In this paper, a state-of-the-art, three-dimensional, full waveform, microseismic system was used to analyze the rock failure around a deep (> 750 m (2500 ft) of cover) bump-prone longwall panel. The microseismic system consisted of both underground and surface geophones coupled through radio telemetry and a fiber-optic network to produce pseudo real-time detection and location of seismic events surrounding the coal seam. This was the first microseismic installation of this scope at a U.S. coal mine, and the system was intended to help determine the exact strata mechanics associated with the redistribution of stress and the associated gob formation at one of the U.S.’s deepest longwall mines. Overall, 5,000 calibrated seismic events were recorded during the mining of one panel, including a Richter magnitude 4.2 event which occurred inside of the array. Analysis of these events provides a number of notable insights into the rock mass behavior. For instance, the longwall panel was widened during the retreat process, and the mining-induced seismicity shows a distinctly different behavior between the start of the panel, the mining of the narrow part of the panel and the mining of the wider part of the panel. Also, in itself, the acquisition of the ML 4.2 event was a major milestone in geomechanical and bump research. This is the first time that such an event has been recorded with this detail and accuracy at a bump-prone coal mine in the U.S. The analysis of this single event has set distinct new limits on the relationship between mining seismicity and coal bumps.

At coal mine working faces, simultaneous application of three basic elements reduces the methane explosion hazard: (1) adequate ventilation, (2) regular monitoring of gas concentrations, and (3) the elimination of ignition sources. This paper reviews the application of these elements in a manner relevant to Chinese coal mines. Adequate ventilation is provided by using the mine entries to convey air for the long distances between the mine portal and the working sections (main ventilation systems) and then using line brattice or ventilation duct (face ventilation systems) to convey air the last hundred meters to the working face where coal is broken and removed. The air quantity provided is enough to safely dilute methane and the air velocity is enough to prevent layering. Gas concentrations are regularly monitored in accordance with regulations using knowledge of the circumstances under which the highest concentrations are likely to be found. Ignition sources are eliminated by ensuring that electrical equipment does not ignite methane, that sparking from cutter picks is minimized, and that smoking by workers is strictly forbidden. Risk-reduction studies using fault-tree analysis have shown that large reductions in explosion risk only result from multiple preventive actions. For example, a ventilation upgrade or a methane monitor upgrade by itself offers risk reductions under 50 pct. A risk reduction of 90 pct. or more would typically require much more. Other studies have shown that the everyday vigilance of those working underground is as important as engineering design.

"The handling and transportation of explosives and explosives supplies are inherently hazardous owing to their sensitiveness to impact and flame or electric arcs and sparks. Many accidents have occurred in the past during transportation of explosives, especially when they were carried by individual miners on man-trips. When electric haulage became the usual mode of transportation and shots were fired electrically, the hazards of carrying explosives and supplies on man-trips were fully realized, and in some mines all explosives were placed in one car, usually at the rear of the trip. Far-sighted managers saw the danger of this practice and provided separate trips for delivering explosives. This step was a definite advance in safety, but the latest achievement is the construction of special, rugged, nonconducting cars.Many coal-mining men have shown considerable interest in the construction of safe cars for explosives during recent months. Undoubtedly many others are interested in this phase of safety, therefore this circular is issued to give information on cars of this type now in use.Car A (fig. 1) is essentially a closed inner box separated from an outer box by an insulating lining of rubber. The double box is attached to a standard steel chassis that has spring journals and electric welding instead of certain rivets. The chassis is equipped with roller bearings. The over-all length from pin to pin is 11 feet, 9 inches; the wheel base is 54 inches, the track gage 42 inches, and the capacity eighteen 50-pound cases of permissible explosives. The box is 10 feet long, 6 feet wide, 3 feet high at the top of the arched roof, and 2 feet 9 inches at the edges. The top of the car is 46 inches above the top of the rail.The inner box is insulated from the outer box by two pieces of 1/4-inch switchboard.-insulating matting cemented together. To cover the top, two ends, two sides, and the bottom of the box requires 320 square feet of the l/4- inch matting.The walls are well-seasoned tongue-and-groove oak, 1 1/4 inches thick and 2 3/4 inches wide. A 1 1/4-inch air space is maintained by oak strips between the outer wall and the two thicknesses of 1/4-inch rubber matting. The inner box is made of 7/8-inch, well-seasoned, tongue-and groove oak fitted closely against the insulating matting. No nail, rivet, or bolt extends through the rubber insulation.The floor of the outer box is secured to the chassis by two sets of bolts through an intermediate piece of well-seasoned oak. One set of bolts is countersunk from the top of the intermediate piece of oak, and the other set is countersunk from the bottom. The countersunk portions are filled with ""insulate,"" an insulating compound. Adjacent bolts are at least 6 inches apart.The bed of the inner box is divided into six compartments by transverse strips of wood at the bottom and partitions near the roof. Each compartment accommodates three 50-pound cases of explosives. This arrangement prevents cases in adjacent compartments from touching, so that there is no possibility of end thrust of the entire load of explosives. Each inner compartment is 21 inches high, 5g inches long, and 16 1/4 inches wide. Separating strips at the floor are 3 inches wide and 1 1/4 inches thick. The outside dimensions of the 50-pound cases of explosives used are 17 1/2 inches long, 13 1/2 inches wide, and 12 1/2 inches high."

Accelerometers and pressure transducers, mounted in suspension components, can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a global positioning system (GPS) is recorded at the same time as shock pressures or acceleration data, the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck. This research is part of a National Institute for Occupational Safety and Health (NIOSH) project called "Engineering controls for reduction of jolting/jarring injuries in surface mines." NIOSH is investigating how the work environment of haulage truck drivers can be improved. The US Mine Safety and Health Administration (MSHA) notes that, between 1986 and 1995, 60% of the back injuries were to haulage truck drivers in metal/nonmetal surface mining. Personnel from Phelps Dodge suggested that combining acceleration data with information obtained from a GPS could generate results with a variety of uses. Therefore, researchers at the Spokane Research Laboratory (SRL) began investigating how to tie acceleration and GPS data together. It was originally thought that this tool would be used primarily for road and truck maintenance. However, as research progressed, it became apparent that it would also be useful in providing feedback about equipment operations and identifying unusual causes of jolting. Experimental approach Available components that function well by themselves were linked for the purpose of proof of concept. Using a Modular Mining Systems (MMS) product called Vital Signs, SRL researchers took an Aero-Marine Products (AMP) acceleration recorder and hardwired it to MMS Dispatch equipment already installed on a truck. AMP is one of several manufacturers of acceleration recorders frequently used to monitor freight during shipping. MMS Dispatch is used for production accounting and truck dispatching and uses GPS tracking. Through Vital Signs, an analog or digital alarm signal can be recorded. Steve Rhoades, of MMS, wrote unique code that links the Vitals Signs data and GPS location and stores this data in an ASCII log file. SRL researchers installed the equipment in a Caterpillar 793 haul truck. The result was a working prototype. Figures 1 and 2 show the instrument installation in the truck. In 1987, the U.S. Bureau of Mines began a study of the 4.0 million acre Toiyabe National Forest located in eastern California and western Nevada. This report is a compilation of published, company, and field data for part of the Paradise Range, Nevada. The information is intended to aid the U.S. Forest Service in their long range management of minerals and augment the USBM data base. The Paradise Range study area, located 60 air mi northwest of Tonopah, NV, encompasses about 100,000 acres of which approximately 71,000 are administered by the USFS. The area is in the Basin and Range Province and consists of an east tilted block of sedimentary, metamorphic, and volcanic rocks which have been intruded by granitic rocks. Three major mining districts, the Ellsworth, Gabbs, and Fairplay are in, or extend into the study area. The earliest recorded mining activity occurred in the Ellsworth district in the early 1860's. Commodities produced from the study area include gold, silver, copper, lead, zinc, mercury, tungsten, iron ore, magnesite, and brucite. The Phelps Stokes Iron mine has produced about 1.1 million tons of iron ore, the Baxter-Hancock mine has produced over 10,000 stu WO3, and the Gabbs Brucite-Magnesite mine has produced millions of tons of brucite and magnesite. Numerous other mines have produced, but quantities are relatively small. According to company information the Gabbs mine, currently producing, has brucite-magnesite reserves that will last at least 50 years at current mining rates. One hundred thirty one million tons of identified copper-molybdenum resources exist at the B.C. Springs prospect according to company information, but molybdic oxide (Mo03) prices would need to double or triple from the current $3.00-3.10 per lb before mining of the deposit would be economical. Most company exploration activity in the study area is now focussed on precious metals. Active, or recently active mining claims appear to cover more than one-half of the 100,000 acres studied.

The Bureau of Mines has conducted field studies in coal mines throughout the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above these mines. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10% false-alarm rate, the expected probability o detecting a miner's signal" from a depth of 1000 ft is 54% at 500 ft it is 95%. These depths exceed the actual depths of 90 and 50%, respectively, of United States coal mines. Sensitivity studies have shown that at depth of 1000 ft, the probability of detection will improve approximately 2% for each dB of increase in signal-to-noise (SNR) ratio.

The Coal Mine Roof Rating (CMRR) was developed 10 years ago to fill the gap between geologic characterization and engineering design. It combines many years of geologic studies in underground coal mines with world-wide experience with rock mass classification systems. Like other classification systems, the CMRR begins with the premise that the structural competence of mine roof rock is determined mainly by the discontinuities that weaken the rock fabric. However, the CMRR is specifically designed for bedded coal measure rock. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, extended-cut evaluation, and others. It has also become truly inter-national, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. This paper discusses the sources used in developing the CMRR, describes the CMRR data collection and calculation procedures, and briefly presents a number of practical mining applications in which the CMRR has played a prominent role.

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

Most empirical and numerical approaches to design in rock mechanics incorporate rock mass classification. Numerical design methods generally use classification values to calculate input parameters for stress-based failure criteria. Empirical methods use classification to allow comparisons between similar rock mass conditions, generally based on a graphical design technique that differentiates stable and failed opening geometries. Classification systems are the best tool available for assessing rock mass properties; however, there are problems with classification systems that should be high-lighted. Rock mass performance can only be realistically estimated by coupling a unique description of the rock mass with known loading conditions. Current classification systems cannot provide a unique classification value. The weightings applied to quantify rock mass properties for classification can result in significantly different rock masses having the same classification values. These weightings have been proven effective for tunnel design and support, but classification systems are now used for many more applications. Rock classification systems evolved from a quick and easy field tool for estimating tunnel stability and support requirements. The need for a rapid field tool means that rock mass classification is relatively insensitive to improved methods of measuring rock mass properties. Problems with classification systems and their application are highlighted in this paper. These problems must be recognized and documented before improvements can be made. An understanding of the evolution of classification systems and their application for both numerical and empirical design approaches is invaluable in highlighting current shortcomings.

The Belizean economy registered a modest real growth of 1.3% during 1981. The gross domestic product (GDP), based on current prim was $121 million' with an inflation-rate of 10%. The country received $19 million in economic aid during 1981. In early 1981, Belize'e four commercial banks raised the interest on deposits to 15% in an effort to curb capital outflow. During 1981, the financial situation deteriorated somewhat, particularly the balance of payments. For the year the total value of imports exceeded exports by almost $38 million, while the Government continued to maintain a fairly free trade policy. Import duties and term averaged about 8% on essential item and 40% on nonessential ones.

Ground, air, and water vehicles can expose humans to substantial multi-axis vibration. Multiple input/multiple output relationships or models exist for estimating frequency response functions of linear systems1, 2. These relationships have been applied by some investigators to evaluate the effects of occupied seat vibration3, 4. Using a multiple input/single output model, this study investigated the effects of single- and combined-axis vibration in the fore-and-aft (X), lateral (Y), and vertical (Z) directions on vibration transmission to the human chest. Frequency response functions (transmissibilities) were estimated and compared for the back-on and back-off postures. Methods A rigid seat with seat back was mounted onto the Six Degree-of-Freedom Motion Simulator (SIXMODE). A flat acceleration vibration signal was generated between 2 and 40 Hz at 1.0 ms-2 rms in the single and combined X, Y, Z, XY, XZ, YZ, and XYZ axes. The signals were shifted in time so that the combined inputs were not fully correlated. Lightweight triaxial accelerometers were used to measure accelerations at the seat base (input) and at the bony manubrium of the chest (output). The maximum of nine frequency response functions (H(?)) or transmissibilities were estimated from the auto- and cross-spectra. The system transfer matrix for the XYZ inputs and chest Z output is [ ] where PxZ, PyZ, and PzZ are the cross-spectra between the three inputs at the seat base and the Z output at the chest, respectively, and Pxx, Pxy,…zz are the auto- and cross-spectra between the input signals (? not shown in Eq. 1). Equation 1 can be similarly written for the chest X and Y outputs. Matlab® was used to estimate the auto- and cross-spectral densities for calculating the transmissibilities, ordinary coherences (for single inputs), partial coherences, and multiple coherences. Results Figure 1 illustrates the major chest transmissibilities observed for the two postures. Vertical vibration showed a consistent influence on the chest X response (Chest X/Z), most likely causing chest pitch. Some chest Z responses were observed with X-axis inputs, but the results were variable and difficult to interpret. Musculoskeletal injury is a term used to describe a wide range of soft tissue disorders which affect the nerves, tendons, and muscles. Common examples include lower back pain, tendonitis, and carpal tunnel syndrome. The majority of these injuries are not the result of sudden mishaps, but usually develop gradually from repeated wear and tear. Symptoms may first appear after weeks, months, or even years. Symptoms may result from many types of activities, performed at work or at home, and it is often difficult to attribute a single event. In fact, it is more common to identify the factors which may have contributed to the development of the condition. The terms repetitive strain injuries or cumulative trauma disorders (CTDs) have been commonly used to refer to disorders that have occurred due to work related activities (Putz-Anderson, 1988; Fraser, 1989). Three main risk factors contribute to CTDs: force, repetition, and awkward postures. Any one or combination of these may contribute to the development of CTDs. Therefore, the design of equipment in conjunction with the required tasks should attempt to reduce these risk factors. Examining the layout of the work area to help identify tasks which may contribute to cumulative trauma is necessary. To determine the critical air velocity for preventing smoke rollback, diesel-fuel fire experiments were conducted in the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory’s Safety Research Coal Mine. Such information is necessary for preplanning and implementation of ventilation changes during mine fire fighting and rescue operations. The fire intensity varied from 50 to 300 kW depending on the fuel tray area. Airflow in the 2-m- (6.6-ft-) high, 2.9-m- (9.5-ft-) wide coal mine entry was regulated during the course of each experiment. The airflow was measured upwind from the fire as an average over the entry cross-section with an ultrasonic airflow sensor and was recorded dynamically with a mine monitoring system. The extent of smoke reversal was monitored with light-obscuration monitors, ionization smoke sensors and visual observations. Experimental results for the critical air velocity for smoke reversal as a function of fire intensity compared very well with model predictions based upon a computational fluid dynamics fire dynamics simulator.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation&apos;s total annual production. Cod occurs in seams of minable thickness in all but nine of the state&apos;s 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia&apos;s regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

Energy Incorporated has prepared this final report presenting the results obtained from the program for extracting alumina from anthracite culm along with the recovery of energy. This work has been accomplished under the auspices of the U.S. Bureau of Mines with technical coordination through the bureau&apos;s Reno, Nevada facility. The objective of this program was to develop a process to recover alumina and energy from Northeastern Pennsylvania anthracite mining waste. The program included Identification of sufficient resources to support a commercial facility, identification of the operating parameters which maximize alumina and energy recovery, the development of a conceptual process design, preparation of material and energy balance(s), and the performance of a system economical analysis. The program was conducted in three major phases. In the first phase the program concentrated on selecting several anthracite culm banks capable of supporting a commercial alumina producing facility. The chosen banks were then sampled and analyzed leading to the selection of two banks which were chosen far testing. The Harry E. and Eckley culm banks were the ones selected. Material from these banks was tested in Energy Incorporated?s Idaho Falls, Idaho testing facility. Parametric testing was accomplished in an eight-inch-diameter fluidized bed test facility. The test program consisted of twelve separate tests. After critical operating parameters were determined, the second phase started: process development in EI&apos;s 18-inch fluidized bed test facility. Three material and energy balance tests were completed in this facility. Following these tests a 72-hour demonstration test was performed. The data acquired from these tests were used in the last phase: the process conceptual design and economic analysis. The design basis was a commercial scale facility capable of producing 500,000 tons of alumina per year for 15 years. Based on the test program, It is technically feasible to build and operate such a plant today. The facility would produce, along with the alumina, 81.5 MWe of electricity for outside consumption. A preliminary rate of return indicates that the plant is not feasible with today&apos;s economic conditions. An increase in the market price of either the alumina or the electricity is required to provide an attractive rate of return for the facility.

Five mine fire experiments were conducted in a 2.08m high and 2.90m wide, ventilated mine entry in the National Institute for Occupational Safety and Health (NIOSH)&apos;s Safety Research Coal Mine (SRCM) to determine the effect of the dispersion of carbon monoxide (CO) on mine fire detection. CO measurements were made at distances from 7.6 m to 45.2 m downwind from the fire with diffusion mode CO sensors positioned near the roof. For small intensity fires, less than 30 kW heat release rate, generated by 14 kg coal in a 0.61 m square tray, it was determined that air flow and sensor spacing were significant for fire detection at the 10 ppm CO alarm level. Within 15.0 m downwind distance from the fire, 10 ppm CO alarm values occurred for volumetric air flows less than 11.5 m3/s. However, the 10 ppm CO alarm value did not occur 30.0 m downwind from the fire for air quantities greater than 6.2 m3/s due to dilutive mixing of the CO in the air stream. The criterion that the mine fire alarms occur within 15 min of the onset of flaming combustion could not be consistently met with the 10 ppm CO alarm. This suggests the use of lower CO alarm values, or reduced CO sensor spacings for mine fire protection. It is demonstrated how computational fluid dynamics (CFD) can be used to model the CO dispersion downwind from the fire in support of a plan to optimize sensor spacings.

THE HELIUM ACT (50 Stat. 885; 50 U. S. C. 161,163-166), as amended, places the responsibility for conserving, producing, and selling helium upon the Secretary of the Interior, acting through the Bureau of Mines-the only producer of helium in quantity in the world. It operates 4 plants-I each at Amarillo and Exell, Tex.; Otis, Kans.; and Navajo (Shiprock), N. Mex. The demand for helium has increased steadily since the decline immediately after World War II and is expected to exceed the capacity of the present plants in the near future. The Congress has appropriated $6,000,000 far constructing a new plant. In addition to providing additional capacity to meet increased demands for helium, the new plant will enable the Bureau of Mines to better conserve the helium in, the Government-owned reserves at Amarillo and Navajo.

Over the past century coal miner safety and health has seen tremendous improvements, the fatality and injury rates continue to decrease while productivity continues to increase. Many of the hazards that plagued miners in the past, such as coal bumps, methane and coal dust explosions, ground fall accidents and health issues have been significantly reduced. The contribution of NIOSH research includes products for prevention and survival of mine fires, methane control measures, design procedure for underground coal mines, methods for excavation surface controls, methods and procedures for blasting, laser usage in underground mines and prevention of electrocution from overhead power lines that have reduced accidents and injuries in underground coal mines. Health research has produced products such as the personal dust monitor, noise abating technologies and ergonomic solutions for equipment operators. Research priorities at NIOSH are set by considering surveillance statistics, stakeholder inputs and loss control principles. Future research in coal mining is directed towards respiratory diseases, noise induced hearing loss, repetitive musculoskeletal injuries, traumatic injuries, falls of ground and mine disasters. The recent spate of accidents in coal mines resulted in the Miner Act of 2006 which includes a specific role for NIOSH in future mine safety research and development. The mine safety achievements in the USA reflect the commitment of industry, labour, government and research organizations to improving the safety of the mine worker.

The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.
