This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

The thirty-fifth consecutive National Safety Competition sponsored and conducted annually by the Federal Bureau of Mines, Department of the Interior, closed with several noteworthy accomplishments to its credit. Some of them are: 1. A record low injury-frequency rate of 18.293 disabling work injuries per million man-hours equal to that established in 1957. 2. The third lowest injury-severity rate (4,335). 3. The second highest number of mines and quarries participating (672) 4. A record number of participants finishing the competitive year without a disabling work injury. 5. All recipients of Sentinels of Safety trophies free of disabling work injuries for the first time since 1952.

"INTRODUCTION Burning refuse dumps are a common and by no means pleasant sight in most coal-mining distracts; they have been and largely continue to be accepted as a necessary, if undesirable, adjunct to coal-mining operations. The odor, smoke, and fumes emanating from the burning dumps have caused much property damage, as well as aroused unfavorable public sentiment in the areas thus affected; and there is reason to believe that, in at least some cases, they have had an adverse effect on the health of certain communities, adjacent to mines. In some instances such communities have been owned or controlled by the mining companies and in others they are incorporated towns.After the start of World War II, it was necessary for Great Britain to take prompt and effective measures to extinguish or at least blanket the burning refuse dumps at collieries, since the fires served as beacons for the enemy planes; the problem thus became a matter of national security rather than one of local inconvenience. If the United States should become involved in a bombing war, these dumps might became a source of national danger, hence now is a propitious time to at least make a start on available methods of solving this problem. Much progress was made in Great Britain in extinguishing the dump fires that had burned for years and in preventing newly made dumps from taking fire.Burning refuse dumps have not been a national problem in the United States, but they are a nuisance and frequently a danger and often a fruitful cause of poor public relations on account of the odor and fumes. Many progressive coal-mining companies are taking effective and positive action in trying to extinguish old dump fires and to build new dumps so they are less likely to fire.The purpose of this paper is to provide information about the problem as well as on ways to extinguish refuse dump fires, to describe methods of constructing dumps that probably will prevent them from firing, and to point out some of the danger that exists when dumps are improperly built and when they are on fire."

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

This report presents the results of calculations of the equilibrium composition of the products of combustion with air of six different mixtures of octane CgH18, plus PbEt4 and halogen-bearing scavengers at three air-fuel ratios, at pressures of 5 and 30 atm., and at temperatures of 350°, 1,000°, 1,800°, and 2,000° K. The air-fuel weight ratio has the values 12, 15:12, and 18. The concentration of PbEt4, M, in milliliters per gallon of iso-octane, has the value 1 or 3. The recovery or partial recovery of the oil remaining in oil sands after the usual methods of production have become unprofitable is perhaps the greatest problem in the petroleum industry today. The amount of this oil remaining in the sand is variously estimated by those familiar with the subject to be 25 to 90 per cent of the original content.2 Lewis3 states, "The estimate of 80 to 90 per cent of the oil left underground does not seem incredible."

Analysis of the helium content of a natural gas presents more than the usual difficulties encountered in applying the thermal-conductivity method because of the relatively small amounts of this inert as present and the wide variation in the other constituents. However, the numerous advantages of this method and its adaptability to Continuously recording and control instruments make it worthy of consideration. A specific application of the method described yields quantitative results only when used with gas mixtures of known qualitative compositions which Vary within predetermined limits. Periodic analyses for the helium content of a producing gas well may be conveniently made by an absorption method, and a continuums analytical method is not necessary for this purpose. Natural gas containing 1.75 to 1.90 percent of helium produced from Government-owned wells is processed in the Amarillo (Texas) Helium Plant of the Bureau of lanes. The helium extracted in the plant is supplied to the Army and Navy, and the processed natural gas is sold to a commercial gas company. As complete recovery of the helium in the raw material is not economically practicable, the processed gas contains 0.1 to 0.3 percent of helium, depending upon conditions of operation. Production is checked against the helium removed from the gas, which before the installation of the thermal-conductivity apparatus was calculated from the analysis of a cumulative sample of the processed gas. As conditions of operation affect the residual helium content to a large extent, a composite sample was an uncertain index of the efficiency of the process.

Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

Results are presented of a comprehensive study of the characteristics of the original oil in the Weber sandstone reservoir, Rangely oil field, Colorado. Through the medium of subsurface sampling, adequately representative samples of the original reservoir oil were obtained from many parts of the reservoir over a period of 5 years concurrent with active development of the reservoir. Data of differential gas liberation, pressure-viscosity, and. pressure-volume-temperature relationships are shown for 12 subsurface oil samples. Data also are given of reservoir pressure and. temperature, composition of liberated or solution Gas, composition of 22 produced-gas samples, and Hempel analyses of crude-oil samples from 18 wells. The characteristics or physical properties of the 12 subsurface oil samples, as determined by laboratory analyses, were correlated with elevation of the top of the Weber sandstone. These relationships of oil characteristics to elevation in the reservoir show that only the oil in contact with the initial gas cap was gas-saturated at the existing pressure and temperature. The characteristics of the original reservoir oil were marked by an appreciable decrease of saturation pressure and solution gas-oil ratio and increase of viscosity and density with depth below the gas-oil contact. The composition of solution gas and of' produced was also was found to vary with elevation of the oil in the reservoir.

The Bureau of Mines is investigating low-chromium alloy substitutes for type 304 stainless steel (type 304 SS). The purpose of the research is to reduce the chromium content in austenitic stainless steels used for corrosion-resistant applications. Nine Fe-9Cr-12Ni alloys containing additions of 0 to 5 pct Mo, 0 to 2 pct V, and 0 to 2 pct Cu were selected for evaluation. All of the experimental alloys containing 5 pct Mo and an alloy containing 2Mo-2V-2Cu possessed structure and tensile strengths similar to those of type 304 SSe Alloys containing SMo-2V and SMo-2V-2Cu had ac-ceptable welding properties as measured by the Varestraint test. Alloys containing at least 2 pct Mo had cQrrosion resistance comparable to that of type 304 SS in solutions of nitric acid, phosphoric acid, acetic acid, and citric acid. In chlorides, all the experimental alloys were susceptible to localized corrosion and stress corrosion cracking similar to that of type 304 SSe The corrosion properties were established by weight-loss tests, electrochemical polarization tests, and stress-corrosion cracking tests. An Fe-9Cr-12Ni-SMo-2V alloy and an Fe-9Cr-12Ni-SMo-2V-2Cu alloy had a combination of welding properties, tensile properties, and corrosion resistances that were most comparable to those of 304 SS.

During fiscal year 1966 the Bureau of Mines published 99 scientific and technical papers and engaged in 67 research projects on petroleum, natural gas, and oil shale. A basic appropriation of $3.4 million was supplemented by $1 million in cooperative funds from other Governmental agencies and industry groups. Petroleum conservation was advanced by development of scientific knowledge and improvement of technologic methods in both the extraction and utilization of petroleum, natural gas, and oil shale. Experimental work was carried out at research centers in Bartlesville, Okla., and Laramie, Wo., and in laboratories in Morgantown, W. Va., and San Francisco, Calif. ACHIEVEMENTS IN FISCAL YEAR 1966 Bureau of Mines--Petroleum Research in fiscal year 1966 (July 1, 1965- June 30, 1966) was involved in many public issues--air pollution, peaceful uses of nuclear explosives, utilization of oil-shale resources, computerization of recovery-stimulation techniques, and fuels for supersonic airplanes. Scientific contributions included compositional studies of petroleum and oil shale, determination of thermodynamic properties of petroleum compounds, development of analytical techniques, and correlations of petroleum properties with geologic occurrence. Technologic advances included rock-fracturing research, in situ combustion studies, waterflood techniques, use of radio-tracers to study stability of petroleum fuels, and hydrogenation as a tool to prepare shale-oil products.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. The electrolytic reduction of uranium dioxide to molten uranium in fluoride baths at approximately 1,200° C was demonstrated. Electrolyte constituents were BaF2, UF4, and either MgF2 or LiF. Preliminary laboratory-scale experiments were made in which the uranium oxide was added continuously for 3 to 5 hours to the cell during electrolysis. Over 1,000 grams of metal of 99-8 percent purity was made in some tests, Major impurities were aluminum, barium, iron, silicon, carbon, and oxygen. The effects of cell design, geometry, and bath composition were investigated. Electrode arrangement was the most important factor in cell performance.

Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

A voltage regulator was added to prevent false trips with line voltage variations. 2. A Ground Wire Trap was designed to eliminate problems with parallel paths and provide spark suppression. 3. A three phase filter was designed to reduce 60 Hz leakage current. 4. A portable tester was designed to permit complete test of installed systems. 5. "INTRODUCTION During the recent war the Bureau of Mines, at the request of one of the armed services, investigated the hazards that night be encountered 5n handling perchloric acid, particularly if spilled on certain materials. The hazardous nature of perchloric acid when mixed with reducing agents had been known qualitatively, but it was desired to obtain quantitative data on the explosion hazards of such materials. Accordingly, tests were made to determine the sensitivity of mixtures of perchloric acid and oxidizable materials to initiation by heat, impact, sparks, flame, and explosive impulses. This report summarizes the results of those tests.PROPERTIES OF PERCELORIC ACIDAnhydrous perchloric acid is a colorless,hygroscopic, volatile, mobile liquid that fumes in the air. The anhydrous acid is unstable at ordinary temperatures, and therefore the commercial acid is a water solution containing either 60 percent or 70 percent by weight of the anhydrous acid. The commercial acid is widely used in chemical analysis, frequently to oxidize organic material. If proper precautions are not observed, such an oxidixation may become exceedingly rapid and result in an explosion. Several such explosions involving the acid are mentioned in the literature. 4, 5, 6/"

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifications, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and viability of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.
