The Utah International group of companies has a wide geographic spread of operations, including a significant interest inAustralia's largest coking coal operation in Queensland, steaming and coking coal mines in USA, a copper mine in Canada, a half interest in an iron ore operation in Brazil, a number of smaller operations, and a significant portfolio of undeveloped properties in South America, South Africa and South East Asia.The opportunity to acquire this group of companies presented an immediate problem to BHP in that it was regarded as too large for BHP to absorb by itself. In addition, there was a concern that such an acquisition would increase BHP's coking coal exposures to unacceptable levels. Despite these dilemmas, BHP was keen to acquire Utah.A plan was therefore developed and agreed to by General Electric (GE) (the then owner of Utah) which would give BHP nine months in which to put together a consortium to share in the ownership of the Queensland coal assets (plus coal assets owned by BHP), and to arrange a project financing for use by BHP and the consortium. BHP would own 100% of the rest of the assets.

As a society, the retiring age of workers is increasing. Individuals are having to consider working to an older age (beyond 55 years), the reason being to æpay offÆ debt, maintain a quality of life or, as a bigger picture, because society simply cannot afford the aging population. The Government is encouraging and promoting those approaching retirement to work to an older age to alleviate the financial burden of an aging population. In a working context those aged 55 years and over accounted for ten per cent of the Australian workforce in 1998 with this age group expected to account for half of the growth in the workforce between now and 2016. For the 60 - 64 years which account for less than three per cent in 1998, this group is expected to account for 15 per cent of the growth in the same period. As a result of individuals who have worked all their lives and in some cases æphysically hardÆ, they do not fully enjoy their years of retirement as a time when they get to choose what they want to do rather than what they have to do. Of particular interest are the physical or health related conditions that individuals end up with and the restrictions that ensue resulting in an individual being incapacitated either physically or with respect to the state of their health.

The ""comparable sales"" method of valuation attributes value to an asset by reference to actual sales of comparable assets or to the market capitalisation of companies with comparable assets. This methodology is widely used in real estate valuations. The real estate approach can be used to value mining and exploration properties where there are actual sales of comparable or similar assets in the recent past. The practical limitations of the comparable sales method are well known and self evident: limited number of transactions, limitations on comparability and inadequate data. The real value of the comparable sales method is in its use as a validity check. Estimates of value of mining and exploration assets are so sensitive to so many variables that all valuation methods have limitations. Accordingly there is real value in attempting to establish benchmarks from comparable sales. Apparently sophisticated valuation methods can mislead by creating the impression that valuation is a precise science. The judgement of the valuer is critical and judgements can be wrong. Any available evidence from actual sales that are even remotely comparable can provide useful input to the valuation process.

Excavation in underground jointed rock masses creates cavities into which the surrounding rock mass deforms. Deformations, besides intact rock deformation, include mechanistic deformations such as slip and rotation. In this paper deformational moduli were measured for prototype and blocky (jointed) models using elastic analogue methods for stopes from MIM LimitedÆs Lead Mine. The blocks for the models were defined in terms of the prototypeÆs joint sets, their spatial separations, orientations and average friction characteristics. From dimensional analyses, a relationship between prototype and model deformations was used to predict stope mid-span deformations. The results of this physical modelling work, conducted in the 1970s, motivated an investigation into the electro-treatment of tailings backfill to achieve improved strength and stiffness characteristics. Tailings backfill containing fines and having a high clay content can be electrically dewatered, and at times grouted, cemented, ion exchanged or agglutinated, to achieve relatively high magnitudes of strength and stiffness. These treated tailings stiffnesses can reduce the deformation magnitudes within a rock mass and, in doing so, reduce problems encountered in mine pillar extraction. The application of these tailings modification techniques is examined in relation to the elastic analogue methods.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. To meet the objectives of sustainable development, mining projects must be executed with minimal environmental risks and impacts. To allow proper actions to be taken, it is helpful if the environmental challenges associated with a mine development project can be predicted early during exploration activities. Signs of impending environmental problems like acid rock drainage and metal leaching are often revealed in the occurrence of natural acid drainage, formation of efflorescent salts and their associated ecological effects. Other subtle clues can be deduced from anomalous geochemistry, detailed textural features of mixed sulfide assemblages and miscellaneous environmental data sets covering the target areas of exploration. A more practical tool, however, is the development of comprehensive environmental ore deposit models containing relevant information on ore genesis, applicable mining, processing and waste management options and their environmental implications according to deposit type. Not only will such models facilitate communications among independent groups of personnel involved in a mining project to come up with schemes to ensure better environmental performance of the overall project, they will also facilitate decision-making if a mine development project should be pursued further or valuable resources be redirected to other more favourable targets.

Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

THE writer of this paper well realizes that the majority of engineering and metallurgieal works have from time to time evolved mechanical devices which are of great value as regards application in an operating plant.Many of these deviees would not be apparent to an individual making a brief inspection of works such as these, and it is for this reason that the writer proposes to outline a few of the devices which have been evolved by the engineering department of the Broken Hill Associated Smelters Pty. Ltd.NOVEL METHOD OF MACHINING A SPHERICAL JOINTFig. 1 represents one half of a casing for a ball-joint coupling. In the ordinary methods of boring an external spherical casing, that is with a radius bar attached to the tool rest of a lathe, there is always an error in the bore. It has two flat sides, and this error is inherent in the ordinary orthodox method and cannot be corrected. The engineers of the Broken Hill Associated Smelters Pty. Ltd. undertook a job that had to be extremely accurate, and the tool shown in Fig. 2 was evolved. Just as Australia is part of the Pacific Rim, so the Pacific Rim should be viewed as part of the whole world. That applies in particular to that scarce commodity û money. There are five main factors of production in any mining development û mineralisation, materials, manpower, management and money. LetÆs focus on the upstream input û mineralisation, and the downstream input û money, especially in the area of communications. Unknown to many, the Competent Person reporting on Mineral Resources and Mineral Reserves has a direct and unavoidable impact on the companyÆs financial statements û the profit and loss account and balance sheet. With respect to reporting of the major asset of most mining companies û the resources/reserves û investors are getting a better deal now than at any time in memory as regards flow and adequacy of information. Australia has been a world leader in this regard. The outlook is for even more informative and useful reporting. The more rigorous reporting requirements for Exploration Results and Mineral Resources/Reserves, which have become a worldwide phenomenon over the last five years, will continue. This will be positive for the mining industry as a whole and for Australia in particular. However competition for the scarce investment dollar will also increase. Put simply, mining has many competitors, unconnected with mining, for the capture of the investment dollar. It behoves all participants to recognise that there are three investment factors which influence strongly the willingness of investors to put money into mining. These are Confidence, Credibility and Consistency. AustraliaÆs investment image stands high in these three respects, but the competition will continue to grow. AustraliaÆs lead must be maintained. However, some investment decisions should not necessarily be based on fundamental, quantifiable facors. Some of these are outlined.

Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

As copper reserves deepen, they are becoming increasingly less pure. Penalty elements such as arsenic, antimony and bismuth are occurring in increasing concentrations. Environmental issues with smelters are leading to increases in penalty rates for these elements such that some concentrates may become difficult to sell. Arsenic concentration in Rosebery copper concentrates during 2010 varied between 3000 and 8500 ppm. Arsenic levels above 5000 ppm can preclude import to some customer countries. Optical mineralogy has indicated that arsenic in Rosebery copper concentrates is most commonly associated with tennantite (Cu12As4S13) in solid solution with tetrahedrite (Cu12As4S13). In addition, silver reports to concentrate as freibergite (Cu12As4S13 ). A reduction in arsenic content will therefore lead to a concurrent reduction in the silver content.A literature review by Long, Peng and Bradshaw (2012) indicated that arsenic bearing minerals could be removed using potential controlled flotation. Some success in reducing the amount of arsenic had also been reported using either roasting or chemical depression using reagents such as lime and cyanide. Due to the location of the Rosebery concentrator adjacent to world heritage listed temperate rainforest, the use of a roaster or cyanide was immediately discounted. Lime is already used as a reagent in the Rosebery flow sheet, so could be considered as a potential arsenic depressant.In order to determine a method of separating out the high arsenic bearing minerals, two series of flotation tests were conducted. The first series investigated the effect of pulp potential on the recovery of copper, silver and arsenic minerals; a second series investigated the effect of pH, froth depth and regrind.CITATION:Long, G, Peng, Y and Bradshaw, D J, 2012. THE object of this note is to set forth some particulars of the effect of light on cinnabar occurring in a deposit of this mineral at Puhipubi, in the North Auckland peninsula of New Zealand. This deposit is contained within a gently-inclined sheet of siliceous sinter forminga hillock called Mount Mitchell, and is particularly notable in that it is an instance of the simultaneous deposition of cinnabar and silica on a large scale. The mercury-bearing material varies in character from semi-porous sinter to dense translucent cbalcedony, of which the former is stained to various shades of pink, the latter to brilliant reds and vermilion. On exposure to daylight-and particularly to sunlight - these colours change to corresponding shades of translucent bluish-grey. As a direct result of this change the Mount Mitchell deposit remained unknown until some ten years ago, for, while prospectors early discovered cinnabar in the adjacent city and in a neighbouring stream bed, none of them recognized this mineral in the bluish chalcedony strewing portions of the surface of the Mount. The writer has carried out a series of experiments designed to indicate the cause and nature of this change, and to form a basis for the elaboration of more delicate experiments which would yield positive information. Circumstances, however, have so far combined to prevent the continuation of the research, and, as there seems little prospect of the writer being able to do more work on the subject, it seems well to publish the data so far obtained. Prior to describing this colour change, the writer would point out the desirability of restricting the meaning of the term cinnabar to the naturally occurring red sulphide of mercury; this would eliminate the ambiguities which arise from its indiscriminate application, in chemical literature, to both natural and artificial sulphides. Further the term cinnabarite having long since fallen into disuse, there appears to be no good reason for retaining the companionterm "metacinnabarite" when reduction to "metacinnabar" would preserve the meaning in a less clumsy word.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

A Conveyor Belt Fire Test Program was initiated in 1985 by the Approval and Certification Center (A&CC), Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The purpose was to evaluate the effect of entry air velocities on the burning properties of mine conveyor belts and assess fire test data from large- and small-scale tests. Belts meeting the fire-resistant standards of MSHA and agencies of other countries were tested in small- and large- scale fire tests.

In submitting the accompanying sketch and description, the writer mentions that he has found this "gadget" a useful assay office adjunct.He believes that some millmen and assayers have been confronted, from time to time, with large samples of mill pulp for assay purposes and that although the commonly used method of coning and quartering dry sample is simple and effective, provided the samples are of reasonable proportion, the operator is frequently confronted with samples of pulp, sometimes up to 50 gallons. The writer stresses the advantage of being able to handle these samples. This fact inspired the design of the "gadget,"which was developed at the Kalgoorlie State Battery and has been found to give very reliable results. It has considerably eased the work of the assay office.Description. - A cone of suitable dimensions according to requirements (this one is about six gallons' capacity) is mounted on a light angle-iron frame and has a small hand-operated agitator paddle let into it far mixing purposes. The agitator and head frame are removable to facilitate cleaning. Four outlet pipes at the bottom at right angles to each other are controlled with one common plug, externally operated for discharging the pulp.Each operation of the machine delivers four equal parts; one or more of these can be used for further division as conditions require. Samples can thus be reduced to suitable assay room size in a few minutes.The dotted lines, enclosing the shaded portion, represent the four-bladed paddle.Each paddle is slotted with three parallel slots. Rehabilitation has been very effective in the short to medium term in providing a cost effective and reliable means of containing the side effects of land disturbance. However, there is still insufficient data to critically evaluate the sucess of rehabilitation in the long term. There is an urgent need to develop objective criteria to monitor the sucess of rehabilitation. The aim of rehabilitation in Australia has traditionally been to return disturbed land to natural vegetation compatible with the surrounding area. This objective has often been accepted instinctively without adequately addressing alternatives.

Mechanical and electrical (M&E) systems in road tunnels are constrained by the traffic envelope and the construction profile. Whilst these spatial constraints are often ælocked inÆ early in the design process, the detailed M&E design continues for some considerable time after key civil engineering issues have been resolved. Ventilation design criteria for both normal and emergency operation often involves considerable negotiation with a wide range of stakeholders. Final system performance and spatial requirements are only finally resolved when suppliers are selected following the tender process. Lighting design is dependent upon a wide range of factors including tunnel lining materials and associated colours as well as agreed maintenance regimes. Cabling systems can only be developed when the general arrangement for power distribution is agreed and a system of substation, switchrooms and equipment rooms is in place. Many other systems such as fire protection and communications facilities fill the available space beyond the traffic envelope, where physical, structural and æsight lineÆ requirements must all be accommodated. The more co-ordinated civil engineering and M&E design is and the earlier the process starts the better the outcomes for all parties.

The production of approximately 550 000 tonnes of æwhiteÆ or chrysotile asbestos fibre between 1972 and 1983 at the Woodsreef Mine in New South Wales left behind 24 million tonnes of tailings and 75 million tonnes of waste rock and overburden. The Woodsreef Magnesium Project is designed to extract the 23 per cent magnesium content of the tailings to produce magnesium metal and magnesium alloys, the latter with aluminium from the New South Wales smelters. Further value will be added to the tailings waste with the downstream production of magnesium alloy sheets and cast products for the transportation, electronics and other consumer goods industries. The mine opened in 1918 and closed in 1983 becoming derelict. There has been minimal expenditure on rehabilitation compared with that recommended in reports commissioned by the New South Wales Government. The tailings dump has been designated æasbestos wasteÆ by the EPA and will be eliminated through the magnesium refinery process of the Project with the dissolution of the remaining chrysotile fibres. The benign waste from the refinery process will consist principally of silica with some iron. Significant energy savings are expected from innovative new processing technology, in the alloy formation and in the application of the light weight, cast and sheet metal products, particularly in the transportation industries. Globally, there are very large resources of similar tailings with hundreds of years of useful productive lives that could be converted into the metal of the 21st Century, magnesium, and its alloys, to assist pollution and greenhouse gas reduction from transportation industries. No new mining and minimal feedstock preparation is required. Unlike potential producers using carbonate rocks such as magnesite and dolomite that have to be mined, the asbestos tailings composed principally of non-fibrous serpentinite do not contain any carbon dioxide.
