In the last 3 years' operation of the zirconium-production plant, zirconium metal has been employed to good advantage in many applications. The most frequent use has been in situations requiring resistance to attack by hydrochloric acid. In this service, it has been shown to be a serious competitor to Hastelloy. Zirconium also has excellent resistance to most other corrosives end could be considered for use as an all purpose metal. For example, this report cites 18 applications in hydrochloric acid, 4 applications in sulfuric acid, 5 applications in phthalic-hydrochloric acid, 3 applications in wet hydrogen chloride-chlorine atmospheres, and 2 applications in fused caustic.

Five makes of expansion-type shells and two types of bolts (mild-steel and high-strength) were used in 30 tests made in sandstone and shale roof, The results show that the anchorage obtained in both the sandstone and shale were stronger than either type of bolt. That is, the yield loads of both bolt types were exceeded before excessive anchor slip occurred. A relationship for evaluating the anchorage effectiveness of 3/8-inch-diameter, expansion-type bolts is presented. A comparison of test results indicates that the anchorage effectiveness of 5/8-inch- and 3/4-inch-diameter expansion-type bolts did not differ appreciably.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). This report analyzes the availability of chromium in the form of ferroalloy products (high-carbon and low-carbon ferrochromium and ferrochromium-silicon) and chromite products (metallurgical, chemical, refractory, and foundry sands) in market economy countries (MEC's). A total of 873.5 Mmt of in situ material, containing 202.5 Mmt of chromium, in 10 MEC countries was analyzed for availability as of the January 1989 study date. Extraction and beneficiation of this in situ material would result in 475.4 Mmt of marketable chromite products. As analyzed, 288.5 Mmt of these chromite products would be available for export or for internal chemical and refractory use and 186.9 Mmt would be smelted in-country to produce 74.3 Mmt of high-carbon ferrochromium, 3.9 Mmt of low-carbon ferrochromium, and 2.0 Mmt of ferrochromium-silicon, all available for export. A network flow model, which includes centrally planned economy countries (CPEC's), was also constructed to analyze world chromium supply and demand interactions for the period 1986 through 1994 and to address a hypothetical North American embargo on direct imports of all South African chromium products beginning in mid-1990. The model shows capacity constraints developing in the MEC high-carbon ferro chromium industry in 1987 and a possible subsequent overreaction by the industry in terms of new capacity additions. The results suggest that sufficient chromium is available to North America should an embargo on direct imports from South Africa be imposed by its governments. However, the effect on export revenues in South Africa is relatively small, and timely increases to world ferrochromium, chemical chromite, and foundry sand chromite capacities would be required.

Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion or roof fall. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety. The exercises were conducted at NIOSH’s Lake Lynn Laboratory during 1995 to 1998 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included chemical light sticks to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escape ways, and a helmet mounted thermal imaging system to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. A new high-visibility team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 305-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” mapped the passageways, built temporary stoppings and ventilated the smoke-filled entries. The teams indicated that the simulations were challenging and very informative.

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruction3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Because State and Federal agencies have limited the amount of sulfur oxides that can be discharged to the atmosphere, most copper smelters plan to convert the S02 in offgases to sulfuric acid. In some cases, however, it might be preferable to use a nonsmelting method to fix the sulfur in the form of a discardable product. Research by the Federal Bureau of Mines has shown that sulfur in copper concentrate can be converted into insoluble anhydrite (CaS04) by roasting the concentrate with lime (CaO). After leaching the calcine to recover metal values, the residue may be discarded without harm to the environment. The process can use a rougher flotation product, thus reducing separation costs and saving valuable minerals (for example, molybdenite) that are now lost in making cleaner concentrate. In tests, rougher concentrate was pelletized with the theoretical amount of lime and roasted for 1 hour in a 6-1/2-inch-ID by 11-foot-long rotary kiln at 700° C. Sulfur retention was about 97 percent. Leaching the calcine with 20 percent RCI extracted approximately 99 percent of the copper, 73 percent of the iron, and 91 percent of the molybdenum. After the molybdenum was removed from the leach solution by adsorption on activated carbon, copper with a purity in excess of 99 percent was obtained by cementation on sponge iron. The strip solution then could be spray-roasted at 500° C to recover the RCI for recycle and obtain F2O3 as a byproduct.

Studies were made to determine the amenability of yttrium to fused-salt electrorefining in a controlled atmosphere. Tests were conducted in a LiCl- YCl3 electrolyte system at 710° C. The major variables studied were the YCl3 content of the electrolyte, from l.7 to 13.4 mol percent, and the initial cathode current density, from 410 to 1,630 amperes per square foot. Vacuum distillation was employed to remove salt from the deposited metal. Metallic impurities, except for lithium, could be reduced to near or below their lower analytical limits, ranging from 10 ppm for Cu to 300 ppm for Ta; reduction of oxygen content, however, was accomplished only in metal produced from electrolytes with 5.4 mol percent YCl3 or less. Initial cathode current density had little effect on the purity of the product.

This is the eighth in a series of reports en properties of commercial meter fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C. F. R.) Committee and the Bureau of Mines of the United States Department of the interior. The first report gave data en meter gasolines sold during the winter of 1935-36.3/ The present report, covering 1,679 samples, represents the products of 118 companies plus these from the Pacific coast, which were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. The throe groups of data en samples of regular, premium, and third-grade gasolines arc averaged separately. The number of samples and brands representing each grade are as follows: Regular price, 869 samples, 76 brands; premium price, 452 samples, 45 brands; third-grade, 358 samples, 82 brands. In this report the same marketing districts are retained as were used in the preceding report, and as far as possible the actual sampling points in each area arc indicated on table 1.

This report is in fulfillment of Contract H0230031 awarded to Bituminous Coal Research, Inc., on May 23, 1973. The scope of work to be performed under this contract was divided into four phases: Phase I - Design, Phase II - Construction, Phase III - Field Demonstration, and Phase IV - Analysis and Final Report. During Phase I, an agreement was finalized with the Rochester and Pittsburgh Coal Co. for conducting field tests of the proposed shearer spray systems on a longwall panel in the company's Jane Mine in Indiana County, Pa. A drum was then designed which could be used on the Eickhoff shearer, Model EW170-L, being used on this longwall and which would utilize the following spray systems: 1. One spray nozzle located in front of each cutter bit with the jet directed at the cutting surface. 2. One spray nozzle located in back of each cutter bit with the jet directed at the back of the bit. 3. Standard Eickhoff nozzles located in a header along the drum scrolls. 4. A fixed header mounted on the shearer directly behind the drum to simulate the spray system originally used on the Eickhoff shearer.

The Bureau of Mines studied the potential availability of primary antimony (Sb) from demonstrated resources in 21 mines and deposits in market economy countries (MEC's). Twelve of these properties were evaluated as producers and nine as non- producers. The 21 studied properties contain 499,600 mt Sb as demonstrated resources, of which 304,000 mt is recoverable as antimony metal; another 973,500 mt Sb is contained in inferred resources. Recoverable antimony from demonstrated U.S. deposits is only 10,700 mt, just 3.5 pct of the MEC total. Domestic production of primary antimony from operating mines has averaged only 561 mt/yr over the 10-yr period 1975-84. This represents just over 5 pct of total U.S. consumption of primary antimony, which averaged 11,081 mt/yr during the same period. The United States will thus continue to rely on imported ores andlor concentrates, antimony oxides, and metal to satisfy domestic industrial requirements. At production costs up to $1.15/lb Sb, 110,000 mt of refined antimony is potentially available from 10 of the 21 studied properties. At $2/lb, 294,000 mt Sb is available, and at $3/lb, the total rises to 304,000 mt Sb available from all evaluated producers of refined antimony.

ackleg rock drills are widely used in the mining industry and are known to generate high levels of hand-arm vibration which contribute to the development of the hand-arm vibration syndrome for exposed miners.1-3 To reduce the vibration levels, a prototype of an antivibration handle was developed as part of a previous study.4 To provide some bench marking for this handle prototype and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. As the current ISO 8662 series of standards could not apply directly to this type of tool, there was a need to design and validate a test bench to evaluate the vibration emission values of jackleg drills, while taking into account the conditions specific to the operation of this type of tool. Methods A test bench including an energy absorber, was developed for testing jackleg drills based on the ISO 8662-3 standard 5. The energy absorber was bolted to a 3300 kg concrete block to ensure tool stability. A pictorial view of the device is given in Figure 1. For validation purposes, acceleration measurements at the handle of a conventional jackleg drill were taken simultaneously along the three axes (xh, yh and zh) in an underground rock drilling operation as well as on the test bench. The handle accelerations were measured for three different jackleg angles (13º, 28º and 43º) determined with respect to the floor. Moreover, each measurement was repeated at least three times to asses the data repeatability. [ ] Results As a preliminary validation of the test bench, Figure 2 provides a comparison of the frequency weighted rms acceleration spectrum measured along the zh-axis, for both underground drilling and operation on the test bench (28º jackleg angle in both cases). It is shown that the vibration measured on the handle of a jackleg drill operating on the test bench is representative of that recorded during typical rock drilling operations, despite the fact that some harmonics of the percussion frequencies are generated with a higher amplitude on the test bench. [A proposes process for recovering manganese from open-hearth steel-plant slogs is indicated by the flow diagram shown in figure 1. Investigation of the process, the laboratory development of which was reported previously,4/ was expanded to a larger scale. Mixtures of flush slags and limestone were proportioned to have molar [SiO2] ratios of 1.5 to 2.2 and were fired at temperatures up to 2,400° F. In an oxidizing atmosphere. This produced clinker consisting principally me various combinations of the oxides of manganese, iron, aluminum, and magnesium aloe with a dicalcium silicate phase containing the phosphorus. Some tests were made with a continuous sintering machine of the traveling-grate type, but a rotary kiln was the most satisfactory apparatus for this operation. Material was fed at 150 to 200 pounds per hour after first being agglomerated either on the sintering or else binder extruding and drying finely ground mixture of the sing, limestone, binder, and water. Tests with slag; from tree different source indicated overkill manganese recoveries of 65 to 80 percent by ammoniacal-ammonium-carbonate leaching.]

The Bureau of Mines conducted laboratory tests to devise a procedure for extracting copper from low-grade discarded mill tailings. A solid extractant consisting of an organic solvent extraction reagent adsorbed on granular activated carbon was investigated and proved to be satisfactory for extracting copper directly from leach pulps. When this material was used in a cyclic leaching, stripping, and electrowinning pro-cess, 95 pct of the acid-soluble copper was recovered from oxidized mill tailings. The weathered tailings contained 0.24 pct Cu (total) and 0.20 pct acid-soluble Cu. The copper was recovered as cathodes containing, in parts per million, 1.6 Pb, 3.6 Fe, 0.5 Sb, 1.5 AI, 1.9 Mn, and <1 Mg.

This report presents is an evaluation by the Federal Bureau of Mines of the effect of clay-water, brine, and oil-base drilling fluids on the productivity of test wells drilled on the Umiat anticline in U.S. Naval Petroleum Reserve No. 4 in northern Alaska. Eleven, wells were drilled on the Umiat structure as part of the U.S. Navy&apos;s extensive exploration of the Reserve during 1944-53 to determine the possibilities for oil production. The Federal Geological Survey cooperated in the exploration program and has published a comprehensive report3/ on the geology of the area and case histories of the wells. The re¬port also includes the results of special studies by the Bureau in connection with the drilling and coring of well 9 with oil-base mud in hole and was the source of much of the information used in preparing this publication. Of the eleven wells, four were drilled with rotary tools and water-base mud (one of the water-base muds was an oil-in-water emulsion mud), five were drilled with cable tools with brine in the hole, one was drilled with cable tools with brine in the hole and later reamed with rotary tools and crude oil, and one was drilled with rotary tools and oil-base mud. Although all of the wells penetrated sandstones that contained oil and gas, some were productive and others were not. The latter two wells, one completed with crude oil in the hole (with some added brine) and the other with oil-base mud, had the greatest productive capacities. The wells drilled with cable tools and brine in the hole had lower productive capacities. In contrast, two of three wells completed with rotary methods and fresh-water drilling mud and the well com¬pleted with rotary and emulsion mud were unproductive.

"The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

Underground stone mining represents an emerging sector for the U.S. mining industry. As this expansion takes mines under deeper cover and as more efficient mining methods are utilized, adequate stone pillar design methods will become more important. It is the purpose of this paper to examine current design practices and to discuss issues for safe mine layouts so that a rational first approach towards balancing the demands for increased production can be weighed against increased risk to worker safety from rib instabilities and pillar failures. Seventy-two stone mine pillar designs were examined. Pillars with width-to- height ratios below 1.5 and subjected to excessive stress levels appear more likely to fail. When width-to- height ratios fall below 1 .O, defects in the pillars, such as through-going discontinuities, can have a significant influence on stability. Discontinuity persistence, dip, material properties, and orientation are important factors controlling pillar strength. The influence of discontinuity dip, a characteristic easily identified in the field, was examined so that its presence could be accounted for in developing generalized guidelines for pillar design.

The Bureau of Mines developed a mathematical model for analysis of the impact of scrubber bed length, porosity, and gas flow rate on the absorption of C02 in a breathing apparatus. The model accounts for the decrease in available absorbent through chemical conversion. The pre-dicted efflux of C02 from a canister containing LiOR compared favorably with measured values reported elsewhere. It was determined from a com-putational study that the time for breakthrough of C02 at a prescribed level is nearly directly proportional to bed length and inversely pro-portional to gas flow and porosity.

This paper presents current finding on truck driver average exposure to acceleration for several different manufacturer’s cab-over trucks on a variety of roads in different countries. The predominant time, for this aspect of the study has been spent in the area around London, England and Warsaw, Poland. The ECE directive 2002/44/EC has provided specific guidelines for vehicle operators 8 hour average acceleration exposure. The primary considerations have been on truck design including the air-ride driver’s seat. The truck manufacturers have produced truck cabs that have some separate suspension from the truck frame. The truck seat manufacturers have been producing air-ride suspension seats for the cab. Both of these designs have had the objective of meeting the ECE directive and providing the vehicle drivers with some degrees of comfort. This paper will provide some information on the ability of the vehicles to operate on a variety of roads and meet the objectives. Method The primary method for evaluation of the driver’s exposure has been the use of a seat pad attached to the driver’s seat. Although this sensor system provides the critical information for the driver, an understanding of the reasons for the values requires additional measurements. The initial study in England used both driver and passenger seat pads, as shown in Figure 1, as well as triaxial accelerometers mounted on the base of the seat. The latest studies used significantly more transducers to better understand the relative rotations and translations on the truck frame, the cab, and the driver. [ ]
