part of an in-mine evaluation in an operating coal mine, the MOS NOx responsive sensor and an ionization smoke sensor was demonstrated as a method to discriminate diesel emissions and cross-interference of H2 on a CO chemical cell fire sensor at a battery charging station. The reinforcement of mine fire sensor information with the use of multiple sensor types, such as an MOS sensor and ionization and optical smoke sensors, is shown to be important for nuisance alarm discrimination and early mine fire detection.

Proposing A Model In this investigation, a model of the form: n Y = a0 + E a x. A-1 v=l J J was postulated, where the number of independent variables "n" was originally fifteen. The following experimental hypothesis was to be tested: Null Hypothesis: the coefficients a = 0 J Alternate Hypothesis: One or more of the coefficients a 0 J Correlation and Regression To establish the alternate hypothesis and to test how well the proposed model fits the data, the conventional statistical techniques of correlation analysis and multiple linear regression analysis were used. Additionally, factor analysis was employed to investigate the dependency relationships in the data. Correlation and linear regression are well established statistical procedures in science and engineering. References on these procedures include Spiegel (1961), Anderson (1963), and Draper and Smith (1966). A simple example is stated here. If N observations are made of two variables, x and y, and it is desired to test this data to see if a linear relationship exists, then a model of the form: Y = a0 + a 1 x A-2 is proposed. Data on health-related illnesses and disease in the mining industry are scarce, and information on rates and costs is not readily available. Substantial amounts of research are being directed to addressing these issues, including work at the National Institute for Occupational Safety and Health’s (NIOSH) mining health and safety laboratories in Spokane and Pitts-burgh. This paper briefly discusses the current status of some miner health-related issues, including those involving coal dust, silica dust, diesel particulate matter, asbestos, noise, lead, welding fumes, and skin disorders, as well as research and other activities aimed at protecting miners from occupational illnesses and disease.

1. In 2002, a total of 256 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Metal mines were the smallest mining sector,1 comprising 1.8% of all mining operations. • Gold mines comprised 44.1% (n = 113) of all metal mining operations. Other types of metal mines were copper ore (n = 31; 12.1%), iron ore (n = 25; 9.8%), and lead and/or zinc ore (n = 21; 8.2%). • Nevada is the state with the largest number of metal mines (n = 53; 20.7%).

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.

A training software package for new mine employees, called Miner Training Simulator (MTS), has been developed by researchers at the National Institute for Occupational Safety and Health. MTS is a computer-based tool that allows a trainee to enter a simulated mine and interact with his/her surroundings in order to learn basic mining concepts, safety procedures, mine layouts, and escape routes. The training simulator software and instructions for its use are described in this report. Also, each mine using the software will have different requirements with regard to safety training. To customize the simulator for these differences, an interpreted scripting language is used to define interactions between the trainee and the virtual mine and objects in it. The scripting language, called Tool Command Language, uses simple commands to control various actions in the simulation, such as sounds, safety messages, hazards, and movement of objects. The basics of the scripting language are described here, along with many examples and instructions for building a script for MTS.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

If you think of the eye simply as a detector of light, you will be able to understand the mechanics of central vision, peripheral vision and adaptation described below. These three processes of seeing are basic, not only to mining, but also to everyday activities. A number of simple experiments are described In this chapter to demonstrate different types of seeing processes. Try the experiments. They really make the point. Light rays reflecting from objects enter the eye through a lens and fall on the back surface called the retina. The retina 1s lined with millions of tiny light sensors called "rods" and "cones." These sensors, in turn, are connected to the brain by the optic nerve.

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

RECOMMENDATIONS FOR FURTHER WORK Based on the development effort and full-scale tests conducted during this program, a number of technical areas for future research and development have been identified. Further work in these areas would help to improve the reliability, speed of operation and efficiency of the remote sealing system. Recommendations for future work are summarized as follows 1. Development of an Inert Gas Generator For the sake of expediency in conducting the field test program, fresh air was used as the fluidizing medium for the fly ash. However, in an actual mine fire application the use of fresh air is likely to be prohibited. An inert gas, such as nitrogen, carbon dioxide or air containing less than 8 percent oxygen would be required. Using combustion as a means of reducing the oxygen content of air appears to be an attractive solution to the generation of the high flow rates of gas required (2500 to 5000 scfm). Such an inert gas generator would serve a dual purpose for the overall fire extinguishing operation. First, it would provide the inert gas for fluidizing the fly ash. Second, it could be used for inerting the fire area after the seals had been placed, thereby reducing the time required to extinguish the fire. It is recommended that the Bureau undertake a program to develop a field-operable, inert gas generator to satisfy these two requirements. 2. This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." A cooperative research effort was established between the Tilden Mining Company LC, the United Steelworkers of America, and the National Institute for Occupational Safety and Health to lower respirable dust levels in an iron ore grinding and concentrator plant. This cooperative effort involved three field studies to evaluate different techniques to lower respirable dust levels. The greatest impact on lowering respirable dust concentrations throughout this facility was achieved through ventilation changes. The most significant improvement was realized by changing the ventilation profile throughout the entire facility. The ventilation to this grinding and concentrator facility was provided by approximately 40 roof fans operating in either the intake or exhaust mode. The operation of these fans was significantly changed in an attempt to pro-vide more of a directional flow pattern throughout the facility, as well as to more closely balance the intake and exhaust air volume. This change accounted for a 31 pct reduction in respirable dust levels in the primary grinding area of the mill. Another successful modification was to improve the sealing of a reclaim tunnel to the outside and by barricading the access point from the reclaim tunnel to the concentrator plant. This minimized the dust liberated in the conveyor tunnels from traveling through the reclaim tunnel and into the plant. These two modifications illustrate the impact that improvements in ventilation can have on lowering respirable dust concentrations in iron ore processing facilities.

"The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."

During 1999, there were six fatalities in surface mines involving haulage equipment colliding with a smaller vehicle or person, or backing over the edge of a dump point. All of these fatalities can be attributed to the extensive blind areas around large haulage equipment. Researchers at NIOSH are investigating various technologies that can be used to monitor these blind areas and provide information on nearby obstacles to an operator. So far, the technologies listed below have been tested on dump trucks used in surface mining. The selection of these systems was based on their ability to handle the tough environmental conditions found in mining operations and how well they detected obstacles out to 40 or 50 feet beyond the rear of large dump trucks. Some of the manufacturers of available collision warning and camera systems are also listed.

A prototype end-cab shuttle car (SC) design has been developed to improve protection and address ergonomic concerns of the SC operator in low coal mines. The new design features an end cab transversely mounted to the SC and equipped with a closed-circuit video system. The end cab was retrofitted to a low-coal SC and evaluated in surface trials at the U.S. Bureau of Mines. During surface trials, test operators evaluated the end-cab SC relative to visibility; cab features-space, seating, controls, and operator position; tramming-inby, outby, and turning corners; and dumping. Trials were conducted using 12 test subjects; 6 were experienced SC operators. Results of the trials were promising. Of the experienced operators, the only operator with low-coal experience gave the new design the highest rating. Four experienced operators rated the end-cab design "better" to "much better" than a standard center-driven, side-cab SC for visibility when tramming, protection from roof and rib hazards, and no change in seat position with direction of travel. This report discusses research to modify a used 21SC JOY SC, retrofit the SC with the Bureau-developed end-cab, and evaluate the retrofitted end-cab SC in surface trials.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health installed 39instrumented, fully grouted bolts at six test sites in a trona mine retreat panel to study mine roof stability for the improvement of workplace safety. Variables at each test site included bolt spacing, bolt length, roof span, and location in the panel layout. At most test sites, two rows of instrumented bolts were installed, one in or near the intersection created during development and the other in or near the intersection created during second-pass mining. The most significant factor affecting bolt load was roof span. The highest loads were on the bolts installed in the intersections of the 6-m-wide entry. Mining-induced stress resulting from panel layout was the next most significant factor affecting bolt loading. Minor variations in bolt loading could be attributed to changes in bolt spacing and bolt length. Gas pressure release in the immediate roof contributed to some bolts showing compressional loading during gas bleed-off.

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

The U.S. Bureau of Mimes is investigating Fourier transform infrared (FTIR) spectroscopy for on- filter quartz analysis of respirable dust. A custom accessory is described for full-face examination of filters utilizing a large-diameter infrared (IR) beam. The accessory positions samples to match diameters with that of the diverging analytical beam. Sample absorbance is then measured. With nonuniform deposition of dust on collection filters being a major issue for such analyses, this approach is the most direct way to accomplish sample area averaging. The approach is unconventional since it utilizes large-beam geometries instead of the usually desired minimized beam dimensions. The issues and problems involved in the analysis of quartz on a filter matrix are discussed. Absorption bands chosen, light-scattering effects, curved baselines, random noise, interference fringes, and possible solutions to technical difficulties are the topics covered. The more significant findings include a 20-pg detection limit for quartz when the custom accessory is used and minimal occurrence of light-scattering effects at low wavenumbers. The custom accessory performance was satisfactory and merits further work. With continued research, an on-filter method for quartz analysis of respirable dusts seems achievable.
