Traditionally mining and conservation have been regarded as opposing and mutually exclusive concepts of land use. Often problems are anticipated which cannot be substantiated by facts. In addition, an ill defined time-scale adds to potentially emotive issues. Examples from Australia and elsewhere are presented which illustrate the dynamic nature of the environment and accentuate sequence patterns in plant community development following natural and man-made disturbances. The mining industry generally appears to be aware of the environmental impact of mining and whilst endeavouring to minimise the disturbance, is still orientated towards maximum production.

Mining, metallurgical and engineering consultants have made a considerable contribution to mining industry development in Australia. Expertise has been developed locally to a high level during the last decade which has contributed to the success of many recent mining projects. The services available'cover the whole spectrum from the evaluation of ore reserves, through feasibility study and financial evaluation to design, project management and commissioning. Using these services effectively and economically is an objective which client and consultant both must pursue but which is not always achieved. Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy.In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanized. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading.The methods that have been used can be called the "first-generation" methods.Work has been very hard for miners. It has been dangerous and exhausting.Production volumes of mines, and a s a result of that, also profits have been low.

Alcoa of Australia Limited owns and operates a 150 MW power station adjacent to the coastal township of Anglesea in south western Victoria.The power station was constructed in the mid 1960s to supply electricity to the Company's smelter at Point Henry, near Geelong, and is fuelled by high quality brown coal mined at the site in Alcoa's lease area.The open cut mine, producing approximately one million tonnes of coal per year, utilises a backfilling method and has carried out progressive regeneration of those completed areas since the mid 1970s.

In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

To grow a mining company today is seen to be challenged by the reduced interest in resources companies by the financial markets, the complexity of native title and a somewhat depressed commodity cycle. However, the opportunity to grow production and sales in a mining company are as numerous as they have ever been. It is the challenge of growing significant shareholder value that is difficult. The distinction between growth in æcompany sizeÆ and growth in æshareholder valueÆ is an important distinction upon which some resource companies are now firmly focussed. The equity market/commodity market cycle can provide windows of opportunity to consolidate and expand a company for the benefit of shareholders. These benefits may not be reflected until more buoyant equity markets return but, as the cycle turns, as it surely will, those with the foresight to position themselves may be richly rewarded.

Ore Reserves are key mining company assets and their reliable estimation is crucial for both feasibility studies and the day to day operation of a mine. The reserve is based on the Mineral Resource after the application of certain technical and economic parameters. Engineering aspects of reserve estimation can be accurately determined to ¦10 per cent, however the majority of project risk will revolve around the resource. A final Ore Reserve generally contains a set of figures quoted without reference to its potential errors. Rarely are overall confidence limits quoted and, if they are, they often do not take into account many of the factors that cause uncertainty in the grade and tonnage estimates. There is thus an unquantifiable risk, which the operator should be aware of. This paper presents a review of the possible sources of error that might occur during the various phases of an exploration and estimation programme which are carried through into the Ore Reserve and hence mine design.

Exploration of a coal deposit provides the data on which a range of mine plans can be developed during project feasibility. The stages of exploration use methods and procedures which initially outline the deposit with more detailed data gathering and analysis of the specific site complexities. The in situ coal resource and reserves are calculated. The mine plan is a function of the mining method chosen and can have significant impact on the recoverable reserves. Other factors which can impact on the recovery of the reserves and the ability to maintain planned production levels are those which were either undetected during exploration or were misinterpreted. Exploration programs should be detailed enough to minimise to an acceptable standard the recognised and potential risks. Past programs which explored to achieve a minimum exploration density required to satisfy measured reserve status have generally proven to be inadequate, placing reserves and production at risk.

The Kidston orebody is a kilometre diameter breccia pipe of Permo-Carboniferous age' assoc- iated with rhyolitic dykes and hosted by Proterozoic granodiorite and metamorphic rocks. Mineralization and alteration are associated spatially and temporally with brecciation and rhyolite intrusion. Three stages of alteration have been recognized: pre-brecciation, and early and late stage post-brecciation. Gold is known to be particularly associated with late stage post-brecciation cavity infill and sheeted veins. Fluid inclusion and stable isotope results show the importance of moderate-high temperat- ure, saline, magmatic fluids in the early stage mineralization and in the brecciation of the pipe. Later periods of alteration, accompanied by gold deposition, are associated with fluids only slightly depleted in 180 relative to mag- matic waters, unlike the strongly 180-depleted meteoric water typically found in hydrothermal Permian and Carboniferous deposits of eastern Australia. The 5180 values and low salinities in fluid inclusions suggest the fluid may have formed from vapour condensation from a magmatic fluid. Fluid inclusion data and alteration assemblages define the prevailing chemical conditions. Gold transport under these, conditions would have been primarily as a bisulfide complex.

Confidence in Yakabindie becoming a truly cost competitive nickel project has risen recently because of: ò the emergence of an economically effective contract mining climate; ò the delivery of cheaper energy via the Goldfields Gas Pipeline; and ò the development of the Yakabindie Process for production of nickel cathode and cobalt by-product directly from sulphide concentrates at site, dramatically cutting capital and operating costs compared to the conventional route. Development of the Yakabindie Process was a result of 'necessity being the mother of invention'. Yakabindie can now break out of the trap of relying on existing downstream processors to treat an intermediate, and instead the project can gain direct market access. The very attractive cost advantages demonstrate that hydrometallurgical processing of sulphide concentrates is a worthy prize. Improved cobalt recoveries, and tolerance of higher levels of magnesium and arsenic than allowable by smelters, are further advantages of this approach. Leach residues are combined with much larger quantities of naturally alkaline flotation tailings and remain at site. As a result the process is more environmentally sensitive than the conventional smelt/refine route, with no sulphur dioxide gas emissions and 'metal only out the gate'.

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

New England Antimony Mines has operated the Hillgrove Gold Plant at Hillgrove in New South Wales since 1969, producing stibnite and arsenopyrite products by selective flotation. Gold is present in the ore as fine free gold, gold associated with stibnite and gold associated with arsenopyrite, with some ten to 20 per cent of the gold reporting to the antimony stream and 35 - 50 per cent reporting to the arsenopyrite stream. Opportunity to process the arsenopyrite concentrate for onsite recovery of the gold values to improve upon the ten per cent recovery achieved by conventional cyanidation was recognised and subject to comparison with biological oxidation, roasting, nitric acid oxidation, low temperature oxidation (Activox«) and conventional pressure oxidation. Following further testwork and a feasibility study, a 7500 tonnes per annum concentrate feed pressure oxidation autoclave circuit was constructed at Hillgrove and commissioned in October 1999. The plant has operated at the close to design capacity since commissioning whilst optimising various operational and metallurgical aspects. The last three years has seen the process achieve an overall gold recovery of greater than 90 per cent for oxidised concentrates.

The desire for minimising impacts of mining activities on the environment, and in particular, water resources; is usually tempered by the costs and practicalities of implementing æbest practiceÆ measures. This paper briefly discusses the theoretical and practical options for water management for typical mines and quarries in a range of environments to assess if adverse impacts can be completely eliminated or at least be perceived as doing so. The regulatory requirements for water resources management are usually an essential part of mine planning and operations that can be a primary focus for all stakeholders. As such they can distract attention from implementing best practice in water management for the benefit of the environment and the community for altruistic reasons that have a long-term benefit for the mining industry as a whole. Cost-effective options for supply, demand and quality management of water that comply with basic regulatory requirements are readily available. Making a mine æinvisibleÆ in a practical sense, in terms of impacts on water resources would require eliminating potentially contaminated discharges, minimising demand, maximising reuse and recycling and putting back a healthy proportion of the clean water that is taken out of the natural environment for use in mine operations. This may sound simple enough and there are many well-known standard approaches that are usually applied. But which are the most effective, and who benefits? New approaches to water management are becoming more affordable and can benefit the bottom line as well as the environment, but can they make a mine ædisappearÆ? The perception of whether a mine is æinvisibleÆ in terms of its impacts on water resources is as important as the actions taken to try to achieve such an objective. The viewpoints and thresholds of perceptions of the different stakeholders are therefore relevant to how ævisibleÆ mining activities become.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

It is extraordinary that while Australia depends heavily on mineral wealth for its economic well-being, most Australians have no appreciation of the traditions and principles which drive and govern the mineral industry. Their understanding has been largely provided by those who campaign against the industry in one way or another and is therefore quite unrepresentative.

The coastal plain comprises several different geomorphological and ecological entities, some or all of which may be profoundly different from their condition before European colonisation, Sand mining is only one of a number of competing land uses which modify the environment of a given area. The frontal dune system in particular has undergone considerable deterioration and with the pressures of an ever increasing population, this deterioration will accelerate until an adequate control policy is Implemented.

The paper addresses certain mining provisions of the Aboriginal Land Rights (Northern Territory) Act 1976 and the development of Mining agreements negotiated pursuant to Section 43 of the Act. Difficulties for miners and Land Councils alike arising out of the operation of the Land Rights Act will be discussed. Possible scenarios for the resolution of these difficulties will be proposed.

THE Sulphide Corporation's works for the smelting of ores containing lead, gold, and silver are situated close to the Cockle Creek railway station, on the main Northern railway line, and are about 95 miles from Sydney and 10 miles from Newcastle. A branch line runs to the works, and siding accommodation and bins are provided for expeditiously handling all ores sent for treatment. The Corporation also possesses wharfage facilities at the port of Newcastle, where consignments of ores arriving by sea can be handled direct into railway trucks for conveyance to the works.The greater portion of the ore treated at Cockle Creek comes from the Corporation's mine at Broken Hill, but a large quantity of other grades is also purchased and treated.
