The Minerals Availability Program of the Bureau of Mines conducts cost evaluations of current and potential mineral operations in the United States and foreign countries. The International Mining Cost Indexation System (IMCI) allows data of different time periods within a country to be updated to a common base year for analytical purposes. The IMCI comprises 12 factor cost indexes and an exchange rate series for 96 market economy countries, denominated in both local and U.S. currency. The IMCI for each country contains 12 time series indexes that measure the average annual rate of change in the cost of factor inputs to the mining industry within that country. Mining industry factor cost indexes include wages, plant and equipment, construction and mining materials, power and transportation, and other measures considered to comprise the majority of capital and operating costs. Cost data or proxies are collected in local currency. Index series within each country are constructed separately and indexed on a 1975 base year. The local currency index is converted to a U.S.-dollar-based currency index using an exchange ratio.

ESTABLISHMENT of an effective inspection system has been held essen¬tial to any international agreement that may be designed primarily to curb the testing of nuclear weapons. A number of reports and papers already have described basic inspection concepts and appraised various pro¬cedures, techniques, and methods as to their probable effectiveness in detecting and identifying violations under such agreement. This report results from a study of only one part of the contemplated inspection system, specifically the final phases embracing onsite investigations and mine examination techniques. The results and reports of earlier work were reviewed in detail, and subjects that were found to have been exhaus¬tively evaluated are recognized by reference and not redescribed here. In other instances, previously described techniques, methods, and clues were revaluated to define more clearly their practical value to the final objective of an onsite inspection. Previous documentation does not refer to a number of subjects, techniques, tools, clues, and methods considered by the study; this report treats these in detail, even though when applied singly or collectively their practical value may be questionable.

In 2001, 14,623 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA). This was an increase of 210 mining operations compared to 2000. Almost half (49%) were sand and gravel mines, followed by stone (29%), coal (15%), nonmetal mines (5%), and metal mines (2%).

The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

The purpose of using experimental subjective and/or perception methods is: (a) to understand human subjective impressions of the physical characteristics of vibration; (b) to determine the relationship between the subjective perception of some aspect of the vibration and an evaluation index of the physical vibration characteristics; and (c) the establishment of target values for design of vibration environments in terms of human sensation of vibration characteristics. In order to understand the relationship between a physical measure of the mechanical vibration and the subjectively perceived aspect of the vibration environment, experimental methods shown in Table 1 have been used1. [ ] The constant measurement methods of Table 1 are mainly used for measurement of the threshold of human sense. The subjective scaling methods are mainly used for obtaining subjective (or proportional) scaling between the perceived quantity and physical quantity. In this review, the fundamental approach of experimental methods for obtaining the target values used in the design of vibration environments, and the different findings between the subjectively perceived methods for evaluating human response to vibration characteristics and the physical quantity of the vibration environment are summarized. Fundamentals of Subjective Scaling The relationship between the experimental psychological methods for providing target values in the design of the vibration environments and the physical quantities is illustrated in Fig. 1. Vehicle mechanical vibration can be characterized using many metrics, and these can be considered the ‘input’ to the human. In order to predict subjective responses to the vibration, it is necessary to link the characteristics of the source of vibration and human reactions, the ‘output’.

While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

On-the-job training (OJT) is a very common method of teaching job skills. Much of the training is done by experienced workers. This paper discusses small investments that can help improve the effectiveness of OJT. Effective OJT involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the OJT trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The scope of this paper addresses (1) organizational considerations supporting structured OJT, (2) general strategies for structuring OJT, (3) a typical approach for conducting OJT, (4) characteristics and duties of OJT trainers, and (5) limitations of OJT as a teaching method. Health, safety, and operational skills can be connected through training. Haul truck operator training is used to illustrate some of the concepts discussed in this paper.

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 21070 in 1989. The increase in the value of staurolite and tripoli production was the result of an increase in the quantity of materials produced and an increase in the unit value. Emery decreased due to the significant decline in the volume of the material produced. Special silica stone experienced both a decrease in unit value and quantity produced. Garnet showed a small increase in quantity, but a decrease in unit value. The silicon carbide industry saw a slight decrease in the quantity produced and a 12070 increase in the value of production. The fused aluminum oxide industry showed a 5070 decline in the quantity produced, but enjoyed a 15070 increase in the value of production. Combined production for both industries decreased 4070 in quantity but increased 13070 in value compared with those of 1988.

The countries of Asia and the Pacific, with their large mineral resource base, are significant suppliers of a wide variety of minerals to both regional and world markets. Australia, China, and India dominate the commercial mineral exploitation in the region. Australia has known reserves of major minerals, which are adequate for both domestic demand, and for exports, and is a significant producer of bauxite; copper; diamond; gold; iron ore; lead; manganese; mineral sands (titaniferrous minerals, monazite, and zircon); nickel; salt; silver; tin; uranium; and zinc. China is the world leader in proven reserves of antimony, barite, ilmenite (titanium), magnesite (magnesium), molybdenum, rare earths, and tungsten. China also has large resources of low-grade iron ore and significant resources of other mineral commodities, such as coal, based on its production and export capabilities. India has significant resources of bauxite, barite, graphite, iron ore, and mineral sands.

COMBINED tonnage or natural abrasive materials sold or used in the United States in 1962 was 10 percent greater than that of 1961 and value was 9 percent higher. Production of crude artificial abrasives in the United States and Canada was up 14 percent in volume and 9 percent in value. Value of grinding-wheel sales increased 13 percent, and the value of coated-abrasives sales was up 10 percent. The value of imports and reexports declined, while the value or exports increased. [ ]

Isometric strength is defined as the capacity to produce force or torque with a voluntary isometric (muscle[s] maintain[s] a constant length) contraction. The key thing to understand about this type of contraction and strength measurement is that no body movement occurs during the measurement period. The tested person's body angles and posture remain the same throughout the test. Isometric strength has historically been the type most studied and measured. It is probably the easiest to measure and to understand. Some strength researchers feel that isometric strength data may be difficult to apply to some "real life" situations because in most real circumstances people are moving - they are not static. Other researchers counter that it is equally difficult to determine the speed of movement of a person or group of persons doing a job (each moves in his or her unique manner and speed across the links and joints of the body). Thus, dynamic strength test data collected on persons moving at a different speed and/or in a different posture from the "real world" condition will be just as hard to apply. In truth, neither is better - they are different measurements. Both researchers and users should collect and use data that they understand and that fits their application. Workplace Assessment When a worker is called on to perform a physically demanding lifting task, the external load produces moments - tendencies to produce motion, also called torques - about various joints of the body.(1) Often these moments are augmented by the force of gravity acting on the mass of various body segments. For example, in a biceps curl exercise, the moment produced by the forearm flexors must counteract the moment of the weight held in the hands as well as the moment caused by gravity acting on the forearm's center of mass. To perform the task successfully, the muscles responsible for moving the joint must develop a greater moment than the combined moments of the external load and body segment. It should be clear that, at each joint of the body, there is a limit to the strength that the muscle can produce to move ever-increasing external loads. This concept forms the basis of isometric muscle strength prediction modeling.(1) The following procedures are generally used with this biomechanical analysis technique. First, workers are observed (and usually photographed or video-taped) as they perform physically demanding tasks. For each task the posture of the torso and the extremities are documented at the time of peak exertion. The postures are then re-created using a computerized software package, which calculates the load moments produced at various joints of the body as the task is performed. The values obtained during this analysis are then compared to population norms for isometric strength obtained from a population of industrial workers. Hematite-to-magnetite reduction kinetics were investigated mainly in CO-CO2 atmospheres at temperatures ranging from 500° to 1,000° C. Reduction rates were measured with a thermobalance, which recorded the weight loss as the specimen was reduced. Reduction data on both synthetic and natural hematite spheres showed good linearity of ro [1-(1-R)1/3] with time, t, up to over 85 pct conversion to magnetite; the rate coefficient (k[L], cm/min) obtained from the linear portion of the plot was used to characterize the penetration rate of the hematite-magnetite interface. Gas composition, porosity, and silica content were major factors affecting the rate. Temperature dependency of the reaction rate was small, yielding a mean activation energy of about 3 kcal/mole. Silica additions increased the reaction rate, probably through an increase in the effective surface area and diffusion; however, above 900° C, silica can react to form fayalite. Experimental data showed that the linear thickening rate of the magnetite layer, normally evidence of a chemically controlled reaction, can also be indicative of a reaction controlled by both mass transfer and diffusion. Evidence from this study indicates that the dominant rate-controlling factor in the reduction of hematite to magnetite at high temperatures is transport in the gas phase.

To alleviate the hazard to personnel and danger to equipment caused by fires on large, mobile vehicles. The Approach: A system which automatically senses a fire at its early stage of development, warns the driver of the danger, and activates fire extinguishers in the zone of combustion, How It Works: The automatic fire protection system utilizes both thermal and optical sensors to detect the heat or light given off by a fire in the area of concern (Fig. 1). The system warns the driver of the hazard and then automatically extinguishes the fire with pressurized S-C class powder. The system can also be activated manually from the operator's cab or from ground level. Further, the automatic sequencing of the system can be manually overridden by the driver if he determines that the fire sensors have malfunctioned to cause a false alarm.

Field-scale experiments were conducted at Gorgas, Ala., from 1951 to 1954. Three reaction paths were formed by electrolinking-carbonization, using electrode spacings of 150, 152, and 155 feet. The coal along these reaction paths was gasified, using air, oxygen, and steam separately or in various combinations. At the conclusion of operation, a drilling survey was conducted to determine the location and approximate area of the reaction zones. During the applications of the electrolinking-carbonization technique the maximum limitation on electrode spacing was not determined. Initial tests were conducted at 60-foot spacing. Successful path-preparation tests were made at 150-, 152-, and 155-foot spacings, and the indications were that much longer spacings were possible. The potential requirements appear to be constant, regardless of path length, while the gross power required probably will increase with path length. During the carbonization phase gas was produced that is similar in quality to coke-oven gas produced at low to intermediate temperatures.

This report, authorized under Contract Number H0220065, Amendment Number Six, documents the results of an investigation of lighting system modifications and designs for working place illumination in high and low coal entries of underground coal mines. The portable and machine mounted system designs, both modified and prototype, represent a continuation of work performed under Contract Number H0111403, Amendment Number One. See the Final Technical Report dated May 26, 1972 for detailed information concerning this prior Contract. All modified and prototype systems met the performance requirements of Bureau of Mines Specification 2G, as proved by test. In addition, the systems met the requirement for illumination, as specified in the Contract and in the proposed standards which were generated in response to Public Law 91-173.

Advanced communication and monitoring systems were developed and demonstrated in three underground mines representing different mining techniques, geographical areas, and material mined. The first mine was a large coal mine in western Pennsylvania that used room and pillar techniques and continuous mining methods. The system developed for this mine provided private telephone channels, environmental monitoring, and control of underground equipment, all on a single coaxial cable, with all system operations under the direction of a minicomputer. Many advanced features were incorporated into the system, such as paging of roving personnel, two-way section wireless, through-the-earth emergency communication, and redundant signal paths. Television was multiplexed into the system for underground equipment surveillance. A hoist radio system completed the complement of equipment at the mine. The second mine was a magnetite ore mine in eastern Pennsylvania that used block caving mining techniques. A radio system was developed that provided two-way communications between trackless vehicles and roving personnel. A unique system of uhf/vhf repeaters combined with a flleaky-feeder" transmission line offered operational and emergency features not previously found in mine communication systems. Evacuation alarming, personnel paging, fan-hole drill operator communications, and maintenance and safety vehicle dispatch were provided. The system required no dispatcher and operated during power failure. A hoist communications/shaft inspection system completed the installation. The third mine was a deep silver mine in the Cour d’Alene district of Idaho. The system developed for this mine utilizes a single wire pair to provide up to 14 voice channels. A unique combination of PBX, telephone carrier system, and intercoms offered private conversations, selective signaling, and emergency backup communications. Two hoist communication systems were installed to provide a voice link and in-cage belling signal between hoistman and cage.
