The United States National Institute for Occupational Safety and Health, through an informal partnership with industry, labor, and the United States Mine Safety and Health Administration, has developed and tested a new instrument known as the Personal Dust Monitor (PDM). The new dust monitor is an integral part of the cap lamp that coal miners normally carry to work and provides continuous information about the concentration of respirable coal mine dust within the breathing zone of that individual. Previous laboratory testing demonstrated that there is a 95% con?dence that greater than 95% of individual PDM measurements fall within ±25% of reference measurements. The work presented in this paper focuses on the relationship between the PDM and respirable dust concentrations currently measured by a coal mine dust personal sampler unit utilizing a 10 mm Dorr Oliver nylon cyclone. The United Kingdom Mining Research Establishment instrument, used as the basis for coal mine respirable dust standards, had been designed speci?cally to match the United Kingdom British Medical Research Council (BMRC) criterion. The personal sampler is used with a 1.38 multiplier to convert readings to the BMRC criterion. A strati?ed random sampling design incorporating a proportionate allocation strategy was used to select a sample of mechanized mining units representative of all US underground coal mines. A sample of 180 mechanized mining units was chosen, representing approximately 20% of the mechanized mining units in production at the time the sample was selected. A total of 129 valid PDM/personal sampler dust sample sets were obtained. A weighted linear regression analysis of this data base shows that, in comparison with the personal sampler, the PDM requires a mass equivalency conversion multiplier of 1.05 [95% C.I. (1.03, 1.08)] when the small intercept term is removed from the analysis. Removal of the intercept term results in a personal sampler equivalent concentration increase of 2.9% at a PDM measurement of 2.0 mg m-3.

In connection with the approval of coal-cutting machines for service in gaseous mines , the engineers of the Bureau of Mines have been somewhat concerned as to the type of trailing cables that could safely be used on permissible outfits . While no final action has been taken on this question ( tentative approvals having been granted pending investigations ) , the Bureau has been endeavoring to collect data and information on this question which would permit a fair , yet safe , ruling to be made . For this purpose cooperative arrangements were made with three coal companies to visit certain of their mines , making inspections inside the mines to observe the cables and cutting machines in operation . In all , twenty mines were visited . A questionnaire covering the operations of trailing cables was filled out at each of these mines . In a few instances no personal inspection was made , the information being supplied by mine officials after conferences with the Bureau's engineer . At other mines the information given by mine officials was supplemented by personal observation inside the mines , usually at a time when the cutting machines were in operation .

An investigation of the production of iron in the blast furnace is obviously not an easy subject for research . Enough is known of the mechanical , thermal and chemical conditions existing inside the furnace to say certainly that they are complicated. Furnace operators have found that the process is sensitive to a number of known and to many unknown operating conditions . In order to form any conclusions of value , it seems necessary to collect a large amount of data taken with considerable care and accuracy. These facts make a blast furnace research difficult but not impossible . The most serious obstacle in attacking the problem comes from the fact that it is useless in the design and operation of the blast furnace to use the method of " trial and error , which has proved valuable in so many other industrial problems . The variables are so interrelated and are so dependent one on the other that the number of experimental combinations to be tried is enormous . There are certainly not less than twenty factors in furnace operation and design that are known to influence the results . This is apparent if it is remembered that a phrase like " size and shape of the furnace" includes height of the furnace , height , diameter and angle of the bosh , inwall batter , stockline diameter , and furnace volume ; and that a phrase like " chemical and physical properties of the fuels charged " includes size and shape of the lumps , density, porosity and strength of the coke , in addition to its chemical analysis . Let us suppose that we need choose for each of twenty factors one of two values , for example , suppose we must say only that the furnace shall be " tall " or " short , " that the bosh angle shall be " flat " OF "steep , that the ore shall be " coarse " or " fine , " or that the blast has to be "hot" or " cold , " the number of resulting combinations is more than one million . In putting twenty pennies on the table , either heads up or tails up, the number of permutations possible is the twentieth power of two , slightly more than one million. It is obvious , therefore , that some sort of mathematical relationship , a set of rules of thumb , laws , curves or the like , are needed . Whether the relationships , curves or formulas are derived from experiment , from theory, or from mere guess -work, makes no difference provided they agree with the known facts . If they do not agree with known facts , they are worthless no matter what their origin or how weighty the " authority" vouching for them. Few such relationships have appeared in blast- furnace literature , and it may be doubted whether such formulas can be discovered .

During World War II , a critical shortage of domestic abrasive corundum developed . Late in 1944 , the shortage became so acute that it was deemed advisable to investigate certain low-grade corundum prospects in Madison and Gallatin Counties , Montana . The Gallatin , the Bozeman , and the Bear Trap deposits were the principal ones investigated . The Bear Trap deposit was examined by E. W. Newman and Robert S. O'Brien , engineers of the Bureau of Mines , in August 1944. Exploration was started in October 1944. Field work was completed late in the spring of 1945 . report presents the data obtained from the exploration .

From a scientific point of view , the zircon is by far the most remarkable of the gem stones , and a satisfactory solution of the problems offered by its characters and constitution has not yet been made . 3 Three distinct forms have been recognized , differing in specific gravity , hardness , optical properties , behavior when heated , and color.4 ( See section of this paper entitled "Description and Properties . " ) Zircon as a gem stone has not been as well known as its properties warrant . It is one of the most brilliant of the precious stones (having a high refractive index) . The colorless zircon rivals the diamond in brilliance and fire play to such an extent that a judgment based entirely upon optical inspection might be erroneous . In the opinion of gem authorities , the colored stones likewise have much merit . The blue zircon ( " Starlite" ) was so named by Kunz because of its resemblance to a " star twinkling in the night . " Another gem authority describes the leaf- green stone as one possessing a restful beauty , the red stone as having a certain ( though somber) grandeur , and the golden-yellow stone as being unsurpassed in magnificence . The slowness with which the zircon , a stone frequently mentioned in ancient literature , has come into use in modern jewelery may be owing to the fact that authorities differ as to whether the colorless and the blue zircons are found as such in nature or are treated stones . Any treated stone , although the material of which it is composed may be essentially genuine , has been considered a deception . However , according to Kunz , " Starlite is now sold over the entire world ; never has anything been so well introduced. "7 Dr. Foshag, mineral curator of the United States National Museum, states that the first allotment of zircons to enter the United States was obtained in 1921 from Siam ( through France ) for scientific or museum purposes and that four or five years later the stones were adopted by the jewelers of this country . Retail jewelers are displaying the colorless type and the blue stones , especially , in finger rings , necklaces , and like ornaments . Fine crystals have been used somewhat extensively in jewelling watches and as supports for the edges of fine balances . At one time zircons were though to be appropriate in mourning jewelery .

Presented in this report are the experimental results of coarse coal slurry degradation data obtained from the Hydraulic Transport Research Facility (HTRF) at the Pittsburgh Research Center (PRC), Bruceton, PA. This particle degradation report is a summary of the particle distribution data obtained at the HTRF for the period 26 November 1982 to 1 October 1983. The testing covered herein is for coarse Pittsburgh Seam coal in the 6-in (150 mm) and 12-in (300 mm) pipelines, at velocities ranging from 5 to 18 ft/s (1.5 to 5.5 m/s), and at concentrations by weight ranging from 15 to 55 pet. Particle size distribution samples were taken systematically throughout the testing.

The purpose of this Bureau of Mine- investigation was to develop columbium and tantalum alloys suitable or u at elevated temperatures. Columbium and tantalum were combined with tungsten, hafnium, zirconium, molybdenum, vanadium, and titanium, and the resulting alloys were evaluated with respect to workability, hardness, electrical resistivity, strength at elevated temperatures, oxidation resistance, and weldability. Cb-33Hf-10W-10Ti, Cb-20111-5Mo, and Cb-30Hf-5Mo exhibited superior high temperature properties. Cb-33Hf-10W-10Ti had tensile strength values of 44,300 psi at 1,200° C and 16,500 psi at 1,400° C, Cb-20Hf-5Mo had values of 35,700 and 20,700 psi, respectively. The corresponding values for Cb-30Hf-5Mo were 38,900 and 17,800 psi. These alloys are fabricable by conventional methods with excellent strength at temperatures up to and including 1,400° C. An oxidation rate of 7 to 21 mg/cm2/hr was observed up to 1,000° C.

"In the course of another investigation4 during 1926 and 1927, samples of water collected from a few abandoned coal mines indicated that their drainage was usually lower in acidity than water from active mines in the same locality. In order to determine whether this condition might have a bearing on the advisability of sealing abandoned mines, a number of such mines were visited, samples of drainage were collected, and as much information- as possible was obtained from officials of the mining companies and older residents of the district. A great many of the abandoned mines examined are in this bed, and nearly all of the present active ones are. The Upper Freeport bed is also mined to some extent, and a number of the abandoned mines formerly worked this bed. As only three active mines are now (1927) working the Upper Freeport, the comparison of acidities is necessarily limited. Of these three, one had been idle since 1922 until shortly before it was sampled.The location of most of the mines was already known from previous work, but some of them had to be located by following up streams known to contain acid waters. A sample of the- outflow was collected in self-sealing bottles known as ""citrate bottles"" for the determination of dissolved oxygen by the Winkler method.5 Another sample was taken for the determination of acidity according to standard methods of water analysis.6 Ferrous iron was determined at the mine or very soon after taking the sample by titrating with a standard solution of potassium permanganate in acid solution. The hydrogen-ion value was determined by a standard double-wedge comparator.7From the total acidity values in each sample, which are the most important values, the total iron was calculated on the assumption that acidity as sulphuric acid was due to dissolved ferrous sulphate. This assumption is commonly made for mine waters, but is inaccurate to the extent that free acid is already present, and some of the iron is present as ferric, rather than ferrous, sulphate. The amount of ferrous sulphate may be a rough measure of the extent to which oxygen is lacking within the mine. The permanganate titrations just mentioned showed what part of this total iron was in combination as ferrous sulphate, and the difference .was assumed to be that in combination as ferric sulphate, after correcting for the amount of free acid already formed as shown by the titration values."

It is with some diffidence that I venture to address the Montreal Section of the Society of Chemical industry on the subject of motor fuel from coal at a time when crude petroleum is produced in greater quantities than at any time in history, and at a time when the known reserves exceed all expectations, even the optimistic estimates of the Committee of Eleven of the American Petroleum Institute. Not only are new fields being discovered in America a -an embarrassing frequency but sources outside of the North American Continent show, unmistakable signs of adding materially to the world's sources of oil. Were it not for the tremendous scientific and technical importance of the work done in the past few years in transforming coal into liquid motor fuels, I should prefer to let this subject rest until a more propitious time, such as prevailed some years ago, when the gasoline consumption curve was rising rapidly and the production curve was slowing in its upward rise. That was the period which stimulated the researches which resulted in tetra ethyl lead and anti-knock gasolines on this side of the Atlantic and in methanol, synthetic gasoline and hydrogenation of coal on the other side. Some of you will recall a symposium on Motor Fuels and Oil Conservation held at the Chemists' Club n New York in September; 1925. Dr. R. L. Brown and I presented a paper at this meeting on "Complete Utilization of Coal and Motor, Fuel, in which we pointed out that coal was the most likely raw material source of gasoline substitutes if and when needed. "IntroductionInhalation of crystalline silica is often associated with the development of pulmonary disease (Ziskind et al., 1976). Recently, it has been proposed that freshly sheared silica .may have surface properties that make it more reactive with lung tissue than aged silica, and that this unique reactivity ·of freshly crushed silica enhances its pathogenicity. A recent study in our laboratory strongly supports this theory (Vallyathan, et al., 1988a; 1988b). We found that grinding of silica cleaves bonds in a silica tetrahedral lattice generating reactive free radicals sites on the surface of the silica particles. The presence of surface radicals on freshly ground silica was monitored by electron spin resonance (ESR) spectroscopy. The ESR signal generated from fresh silica in air is characteristic of Si-0 and Si radicals. Evidence, i.e., the ESR signal after the addition of a spin trap (DMPO) and its sensitivity to ethanol, indicates that these silicon-based surface radicals can react with water to form hydroxyl radicals (OH). Results also indicate that these surface radicals make fresh silica more cytotoxic than aged silica; i.e., fresh silica causes more membrane damage as evidenced by hemolysis and lipid peroxidation. Therefore, the presence of reactive sites on the surface of freshly cleaved silica may play a significant role in its pathogenicity.If surface· free radicals are related to cytotoxicity, then screening dusts for the existence of such radicals may predict their relative pathogenicity. Since an ESR spectrometer is not available to many laboratories, the objective of this study was to develop a quick and simple technique to monitor the existence of reactive surface sites on dust. The technique chosen was the measurement of chemiluminescence using a liquid scintillation counter; i.e., an instrument which·would be accessible to most investigators."

Historically, underground mine rescue teams have received training only in the course of actual emergencies, or in simulated mine environments, usually on the surface, with placards to identify objects and hazards. Also, while U.S. Federal Regulations require all underground miners to walk escapeways and conduct fire drills every 90 days, this does not fully prepare them for the conditions that may be encountered in real escape situations, such as smoke filled entries. This paper describes technology and realistic training simulations that have been identified for the general workforce and mine emergency responders. Of all the technology evaluated by underground personnel, laser lights and lifelines were most beneficial in leading personnel to safety and out of the mine in smoke-filled passageways. These technological advancements can improve the state of readiness for rescue personnel and increase the chances of survival for personnel escaping from underground emergencies.

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs . If this cannot be accomplished it will mean , in many instances , that mines and metallurgical works will have to be closed and abandoned , which will tend to disorganize the entire industry . How to lower production costs and still maintain the present high standard of wage , is the problem that is engaging the serious attention of mine operators and managers over the entire country . In As a solution to this problem it is thought that the most promising field of investigation lies in the direction of systematizing and standardizing mining practice , so as to effect economies in the use of both labor and materials . other words , to eliminate , in so far as possible , unproductive effort and waste and thereby secure a maximum of productive results , It is not the idea to speed up work or to demand a greater effort on the part of the workman , but rather so to systematize and standardize the various under ground operations that his energy will be directed into more useful and productive channels ,

Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

Safety devices and guards are often looked upon as the last word in safety by the men around the shop or large industrial plant . However , thorough knowledge of the details of their jobs and of the dangers attending them are even more important . It should be unnecessary for all men to go through the experience of the first man to meet an unknown danger , but that appears to be about the only way by which many learn . Practically every danger connected with the job around a mine , blast furnace , steel mill , foundry , coke oven , cement mill , or other operation , was encountered for the first time by someone , and if he was fairly fortunate he either got hurt or just missed being injured and lived to tell his " budaies " how it happened; he spread the knowledge of that particular danger . Sometimes , but not often , a man can foresee a danger . If he could always be on guard and remember everything he had ever learned and also know everything that had happened to the other fellow , and then let that knowledge keep him aware of the dangers in his own immediate " job , " so that he would work the safe way for both himself and the other fellow , he would have what safety engineers call " safety consciousness . " Being safety conscious is a fine attribute , as it really means knowing all about one's job . A man who is really safety conscious is one of the best and most efficient workmen in the whole plant . The boss wants men of that kindmen who want to learn and who try to learn every little detail about their jobwhere there is danger of spoiling the heat or getting burned by hot metal in a steel plant or of loading rock instead of coal or ore in a mine . Such men know how to do whatever job they are on easily and with the least amount of hard work and at the same time get it done as quickly as possible with safety . A man who is safety conscious has to nearly all intents and purposes developed eyes in the back of his head , if he is in a big mill where there if something going on all around him . These eyes are not real eyes , but they are what might be termed a sixth sense which he has developed by his experience in the mill as well as in other dangerous work which he may have done before in other plants . There may be occasions when a man's safety consciousness will leave him for just a short time ; this is likely to happen when he is thinking about a quarrel he had with his wife which has not been cleared up happily , or perhaps when he has bought too many things on installment and with sickness at home

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. Since March 28, domestic producer prices on 99.5 percent aluminum ingot have been at 5l¢ per pound. Dealers in this same time frame have held ingot quotes at 49¢-50.5¢ per pound. COBALT: Imports from southern Africa in 1976 constituted 73 percent of total cobalt imports. Moreover, the United States is 98 percent dependent on imports of cobalt. For this reason, the Bureau of Mines is closely monitoring developments abroad to ensure an advance notice of any possibility of a shortfall in supply. Included in these imports were those from Zaire (41 percent directly from Zaire and 15 percent via Belgium-Luxembourg), Zambia (11 percent), and Botswana (6 percent). Also being closely watched are industry stocks.

Electrical resistivity surveys were conducted at three sites in Wyoming in an attempt to detect underground rubble zones in oil shale and to determine their size and resistivity contrast. The zones were detected at Rock Springs sites 4 and 5, but none were detected at Green River site 1. The resistivity of the rubble zones at sites 4 and 5 is greater than that of the surrounding rock. The zones at sites 4 and 5 are concluded to be roughly ovaloid in shape, with a horizontal diameter of 33 m and a vertical thickness of 24 m. Both rubble zones and the blasting that created them are considered to be centered at a depth of 24 m.

NIOSH researchers collected basic data from two blast rounds at the SSX-Steer Mine as a component of a larger study on controlled blasting, the goal of which is to reduce injuries from falling rocks in underground mines. Drilling and blasting procedures at the mine were observed. Rock mass property data were collected, a program of seismic monitoring and analysis was conducted, and 3-D laser survey scans of the workings before and after each blast were performed. The geologic data showed that the rock mass quality was characterized as poor to very poor. It was essentially uniform within the panels examined. The recorded seismic data indicated that fill material acted as an effective damper to seismic energy. The pre- and post-blast laser scans showed both over-break and under-break conditions, highlighting the problems associated with blasting a weak rock mass. By comparing the achieved results to the intended design, potential improvements in the drilling and blasting practices can be identified. Comparison of these data with similar data from other mines will help define how various combinations of rock and fill behave during blasting. Through studies such as these, data collection procedures and analysis techniques can be refined. An ultimate goal is to develop blast procedures tied to rock mass characteristics that can minimize damage to rock in the perimeter of the opening, limiting the amount of loose rock and improving the safety of miners.

Moon, chief, conducts prelimi¬nary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G.
