The fuel requirements for industrial and domestic consumers in New England, in normal times, are supplied almost entirely by fuel oil, anthracite, and bituminous coal. A shortage of these fuels occurred during the war. This shortage was caused by: (1) The diversion of oil to military uses; (2) the use of railroad and boat facilities that ordinarily would transport coal for the transportation of war material; (3) the inability of coal mines to apply the increased demand for coal which resulted from the conversion from oil to coal by domestic and industrial consumers; and (4) the increased demand of war industries for coal. Because of this Critical fuel situation, an investigation was made of possible sources of fuel nearer to points of consumption in New England.

The microstructures of a CF2Br2-inhibited methane flame and its uninhibited analog have been determined using molecular beam-mass spectrometry. The slightly lean flames were stabilized on a cooled porous plug burner at reduced pressure. Composition profiles of stable, intermediate, and radical species and temperature profiles were obtained. Comparisons of the uninhibited and inhibited flame profiles revealed the following inhibition effects; a shift of the primary reaction zone to higher temperatures, a higher maximum flame temperature, an increase in the CH3 concentration, and a reduction in the H2CO, H, 0, and OH concentrations. Kinetic analyses of the data yielded rate coefficients at flame temperatures for the reactions H + CH4 ? CH3 + H2, H + O2 ? OH + O, CO + OH ? CO2 + H, and CH3 + O ? H2CO + H. CF2Br2 is judged to decay by thermal decomposition and abstraction reactions.

VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

This report is the 25th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations, and the 7th of these reports to be issued on a calendar-year basis.3 It reviews briefly work in progress during 1960, and furnishes references to publications by Bureau personnel during 1960 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned can be found by referring to the publications cited in the footnotes or in the further list in the Miscellaneous section; other phases of work are reported here for the first time and will be covered in more detail by later publications, Coal programs of the Bureau of Mines extend over the wide range of theoretical and applied studies indicated by the table of contents. Fundamental research on coal structure and on the properties of coal will, over a period of time, increase the general knowledge about coal Which scientists and engineers may use in answering practical questions and in solving problems in the mining and utilization of coal. More applied studies are conducted in connection with the developement and evaluation of new mining techniques and the effective processing and utilization of coal and of coal products. Health and safety activities, analyses of coal being mined, and technical advice and assistance to Federal agencies in connection with fuel and boiler-water problems are among the practical services handled by the Bureau.4 5

The successful injection of liquids into subsurface permeable formations for production stimulation, storage, or waste disposal requires a rapid, precise, and accurate method of determining the permeability of porous solids. This report describes a method and apparatus, developed by the Bureau of Mines, that use the principle of specific-volume permeametry. Calibration of the apparatus over a wide range of permeabilities and standardization of several apparatus constants have eliminated many of the tedious calculations and problems of manipulation common to some other methods. Improvements in reproducibility and accuracy have resulted from reducing experimental measurements to one parameter--time. Specific permeabilities of reservoir rock samples are determined directly from a chart that relates elapsed time to a permeability equivalent to that determined by bubble-tube measurements.

The most important lithium resource in the United States is in the form of the feldspathoid mineral spodumene. This mineral has not been used to any important extent as a source of lithium salts or lithium metal, as other more easily decomposed minerals have b en available in sufficient quantity to supply the relatively small demand. The need for cheaper lithium salts for such promising new uses as air conditioning or dehumidification and of lithium feldspar for use in the glass and [ramic] trades has justified the recent work done by the Bureau of Mines on King available, through improved beneficiation and extractive processes, some of the lower grade but extensive spodumene deposits.

The Bureau of Mines has developed a passive encoder for range knobs, a device that automates the task of obtaining the range settings from devices or instruments to be input to microcomputers. It is easily constructed and installed and will not disrupt the device to which it is being attached. It consists of a custom knob and a small printed circuit board that has light-emitting diodes and magnetic reed switches attached. A ribbon cable connects it to a microcomputer. This encoder eliminates one source of human error in an automated process.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. "INTRODUCTIONOne of the outstanding problems in the normetallic industries, and one which involves two of the greatest of these industries, cement and gypsum, is the reaction of Portland cement with calcium sulphate. To all Portland cement clinker there is added in the manufacturing process, a small amount of retarder, as a necessary ingredient of the finished product. This retards the initial set, increases the strength, and adds to the plasticity of the cement so it will have the desired working and setting qualities. The retarder commonly used is gypsum, (CaSOA.2HO), which is the hydrous form calcium sulphate. Calcium sulphate is also available as plaster of Paris (CaSO4 1/2 HC) and anhydrite (CaSO4). The purpose of this inquiry was to determine the form or mixture of forms best adapted for retarder. The problem is complicated by the fact that cement clinker is a complex mixture of calcium silicates and aluminates, and that clinker from different mills, making cement of approximately equal quality, differs considerably in chemical constitution. Thus the same retarder may give very different results with different types of clinker, especially in the percentage of retarder required for the same degree of retardation.It has been known for some time that a small percentage of plaster of Paris will greatly retard the time of set of Portland cement as well as increase its strength and plasticity, but whether gypsum and anhydrite will have a similar effect is as such disputed question. The offects of gypsum have received little consideration in laboratory research because, even though it will not retard a clinker when the two are mixed in the laboratory, as has been noted in some instances, the cement will have a normal set when the two arc mixed in the large tube mill at the plant, so that practically, gypsum seems to be equally as goou as plaster of Paris, and because of the great saving in cost it has been used almost exclusively."

This Part is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a corner. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency which propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

The process development described in this report was carried out at the Morgantown Station of the U. S. Bureau of Mines in cooperation with West Virginia University. An experimental laboratory-scale pilot unit to gasify coal dust in entrainment was constructed on the Campus of the University in Morgantown. The enormously accelerated demand for liquid and gaseous fuels and utilization of our immense coal resources require that a low-cost process be developed for the gasification of a wide variety of coals. Such a process would be a major factor in lowering the cost of synthetic liquid fuels. None of the proc3sses developed in Germany prior to and during World War II, such as the Winkler process, the H. Koppers dust gasification process, the Wintershall-Schmalfoldt process, etc., meet all the requirements for a low-cost process under American conditions. Nor has any other process designed and experimentally operated at atmospheric pressure during the post-war period in this country appeared to fulfill all of the necessary conditions for a low-cost process.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3

The Salt River range vanadium deposits are situated 3 to 6 miles east and southeast of Afton, Lincoln County, Wyo. The vanadium occurs in a continuous bedded shale zone of the Phosphoria formation extending from the vicinity of Afton into southeastern Idaho. The Bureau of Mines explored several of these vanadiferous-shale deposits between December 1942 and December 1943 and conducted metallurgical tests on the ores. The areas investigated were west Swift Creek, the Dry Creek, and the Cottonwood Creek. The vanadiferous-shale beds have been folded sharply into a series of tightly compressed, eroded anticlines and synclines, which form the Salt River range. The vanadium occurs in a series of narrow shale or mudstone beds contained within the phosphatic-shale member of the Phosphoria formation. Exploration by the Bureau of Mines consisted of surface trenching and underground work over 18 miles of outcrop of vanadiferous shale with an average assay value of 0.866 percent V2O5.

"INTRODUCTION Pilot-plant studies on processes for converting low-grade domestic manganese ore to high-grade oxide or sulfide products by pyrometailurgical process was initiated at the Boulder City, Nev., Experiment Station in 1942. These investigations were given impetus by the possibility of a national shortage of ferro-grade manganese oxide for war needs.The manganese ore employed-in most of the pilot-plant smelting tests was from the manganosiderite-nodule deposits at Chamberlain, S. Dak. This deposit although low-grade, is extensive and represents, the largest reserve of manganese in continental United States. 6/ The Bureau of Mines has recently developed a Carryall mining-conical rolls treatment method that shows promise of making possible economic removal and subsequent beneficiation of the nodule-bearing shales. 7/ Smelting tests were made also on Artillery Peak, Ariz., mill concentrates in the productions of unrefined manganese matte for the steel The pilot-plant smelting program was based upon the fundamental fact that manganese, like copper, will sulfidize and become miscible with FeS. The matte this formed represents the initial smelting step in the pyrometallurgical treatment of the beneficiated ore. The concentrated nodules containing about. 18 percent manganese were smelted with varying amounts of pyrites and appropriate fluxes to produce Mns-FeS mattes containing 16 to 50 percent manganese. When the manganese and iron was completely sulfidized, the mattes contained 16 to 23 percent manganese. Reducing the pyrite resulted, of course, in the selective sulfidization of manganese and the production of a matte containing a correspondingly higher ratio of MnS to FeS. Complete sulfidization smelting produced slags of lower manganese content and hence resulted in higher manganese recoveries in the matte."

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. SIGNIFICANT general developments took place in the Far East during 1964, with far-reaching repercussions on the mineral and industrial economies of individual countries and the region as a whole. Japan, during this, "the Year of the Open Door," ushered in the era of industrial maturity, greater independence in economic policy, and expanded technical assistance to less developed countries. Symbolic of its dynamic economic growth is the fact that Japan out-produced the Federal Republic of Germany in steel during 1964 to take over a third-ranking world position. Mainland China, recovering from the "Leap Forward" debacle, made significant gains in industrial output. Mainland Chinese trade with Japan was on the upswing, and discussions were held between the Chinese and the Soviets for possibly resuming Soviet aid in industrial and mineral development. Meanwhile, United States aid to Taiwan was being phased out because of progress achieved. Rapprochement between South Korea and Japan was imminent late in 1964, a factor which may well affect South Korean mineral development. The Indonesian-Malaysian confrontation created economic difficulties in both countries. The war in Viet-Nam seriously disrupted industrial activities, particularly in the south.

Recent legislation and expected future legislation is aimed at reducing the dust levels developed in underground coal mines. Several techniques for reducing dust levels are being evaluated. One of these is the modification of cutting parameters such as feed rates, cutting speeds, and pick configurations in order to reduce the amount of dust generated. In order to evaluate the feasibility of modifying cutting parameters to reduce dust, the Bureau of Mines commissioned Battelle to construct a small scale mining machine which could be used for evaluating the effects of those changes in cutting parameters. Specific features of this machine were that it should be highly instrumented to measure various cutting parameters, should have a wide range of feed and speed controls, and it should be possible to vary the pick configurations and geometries on the machine. In addition, it was desired that this machine should have cutting capabilities which greatly exceed present coal mining practice and also that the unit should be small enough and portable enough that it could be taken into and out of operating coal mines with a minimum of interference with the normal coal mine operations. The first step in constructing a machine to meet these requirements was to determine the cutting forces and approximate sizes of components which would be required to cut at the speeds and feeds specified by the Bureau of Mines. Initial calculations using; published data on cutting forces indicated that cutting forces in the neighborhood of 5,000 lbs and power levels of approximately 30 horsepower would be adequate for the application. However, further data developed during the course of the project indicated that when low efficiency picks are used, cutting forces and powers can be two to three times as high as these initially estimated values. Six years ago, I addressed the annual meeting of the American Society for Testing Materials on "Fuels of Today and Tomorrow."3/ Since then, our country has been drawn into another great war of veritably global extent, with unprecedented demands on fuels, foods, and materials in general. My purpose in this address is to review the changes in fuel supply and demand since 1937 and to give you my views on the outlook for the future. CONDITIONS IN. 1237 Daring 1936 the United States produced and consumed one-third of the world production of coal, two-thirds of the petroleum, and about 95 percent of the natural gas. Two-thirds of the oil produced in all countries since the discovery well was drilled in 1859 had come from American wells. With the exception of the three depression years 1931, 1932, and 1933, new oil reserves were being discovered since 1924 well in excess of our increasing rate of consumption. Discoveries of natural gas, likewise, were tremendous in volume, and this fuel was being transported to most parts of the country by pipe lines; some of them more than 1,000 miles long. We had all kinds of mineral fuels in abundance and at prices that did not stint anyone in the maximum utilization of the mechanical devices that were being developed on every hand. No one suspected that the time might come in a few years when, gasoline would be doled out to some of us at the rate of 1-1/2 gallons a week or that many of our fuel-oil furnaces would have to be converted to burn coal. Of course, these restrictions are due to unusual war conditions, such as lack of coastwise tanker transportation, unprecedented demand for aviation gasoline, and the shortage of rubber for automotive tires. However, these shortages do call our attention to the vital part of petroleum reserves in our country's future position among nations. Therefore, it is of special interest to review briefly the relations of recent supply and demand with respect to our various mineral fuels.
