These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. The Bureau of Mines investigated gases from flash and laser irradiation of Pittsburgh seam (hvab) coal to determine the action of high temperatures on coal. Temperatures in excess of l,000° C were reached with both types of irradiation. Craters about 300 microns in diameter were produced in the coal with millisecond pulses from the laser unit rated at 1.7 joules' output. Gaseous products from laser and flash irradiations in vacuum contained 21 and 8 percent acetylene, respectively. Diacetylene, vinylacetylene, and other products to molecular weight 130 were indicated in the mass spectrum of the gas from the laser study. Single experiments were also conducted in which the laser energy, particle size of the coal, and atmosphere were varied. The results indicated that the distributions of products obtained from the flash and laser irradiations of coal were different from that produced in high-temperature carbonization.

Depletion of iron ore in the Nation's large deposits has directed attention to other sources. One of these is the titaniferous iron ore of the Iron Mountain, Wyo., area. Tests were made to determine the feasibility of smelting this ore, which contains about 20 percent titanium dioxide (Ti02), in an electric-arc furnace to produce pig iron. Initial tests, which were made in a 30-pound-capacity induction furnace, demonstrated that the iron could be easily reduced to metal and that limestone was a suitable and effective flux. Larger scale tests then were made in a 50-pound-capacity electric-arc furnace to obtain the more detailed information necessary for the planned continuous operation of a still larger arc furnace. The principal facts determined by preliminary batch-smelting studies were that (1) 9 pounds of limestone flux was required for each 100 pounds of ore smelted, (2) expensive coke was not required because coal proved to be a satisfactory reductant (near stoichiometric carbon was optimum), and (3) overreduction, which produced a viscous slag, must be avoided.

By injecting natural gas through auxiliary tuyeres into the smelting zone of the Bureau of Mines ' experimental blast furnace in January 1959 , the investigators succeeded in reducing the coke consumption by approximately one - third that of the base period . This caused a 30 - percent increase in pig iron production with no increase in wind rate . The maximum gas addition in these experiments was 4,665 cubic feet per ton of metal produced . Sharp reduction in gas consumption occurred when high hot blast and high wind rates were used , although the gas injection rate in percent of air blown remained constant . As the heat energy produced by burning natural gas to carbon monoxide and hydrogen is much less than burning coke to carbon monoxide , greater blast temperatures were required during the test runs . The gases produced from the methane were , however , more effective reductants ; so it was possible to increase the production rate while reducing the total heat requirements per ton of metal produced . During a base period with an all - sinter burden , before introduction of natural gas , a coke rate of 1,484 pounds per net ton of pig iron was attained , using an average blast temperature of 1,518 ° F. Gas was introduced gradually over a two -week period until an average 7 percent of the air blown was reached . During this period , the wind rate was adjusted downward to maintain a constant flow of gas in the bosh . The production rate of the furnace remained relatively constant . The quality of pig iron, however , improved as the sulfur load on the furnace was reduced as a result of the substitution of gas for coke . Blast temperatures were increased during this period from 1,518 ° F. to 1,939 ° F. , when the maximum gas addition was reached .

[The Bureau of Mines conducted bench-scale studies to develop techniques for stripping tetravalent cerium from tri-n-butyl phosphate solutions. Experiments were conducted in a constant-temperature bath using beakers and mechanical stirring. Ninety-five pct of the cerium was stripped from a 50-pct tri-n-butyl phosphate 50-pct kerosene solution containing 0.18 M cerium in 15 minutes at 50° C using 0.11 M aqueous formaldehyde.]

The cross-measure borehole technique has been shown by the Bureau of Mines to be an effective method of controlling methane liberated by fracturing the roof strata in longwall gobs where overburden is less than 750 ft (229 m). Boreholes are drilled into roof strata before mining operations affect the roof strata. Longwall mining fractures the roof strata and releases methane from source beds. Surface exhausters or vacuum pumps are used to draw the gas to the surface through an underground pipeline and vertical exhaust hole. The captured methane is thus prevented from entering the mine's ventilation system. About 71 pct of the methane produced by longwall mining in the Lower Kittanning Coalbed was captured by the cross-measure boreholes. Borehole spacing is an important factor affecting the performance of the technique. Interference tests and measurements of methane flows in return air indicate borehole spacing in the Lower Kittanning Coalbed should be limited to about 200 ft (61 m) except on the first 600 ft (183 m) of the longwall, where spacing should be reduced to about 100 ft (30 m) to capture the large quantities of methane released when the first large roof fall occurs. Comparisons between measured and calculated gas pressure differentials on boreholes indicate borehole length can be reduced from 280 to 140 ft (85 to 43 m), which reduces drilling costs significantly. Additional experimentation is necessary to verify the calculations.

Graphite in the Suffern deposits near Hillburn, N. Y., consists of flakes ranging in size from fines to one-half inch in diameter. The Bureau of Mines investigated the Suffern deposits in the spring of 1943. Gneiss outcrops were examined, and five trenches excavated and sampled. The graphite is not confined to any definite zone but occurs in small, local pockets. Eleven samples were collected and combined for laboratory tests. Tests by the Bureau of Mines indicate that the graphite ore can be beneficiated by stage crushing, "skin flotation" of coarse flakes, and wet flotation of minus 10-mesh flakes. Over 90, percent of the graphite was recovered.

Much has been written concerning accidents in coal mines; the fact that accidents cost the employer and employee money is generally well known, but how much accidents actually cost is vague, even in the minds of many operators. Unquestionably there are hazards in coal mining, but many of them can be eliminated; and from the prevention of accidents there can be realized a material saving in dollars and cents as well as in human suffering. In presenting the frequency, severity, and cost of accidents in some Tennessee coal mines, it is hoped that other mines in Tennessee, as well as mines in other States, will by a comparison of the data with their own ex¬ perience be enabled eventually to reduce the number of' their accidents.

"INTRODUCTION The use of gasoline engines as the motive power for lift trucks, tractors, and other types of mobile equipment operated in enclosed spaces, such as industrial plants and warehouses, may create a hazard because of the carbon monoxide present in the exhaust gases of the engines; gasoline-powered equipment should not be used in mines or tunnels. Because the equipment is mobile, local ventilation usually is impracticable, and general ventilation of the spaces is nec-essary to dilute and remove the carbon monoxide. To estimate the rate of ventilation required in such situations, information is necessary on the concentration of carbon monoxide in the exhaust gas and the rate at which exhaust gas is produced under given operating conditions. The purpose of this paper is to present data that may be used in making estimates of ventilation requirements.COMPOSITION OF GASOLINE-ENGINE EXHAUST GASThe exhaust gas of a gasoline engine consists mainly of carbon dioxide, carbon monoxide, hydrogen, oxygen, and unburned hydrocarbons (usually reported as methane), together with the nitrogen present as a residue from the air sup-plied for combustion. 3/ The exhaust also contains water vapor resulting from combustion of the hydrogen of the fuel. The water-vapor content is not included in exhaust-gas analyses calculated on a ""dry"" basis and is not involved in the estimation of ventilation requirements."

A mineral survey of the 20,792-acre Sand Butte WSA (Wilderness study Area), ID-57-8, was conducted by U.S. Bureau of Mines personnel in 1985, at the request of the Bureau of Land Management. The WSA is in Lincoln County, south-central Idaho, about 15 miles south-southeast of Carey. There are no mines, prospects, or claims within the WSA. Basaltic lava is the only rock type exposed within the WSA. The only mineral resource is a few tons of a platy variety of lava (slab pahoehoe) which is suitable for use as decorative stone. Similar slab pahoehoe, produced from other lava fields in southern Idaho, retails for approximately $125/ton. The deposit in the WSA is too small to be mined commercially but may have value to consumers who gather their own decorative stone. INTRODUCTION A mineral survey of the Sand Butte WSA (Wilderness Study Area) 1/ was conducted in June 1985 by the USBM (U.S. Bureau of Mines) and the USGS (U.S. Geological Survey) at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will he used to help determine the suitability of the WSA for inclusion into the National Wilderness Preservation System. The immediate goal of this and other USBM mineral surveys is to provide data to the President, Congress, government agencies, and the public for land-use decisions. The long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Bangladesh, whose population probably passed 100 million by yearend, remained one of the poorest countries in the world, with a per capita gross domestic product (GDP) of $126.2 Its only economically significant mineral production was natural gas. A few other minerals or mineral-based commodities were also produced, generally for local consumption. These included cement, clays, nitrogenous fertilizers, limestone, salt, steel, and pilot plant production of ilmenite and rutile. Exploration for oil was a continuing quest, which was hindered by a lack of funding and a hesitancy on the part of foreign petroleum companies to make long-term or expensive exploration commitments. PODUCTION AND TRADE Production of natural gas continued to increase as more use was being made of the abundant gas reserves variously put at between 7 and 16 trillion cubic feet. The main consumers were nitrogenous fertilizer producers and electric powerplants, but other industries were converting to natural gas from imported coal or fuel oil wherever possible.

"The major thrust of this research is directed towards a better undstanding of the behavior of airborne dust particles in underground mine airways. Figure 61 shows a schematic of dust flow in mine airway. The work included development of a mathematical model of dust behavior in mine airways, experimental study of the behavior of dust clouds and comparison of computer model output and experimental results. Re-entraiment is a secondary source of dust in mine airways and factors affecting re-entrainment are being identified.Investigations have encompassed both experimental and theoretical research into the behavior of dust in mine airways. Experiments were performed in mine airways under both controlled and normal operating conditions (Figure 62). The controlled experiments included the documentation of the concentration and desposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aerosol monitors (RAM-1) (Figure 63).On the theoretical front, a convection-diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. Comparative analyses of results of the controlled experiments with the predictions of the mathematical model were carried out. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion were examined in light of the experimental observations."

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. "The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank.Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTIONWater spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles."

The U.S. Bureau of Mines conducted experiments for predicting materials' ease of combustion (smoldering onset, smoldering, flaming, and decomposition rates) by means of submicrometer smoke particle characteristics for the development of a simple test method. The experiments were carried out in an approximately 20-L furnace, with a 10-L/min airflow through the furnace for a 14-min duration, at set furnace temperatures of 150°, 250°, and 1,000° C. The variables studied as a function of time were the onset time of smoke particles, time and duration of maximum smoke particle generation, average concentration of smoke particles, and particles' average diameter, mass weight loss, and furnace temperatures. Results show that the onset time of smoke particles is predictive of materials' ease of smoldering, and the time of maximum smoke particle generation and its duration, coupled with mass weight loss, are predictive of materials' ease of smoldering and flaming (depending on the experimental temperatures), and decomposition rates.

Ultrafine grinding of the industrial minerals mica, pyrophyllite, talc, marble, barite, and fluorite was accomplished using the Bureau-developed and patented attrition-grinding process. The materials, representing minerals of diverse physical characteristics, were batch ground in a 10-inch-diameter machine using statistically designed experimental test programs. The tests were made to determine large effects of variables such as feed pulp density, grinding medium size, and quantity of the electrical energy consumed during grinding on product particle size and bulk density. In designing the test programs, it was assumed that there was no interaction between the variables. Relatively coarse commercial flotation concentrates of mica, barite, and fluorspar and mine-run products of pyrophyllite, talc, and marble were readily ground into subsieve size ranges. Considering the great amount of particle size reduction obtained, the electrical energy requirements for grinding were very low. In general, the test results indicated that the best conditions for particle size reduction were approached when grinding with the coarser fraction of sand grinding media, the higher-sand-to-mineral weight ratio, and the higher feed pulp density.

The Bureau of Mines used mathematical reliability theory to define, for use in the mining industry, the concepts of risk, safety, reliability, hazard, and mean time between accidents. In this report, the definitions are explained theoretically and illustrated by application to actual underground mine accident data extending over a 9-1/2-year period. The theoretical development proceeds along two parallel analytical paths. For each line of reasoning, the data are presumed to be independent. If they are not, the analysis stops, although there are interesting implications when dependency is demonstrated. The first method uses the elapsed times between accidents as the basic data. These elapsed times are fitted to a negative exponential distribution function using least squares and yielding the function parameter, P1 The P1 is used to form the Poisson distribution function for the data, which is then used to define the safety-related concepts. The second method uses the maximum likelihood estimator to formulate a Poisson distribution function for the data. The function is tested for adequacy by a goodness-of-fit test; if the fit is acceptable, the Poison function is used to define the concepts. Both methods were applied to the data base, yielding nearly identical results.

SCIENTIFIC inquiries concerning phenomena that may influence mining technology were widely publicized during the year. The deep-hole drilling project "Moho," 3 the use of nuclear explosives underground, and the recovery of minerals from the depths of the sea became subjects of scientific and general discussion. The mining industry continued to watch these developments with keen interest: but its more immediate concern was the increasing tempo of competition between mineral commodities, the domestic producers of these commodities, and foreign sources of supply. The competitive situation has intensified the industry's efforts to develop more efficient new mining methods, as well as to improve the efficiency of present practices. The attitude of the industry was well illustrated by rapidly expended use of low-cost ammonium nitrate explosives, the establishment of rigid schedules for equipment maintenance, and close attention to the detailed costs of production. The complexity of planning a new coal mine is aptly illustrated by the editors of Mechanization in the April 1959 Issue, in which they outline the cost of developing a mine and the various problems, factors, and decisions involved.4

A systematic procedure for separation, characterization, and semiquantitative analysis of high-boiling petroleum distillates was developed by the Bureau of Mines and applied to a 370° to 535° C distillate of Wilmington, Calif., crude oil. Separation procedures employed were isothermal and molecular distillation, chemical treatment, silica-alumina adsorption, and gel permeation chromatography. Characterization and analysis were accomplished by gel permeation chromatography correlations and mass and nuclear magnetic resonance spectrometry. These data should be useful in improving petroleum processing and utilization and in achieving the energy conservation inherent therein.

The Old Reliable copper mine was first examined by Harlow D. Phelps , an engineer of the Bureau of Mines , in October and November 1942 , in compliance with a request from the War Production Board , which furnished copies of assay maps of the 100- and 200-foot levels and requested that they be check-sampled . The author and R. li. Grantham and W. D. Hughes , engineers of the Bureau , made a second and more detailed examination later , after a number of manways had been opened that were inaccessible when the first examination was made .
