Oxidation of mixed lanthanide solutions with ozone at pH 4.5 and at ambient temperature resulted in precipitation of 98 percent of the original cerium present. Corresponding cerium purity was increased from 50 to 98 percent. A second ozone oxidation-precipitation step produced cerium of 99.9 percent purity in high yield from the 98-percent-pure material. Alternately, ozonation at pH 6.5 and 85° C differentially precipitated cerium and rare-earth elements heavier than cerium and left 89 percent of the original lanthanum in solution at a purity of 95 percent. Subsequent recovery of cerium from the heavier rare-earth elements in the precipitate was accomplished by dissolving the precipitate in dilute mineral acid and reoxidizing the cerium with ozone at pH 4.5 and at ambient temperature. The filtrate contained an enriched praseodymium-neodymium-samarium-europium mixture that is amenable to separation by ion exchange or solvent extraction.

NIOSH has recently completed a study of the interaction between polyurethane (PUR) and coal mine roof in order to determine the mechanism of reinforcement, in both highly fractured rock and unfractured rock. Four case studies of PUR rein­forcement are presented. At a West Virginia site, a borehole camera revealed the location of roof voids and guided the PUR injection. By injecting polyure­thane into a zone from 0.6 to 1.8 m (2?6 ft.) high in the roof, a roof beam was created and ongoing intersection falls were halted. In another highly fractured roof in a western Pennsylvania mine, a total of 5.8 cm (2.3 in.) of rubbleized rock was found in a zone up to 3 m (10 ft.) into the roof. Untargeted PUR injection filled approximately 1/2 of the fractures. These two case studies showed that it is not necessary to fill up 100% of the void space to create stability. In the other two field sites, polyurethane was injected into weak, but unfractured roof. Post-injec­tion video monitoring showed that weak bedding planes were hydraulically wedged open and polyure­thane injected along bedding. The reinforcement value of this injection method is limited because of the wafer-thin layer of PUR introduced along bedding, and the lack of a PUR ??webbing?? which would serve as a structural framework to provide strength. It was determined that video inspection prior to PUR injection can aid in identifying the fracture zones to target, and minimize ??blind?? pumping and loss of PUR.

The objective of this is paper is to review the current state of knowledge and practice in highwall mining (HWM). HWM has become a widely-applied method in surface mining, commonly used alone or in conjunction with contour or slot mining. It provides 800-feet to 1,200-feet of additional recovery when the economic stripping ratio is reached in contour mining or in slot mining when surface access to a reserve is limited. A significant attribute of the highwall miner is its versatility. HWM has been used successfully to mine abandoned pre-reclamation law highwalls, points or ridges uneconomic to mine by underground or other surface methods, outcrop barriers left adjacent to underground mines, separate benches of the same seam where the parting thickness or quality differences between benches render complete extraction uneconomic, previously augered areas containing otherwise inaccessible additional reserves and close or widely spaced multiple seams. The theory and design methods to assess roof, pillar, and floor stability are presented followed by three case histories. Simple design charts for sizing HWM web and barrier pillars are also presented. A recommended web pillar width may be obtained from the design charts given the overburden depth, the HWM cut width, and the mining height. Given the depth and panel width for a set of HWM cuts, another set of charts gives a suggested barrier pillar width. The case histories, from Northern and Southern Appalachia are used to illustrate the application of rock mechanics to quantify the stability of the highwall, roof, web pillars, and floor. The case histories involve 1) mining through a previously augered highwall, 2) mining under back-stacked spoil and 3) selective mining of closely spaced benches of the same seam. Because each site is unique, the appropriate pre-mining geotechnical analyses range from the calculation of roof, web pillar, and floor bearing capacity stability factors to detailed numerical modeling of the auger and underground mine workings. When operating in the vicinity of existing underground mine or auger workings, the determination of ground deformation and strains resulting from highwall mining is a necessary facet of a ground control investigation.

The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania's Abandoned Mine Land Program was approved on the same date.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. As longwall shields are lowered in preparation for advance, dust from the canopy falls directly into the air stream with the potential of becoming entrained. Historical dust sampling data from the early 1980s shows that shield advance contributed an average of 12 percent to the airborne respirable dust levels found on longwalls in the United States. Data from the 1990s indicates that shield dust liberation had increased to an average of 23 percent. Increased longwall production levels over this time resulted in the need to move a larger number of shields during each shift, while an increase in air velocities on the face was also occurring. These factors combine to suggest that greater quantities of shield dust are being entrained into the face air. A series of controlled laboratory tests were conducted in a test stand simulating shield dust entrainment to evaluate changes in airborne respirable dust levels at different air velocities. Significant differences in respirable dust entrainment were observed. The test facility, test methodology, and dust sampling results will be reviewed and discussed

During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has been evaluating developments with surface support liners which includes shotcrete and thin spray-on liners (also referred to as sealants, coatings and membranes) from a ground control perspective. The proper selection and use of a surface support material can significantly enhance ground control which may result in a decrease in worker related injuries due to ground falls. The purpose of this paper is to evaluate the preliminary findings of a long-term underground study of various types of surface support liners, and to examine installation practices that are critical for an effective liner material application. The underground study utilizes NIOSH’s Lake Lynn Laboratory Experimental Mine to evaluate the long-term performance of several types of shotcrete and thin spray-on liner materials. Liner material performance to date was evaluated on a regular basis over a three year period. Although the study is still ongoing, critical mining practices were identified that may seriously affect the bond of the liner material to the mine roof and rib.

Objective To develop safety training tools for mine safety and health trainers that can be used for both new-miner training and annual refresher training. Background For the past 3 years, NIOSH has been developing training materials for mine safety trainers in response to gaps identified during stakeholder meetings. Most materials have been directed to the hazards of underground mines, but the recent passage of Part 46 of CFR 30 required new-miner and annual refresher training in aggregate operations. One result was the identification of another audience needing basic information about safety in mining. Trainers characterized trainees in this segment of the industry primarily as young males, many of whom had little work experience. Approach Training specialists from the Arizona State Mine Inspector’s Office approached NIOSH researchers early in2002 about the possibility of a collaborative project to develop safety training materials for new trainees in aggregate operations. A preliminary search of MSHA accident statistics identified over a dozen common hazards that could be targeted in a training video. A storyline was developed for review by safety specialists in the aggregate industry, and a script was written to cover the selected hazards. Although the target audience was primarily new hires, the finished video was also to be relevant to more experienced workers.

In this paper, closed expressions have been obtained for the frequency spectrum of a Born-Karman square lattice in terms of elliptic and hyperelliptic integrals. This work is part of continuing research by the Bureau of Mines with the thermodynamic properties of metals and minerals. Although other workers have obtained various types of approximations for the general case of the frequency spectrum of a square lattice, no one previously has obtained closed analytic expressions for this spectrum. To understand the optical and thermodynamic properties of crystals, several investigators have studied the distribution of frequencies of normal modes of vibration of the crystal lattice. Born and Karman3 laid the foundation for the theory of lattice dynamics and obtained detailed results for the case of a one-dimensional lattice. Blackman4 used numerical techniques to estimate the frequency distribution of a two-dimensional square lattice. Mbntroll5 analytically determined the frequency distribution of a square lattice for a particular value of the force constants. He also studied the more general problem and obtained some analytic approximations, using the method of moments. However, the calculations by this method were so difficult that it was not always practicable to carry them out. Consumption of abrasive materials in the United States in 1981 was approximately $340 million, of which 37 % was industrial diamond (natural and synthetic), 39% manufactured abrasives, and 24% natural abrasives. Production and shipments of natural abrasives, excluding emery and industrial diamond, decreased in quantity 9% and 7%, respectively, when compared with that of 1980. Emery showed the largest change in output, decreasing 30% in quantity and 20% in value. Production of nonmetallic .manufactured abrasives material plus shipments of metallic abrasives material decreased 5% in quantity but increased 4% in value. Nonmetallic manufactured abrasives consisted of aluminum oxide (fused) and crude silicon carbide produced in the United States and Canada and accounted for 63% of the value of all manufactured abrasives. Metallic abrasives shipments included chilled and annealed iron shot and grit, steel shot and grit, plus cut wire, aluminum, and stainless steel shot and equaled 37 % of the value of all manufactured abrasives.

Although the exact mechanisms underlying vibration white finger (VWF) are not clear, it has been speculated that VWF is associated with variations of the blood flow patterns due to the physical damage and/or degeneration in neural and vascular tissue caused by vibration loading [1]. Excessive dynamic deformation of the soft tissues in the fingertip under vibration loading is believed to induce multiple occupation-related hand/finger disorders. However, the in vivo distributions of the dynamic stress/strain of the tissues in the fingertip under vibration conditions have not been studied because they cannot be measured experimentally to date. The goal of this study is to analyze, theoretically, the location and frequency-dependent dynamic deformation of the soft tissue in the fingertip during vibration exposures. [ ] Methods The fingertip considered in the model is the distal phalanx, the portion from the distal end of the fingertip to the distal interphalangeal (DIP) joint articulation (Fig. 1). The external shape of the fingertip was determined using a smooth mathematical surface fitting to the observed fingertip shapes. The fingertip surface was then scaled to the dimensions of a typical male index finger: length 25 mm, width 20 mm, and height 18 mm. The fingertip was approximated to be symmetric, such that only a half of the fingertip was considered in the FE modeling. The fingertip was assumed to be composed of outer and inner skin layers, subcutaneous tissue, bone, and nail. The soft tissues (inner skin layer and subcutaneous tissues) were assumed to be nonlinearly elastic and viscoelastic, while the bone, nail, and outer skin layer were considered as linearly elastic. The simulations were conducted using a displacement-controlled protocol in two stages. First, the fingertip was statically pre-compressed. The contact plate was first displaced towards the finger to achieve a predetermined value of tissue deformation (i.e., 0.5, 1.0, 1.5, and 2.0 mm). Second, the steady-state dynamics responses of the fingertip were analyzed using a linear perturbation procedure. The fingertip was subjected to a continuous harmonic excitation (magnitude 0.5 mm) from the contact interface. The dynamic analysis was performed in a frequency domain ranging from 16 to 2000 Hz. The frequency-dependent distributions of the vibration magnitude and dynamic strain magnitudes in the soft tissues are investigated. Results Typical simulation results for the frequency-dependent distributions of the vibration magnitude in the soft tissues are shown in Fig. 2 (figures show the results with a pre-compression of 2.0 mm). The vibration magnitude at the contact surface is 0.5 mm (specified) for all frequencies, while the vibration magnitudes in the soft tissues are location- and frequency-dependent. It is clear that the fingertip has a major resonance around 125 Hz, at which the vibration magnitudes in the soft tissues are over four times greater than that of the contact plate (0.5 mm). It is interesting to observe that, at this resonant frequency (125 Hz), the soft tissues at the tip has the maximal vibration magnitude while the regions near the contact

Mining activity during 1977 was limited to the production of limestone, marl, and sand and gravel, all of which were used domestically. Public works projects consumed the major portion of the construction material produced. The consortium of oil companies operating as Esso Ventures Inc., drilled one exploratory well off the coast of southern Belize. For drilling the well, Exxon Corp. received a 57% working interest in the consortium's concession located 40 kilometers east of Puta Gorda. No other offshore drilling was attempted in 1977. Esso also drilled a well on the Anschutz Overseas Inc. concession in the Toledo District of south- eastern Belize. The attempt wee abandoned, but seismic activities continued.

This paper summarises the results of a research project whose goal was to provide the Australian coal industry with a rib support design methodology and software tool that could be utilised by suitably qualified colliery staff. The project was primarily funded by Australian Coal Association Research Program (ACARP) and further supported by several Australian longwall operations. The outcome of the project is a design methodology and software tool called, Analysis and Design of Rib Support (ADRS). ADRS is an empirical technique, which recognises that several geotechnical and design factors affect ribline performance and in addition that operational and safety issues essentially dictate the level of performance required. Therefore, the design recommendations associated with ADRS are specific to the Australian coal industry; however the procedure(s) for data collection and analysis could be applied to other countries' 'underground coal industries. Case history data were compiled from 34 longwall and two bord and pillar operations resulting in 204 case histories with each case history data set being defined by approximately 130 individual data fields. In addition monitoring (incorporating stress cells and extensometers) was undertaken at 10 collieries to assess and quantify the effectiveness of different rib support patterns and hardware on rib performance. The monitoring sites allowed for an improved understanding of the mechanisms of rib failure and degradation in terms of its interaction with the installed support and at the various stages of the mining cycle. The design methodology deals with both mains development and gateroad development specific to Australian longwall mines. This paper focuses on longwall gateroads subjected to abutment loading and in particular the travel road which becomes the tailgate of the subsequent panel. The statistical analyses associated with these cases suggested that the level of rib support should be based primarily on the development height and the pillar stress level. The ADRS software guides users through the design process, allowing them to develop rib support plans based on sound science and a broad base of in-mine experience To the best of the authors’ knowledge ADRS is the first systematic rib support design technique to be developed for any country’s underground coal industry. The development and use of empirical models in mining have substantially contributed to improving safety and productivity. ADRS further demonstrates that empirical techniques are particularly relevant and beneficial in dealing with the complexities of geotechnical design associated with underground coal mining.

The National Institute for Occupational Safety and Health (NIOSH) and Northwest Barricade LLC (NWB) conducted a study to evaluate the effectiveness of a novel fire blocking gel for use in underground coal mines to extinguish or to retard the growth of a coal fire. The gel agent was subjected to controlled laboratory testing to assess its ability to delay coal ignition. It was then evaluated to determine if manual fire hose application could be used to apply the agent to mine roofs and ribs to provide a safe egress for mine rescue teams from a fire area. The gel agent was also evaluated in a water sprinkler system to determine its potential for use in conveyor belt fire suppression systems. The agent was then tested in live-fire exercises to examine its effectiveness in retarding and extinguishing a deep-seated coal fire and wood fire. Lastly, the ability of a Mine Rescue Team to quickly and safely apply the gel agent to a mine entry during a simulated mine fire exercise was determined.

The development of a sampling instrument for the assessment of an underground coal miner’s exposure to airborne respirable coal mine dust on a continuous and real-time basis has been long identified as essential for timely initiation of control actions. A respirable dust dosimeter (RDD) which operates on the principle of increasing pressure across a filter media with increasing dust mass on the filter has been developed by the National Institute for Occupational Safety and Health. Comparisons of the performance of the RDD with an U.S. approved gravimetric respirable dust sampler (GRD) have shown that the RDD may meet the requirements for measuring miners’ exposures on a cumulative, near real-time basis such as mid-shift and end of shift exposures. Recently, the performances of the RDD and GRD were compared by conducting side-by-side area sampling experiments in a controlled experimental environment in the laboratory and in underground coal mines under normal operating conditions. In this paper, the results from the in-mine study are presented and discussed. The experimental design for the in-mine study included two mines in different coal seams in different geographic coal regions. To ensure a wide range of concentrations, the experiments were conducted in a continuous miner section in Mine 1, and a longwall face in Mine 2. Airborne dust sampling was conducted for four different shifts at each mine. In each shift, two samples of different exposure durations were collected from two different locations. Each sample consisted of the readings of three dosimeters and the exposed filters from the three paired GRD samplers. As a result, a total of 96 comparative samples were obtained, 48 for each mine. The data were analyzed for the precision of the RDD and GRD measurements and for the relationships between the differential pressure of the RDD and the mass of dust on the paired GRD filter. The analyses indicate that, on the average, the RDD and the GRD track the airborne respirable dust concentrations well, exhibiting both a high correlation between the two measurements and a reliable predictive relationship of one from the other. Details of the experimental design, data analyses procedures, results, conclusions and recommendations of the underground experiments are presented in this paper.

A primary means to reduce environmental levels of diesel particulate matter (DPM) exposure to miners is to reduce the amount of DPM emission from the engine. A quick and economic method to estimate engine particulate emission levels has been developed. The method relies on the measurement of pressure increase across a ?lter element that is brie?y used to collect a DPM sample directly from the engine exhaust. The method has been re?ned with the inclusion of an annular aqueous denuder to the tube which permits dry ?lter samples to be obtained without addition of dilution air. Tailpipe ?lter samples may then be directly collected in hot and water-supersaturated exhaust gas ?ows from water bath-cooled coal mine engines without the need for dilution air. Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. In June, Azrock Industries was purchased by the R L. White Co. Gilsonite, a solidified hydrocarbon found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California); by Ziegler Chemical and Mineral Corp.; and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT. Gilsonite is used for a variety of purposes including automobile bodysealer, light-weight aggregate for cement used in oil well drilling, asphaltic building board, protective coverings, anticorrosive paints, and roofing compounds.

Mine fires constitute one of the greatest threats to the health and safety of those working in the underground environment and each event has the potential for disastrous consequences. Of the major mine fires and thermal events that have occurred in the United States in the last 6 years, it is estimated that remotely installed seals could have been used in 63% of the events to control fire growth or to aid in fire suppression work. The National Institute for Occupational Safety and Health (NIOSH) is conducting full-scale tests at the NIOSH Lake Lynn Experimental Mine to evaluate and improve remote mine seal construction technology. The main focus of this work is to develop reliable technology that will completely close the mine opening from floor-to-roof and rib-to-rib. This paper presents the results of remote seal installations using grout-based materials.

This eight-chapter document is the second volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Building upon Volume I, the subject of protective equipment and relaying starts Volume II, first as an introduction in Chapter 8, then by a treatment of device selection in Chapter 9. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa's coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa's coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.
