The project implementation phase, FEL4, is generally a complex undertaking. The project has been approved for construction and the capital has been allocated. At this point the project team comes under significant pressure to meet the safety, schedule, cost, and start-up committments. For the design team the principal tasks are to finalize detailed design, complete procurement, and issue construction contracts. Design activities must be closely coordinated with equipment and material procurement. A clear engineering plan should be based on well-defined work packages to meet construction, commissioning, and startup requirements. A range of review processes by discipline, area, and third parties assure quality. Constructability, safety, and hazard reviews are performed throughout the design process. Three-dimensional models that incorporate extensive databases help to maximize efficiency and minimize errors. Well-managed projects have a clearly accountable design team, rigorous change control processes, and well-defined workflows. Key individuals from the design team participate in commissioning, operator training, and startup.

Introduction The major development of industrial minerals in Manitoba has been in building materials. 'The building-stone industry is developed far beyond the needs of the Province, and the well known Tyndall limestone is marketed over a wide area throughout the other provinces to Canada. Similarly, gypsum and gypsum products are produced in excess of local requirements and are exported to adjacent provinces. The crushed-stone, sand and gravel, limestone, and lime industries are sufficiently developed to supply the needs of the Province and, notably in the case of lime and lime-stone, there is a surplus for export to the adjacent provinces and to the United States. The manufacture of common brick is well established, but for face-brick and other clay products the Province is dependent largely on importations. Production of silica-sand will increase as Canadian markets become available through recognition of the utility value of the Black Island sand as foundry-sand and for other purposes. There is some possibility of the export of feldspar, of lithium ore and concentrates, and perhaps of salt. A considerable part of the Province has not been seriously prospected for industrial minerals and it may be expected that, as time goes on, other deposits of non-metallic minerals will be discovered and opened up, especially as the prairie provinces become more industrialized. At the present time, there is some activity in the southern part of the Province based on gas and oil indications. Whatever may be the outcome of this work, it should yield valuable information concerning the geological structure of the area.

"The project described in this pa-per was undertaken to provide a more thorough understanding of the effect of contamination by drilling fluids on the electrical properties of porous systems. The basic work per-formed was filtration tests on both consolidated and unconsolidated sands and the determination of their resistivity profiles with the aid of screen-type electrodes spaced at convenient intervals along the core.Four drilling fluids were selected, ranging in resistivity from 447.0 ohm-cm. to •5.76 ohm-cm. The permeability of three unconsolidated and four consolidated cores, on which resistivity measurements were made, varied from 1,257 md. to 4,560 md. Five additional cores with permeabilities as low as 49 md. were tested to investigate the effect of permeability on the depth of invasion of drilling fluids.The effect of drilling fluid invasion on resistivity profiles was determined on cores containing brine only, and on those containing 80 to 90 per cent oil and 20 to 10 per cent brine. The study included measurements of (a) clay content of different sections of the core, (b) saturation of the invaded fluids and oil in different parts of the core, and ( c) changes in resistivity as a result of gravitational re-distribution of fluids and diffusion of electrolytes.The data showed that the resistivity of an invaded core is, as was expected, controlled by the resistivity of the filtrate, the resistivity of residual core water, the resistivity of the clay particles, and the amount and distribution of the filtrate, clays, residual oil, and brine. In most cases there was a significant increase in resistivity owing to the presence of clay solids which had invaded the core. The change in resistivity, as a result of the diffusion of salts, was substantial after a period of five hours. There is evidence in some cases that the residual oil and core water saturations of the unconsolidated cores, after substantial invasion, are very low, indicating almost complete displacement by invading fluid."

Mr. F. W. Gray: It is not my intention to read my paper as it is too long, so I will touch only on the high lights. The Sydney field is the most favourable example of undersea coal mining that exists, and I have not been able to find anything like it elsewhere. The nearest approach to it is a field in England where the Whitehaven collieries are operating, but it has a lot of faults. The net result of these faults so far met with in the seaward advance of the workings has been to increase, by something over 100 feet, the gain in depth of cover, in a distance of approximately three and three-quarter miles. In the Sydney field there are no faults of any consequence. On the east side, the English measures rise. In Australia the sea bottom fell and the cover became too light. On Vancouver Island the coal ran out, and in Japan the seams are steep and contorted. The Chilian fields resemble our own to some extent. An inundation of two collieries took place there some time ago, due, it is said, to the rise workings being allowed to approach the sea bottom too closely in the vicinity of a fault. The Cape Breton undersea field has been proved over a frontage of about thirty miles and has been attacked and penetrated for a considerable distance along that front. We have passed the prospecting stage and now generally use developed land areas as points of attack to win the undersea coal. Of our mining under the sea, it can be said that, with the exception of No. 1-B and Princess colliery, Sydney Mines, no real attempt has been made to win the undersea coal.

"Dominion No. 17 Colliery, of the Dominion Coal Company, Limited, is located in the district of New Victoria, N.S., at the entrance to Sydney harbour.This Colliery was opened in 1882 to work a submarine area of the Harbour seam (see Figure 1). It was closed in 1921 and the mine, which has a make of water of approximately 250 gallons per minute, was allowed to fill.No. 18 Colliery, situated almost a mile to the east, was opened in 1938 to work the Phalen seam in this area with the intention, later, of driving a cross-measure tunnel to mine the section of the Harbour seam lying between No. 17 Colliery and the Princess Colliery of the Nova Scotia Steel and Coal Company, Limited.In 1945 it became necessary to open this area in the Harbour seam and a cross-measure tunnel was driven from the existing workings of No. 18 Colliery in the Phalen seam, which underlies the Harbour seam at a depth of 500 feet.The tunnel was started in 1946 and completed in 1948. The cost of opening this section, which contained only 6 1/2 million tons of coal, made imperative the recovery of all the available coal and precluded the maintenance of the large barriers that had been left in No. 17 Colliery for impounding the water, especially as the maintenance of these barriers would have meant the loss of 885,000 tons of coal, or 12.3 per cent of the whole tonnage available. Therefore, a study was made to determine the best means to dewater the 250 million gallons of water lying in the old No. 17 Colliery."

This short paper deals with the subject of research and its relation to productivity. All who have stopped to even think about industrial re-search and its impact on the nation-al economy take for granted that research and development are pre-requisite to increased productivity. It is another matter, however, to identify and properly evaluate the many factors entering into the relationship between the two. Some studies are currently underway in the United States on the subject, but, so far, nothing much in the way of conclusive data has come to light. In Canada, we have not yet even produced any statistical figures on national productivity, although work is now being done on this subject and information will soon be available. The usefulness of being able to measure the benefits of investment in re-search and development in terms of industrial growth or productivity need not be laboured for the benefit of those interested in research management.

Previous papers (1, 2) pertaining to the treatment of uranium-bearing ores were concerned with the flotation of the radioactive minerals. In this investigation, the application of flotation to the removal of acid-consuming minerals from uranium ores was considered. Two pitchblende-bearing ores, which, because of the presence if dolomite were abnormally high acid consumers, were studied. In both in-stances commercial reagents of widely varying fatty acid composition proved satisfactory as flotation col-lectors, particularly at a pH of 10.5, for the carbonate minerals. From an economic viewpoint, however, Neo-Fat 42-12 was favoured. A mixture of sodium tripolyphosphate and citric acid was an effective depressant for the pitchblende in the ores. The tailings remaining after the removal of the dolomite by flotation contained, in one case, 88.5 per cent of the uranium in the original sample, and, in the other, 93.8 per cent. Dr. K. A. Clark: No one will doubt the statement of fact that, during drilling operations through the bituminous sand beds in the Mildred-Ruth Lakes area, the core-barrel was found to contain bitumen with minor amounts of sand instead of bituminous sand. But many will doubt the interpretation of this fact as meaning that beds of bitumen occur interstratified with the bituminous sand beds. They will prefer to hold faith in the laws of physics, which deny that sand will float on oil or that fluid under pressure will not flow away through a permeable medium, until it is proved that the appearance of the oil in the core-barrel was not due to circumstances surrounding the drilling of the bituminous sand beds. The implication of the interpretation that sand is floating on oil is clear and it is unacceptable. Bituminous sand is unconsolidated sand more' or less saturated with a viscous oil. It is as difficult to conceive of bituminous sand lying on top of a body of the viscous oil as it is to conceive of unconsolidated sand more or less saturated with water lying on top of a body of water. The only difference between the two concepts is that the oil is viscous whereas the water is fluid. Oil-soaked sand placed on viscous oil would, when released, sink through the oil slowly, whereas water-soaked sand would sink through the water quickly.

In this paper, the argument is put forth that the codes used for public reporting of mineral resources and mineral reserves have some significant limitations with regard to the information provided to investors on the short- to medium-term value of mining properties. Such limitations include a) failure to explicitly incorporate a time element and b) failure to state explicitly the quantity and quality of mineral product that will be produced for sale. A time-value framework for reporting mineral assets is proposed in order to overcome these limitations. The proposed system is based on two classification axes: a) an X-axis representing time in years during which the value of the asset is likely to be realized and b) a Y-axis representing the value identified by a mining or exploration company\u2019s activities. The potential benefits of this system are discussed, including the ability to incorporate factors, such as permitting and construction times, directly into the magnitude of the reported mineral assets. The proposed framework would assist in the standardization of mineral assets reporting in such a manner that they could eventually be more readily included in financial statements. "This paper describes the Cape Breton Development Corporation's experience with the Lovat M-300 tunnel-boring machine at the Donkin-Morien Mine. Between January 3 and December 21, 1984, the 7.6 m (25 It) diameter TBM advanced 3350 m (10 990 ft) . The authors will describe experiences with the machine and highlight the implications of tunnelling machines to underground coal mine development in Canada. IntroductionThe Cape Breton Development Corporation (CBDC) has recently completed the drivage of a 7.6 m (25 ft) diameter tunnel, 3.5 km (2.2 miles) in length , to access the Harbour Coal Seam at the Donkin-Morien Project. The tunnel was successfully driven with the first Canadian rock tunnel-boring machine (RTBM or TBM), designed and built by Lovat Tunnel Equipment, Inc. The initial mine development consists of the drivage of two tunnels to the first major coal seam. Future plans are proposed for the development of a 4 million tonne-per-year mine (Marsh et al., 1983, Gillman, 1982), which will require the drivage of a further two tunnels and could access up to four coal seams. The tunnel cross-sectional areas were designed to provide sufficient ventilation area and access for a production of 4 million tonnes per year."

ABSTRACT The viscosity of concentrated kaolinite or illite clay in aqueous suspensions was measured in the presence and absence of a small amount of montmorillonite (<1 wt%). To avoid solids settling and to increase the sensitivity of the suspension viscosity measurements, solids concentrations higher than 38 wt% were used. The pH of the suspensions and the concentration of calcium and bicarbonate ions were found to significantly impact the viscosity of the clay suspensions. The results showed a significant increase in the viscosity of kaolinite suspensions with the addition of as low as 0.25 wt% of montmorillonite on a solids weight basis. In addition to illustrating the role of water chemistry in modifying slurry rheological properties, our study demonstrated that viscosity measurement could be a simple, yet sensitive technique for determining the content of smectite clays, such as montmorillonite, in a complex mix of various types of clay.

This will progress further into the most likely changes in chemical and physical requirements of the ore products. No definite target can be set for 1990, but the logic from the direction of the changes will be established.IntroductionThe tonnage and quality of iron ore produced in the eighties will be heavily influenced by energy and investment considerations. That&apos;s not a great pronouncement, but this paper will explain how these two factors are :(I) influencing a disproportionate growth of electric furnace capacity and a greater use of scrap for iron units, in place of Iron ore;(2) influencing chemistry specifications; and(3) causing extensive examination of ore agglomerate form. Inflating investment costs are emphasizing the need for more productive blast furnaces, and the iron ore burden is under heavy examination as to how it affects productivity and coke rate."

"A SHORT WHILE AGO I enquired about The Mining Society of Nova Scotia. In all honesty I was apprehensive about addressing such a body if it was highly geared to the technical aspects of discovering and obtaining mineral resources. I was told that this would not be the case. Rather, there would likely be in attendance a broad cross section of people from business, industry and government and from across Canada and the U.S.A. Thus there would be an interest in a free-wheeling discussion of the prospects for industrial development in Cape Breton. Accordingly - being one who hates to miss an opportunity - I intend to exploit the invitation of your executive by being, over the next short while, frankly promotional. I would like to talk about what I consider to be some of the most important attributes of Cape Breton for industrial development and identify some of those prospects. Secondly, I will quickly review some of the things the Cape Breton Development Corporation is doing these days to stimulate some of that industrial development."

Introduction The subject of basic refractories is daily becoming of increased importance in metallurgical processes, and there is a constantly growing necessity for the development of better materials. This fact, together with the realization that Canada possesses one of the best sources of such refractories in the British Empire, if not in the world, made it appear? advisable that the subject be presented to the Empire Mining and Metallurgical Congress at the 1927 meeting. Having been in close touch with developments in the Canadian product during the past five years, G. M. Carrie was requested to prepare such a paper. The Canadian producers of magnesia refractories have succeeded in developing the product to a place where it has almost entirely displaced imported materials from the Canadian market. These developments were made possible by a close study of the methods of preparation of the material, and by an exceedingly careful control of the manufacturing process so as to obtain a thorough blending of the different constituents with the resultant uniformity of composition. This point is very important to the metallurgist, as un-uniform materials are a potent cause of difficulties in most manufacturing processes and the constant trend is towards their elimination. The temperature at which the Canadian material is burned ensures high specific gravity and thorough shrinkage. The grain size of the product is so controlled that the voids are only just sufficient to allow of proper bonding, thus making possible a dense, hard bottom affording high resistance to erosion and shock. Careful proportioning of the constituent elements absolutely prevents disintegration.

The reactive precipitation of ferrihydrite was studied in a laboratory semi-batch precipitator, where a highly concentrated sodium hydroxide solution was fed into an iron nitrate solution. Instantaneous hydrolysis of iron[III] takes place when the two reagents are mixed generating supersaturation, and leading to immediate precipitation of ferrihydrite via a primary nucleation mechanism then followed by limited crystallite growth to 3 to 7nm. A mathematical model of the semi-batch laboratory precipitator was used to simulate the pH responses during the precipitation of ferrihydrite at different reagent feed rates. The model comprised of interconnected compartments of averaged hydrodynamic conditions, incorporating physically meaningful turbulent mixing time constants. The precipitation process is described by the solute concentration conservation equation incorporating a postulated ferrihydrite primary nucleation model. It was found that the semi-batch precipitator model predicted the experimental pH response reasonably well. The experimental results demonstrated that the reagent feed rate has a critical effect on the course of the precipitation of ferrihydrite, i.e. it is a rate determining step given the fast hydrolysis and precipitation kinetics.

Introduction The Sydney coal-field extends for a distance of thirty miles along the northeastern coast of Cape Breton island. At a central focal point at the tip of the south arm of Sydney harbour, seven miles or so in from the Atlantic ocean, is the city of Sydney, with Port Morien to the southeast and Sydney Mines to the north . Mining centres along the ocean coast between these points include Birchgrove, Reserve, Glace Bay, and Waterford. The field is divided into three districts or &apos;basins&apos;, namely, Morien basin to the south, Glace Bay in the centre, and the Lingan-Sydney Mines basin to the northeast. The eastern and western portions of the latter are known as the Lingan and the Sydney Mines basins, respectively. Six distinct coal seams are described as existing in the Morien basin, nine in the Glace Bay basin, and six in both the Lingan and the Sydney Mines basin. Although known by different names in the several basins, a definite continuity of the seams has been established.

"The Griffith Mine is located 200 miles northeast of Winnipeg and is 30 miles south of Red Lake, Ontario. Owned by The Steel Company of Canada Limited and managed by Pickands Mather & Co., it has an annual rated capacity of 1.5 million tons of high-grade iron ore pellets with an analysis of 66.3 per cent iron and 4.5 per cent silica.Development of the mine and construction of the plant got underway in January of 1966 and operations began in February of 1968. The orebodies outcrop on the shore of Bruce lake and run under the lake. The ore in its crude form is a metasedimentary low-grade magnetite and occurs in a highly folded banded formation. The average iron analysis of the crude is 29 per cent and the over-all weight recovery is 32 per cent.In order to mine the portion of the orebody under the lake, the soft varved clay on the lake bottom was hydraulically dredged and a dyke constructed of rock, with till used to provide an impervious seal on the lake side of the dyke, prior to dewatering.Mining is carried out by conventional open-pit tech-niques. Ore dressing is achieved by combining one crushing stage and a two-stage grinding system, with beneficiation by magnetic separation, hydroseparation and flotation. Agglomerating is done with conventional balling drums and pelletizing is carried out in shaft furnaces.Of interest and discussed in detail are the 32-foot autogenous cascade mills ."

Tailings Storage Facilities (TSFs) are vast structures that respond to site-specific characteristics, rate of production, placement techniques, and the physical and mechanical properties of tailings. As a common denominator, TSFs are in some degree vulnerable to failure due to liquefaction, poor management, slope instability and/or unusual climatic events. In practice, stability of TSFS is determined by calculating a minimum Factor of Safety (FOS) using the Limit Equilibrium Method (LEM). However, it has been proven that relying exclusively on the limit equilibrium approach is not accurate because it is basically a static method that does not take into account the stress-strain distribution and displacement experienced by the constitutive materials of a TSF. In order to overcome these limitations of the LEM, the finite element method - Shear Reduction Technique (SRT) has been used as a more reliable tool for TSFs stability assessment. This paper presents a comparative stability analysis between an upstream tailings storage facility (UTSF), and a water retention tailings dam (WRTD) under static and pseudo-static states using simplified and rigorous LEMs and the SRT. Additionally, and taking into consideration the intrinsic uncertainty of tailings properties, sensitivity and probabilistic analyses in the form of Monte Carlo Simulation (MCS) and the Point Estimate Method (PEM) are applied to determine the Probability of Failure (Pf) and Reliability Index (ß) of each TSF. It is shown that the friction angle of UTSF?s foundation and the core?s cohesion of the WRTD are the main variables that govern stability. Further analysis shows that the WRTD has a higher reliability index and a lower probability of failure than the UTSF.

This paper deals with the power plant at Cassiar Asbestos Corporation Ltd., Cassiar, B.C. It discusses the units installed in the plant, the distribution of power and the costs involved. The efficiencies and economics of this power plant are considered to be somewhat better than average. Introduction C ASSIAR Asbestos Corporation&apos;s power plant had its inception in 1952 with a 15-by 15-ft. log cabin containing two International Harvester diesel generator sets of 50 kw. total generating capacity. Over the years, it has grown to its present size -an 80 by 82 ft. by 35-ft.-high rigid-frame Butler building housing eight 2,300-volt diesel generating sets, a 2,300-volt distributing switchboard, a 550-volt auxiliary panel, three air compressors, six heat exchangers and other related equipment. The units in the power plant, numbered according to their order of placement, are rated as shown in Table I. The total generating capacity of the plant is 3,673 kw. All of the generators are of the open vertical design except that on No. 7 engine,
