In the last eight years inclined conveyor haulage systems have established themselves in the mainstream for hard rock underground mine haulage. This leaves the question; what else might be on the horizon for mine haulage and how do we address the process of selecting haulage systems for new mines? This paper considers the identification of viable haulage technologies for underground mines and explores an approach for assessing existing and potential technologies. The example of a large deep mine is considered here. The evaluation of existing haulage systems relies on precedence and the assessment of the system capacity to meet the haulage requirements envisaged for a particular mining project. The assessment of potential technologies for mine haulage relies on the capacity to deliver a viable production-scale system within the timeline envisaged for developing a mining project. The haulage technologies addressed in this paper include: shaft hoisting,conveyor haulage,truck haulage,vertical conveyors, andhydraulic hoisting. This paper does not consider rail haulage out of a mine. This is simply because Australian topography typically has insufficient relief to bring them into consideration. However, rail haulage is a widely used and effective haulage solution in situations where significant topographical relief is present. The assessment of haulage system capability focuses on the following fundamental questions: How reliable are they? What is the degree of technical risk in a business context?What levels of flexibility do they offer?How capital effective are they? What returns are indicated by the balance of capital and operating cost estimates?

Microorganisms have been used throughout history for the benefit of mankind with some of the earliest applications being in the production of fermented foods and beverages. Reactions involving inorganic substances such as metals, sulphur and sulphide compounds were hardly ever used until the early 1900s when it was discovered that Thiobacillus ferrooxidans was capable of promoting the oxidation of metal sulphides in ores. Today, it is widely recognised that biotechnology has great potential in the minerals industries, particularly in such areas as the leaching of low-grade ores of metals such as copper, gold and uranium; removal of heavy metal ions from process streams and from liquid process wastes; and in the desulphurisation of high-sulphur fuels. Although widespread commercialisation of mineral biotechnology has not yet been achieved, it is estimated that by the Year 2000 mineral biotechnology will have a significant impact on the minerals and metal industry and will probably account for tens of billions of dollars worth of annual production world-wide. This paper examines the actual and possible future applications of biotechnology in the minerals, metal refining and fossil-fuel processing industries. Firstly, the important chemical (and biochemical) principles involved in bio-dissolution of metals from ores and solid wastes, and in bio-accumulation of metals from process and waste solutions are reviewed, including leaching practices - past, present and future. Microbial desulphurisation of coal, and microbially-enhanced oil recovery are also discussed. The practical aspects of genetics and genetic engineering, the types and characteristics of those microorganisms important to mineral biotechnology, and the current research trends are reviewed as well. The purpose of this paper is to explain the basic structure of how minerals are marketed, whilst highlighting the essential factors that mine management needs to be confident are incorporated into a mineÆs marketing strategy. The traditional mine management approach to marketing has been to defer its scrutiny to the marketing manager and take a largely passive role. It is this paperÆs assertion that mine management needs to become more proactive and provide greater strategic input into the marketing process. Irrespective of what mineral your mine produces, the key marketing principles remain constant and need to be understood and managed to extract the full benefit on behalf of the mining asset. From a mine management perspective, success is ultimately linked to understanding these marketing principles and ensuring that they are effectively addressed by your mineÆs marketing strategy. This paper will unashamedly attempt to simplify marketing by explaining how the basic fundamentals of supply and demand set market direction, the importance of a comprehensive marketing strategy, the importance of customer relationships and how contracts and prices are typically negotiated. This paper will use examples from the metallurgical coal (met coal) industry to highlight these points. The paper will also provide a template for developing the critical mine interaction that needs to exist between the marketing department and management to develop a æwhole of mineÆ approach to marketing. It is this core group that will be strategically responsible for delivering the commitments your mine has made to your customers. For mine management not to be actively involved in this process puts at æriskÆ the hard won production and cost efficiencies achieved at your mine and ignores the opportunity to maximise your current and future revenue streams. And whilst this paper recognises that is arguably unreasonable for mine management to become æmarketing expertsÆ, it also argues that it is unreasonable for a mine management to divorce themselves from the process.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

HAPPENING to be in Cue recently the writer was unexpectedly called upon to make surveys of some diamond drill bores on the Big Bell mine on the Murchison goldfield. The owner of the mine Mr Herman Mandelstam. had brought such apparatus with himas he could lay his hands on. and no other was available without prohibitive delay.The usual method of making these surveys as is well known is by putting a glass tube half filled with gelatine or glue in a melted state down the hole with a small magnet freely suspended in the glue and having it there till the glue sets solid. When this tubeis withdrawn (its depth down the bore being noted) the bearing and inclination of the borehole at this particular point can be read - the bearing by the compass and the inclination by the angle between the tube and the surface of the glue which of course ishorizontal. By taking a number of these observations according to the degree of accuracy required the course of the bore can be fairly accurately plotted.In dealing with dry holes there is little trouble but when the holes are full of water great difficulty is experienced. In the case in point the first observation was made in water 300 ft. deep, corresponding to a pressure of 130 lb. per sq. in. The tube containing the gelatine and glue (a mixture was used) was found, when hauled to the surface, to be completely filled with a weak mixture of water, gelatine, and glue and there was no horizontal surface from which to measure the angle of inclination of the bore. The water had been forced through the corks and sealing wax with which the tube had been closed. After several attempts it became obvious that no method available would keep the water from getting into the air-space in the tube, and to a pressure-proof metal container was impossible, nothing remained but to do away with the air-space and this was accomplished by using two liquids of different specific gravity - mercury and melted glue. Subsurface development requires some geotechnical conditions and challenges. Most of then are related to the compatibility between tunnelling system and surrounded ground conditions, and design criteria. Design criteria usually involve lining pressure and ground control of displacements. In order to fulfil these requirements, geotechnical parameters have to be obtained as well as construction aspects have to be taken into account for predicting the tunnel behaviour. The Brasilia Metro is presented as a case history illustrating the geotechnical conditions and challenges for its implementation. It is 42 km long, including tunnels excavated in collapsible porous soils by the New Austrian Tunnelling Method. The Brasilia porous clay presents some characteristics, which may lead to large deformations due to structural collapse. Empirical methods were calibrated for collapsible porous soils and then applied to predict tunnelling-induced settlements. Settlements due to soil structural collapse modify completely the expected settlement profile, increasing their values from the tunnel crown to the ground surface. Consequently, surface settlement trough volumes were also greater than the ground losses around the tunnel. In this case history, structural collapse of porous soils played an important role and must have been taken into account to predict correctly the settlement trough and profile. Numerical simulation has shown that settlement magnitudes due to structural collapse are strongly dependent on the soil stiffness reduction after collapse and the extent of the collapsible zone.

Sun Metals Corporation Pty Ltd (SMC), a wholly owned subsidiary of Korea Zinc Co Ltd (KZC) is a company formed to develop, construct and operate a zinc refinery, 11 km south of Townsville in North Queensland. The project opportunity exists because of on-going consumption growth for refined zinc metal, technological, environmental and economic obsolescence of existing zinc processing plants, and a prolonged ædroughtÆ of new zinc processing capacity under construction. The Project will utilise proven technology developed by KZC at the Onsan refinery in Korea. The Townsville Refinery has been designed to be the most environmentally-friendly zinc refinery in the world, and in particular to resolve the issue of secure, long term treatment of the ironbearing content of the zinc raw materials.

The Joint' Venture Method is a procedure for assessing the value of exploration properties, particularly those for which resources have yet to be delineated. It aims to convert the terms of an actual or synthetic joint venture into the equivalence of an arms- lengths cash transaction between a willing seller and a willing buyer. This paper sets out one approach to achieving that conversion. It discusses both simple and complex cases and gives some examples from both public and private documents. It also includes some case studies in which the Joint Venture Method of valuation can be compared with values derived for the same project using other methodologies including actual cash deals. The Method has failings in both mathematics and logic. However because it does reflect or simulate an arms-length deal which takes into account past exploration effort and expenditure and an assessment of prospectivity at a particular point in time, it is felt that it can provide a reasonable approximation of trade value or asset value of a prospect, particularly if used in conjunction with other methods.

Current and future methods of data acquisition in hydrometallurgy are reviewed. Hydrometallurgical operations involve a wide range of chemical and physical processes for the recovery of metals and other products from ores and concentrates. Control of such operations requires information on the different liquid/solid and liquid/liquid mixtures being processed. Continuous. data acqui-sition for the liquid phases uses procedures already commercially exploited in other types of chemical plant. The major problem is the lack of robustness of measuring probes. Continuous analysis of the solid phases is much more difficult to-achieve because of the sampling and analytical techniques involved.

Soil improvement technologies have been widely employed over the recent decades to overcome tunnelling problems in difficult grounds, their range of application growing proportionally to the technological development. The constant advancement in the different mechanical (flexible and more powerful equipment) and electronic (enhanced reliability and direct quality control) aspects of these technologies, fostered the confidence of engineers and tunnellers and, ultimately, allowed the entire tunnel industry to approach difficult excavations in a safer and cost effective manner.This paper outlines the main features of commercially available soil improvement techniques, with particular emphasis on permeation grouting and jet grouting. These two technologies, developed concurrently in Europe and Japan, and there customarily adopted in the design of underground structures, have known extensive and extreme applications worldwide in recent years. Case histories and current practice of soil improvement techniques, as they apply to tunnelling, are also rendered.

The new generation Hlsmelt« Direct Iron Ore Smelting Process is a CRA Limited technology initiative. The process development is now focussed on commercialisation. The goal is to have the first commercial vessel operating around the year 2000. The HIsmelt« Process, based on the abundantly available iron ore fines and the more readily available non-coking coals, has the potential to fundamentally change iron ore processing through the application of high intensity techniques to replace the current sinter/coke ovens/blast furnace .technologies. The process will have great potential in the rapidly growing economies of Asia where steelmaking aspirations are based around local market focussed plants. This potential can be. realised as a supplier of premium grade iron units to electric arc furnace (EAF) steelmaking plants or as the front end to an ore based steel mill.

Recent tailings dam failures have heightened public awareness of the hazard posed by storage facilities for mining waste, illustrating the need for a more critical examination of tailings dam breach mechanisms and the potential mobility of liquefied tailings. Knowledge from tailings dam breach studies will help improve safety and risk management through more accurate inundation maps, dam consequence classifications and emergency preparedness plans. Tailings dams differ from conventional water retaining dams, although dam breach relationships used in practice rely heavily on relationships derived for breach processes from the latter. Physical modelling offers a controlled environment to advance the understanding of tailings dam breach processes, thereby allowing for modelling of simple geometry and boundary conditions to test hypotheses. The performed experiments investigate prototypical tailings dam configurations and material behaviour, with the objective of validating numerical models that will enable practitioners to better assess and mitigate tailings flows resulting from tailings dam failures. Research conducted in the Queen’s University Landslide Flume at the Coastal Engineering Laboratory has investigated the breaching of 1 m high dams with tailings geometry by overtopping initiated by a v-notch incised in the dam crest. This paper presents the initial results of the next stage of this research comparing the outflow hydrograph following loss of containment caused by shear failure to overtopping initiated by notch flow. The two dam experiments presented are constructed with similar dam and reservoir geometries allowing for a direct comparison of the effect on the outflow hydrograph of each failure event. Preliminary outcomes suggest that although both dam failure events are triggered from separate mechanisms their geometries allow for similar values of Q_peak to be reached. Future work is currently planned to expand the shear test series to explore the influence of failure mechanism on the outflow hydrograph.

Simultaneous mass-balancing of a mineral processing flow sheet results in adjustments to each data point that reflects the accuracy and precision across the full set of data. In this way, all the good work that goes into designing the sampling and analysis protocol for each sample point is leveraged in order to produce a æbetterÆ set of balanced numbers for every sample point in the circuit. Few operating plants employ whole of circuit balancing techniques to produce reported operating results. This situation is changing with the application of mass balancing technology which utilises redundant data for production accounting and metal reconciliation from product to ore source across multiple phases and multiple time periods. Mine and plant data can now generate credible information to improve productivity. Mine and plant personnel can now use consistent data sets for review and planning. Decisions based on balanced data can be made quicker and with increased confidence.

In the context of a case study for an underground gold mine, the value generated by a schedule optimisation tool (SOT) is assessed. SOT is a software tool for underground mine planning that maximises the net present value (NPV) of a development and production schedule. A baseline study measures the NPV of a schedule generated by SOT from a sequence prepared by the site mine planners. Operational resource constraints and precedence constraints are adhered to by the schedule and NPV is evaluated with a financial model including revenues, costs and discount rate, as specified by the mine planner.The case study has several facets in addition to the baselining component. Scenarios were conducted that examined the degree of constraint on operational resources, the projected gold price and unit costs. Life-of-mine schedules subject to optimisation using SOT allowed for equitable comparisons.Haulage was identified as a dominant constraint for the mine. It was one of six operational resources that were used to constrain the optimisation of the mine schedule, with alternative levels for some of these constraints being identified so that their effects on the NPV could be studied. Alternative price projections for gold and different cost projections were identified and their effects on the optimised schedule examined. Price and cost scenarios that brought additional economic material into the schedule at various times in the mine life were considered in comparison to a scenario that assumed no additional economic material would become available.This case study illustrated that the use of a schedule optimisation tool to optimise mine schedules provides mine planners with an ability to perform a wide variety of analyses in a relatively short period of time. Such tools thereby support strategic decision-making that can add significant value to an orebody.The case study demonstrates that by fixing the set of development and production activities to be carried out before optimising the life-of-mine schedule, the mine planners can inadvertently set up a situation where the NPV would be progressively eroded in the last several years of the mine life. Polarization phenomena associated with the use of an agitated bed of particles as an electrode for metal deposition were studied. The concentration polarization at this type of electrode is much smaller than that occurring at a fixed or moving electrode surface. Agitated particle electrodes can be used to electro-reduce copper from solutions over a wide range of concentration and at cur·rent densities up to 2000 AIsq. ft. of bed cross section.

In the exploration of an area proposed for the establishment of an underground colliery, consideration of all land and mining titles and consents has early priority. Environmental aspects have become more meaningful. Preliminary assessments of previous geological knowledge, together with new geological and geophysical data from surface investigations, condition the decision to proceed with costly diamond drilling programmes. Methods other than fully cored diamond drilling have a useful application in appropriate circumstances. Drilling exploration is conducted in stages of increasing density of-hole spacing to the point where, with holes at 1 km centres, reserves are categorized as measured. The programme is subject to constant review in the light of market changes.

Seismicity associated with deep block cave mining operations in hard rock can give rise to dynamic loading of the mining openings. A description is given of the source and damage mechanisms associated with such seismic events, and the possible demands placed on the rock support by the resulting dynamic loading. In addition, production level drifts are often subjected to large static deformations during mining. Appropriate support, able to sustain large static deformations, and capable of absorbing the energy released during dynamic loading, is described. The performance of these support types has been determined by means of large-scale dynamic loading tests, and large deformation static laboratory tests. Finally, a support system which is considered to be appropriate for extraction drifts in block cave layouts subjected to dynamic loading is described.

This paper explores options worthy of consideration in the management of S02 produced from the gold roasting operations at Kalgoorlie. Some of the options have relevance to other sources of SO2 in the region, eminating from nickel smelting operations. The paper considers the following options: 1. Capture of SO2 within the roaster where sulphur-containing reaction products are mixed with the calcine. 2. Processes in which the sulphur-containing products are bled separately from the stack for further treatment or for dumping as a waste. These include: Seawater-based scrubbing of SO2; Sulphuric acid manufacture as a feedstock for fertiliser production or for leaching of bauxite; its use as Caro's acid: and the production of value-added sulphur-containing reagents eg liquid S02 and sulphonic acid.

The behaviour of cationic and anionic collector mixtures in the feldspar-quartz flotation system has been investigated througl conductivity, surface tension, zeta-potential and flotation studies. Tht results show the formation of molecular complexes between oppositel; charged collector ions through charge neutralisation. The molecular complexes are found to have a higher surface activity than the individua components. The mole ratio of the mixed composition is found to have, significant effect on flotation.
