Occupational exposure to hand transmitted vibration (HTV) arises from the hand held powered tools extensively used in the mining and construction industry such as rock drills, chipping hammers, chain saws etc. Regular exposure to HTV is the major cause of a range of permanent injuries to human hands and arms which are commonly referred to as hand-arm vibration syndrome (HAVS). In addition to this, the percussive tools generate overall sound power levels in excess of 110dBA in most cases. Such a high sound power level greatly exceeds the maximum permissible exposure limit (PEL) of organizations such as National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA). Long term occupational exposure to this noise has been diagnosed as the main reason for permanent hearing loss in the operators. It is therefore important to develop an understanding of the mechanisms which lead to these high vibration and sound levels and in order to do this a detailed computational model of a pneumatic chipping hammer has been made. This paper presents a nonlinear computational model of a pneumatic chipping hammer. In order to better understand the dynamics of the chipping hammer, the hammer was subdivided into components that are shown in figure 1 (a) (based on a chipping hammer manufactured by Atlas-Copco). The hammer mainly consisted of a center body, a moving piston and a chisel. Compressed air is used to drive the piston inside of a cylinder and on the downward stroke this piston impacts the chisel to create the hammer effect. The machine has one pneumatic valve and this valve regulates the air supply either to the upper chamber or to the lower chamber. The valve changes according to the relative pressures in the two chambers and the supply pressure. There are also twelve different exhaust ports at two positions along the cylinder labeled upper ports and lower ports. As the piston moves the ports can be closed or open (allowing exhaust). Fundamentally, the computational model was made up of two different sub-models, a fluid model and a structural dynamic model as shown in Figure 3 (a) and (b) respectively. The first sub-model takes into consideration the fluid dynamics of the machine since the hammer is driven by compressed air. Equations for the mass flow rate though bleed orifices (assuming an isentropic process) 1 is used to determine the mass flow into and out of the upper and lower chambers. The Bureau of Mines inventoried the land availability for mineral exploration and development in northern Alaska and compared this land with known mineral terranes and mineral deposits, to quantify the potential for favorable location of mining claims for metalliferous mineral deposits. This report includes thirty-three 1:500,000-scale maps that depict land availability, and the accompanying text and tables relate availability acreage to areas of favorable mineral terranes. Three categories of land availability and ownership are identified, along with 12 subcategories of land status. Available land comprises approximately 14.5 million acres or 16% of the 90.3-million-acre study area; land available with restrictions accounts for 7.5 million acres or 8%; and unavailable land encompasses 68.3 million acres or 76%. Mineral terranes underlie 37.8 million acres or 42% of the study area; 5.3 million acres or 14% are available for mineral location, 2.8 million acres or 7% are available with restrictions, and 29.7 million acres or 79% are unavailable. There are 500 known mineral deposits or occurrences within the study area. This includes 271 lode deposits, of which 171 lie within a recognized mineral terrane and 55 are on available land. The remaining 229 are placer deposits.

This study was conducted to determine the effects of a machine-mounted scrubber and water sprays on face methane levels. Testing was conducted in the NIOSH ventilation test gallery which was designed to simulate a full-scale mine entry. In the test entry, a model mining machine, equipped with water sprays and a simulated dust scrubber, was located at the face of a 20-ft box cut. Blowing ventilation was provided using a curtain with a 40-ft setback distance. Methane released from a pipe manifold located inby the mining machine was monitored at six locations that were 1 ft outby the pipe manifold. Tests were first conducted to evaluate the effects of using sprays and scrubber separately on face methane levels. Additional tests were conducted to determine how a scrubber used with various water spray systems would affect face methane levels. The use of either sprays or scrubber reduced face methane levels significantly. The combined use of sprays with the scrubber further reduced face methane levels a small amount. Primarily the sprays affected methane levels by changing airflow distribution close to the face.

Full-scale tests are conducted on mine roof supports using protocols developed by the National Institute for Occupational Safety and Health (NIOSH) using the unique capabilities of the Mine Roof Simulator (MRS). These protocols simulate the loading conditions that the support will be exposed to in an underground mine to determine the performance capabilities and limitations of the support. Some tests are conducted with rigid boundary conditions, creating uniform contact and near ideal axial loading conditions. These tests are used to determine the ultimate performance potential of a support, including the strength, stiffness, and stability. For prop supports where stability is a critical design issue, tests are implemented to induce buckling by a modified end condition, eccentric contact, or biaxial loading. It is important to determine the cpacity of the support design when the support is subjected to unpredictable loading conditions. This paper examines the effect of end conditions and load profiles on prop support performance and applies a new analysis methodology based on eccentric loading to determine a factor of safety for load capacity. Recommendations for installation practices that minimize eccentricity and therefore preserve capacity are also provided.

ABSTRACT: A method (patent pending) has been developed to determine the quality of environmental cab filtration systems. This method utilizes specially configured filter cartridges to remove carbon dioxide from the ambient air with the environmental cab’s air filtration system. A real-time gas monitor is placed inside an unoccupied cab with the filtration system running to time decay the carbon dioxide to its lowest concentration or equilibrium level. The outside carbon dioxide concentration level can be measured concurrently with another gas monitor or with the same inside cab gas monitor during a representative period before and after the inside sampling is conducted. Cab filtration system leakage is comparatively deduced from the difference between the special cartridge filter efficiency and overall cab efficiency. Laboratory trials have illustrated that desirable high efficiency test filter configurations (greater than 99 % efficiency) can be devised, but have air quantity and test time limitations. These trials also demonstrated that CO2 penetration was reflective of controlled air leaks around a high efficiency filter under equilibrium conditions. This report examines the elements of this patent pending method.

In the USA, the National Institute for Occupational Safety and Health (NIOSH) does a lot of work and has provided news of interesting new developments. Marcia L. Harris describes an ?Explosibility Meter: ?In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. Federal [US] regulations require 65% and 80% incombustible content in samples taken in intake airways and return airways, respectively, assuming a nominal coal dust size of 20% minus 200 mesh. The Coal Dust Explosibility Meter (CDEM), a hand-held instrument developed by NIOSH uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture.? The CDEM is now commercially available. It provides real-time results during rock dust surveys instead of waiting weeks for laboratory results1. ?With real-time results, the potential for a disaster can be mitigated immediately. The CDEM displays the percent incombustible content as well as a colour indicating the relative explosibility of the coal and rock dust mixture. A red read-out indicates that more incombustible material is required to inert the coal and rock dust sample, while a green read-out indicates that the dust sample is sufficiently inert. When the mixture is marginally explosible, a yellow read-out is indicated. The red-yellow-green output depends upon the particle size distribution of the rock and coal dust mixture with the finer size fraction being more explosible.?

The Bureau of Mines inventoried Federal lands in the State of Oregon and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal status and agency management practices. The Bureau determined areas of the State having past mineral production and/or known metallic mineral resources and areas favorable for coal, oil, gas, and geothermal resources, and prepared maps that spatially compare the availability of Federal mineral land with these mineral areas to demonstrate the extent of restrictions to mineral entry. Oregon contains 62.1 million acres, of which 33.9 million acres or 55% is Federal mineral land. About 2.3 million acres of Federal land is favorable for selected metallic mineral deposits, of which 64% is available, 13% is restricted, and 23% is unavailable. Of the 21.1 million acres of Federal leasable land favorable for oil and gas, 68% is available, 11 % is restricted, and 21 % is unavailable. Of the 146,720 acres favorable for coal, approximately 71% is available, 13% is restricted, and 16% is unavailable. Federal leasable land favorable for geothermal resources amounts to 458,968 acres, of which 42% is available, 34% is restricted, and 24% is unavailable.

National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.

The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970's to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

RECORD production of cement, clays, salt, sand and gravel, and stone highlighted the mineral industry of the State in 1956. Coal and iron-ore production declined owing to increased imports of foreign iron ore and decreased demand for metallurgical coke. Alabama ranked second in production of bauxite and of native asphalt, and third in output of iron ore. New developments in the State included the Citronelle oilfield and its 97 wells, which more than doubled the total production of petroleum compared with 1955. There is no question about the impetus that field has given to the oil and gas industry in Alabama, now 13 years old. The State's 4 oilfields are in southwest Alabama and its 1 gasfield is in Marion County, in the Warrior coal basin.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

The National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia have collaborated to conduct an extensive study of roof bolt strata interaction at the Emerald mine in Southwestern Pennsylvania. The primary goal of the project was to obtain detailed data on the interaction between the mine roof and the support elements for use in modeling studies. The study site was a longwall tailgate subjected to high horizontal stress. Three arrays of instruments were installed at the site, one in the tailgate entry and two in an adjacent crosscut. Pumpable concrete cribs were present in the tailgate array, and cable bolts were installed in one of the crosscut arrays. The instruments included mechanical and sonic extensometers for measuring roof movement, instrumented roof bolts, and three-dimensional roof stress cells. The study was ultimately successful in determining the magnitude of the horizontal stress concentration, the height of roof failure and the roof failure sequence, and the loading history of the primary roof supports.

The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state's total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state's coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

Arc flash generally refers to the dangerous exposure to thermal energy released by an arcing fault on an electrical power system, and in recent years, arc flash hazards have become a prominent safety issue in many industries. This problem however, has not been effectively addressed in the mining industry. MSHA data for the period 1990 through 2001 attributes 836 injuries to “non-contact electric arc burns”, making it the most common cause of electrical injury in mining. This paper presents results from several elements of a recent NIOSH study of arc flash hazards in mining, and provides information and recommendations that can help reduce these injuries. Characteristics of past arc flash injuries in mining are first outlined, such as the electrical components and work activities involved (based on MSHA data). This is followed by a review of important concepts and terminology needed to understand this hazard. Next, methods for identifying, measuring, and managing arc flash hazards on a power system are covered, with emphasis on recommendations found in NFPA 70E, Standard for Electrical Safety in the Workplace. Finally, results are presented from a detailed arc flash hazard analysis performed on a sample mine electrical power system using IEEE 1584-2004a, focusing on components and locations presenting severe hazards as well as engineering solutions for reducing the risk to personnel. A series of engine/dynamometer tests was conducted to assess the effects of three types of uncatalyzed diesel particulate filters (DPFs), a diesel oxidation catalytic converter (DOC) and three types of high temperature disposable filter elements (HT DFEs) on the concentrations and size distribution of diesel aerosols and concentration of nitric oxides in underground mine air. Tests were conducted in the NIOSH Diesel Laboratory at the Lake Lynn Laboratory experimental mine, a facility developed to allow evaluation of these and other control technologies directly in an underground environment. The aforementioned technologies are evaluated by comparing the aerosol and gas measurements in the mine air 60 m downstream of the exhaust from a naturally aspirated, mechanically controlled engine fitted with the tested systems or muffler and operated at four steady-state engine speed and power modes. The tested DPF and HT DFE systems caused a 10-fold reduction in total mass concentrations of aerosols. The size distribution and number concentration measurements showed that all tested DPF systems and HT DFE elements effectively removed accumulation mode aerosols (D50>30 nm) for all test modes. An increase in peak number concentrations of nucleation mode (D50>30 nm) diesel aerosols is evident for some of tested DPF systems when engine was operated at high-load modes. The effects of uncatalyzed DPFs on nitric oxide (NO) and nitrogen dioxide (NO2) concentrations are found to be minor. A four-fold increase in percentages of NO2 in total nitrogen oxides (NOx) over baseline case was observed for the DOC when the engine was operated at high-load modes. The findings from this study should contribute to better understanding the potential for various control technologies to reduce exposure of underground miners to nano and ultrafine aerosols. In addition, detailed physical characterization of diesel aerosols made directly in occupational setting should foster a better understanding of the health risks associated with exposure to nano and ultrafine diesel aerosols.

The behavior of wire ropes used in hoisting is not well understood. In an effort to improve this understanding, the structure of round-strand wire ropes was analyzed. This report provides a generalized mathematical model that completely describes the geometry of the wires. It consists of two sets of vector equations and is valid for any round-strand wire rope. One set of equations is used to trace the paths of wires that have the form of a single helix; the other is used for the paths of double helical wires. The specific model for a 33-mm 6×19 Seale, independent wire rope core (IWRC), right regular lay wire rope was presented as an example. The paths and the geometric properties of the wires, which include the path length per lay of strand, the curvature, and the torsion, were determined from this model. The effects of strain deformation were analyzed, resulting in a system of equations for determining the structural parameters of the deformed rope. In future work, the model could be used to analyze wire ropes of different constructions so that a more scientifically based understanding of rope behavior can be established.

During 1981, Ecuador's gross domestic product (GDP) increased by a reported 4.8% in real terms, a slight improvement over that of 1980. In current prices, the CDP in 1981 was estimated at $13.7 billion.2 The inflation rate increased to 15.6% according to official figures, above that of 1980. Ecuador's production of petroleum increased 3% in 1981 compared with that of 1980. The consortium of Corporación Estat al Petrolera Ecuatoriana (CEPE), the state oil company, and Texaco, Inc., produced almost 98% of the total from their Putumayo Basin operations in Oriente, the eastern jungle region. In sharp contrast, output from the Santa Elena Peninsula Fields, where oil was first produced commercially in 1921, continued to decline, producing only 510,000 barrels, a decrease of almost 8% compared with that of 1980.

"The interaction of amorphous 1ilica particles with several hydrogen bonding agents (H2O, C2H5OH, C7H2NO) was investigated by monitoring the changes in the bulk and surface IR vibrational modes of silica using photoacoustic spectroscopy. It is argued that the intensity of the silanol band at 3747 cm-1 provides (an inverse) quantitative measure of the interaction or surface groups, along with the shift in the broad hydroxyl band, the interaction following the order C7H2NO > C2H5OH > H2O. Index Headings: Silica; Surface vibrational modes; Photoacoustic spectroscopy; Hydrogen bonding agents.INTRODUCTIONThe use of m spectroscopy to study the adsorption on solid surfaces is well documented in the literature.1 2 For example, hydroxylation of a clean silica surface results in the formation of the free silanol group Si-OH, with a sharp IR band near 3747 cm-1• Further hydroxylation produces a broad band near 3500 cm-1, which is believed to result from various hydrogen-bonded silanol bands leading to a multilayered surface structure of few nm.3-5 Earlier studies had indicated a relationship between the surface silanol band and various chemical activities of silica such as cytotoxicity, 7- 9 catalysis, 10-12 and others.13 Recent studies from our group14-in which the intensity of the silanol band and cytotoxicity of silica, heat-treated at various temperatures up to 1095°C, were investigated have provided a strong correlation between cytotoxicity and intensity of the silanol band.Coating of silica by PVPNO (polyvinyl-2-pyridine N-oxide with the empirical formula C7H8NO), a strong hydrogen bonding agent, is known to reduce the cytotoxicity of silica, presumably by chemically blocking the silanol groups from phospholipids.15 This interaction of the hydrogen bonding agents with the silica can be studied by m spectroscopy, and Knozinger16 and Rouxlet and Semples11 have used transmission m spectroscopy to study the effect of various chemicals on the surface IR modes of silica. However, one of the major disadvantages of transmission IR spectroscopy is that the sample preparation (grinding and mixing with KBr and pelletizing) usually distorts the surface modes (see, e.g., Ref. 14) and there is always a doubt about the effect of the sample preparation on the measured properties. In recent years, photoacoustic (PA) spectroscopy has become the technique of choice for studying the IR spectra of samples in their natural state, since no sample preparation is necessary.18•19 Moreover, according to a recent paper, 20 the relative intensity of the surface modes in PA spectroscopy of silica particles is much higher than that in transmission FT-IR spectroscopy. Consequently PA spectroscopy is ideal for studying the surface chemistry. In this work, we have used PA spectroscopy to investigate the interaction of three hydrogen bonding agents (C7H8NO, C2H50H, and H20) with the silica surface by monitoring changes in the surface m modes. Our results show that the surface IR modes get perturbed to a larger extent than the bulk IR modes in interaction with the hydrogen bonding agents. Moreover, whereas in the earlier studies, the shift of the broad silanol band near 3500 cm-1 was used as a measure of the interaction with hydrogen bonding agents,16•17 here we show that the relative decrease in the intensity of the sharp silanol band near 3747 cm-1 also serves as a quantitative parameter for the relative surface coverage and surface modification.
