The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

Completely dry or completely wet materials are comparatively easy to screen, but materials with moisture contents between these two extremes can present varying degrees of difficulty. The presence of moisture can impair the performance of a dry screening plant in a number of ways: ò agglomeration of fine undersize particles onto larger oversize particles, resulting in the fine particles being misplaced to the oversize; ò increasing attractive forces between particles that hinder stratification and particle presentation to the screen; and ò blinding of the screen apertures caused by fine moist particles clinging to the screen which reduces the effective aperture size and the open area of the screen. Test work on full-scale screens has shown that the agglomeration of fine particles onto larger particles only occurs once the equilibrium moisture content of the ore is exceeded, and that the quantity of adhering fines present is proportional to the surface area of the larger particles. An -adhering fines screen model has been developed from this work, and by using relationships derived between the model parameters and feed moisture content, the effect of changes in feed moisture on both product quality and operation of iron ore dry screening plants is predicted.

Metallurgical accounting can be defined as the monitoring of the valuable metals from the time the ore is broken at the primary crusher until the time that we have the saleable products and residues. The overall purpose of metallurgical accounting is to provide management with up-to-date inform- ation that can be used to control mining and metallurgical oper- ations. The decisions that are taken on the basis of the information that the metall- urgical accounting system provides should result in improved control and, ultimately, increased revenue. The current state of accounting is a result of an extended evolutionary process and will continue as process plants bec- ome more sophisticated. Differences in mine æcall factorsÆ and grade control reconciliation can lead to frustration between the siteÆs geoscie- ntists and its metallurgists leading to a level of distrust in the mill grade. Metallurgical accounting is not included in sufficient detail in undergraduate courses and the acceptable industry standards have developed based on what is considered acceptable to industry personnel and consultants. There is now the AMIRA P754 Metal Accounting, Code of Practice and Guidelines Handbook or reference manual. Computer based databases and spreadsheets have transformed tedious bookkeeping into an important management tool. Over time these standards have improved with developments in analytical procedures, weighing technology and sampling. This paper provides anecdotal examples of problems and improvements observed over a number of years within the gold industry in Australia and overseas.

A mining joint venture presents a real management challenge to achieve harmony with the other participants in the successful development and operation of a mine. This can best be facilitated by a detailed agreement and guided by a set of joint venture principles which recognise the differences of the interests of the parties and seek to establish sound business and personal principles by which differences not anticipated in the agreement might be resolved. The major and minor co-venturers can and do present potential difficulties to one another. This paper, one of the pair in the joint venture panel discussion session, predominately presents the minor's viewpoint. Usually commercial matters such as project finance, areas of interest, divestment, pre-emptive rights and decision-making can be adequately covered in the agreement. However, when the parties disagree and have difficulty in resolving their differences, the joint venture principles should be used to advantage to resolve relationship difficulties.

Aquatic macroinvertebrates have been used as a monitoring tool for many years. They are ubiquitous and occupy a central role in the ecology of rivers. They are a key link in the aquatic food chain, forming a pathway between primary producers (such as algae and macrophytes) and predators (such as fish, platypus and birds), and some are sensitive to flow conditions, water quality and habitat condition. They are not very mobile and are good indicators of local impacts. As most aquatic macroinvertebrates are benthic, they are better able to integrate effects of changes in water quality, and habitat condition and structure. Their diversity is crucial to the maintenance of a balanced, functioning and healthy river ecosystem. Thus, data on benthic macroinvertebrate community structures can be used for predicting potential impact, assessing the extent of damage and for gauging recovery from damage. Over the past eight years, State agencies throughout Australia, through the National River Health Program have developed models (AusRivAS) to assess river health using macroinvertebrate communities. The Queensland Department of Natural Resources and Mines has sampled both macroinvertebrates and water quality throughout Queensland, including areas affected by mine discharges. This paper will assess results obtained from sampling in the Mt Morgan area to illustrate the usefulness of this method of river health assessment.

The reality is that in today's world almost half of nearly six billion people on the planet do not have access to commercial energy and the services it brings. Based on UN projections, in 30 years time there are likely to be nearly three billion more people in the world, over 90 per cent of them in countries which are already economically poor. The World Energy Council (WEC), through its 102 member countries, monitors trends and developments and projects future trends. WEC is a non-governmental international body representing all forms of energy and is committed to the sustainable use of energy for all mankind. This paper is based on WEC studies and papers presented at its many conferences and congresses worldwide. Primary energy demand growth is dominated by the developing countries over the next 30 years. The world energy mix is projected to change very little over the next 30 years. Fossil fuel supplies (ie coal, oil and gas) are likely to decline from 77 per cent to 73 per cent, nuclear energy may grow from five per cent to six per cent and renewable energy sources (eg hydro, solar, geothermal, wind, tidal and biomass) could increase from 18 per cent to 21 per cent. World energy consumption is expected to grow by over 50 per cent over the next 30 years. The paper reviews changes in energy demand in the world, particularly in the Asia/Pacific region. Environmental issues are covered, as are developments such as solar energy from space and the status of renewable energy forms. Agendas for action to achieve change are also reviewed.

The reduction of titanium tetrachloride to trichloride can be achieved by employing hydrogen and electric arcs. It is possible to produce melts containing up to 50% TiCk in the eutectic mixture of LiCl/KCl by striking a D.C. arc at the surface in the presence of hydrogen and TiCl. vapour. If the electrode IS made to just penetrate the surface of the salt mixture, a hot zone results from the' high resistance contact with both lower chlorides and sintered titanium may be produced. The sintered metal forms just below the melt surface while the trichloride forms at the gaslIiquid junction.The "hotspot cathode" appears to offer a solution to the problem of producing coherent deposits as the spong'e metal can 'be continuously withdrawn in a similar manner to the "calcium process".INTRODUCTIONConsiderable interest has been shown for some years in the possible development of a cheap electrolytic process for the extraction of titanium metal, since a method using simple materials and cheap electric power would materially reduce the cost of production. Even when cheap starting materials are used, however, there exist several general difficulties in the operation of plant which both limit the speed of production and increase the cost of the product. It happens that most of the techniques so far tried produce a powder as cathodic deposit, and when this is the case the following difficulties arise:1. The whole contents of the bath must be treated with solvent in order to extract the 'metal powder which may itself tend to oxidise, and thus become contaminated.2. Fine metal powders, which often contain residual entrained salts, are less easy to consolidate by arcmelting than metal sponge.

Titanium has the potential to become the third wave of light metals used in high volume applications, following on from aluminium and magnesium. These light metals have functional attributes that can meet many of the goals needed for societyÆs transition to sustainable development. CSIRO has initiated a Light Metals Flagship to focus additional R&D efforts in support of the light metals industry. The vision of the Light Metal Flagship is for Australia to lead the Light Metals Age by reducing the costs and environmental impacts through innovative technologies for these metals. Life cycle principles will be used to identify novel technology pathways for metal production and product manufacture that are more energy efficient, less capital intensive and incorporating eco-efficient material flow chains.Under the auspices of the Light Metal Flagship, a Life Cycle Assessment (LCA) of titanium metal production was carried out with mineral sands mining of ilmenite as the starting point. Upgrading of the ilmenite to synthetic rutile by the Becher process and titanium metal production by the conventional Kroll process were the processing routes considered. Two alternative processes for titanium metal production, the FFC Cambridge process involving direct electrochemical deoxygenation of titanium dioxide, and a plasma process for producing titanium powder from titanium tetrachloride were also examined using LCA methodology and compared to the Kroll process. The environmental impacts included in the LCA were greenhouse gas emissions (Global Warming Potential, GWP) and acid rain gas emissions (Acidification Potential, AP). The Gross Energy Requirement (GER) of each process was also determined.These results for titanium, along with those from previous LCA studies by CSIRO on aluminium, magnesium, steel and stainless steel production, were used to show that despite the relatively large amounts of primary energy required for the production of these light metals, their special properties (eg corrosion resistance, strength and light weight) mean that these metals offer potential GER and GWP reductions compared to other competing materials in a number of applications, when viewed on a life cycle basis. Two applications considered in the paper are the lightweighting of motor vehicles and chemical plant equipment manufacture.

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. Ironstone outcrops on the Savage River were discovered by State Government Surveyor C. P. Sprent in 1877. The limonitic outcrops were initially regarded as the surface expressions of pos- sible tin-bearing lodes, the tin deposits at Mt. Bischoff to the east having been found in 1871. By the turn of the century, shafts, adits and trenches had been developed on the deposits in the unsuccessful quest for gold, silver and base metals. The deposits were first reported as a possible source of iron ore by Tasmania Department of Mines (TDM) geologists in 1919. Modern exploration began in 1956 with the area registering the best magnetic response during an aeromagnetic survey of North- western Tasmania by the Bureau of Mineral Resources (BMR). The area had previously been reserved by TDM in anticipation of the lifting of the iron ore embargo. Reconnaissance Geologi- cal mapping (TDM) and grid-based magnetometer surveys (BMR) indicated that resources of iron-bearing material could approach hundreds of millions of tons. In this year marking the centennial of the Geological survey of Western Australia, it is appropriate that we should review the value of the contribution of the Survey, and Australian Geological Surveys in general, to the exploration industry. Most geological surveys in Europe and North America had their origins in the first half of the 19th Century when the burgeoning Industrial Revolution was demanding the identification of new sources of coal and iron ore. Australia, as a young nation, essentially dependent on an agricultural and pastoral industry, and with already discovered vast coal resources in Eastern Australia, had, no great need to explore for new mineral resources. However, with the discovery of gold in 1851, the mineral potential of the country became apparent to the whole world and the first Geological Survey in Australia was set up in 1852 in Victoria under A.R.C. Selwyn. After a number of false starts all Australian States had an established Geological Survey by 1900. It is hard to assess the contemporary value of the early work of the Geological Surveys with respect to exploration, almost all major mineral discoveries were made by prospectors and most mining companies had little time for geologists - although the Chamber of Mines in Western Australia in 1910, did recommend that the Geological survey be granted an additional ten thousand pounds over two years to map all existing goldfields and the country between them, and produce a reconnaissance map of the area east of a line between Wiluna and Edjudina as far as the South Australian border!

Underground metalliferous mining methods often result in the formation of vertical openings to facilitate the extraction of orebodies. These development and production techniques can result in the creation of vertical open voids, which include stopes, orepasses, ventilation raises and other excavations. There are risks associated with the use of mobile plant in the vicinity of these voids, especially during backfilling and when bunds are constructed at the edge of a stope or void. These voids can present unacceptable risks if not adequately managed.

The main direction in the mechanisation in the mines of the Donbas and the USSR is long-face technology with complexes on the base of hydraulic supports. On the base of the 30 year old experience of exploitation of the coal clearing systems the serious data about the behaviour of the contained rock, display of underground pressure 'on longwalls and preparatory workings have been accumulated. Exploitation works in mines of the USSR are carried out at different depths: from 1000m to 1200m. There are 26 mines in Donbas, which exceed the depth of 1000m. It is the mines of Donbas, where is a rich experience of the exploitation of coal seams in various conditions. Besides, there are wide variations on the factors of the extraction thickness, depth of seam, angle of dip, occurrence of gas dynamics and others. In many scientific establishments, and in Donetsk Polytechnical Institute also, there are scientific research/results, which can be of interest for the coal mining countries.The volume of coal mining from longwall system-mechanised walls in Donbas became stable at the end of the 70s at level of 70 percent. All the efforts to increase this level have not given any notable results, not saying about the technical-economical data, which gradually deteriorate. It shows that positive progress in using the technology for the long walls is over and it is necessary to find new ways of mechanisation of coal winning.

Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.

Background A recent development in many industries,' including the mining industry, has been ever increasing acceptance and adoption of extended (12-hour) shifts and compressed work cycles compensated by more time off work by employees between cycles. In the Western Australian mining industry development of `long-distance-commute' (LDC) coincided with adoption of 12-hour rotating shifts. Preludes to LDC were the `construction-style' rosters with two crews plus allowance for annual and sick leave relievers working the statutory 13 consecutive shifts followed by one shift off. Crews rotated day to night shift weekly or at fortnightly intervals. Average hours of 72 to 78 per week were common. The author had personal experience working these rosters in the East Pilbara of Western Australia from 1977 to 1982. Workers tolerated these rosters until a suitable combination of frustration, boredom, despair and the `Five Grand Fever' triggered them to `pull the pin' and head for relaxation in Bangkok, Manila, Nimbin, or Margaret River according to their personal tastes.

Multi-sensor fusion visual perception technology significantly enhances visual perception capabilities in complex and harsh environments by combining visual data from different sensors. This technology is especially useful for scenarios where traditional single visible light sensors, such as standard cameras, struggle due to poor lighting, adverse visual conditions, or other visual obstructions. In environments with low light, smoke, or dust, the performance of conventional visible light sensors degrades, limiting their application. By integrating data from various sensors like radar, infrared thermal imaging, and others, multi-sensor fusion technology provides a more comprehensive and complementary visual solution. This fusion not only enhances the robustness of visual systems but also greatly expands their potential applications in fields like visual surveillance. In recent years, deep learning methods have become the mainstream technology for addressing multi-sensor fusion issues, demonstrating significant advantages in adaptive feature selection compared to traditional machine learning methods. However, deep learning-based multi-sensor fusion algorithms still face several challenges. The design of network structures is often redundant, lacking effective screening of useful components within multimodal information. Mainstream fusion algorithms focus excessively on improving display effects without adequately considering the needs of downstream applications and tasks. Existing fusion perception algorithms are generally designed for open visual scenes and lack targeted design for complex visual degradation factors present in tunnel environments of mines. Current deep learning methods for designing multi-sensor fusion networks heavily rely on manual experience to create fusion modules. This reliance increases the complexity of network design and can lead to redundancy. Redundant network modules are difficult to identify in end-to-end learning tasks at this stage, significantly slowing down network inference and potentially interfering with the output of fusion perception. Additionally, training these fusion modules typically requires large amounts of well-annotated multimodal data, further increasing implementation difficulty and cost. For instance, the fusion network design proposed by Li and Wu (2018) focuses on extracting multimodal fusion features, while Zhao et al (2020) introduced a feature decomposition mechanism in the feature fusion and extraction modules. Researchers like Zhang and Ma (2021), Xu et al (2020), and Liu et al (2017) have attempted to improve network structures through dense cascades and the introduction of residual connections. Although these methods have improved the handling of multimodal information to some extent, they still face limitations in distinguishing between useful and redundant information, with redundancy persisting in network designs. Ideally, the design of fusion networks should be more intelligent, guiding network structure design heuristically based on the importance of different modal information for the current task. This would reduce information redundancy and network weights, requiring the development of new algorithms or frameworks capable of automatically identifying and optimising fusion strategies, thereby reducing dependence on manual experience while improving fusion efficiency and network performance. Ore reserve estimation is a procedure involving data collection, data storage and judgement and assumptions about geology mining and metallurgy. Calculations are based on these assumptions and an economic analysis on projected cash flows is carried out. Ore reserve estimation must therefore be subjective and will always depend on the extent to which the assumptions used in arriving at the estimate are correct. This paper is an attempt to summarise the many aspects that can contribute to ore reserve problems and to offer some suggestions on how to minimise these problems.
