This report presents the results of a washability study of 322 coal mine samples showing the sulfur forms and distribution in the coals. The samples were collected from mines which were principally utility coal producers. Generally, the data show the total sulfur content of the coals evaluated could be significantly reduced by some combination of stage crushing and specific gravity separation. However, few coals could be upgraded to a final product containing 1 percent or less total sulfur. The complete washability data are presented for each sample processed. A statistical evaluation is included for the coalbeds from which more than 10 samples were collected and for the geographical coal producing regions. A graphical summation is presented for the coal producing regions and selected coalbeds.

The absorbed power (PAbs) has been suggested as a better measure of human responses to whole-body vibration, since it relates to the cumulative energy dissipated by the body exposed over a given duration. Moreover, unlike the other measures, the PAbs can adequately account for the intensity of exposure. Although, the vast majority of off-road vehicles impose considerably severe vibration along the horizontal axes, the vast majority of studies on biodynamic response characterization consider only vertical vibration. Only a few studies have reported PAbs responses of the seated human body exposed to horizontal vibration and the major contributing factors [1]. This study aims to characterize the PAbs responses of seated human subjects to horizontal (uncoupled x- and y-axis) vibration as functions of the vibration intensity, subject mass, seat height and the, type of back support. Methods Experiments were conducted using a rigid seat with an adjustable backrest inclination and seat height. The seat was installed on a horizontal vibration simulator and the forces at the seat base and the backrest were measured by three-axis force plates. Two single-axis accelerometers were installed on the seat back and the platform, oriented along the axis of motion. The experiments were performed using three different seat heights (350, 390 and 410 mm), back support conditions (NB- no back support and sitting erect; Wb0- Upper body supported against a vertical back support; and WbA- back supported against an inclined backrest, while sitting relaxed) and three different magnitudes of broad band excitations in the 0.5-10 Hz frequency range (0.25, 0.5 and 1 m/s2 rms acceleration under x-axis and y-axis, applied independently). A total of 8 healthy adult male volunteers with total body mass ranging from 59.4 kg to 92 kg and aged between 21-51 years took part in the experiments. The subjects were seated with their hands in lap, and feet supported on the moving platform for each posture. Each measurement was repeated 2 times, while the data were analysed using a bandwidth of 50 Hz and frequency resolution of 0.0625 Hz. The first steps in combating a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. If the ventilation system and dust collector are operating properly, then other dust controls such as water sprays and conveyor belt scrapers must be upgraded. For tunnels in the design stage, recommended air quantities are provided. Without knowing the exact source, efforts to reduce dust are hit-and-miss (mostly miss).] Taking samples to pinpoint the dust source. In tunnels with high levels of airborne dust, the first task is to pinpoint where the dust enters the airstream. Most dust originates from rock breakage at the tunnel face, but the location where this dust enters the airstream can vary. Dust can leak from behind the TBM face shield, from gaps in the ventilation duct, or from a mal-functioning dust collector. It can be entrained into the air from the muck on a moving conveyor belt. It can even be shaken loose from the underside of the belt as it passes over the idlers. The Bureau of Mines has conducted considerable research to improve life support technology for underground mining applications. This proceedings volume presents several new developments that may help increase the chances of mine workers in surviving underground disasters. Several papers address the performance of present self-contained self-rescuers (SCSR's) and provide proposed guidelines for the design and testing of a second-generation SCSR. Improvements In the safety and effectiveness of mine rescue and recovery operations are described, including the design of a low-profile rescue breathing apparatus and a rescue team helmet.

The Bureau of Mines conducted research on substitute brazing filler alloys with properties similar to those of silver filler alloys in an effort to conserve silver and reduce hazards from cadmium emissions. Experimental work was conducted first on the commercial silver brazing alloys BAg-I, BAg-la, BAg-2, and BAg-3 to establish criteria for evalu-ating the substitute alloys. Properties investigated included the wettability of copper, brass, and steel substrates, and the strength of joints made with the filler alloys. A series of experimental alloys containing 50 to 60 pct Cu, 20 to 28 pct Mn, and 17 to 30 pct Zn was prepared and evaluated, together with Cu-Mn-Zn alloys with 5 pct Pb or 2 pct Ni. Wetting properties and joint strengths were not as good as those for silver filler alloys, and the high application temperatures reduced the copper and brass base metal strengths. However, experimental alloys containing 70 pct Cu, 15 to 20 pct Mn, and 10 to 16 pct Sn had wetting and strength properties approaching those of the silver filler alloys. The application temperatures for these alloys were high-er than those for silver fillers, but not as high as those for the Cu-Mn-Zn alloys. With the Cu-Mn-Sn alloy fillers, copper alloy joint members are less deteriorated by recrystallization than when applying Cu-Mn-Zn alloys. The Cu-Mn-Sn system has potential for further devel-opment as a substitute brazing alloy system, particularly if the melting temperature can be reduced by the addition of other elements without decreasing the ductility and wetting.

The production of natural abrasives varied in quantity and value compared with 1976. Output of tripoli-type materials was approximately the same in both quantity and value. Special silica stone products decreased in quantity and increased in value. Garnet production decreased both in quantity and value. The production of emery increased and the production and value of manufactured abrasive material was approximately the same. Foreign Trade Imports of abrasive materials were 23% more in value than in 1976, and exports plus reexports increased in value 10%. Net imports, the excess of imports over exports and reexports, were $35.3 million. The volume and value of all abrasive materials exported varied.

To determine whether preheating coals before carbonization would improve the coking properties of the coals, particularly the weaker coking coals, 3 coals, 1 each from Illinois, Kentucky, and Pennsylvania, and a blend of the Illinois with a Pocahontas coal were preheated before testing for coking properties in the Bureau's BM-AGA pilot oven. The effects of preheating on the chemical and physical proper-ties of the coals and on the yields of carbonization products and strength of the coke produced from the preheated coals were determined, as were also the effects of bulk density, gaseous atmosphere, and residence time during preheating. Most benefit from preheating was found with weaker or oxidized coking coals, whereas the more strongly coking coals and blends showed little effect. Direct charging of preheated coal to the coke oven without cooling gave better coke, increased yield of tar, and decreased yield of gas. INTRODUCTION Although 94 percent of today's coal production comes from fields east of the Mississippi, the Eastern States have only about one-third of the Nation's recoverable reserves. West Virginia, which now produces more than any other State, has much smaller reserves than Utah, Colorado, and Wyoming.5/ However, the manufacture of iron and steel in Western States, which has increased greatly since World War I, is handicapped by the scarcity of high-grade coking coals, such as are plentiful in the Appalachian region. Unless a practical method of improving the cokemaking property of local coals is developed, ferrous metallurgical industries in the West must continue to use inferior coking coals and to pay high shipping charges for better coals.

During the first quarter of 1973 ADL worked closely with PMSRC staff, under an extremely compressed time schedule, on all aspects of the detailed planning, organization and overall coordination and preparation of the lectures and in-mine demonstrations for the Bureau's Technology Transfer Seminar on Mine Communications given in March of 1973 to representatives of the mining industry. Our efforts centered on the detailed organization and preparation of each of the five technical seminar lectures and associated supporting material, and the coordination of tasks assigned to ADL and other seminar participants. Revised and expanded drafts of the seminar papers were prepared from rough draft versions obtained from PMSRC, Collins Radio and ADL staff. Measurements were made to gather key data on the operation and performance of each of the following systems installed in the Bruceton Safety Research Mine; call alert paging, roof bolt paging, section wireless radio, and guided wireless radio systems. These data were analyzed, manufacturer's equipment specifications utilized, and calculations made to provide performance curves and data for each of the above systems. A substantial amount of artwork was conceived and prepared for 35 m slides, system identification posters in the mine, and seminar handouts. This artwork included some forty 8-1/2" x 11" line sketches, graphs, block diagrams, circuit diagrams, coverage maps, and other line drawings; five 30" x 40" block diagram system identification posters suitable for in-mine use; a 20" x 30" detail perspective illustration of a representative coal mine layout; forty viewgraphs; and seventy 35 m slides of the artwork and word charts. Conferences, discussions and review sessions were held with conference participants to help coordinate the various efforts, obtain technical information, and make final plans regarding the lecture presentations, associated visual aids, and the communication system installations to be demonstrated in the Bruceton mine. These meetings included final systems checkouts and dry run presentations and reviews of the lectures and mine demonstrations. This phase of the seminar effort concluded with R. Lagace and R. Spencer of ADL participating in two days of seminar presentations in the lecture hall and in the Bruceton mine.

The effects of HBr concentration and temperature on the solubility and hydration state of AlBr3,' CoBr2, PbBr2, MnBr2, KBr, and NaBr were investigated by the Bureau of Mines. Saturated aqueous solutions of the AI, Pb, K, and Na bromides were sparged with HBr gas at 20°, 40°, and 60° C, and saturated solutions of Co and Mn bromides were sparged at 20° C. Increased HBr concentration caused decreased salt solubility because of the common ion effect for all the investigated bromides except PbBr2. Aqueous solubilities at 20° C were, in percent, 51.7 for AlBr3, 53.2 for CoBr2, 1.1 for PbBr2, 59.6 for MnBr2' 39.5 for KBr, and 47.4 for NaBr. At 60° C, the solubilities were, in percent, 53.3 for AlBr3, 2.2 for PbBr2' 46.0 for KBr, and 53.8 for NaBr. Solubilities in solutions sparged to HBr saturation at 20° C were, in percent, 0.5 for AlBr3, 42.0 for CoBr2, 32.2 for PbBr2, 21.0 for MnBr2, 0.6 for KBr, and 0.3 for NaBr. At 60° C, the solubilities at HBr saturation were, in percent, 1.8 for AlBr3, 41.4 for PbBr2, 1.3 for KBr, and 0.4 for NaBr. CoBr2 precipitated out to a minimum solubility of 27.2 pct at 28.7-pct-HBr concentration. Further increases in HBr concentration increased CoBr2 solubility because of the formation of bromide complexes. PbBr2 in-creased in solubility as HBr concentration increased.

Exposure to vibration induced in and around underground mine’s exploration is a major concern to vehicles operators. Most of these drivers over time develop serious spinal musculoskeletal and discs problems causing low back injuries. The first purpose of this paper is to analyze the performance and dynamic response of driver/operator when subjected to different levels of vibration due to rough road conditions depicted in a mine field. The second purpose of the paper is to quantify the energy transmission in the presence of seat padding with special characteristics and active suspension. Using experimental testing data collected at NIOSH/PRL (National Institute for Occupational Safety and Health/ Pittsburgh Research Laboratory) along with model simulation algorithms developed at the University of Illinois at Chicago we investigated how acceleration transfer functions as well as absorbed power affects the different parts of the body. To this end, we used a previously validated human model which includes the head, torso segments and legs. The connective forces between body segments were modeled through modal analysis techniques from previous experimental data at the UIC Vehicle Technology Laboratory. The absorbed power and energy transmitted to the body are used as an index measure to assess the viability of the different seat padding’s and active seat suspension control strategies.

Extraction of molybdenum from molybdenite ore by an electrolytic oxidation procedure was investigated by the Bureau o f Mines. Various parameters affecting molybdenum extraction, such as salt concentration, temperature, treatment rate, current density, and particle size, were studied. Molybdenum extraction of 95.2 percent was achieved on a laboratory scale from an ore containing 0.35 percent molybdenite. Corresponding power consumption was 24 kwhr per pound of molybdenum extracted with a base consumption of 4.5 pounds of sodium carbonate. Laboratory and pilot plant experiments are in progress on low-grade molybdenum concentrates containing rhenium and copper. Preliminary results indicate that molybdenum extractions in the 90- to 99-percent range and rhenium extractions of 93 to 99 percent can he obtained without appreciable oxidation of associated copper minerals.

To provide an engineering solution to wood crib design and deployment strategies that will ensure safety for underground coal mine workers. This is accomplished by preserving necessary ground control requirements while minimizing support costs or by developing new support strategies to enhance ground support in difficult conditions. A secondary objective is to be able to quantify wood crib support performance to define support requirements for alternative support systems. These objectives have been achieved through a simple-to-use computer program called the wood crib performance model (wcpm).

Real-world levels of attenuation from hearing protection devices are usually much lower than the rated values obtained under near-ideal circumstances. The shortfall is even more extreme for earplugs than it is for earmuffs, primarily because of the complicated process of fitting the plugs within the ear canal. This study examines the use of a commercially-available lubricant for hearing aids to determine whether it would facilitate improved fit and attenuation for earplugs. In this experiment, ten participants inserted earplugs with and without using the lubricant. Average attenuation was assessed with the Real-Ear-Attenuation-at-Threshold (REAT) technique, and showed over 5 dB improvement when the lubricant was used. Participants obtained an 85% mastery rate using the lubricant versus a 50% mastery rate without. These results indicate several possible applications for improved earplug performance in real-world settings where hazardous noise is unavoidable and effective hearing protection is necessary.

The Bureau of Mines conducted pioneering batch and laboratory cyclic tests that simulated plant operation in developing a procedure for acidulating phosphate rock with fluosilicic acid. Both high-grade deslimed phosphate rock and low-grade phosphate rock samples were treated. The most promising results were obtained by acidulating des limed high-grade material. In a series of seven cyclic tests, 85.4 percent of the P20S was recovered in solutions. The average P2O5 content of the phosphoric acid-monocalcium phosphate solutions of the first step was 156 grams per liter, and the average fluorine content was 4.7 grams per liter. Residues had an average fluorine content of 30.7 percent and contained 83.9 percent of the total fluorine in the charge materials. Some fluorine was lost by volatilization.

The Pittsburgh (Pa.) and Spokane (Wash.) Research Laboratories are among the world?s foremost mining research establishments. Once a part of the former U.S. Bureau of Mines (USBM), which was abolished by the U.S. Congress in fiscal year 96, health and safety research at these laboratories was transferred to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is the Federal agency responsible for conducting research and making recommendations for the prevention of work-related illness and injury. The Institute is part of the Centers for Disease Control and Prevention within the U.S. Department of Health and Human Services. Over the past two decades, the Pittsburgh and Spokane Research Laboratories have produced sustained technological achievements in mining health and safety, including? ? Development of novel respirable coal dust control technologies and more effective monitoring techniques to reduce worker exposure to hazardous mine dusts. ? Improved ground control technologies to warn and protect miners from the dangers of coal mine roof collapses and other hazardous strata conditions. ? Improved ergonomic design criteria and training methods to protect mine workers from injuries and fatalities associated with equipment and manual tasks. ? Development of enabling technologies that allow miners to control their mining equipment from a physically safe, protected work area away from respirable dust, harmful noise levels, and roof collapses. ? Improved mine fire detection and extinguishment techniques. ? Development of smaller, lighter, and safer emergency breathing devices.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health (NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

In 2006, a total of 2,113 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Coal mines comprised 14.2% of all mining operations. ? Bituminous mines comprised 92.5% (n=1,955) and anthracite mines 7.5% (n=158) of coal mining operations. ? Approximately 71.0% of all coal mines were located in three states: Kentucky (29.2%), West Virginia (21.8%), and Pennsylvania (20.3%).

Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.
