To provide a relatively structurally stable form of dried lump lignite, two North Dakota lignites from Mercer County were dried by the Fleissner process in an atmosphere of saturated steam at 200, 300, and 370 p.s.i.a. pressure, corresponding to steam temperatures of 382°, 417°, and 437° F., respectively. Two series of experiments were made at each test pressure with the individual lignites. In one series, the autoclave was preheated to the processing temperature before charging the lignite; in the other the lignite was charged into the autoclave at room temperature. In each case, heat losses were determined by blank tests of steam consumption over a similar operating cycle with the empty autoclave. The degree of moisture removal and net steam consumption were calculated from material balances. The amount of water removed as a liquid from the two North Dakota lignites during the heating and steaming periods was compared with results calculated from previously published data on drying Austrian lignite and Australian brown coal. These lignites, covering a wide geographical area, had original moisture contents ranging from 35 to 49 percent. The Austrian lignite and Australian brown coal are considered to be of Miocene Age, and the Dakota lignites belong to the Paleocene.

A variety of shaft and hoist equipment exists in the United States. Nearly all hoist systems are electrically driven. Machine elements which comprise the hoists and ancilliary equipment include bearings, shafting, drums, gear reducers, couplings, brakes, clutches, sheaves and electrical motors. Volume I, Systems Description, describes the various components encountered in most mine hoist and shaft installations, and brief descriptions of functions and constructions. Hoist ropes and balance ropes are specifically excluded from this report. Associated with the hoisting system is the headgear, shaft and equipment, loading/dumping facilities and the actual conveyances and their rope attachments. Volume II, Inspection and Maintenance Procedures, discusses scheduled Inspection and preventative maintenance in general terms. Preventive scheduled inspection and maintenance procedures assist in the smooth operation of mine hoisting plant, by the prevention of unscheduled or catastrophic equipment failure and its attendant downtime. Schedules and overall maintenance planning is required at the management level. Records and equipment logs must record inspection and maintenance, and unusual operations or incidents. A cross reference between MSHA regulations and various equipment components is included as part of the report. A discussion of the various non-destructive testing methods which may be applied to hoisting equipment is also included.

This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

To perform comprehensive economic evaluations on both existing and proposed mineral operations. Approach A comprehensive computer model was developed which is capable of evaluating the economics of an entire mineral recovery operation, including exploration, acquisition, infrastructure, mining, milling, smelting, refining, transportation, taxation, and return of and on capital. How it Works The MINSIM (MINe SIMulator) economic evaluation concept was developed by the Bureau of Mines in 1967. The initial versions used a continuous discounted cash flow rate-of-return (DCFROR) to measure the effect of changes in expected revenues and costs. Subsequent enhancements to the program have expanded and strengthened MINSIM, especially the addition of an option which determines total production cost (i.e., the commodity selling price that a mineral recovery operation would require in order to obtain a target rate of return), an expanded capacity for evaluating by-products from a mineral property, and significantly broadened taxation determining capabilities. The MINSIM computer program uses essentially the same procedures and calculations that are performed in a manual economic evaluation, although the program accomplishes its tasks much more rapidly and accurately, An experienced mineral economist may require a week to evaluate a single mining operation with the same detail and consistency provided by MINSIM in a matter of seconds of computer time.

"MANGANESE-SILOCON ALLOYS AS DEOXIDIZERSThe basic open-hearth process for steel mining requires large amounts of oxidized iron for oxidation of the elements carbon, silicon, manganese, and phosphorus which are to be removed from the metal. Some of this oxidized iron (FeO) dissolves in the metal during the refining process, Subsequent to the elimination of the elements named, a considerable amount of dissolved iron oxide must be removed before the metal may be cast into ingot form. The elements generally used, for iron oxide removal, or deoxidation, are silicon, manganese, and aluminum. Silicon and manganese are always alloyed with iron, either singly or in combinations of various compositions. Aluminum generally is used in a commercially pure state and sometimes in complex alloys. A double deoxidizer of manganese and silicon alloyed with iron for furnace deoxidation has been the subject of an extensive cooperative investigation between the United States Bureau of Mines, the Carnegie Institute of Technology, and the Metallurgical Advisory Board. Certain grader of steel, especially low-carbon rimming steels, require a low-carbon deoxidizer to keep the finished steel within the carbon specification after deoxidation. "INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

The purpose of this investigation by the Federal Bureau of Mines was to design and construct a fluorescent X-ray spectrograph for dynamic rate studies of selective oxidation in molten metals and to establish basic principles for interpretation of data obtained by this method. An X-ray spectrograph was constructed in which the sample holder is a resistance wound furnace; it was operated up to 800° C. in oxidizing atmospheres. No difficulties were experienced with the cooling or heating systems nor with the protective layer of mica around the X-ray tube window, even though the oxidizing surface of the metal is only 0.5 inch from the X-ray tube window, Means are provided for heating under controlled atmospheres for selected time? temperature cycles.

The Union Copper mine is in the Gold Hill district; Rowan and Cabarrus Counties, N. C. The mine was discovered in 1799 and first worked as a gold mine; but copper was encountered at depth, and the property became an important producer of copper. It is estimated that the mine produced 5,000,000 pounds of copper before operations were discontinued in 1907. As part of the strategic minerals program, the Bureau of Mines conducted a development project on the property from July 1943 to November 1943. Eight diamond-drill holes totaling 2,500 linear feet were drilled to delineate the ore body. Analyses 205 core samples were made. Tabulations of sample analyses and drill-hole logs are presented in this report.

[The purpose of this report is to present results of tests on the effectiveness of a spray of water mist, commonly called compressed-air water blast or water blast, in reducing the concentration of dust present in the air shortly after blasting and during mucking of the blasted material. Many observations have been male on the effectiveness of such ,sprays, but published quantitative information on comparative dust concentrations with and without their use, obtained by dust-sampling methods in use in this country, is rare if not absent. Tests conducted. in South Africa about 19164/ and more recently in England5/,6/ have shown that such sprays reduce the dust concentration to very low values within a fen minutes after blasting.]

Study of the ignition of firedamp by explosives and the phenomena that underlie it is one of the long-term investigations of the Bureau of Mines. This report is the third in e series by the Explosives Branch summarizing the progress made at Bruceton in this study. The first paper described preliminary work on small, carefully controlled cannon shots the second discussed the results of suspended shots.5/ In this paper, experiments are described and interpreted that extend and support the concept of ignition presented previously. Urban refuse, cellulosic wastes, and sewage sludge have been converted to heavy oil by heating under pressure with carbon monoxide and steam. Conversions of the organic matter to oil, water, and gas have averaged near 90 percent at temperatures of 250° to 400° C and pressures of 1,500 to 5,000 psi. The yield of oil, based on the dry organic matter of the waste materials, is usually near 40 percent. This is the equivalent of more than 2 barrels of oil per ton of dry, ash-free waste material. The oil from urban refuse and cellulosic wastes has a sulfur content near 0.1 percent. This low sulfur content makes the oil from refuse a desirable source of fuel oil.

A laboratory assessment of prompt and delayed neutron activation analysis with 252Cf and 14MeV neutron sources, for use as an in-situ method of determining low-level copper concentration has been performed. A simulated borehole using porphyry ore was constructed and varying copper concentrations were simulated using copper rods. Prompt neutron activation analysis experiments were consistant with earlier work and do not appear to be feasible fur copper concentration of 1.5% or less. Delayed neutron activation analysis experiments indicate that copper ore concentrations of less than 0.1% are detectable using either the 511-KeV gamma-ray of copper-64 or the 1039-KeV gamma-ray of copper-66, with high resolution detectors such as Ge (Li) or intrinsic germanium.

The results of an experimental investigation into the possible use of medium energy acoustic fields (130 to 140 dB) to precipitate 1 to 10 micron particles is presented. The aerosol was produced with a LeMer generator using oleic acid and nitrogen. The sound field was a sinusoidal standing wave field in an acrylic tube, with light transmission data used for concentration determination. The results showed collection efficiencies of up to 80% on 2 micron particles with a residence time of 11.8 seconds at a sound pressure level of 139 dB re 2x10-5 N/m2. A discussion of the possible turbulent mechanism is made, as well as review and comparison with others? work.

During the investigation of the occurrence of manganese deposits in the Western United States, examining engineers of the Bureau of Mines collected 2-ton samples from five manganese properties near Golconda, Nev. Extensive laboratory tests were made to determine the amenability of these ores to standard ore-dressing methods of concentration. The Tom Major property, one of those sampled, is situated 12-1/2 miles south of Golconda, Humboldt County, Nev. The deposit is described as a bed about 5 feet thick in a thinly bedded shale and dolomite formation. The sample tested was obtained from the manganese bed, but the examining engineer reported: "The mining of an appreciable tonnage at reasonable cost would perhaps cut in half the grade represented by the sample."

Dust explosion data obtained in laboratory tests by the Bureau of Mines are presented for 73 chemical compounds and mixtures, 29 drugs, 27 dyes, and 46 pesticides. Information is given on ignition temperatures of cloud and layer, minimum igniting energy, minimum explosive concentration, percent of inert dust required to prevent flame propagation, limiting oxygen concentration in the atmosphere to prevent ignition, and pressures and rates of pressure rise at dust concentrations of 0.1, 0.2, 0.5, 1.0, and 2.0 ounces per cubic foot. Explosibility indexes are computed where data are available to permit comparison of the relative explosion hazard. Variations of explosibility parameters with chemical composition are discussed. General means for minimizing the dust explosion hazard are reviewed.

Recovering from low demand in 1975, raw mineral production in the United States maintained a steady climb in value and quantity throughout 1976, keeping pace with the gross national product (GNP), which increased 11.5% compared with that of 1975. The minerals industry, in the past, has met ever-increasing demand while keeping production costs to a minimum. To maintain this capability, technological research and development of more efficient processing methods must continue. The role of Government and its increasing involvement in minerals industry actions received unfavorable comment from various segments of the industry in 1976. Government pricing controls were of concern to most industrial firms marketing like products. Public land withdrawals in large blocks were of concern to the mineral industry.

This report sterns from a study undertaken by the Federal Bureau of Mines to determine the possibility of reducing filter-cake moisture by applying radiant heat. Suitable laboratory equipment was set up to study the effect of heat, heating time, proximity of the heater to the filter cake, cake thickness, and other variables related to the final filter-cake moisture. A minus-48-mesh coal slurry and application of heat for 60 seconds resulted in filter-cake moistures 5.6 to 13.2 percentage points lower than could be accomplished by filtration alone at 24 inches of Hg for 1-1/4-and 1 1/2-inch cake thickness, respectively. The moisture reduction can be attributed to the combined effect of lower fluid viscosity and evaporation.
