Working capital is best described as money that must be supplied from a company's treasury to buy inventories for raw materials and finished products and to provide credit to customers who have not yet paid for delivered products. Working Capital requirements for resource projects are to a large extent, dependent on specific characteristics of the projects concerned. Important variables are the nature of the project and speed with which sales can be realised. The project's location is also important as this will influence inventory levels. Working capital requirements have a time profile, the present value of which can represent a significant portion of a projects overall capital needs. A significant component of a project's working capital is not readily recoverable or able to be reassigned should the project fail or be deferred.

You wouldnÆt start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

The object of most blasting operations is to destroy the insitu structure of the rock mass so that mechanical equipment can efficiently excavate the rock fragments. In achieving this objective the blasting engineer is also concerned with minimising damage to the adjacent rock which forms the mine structure relied upon to provide support. Damage to this "structural" rock is undesirable but usually occurs as a result of two distinct processes: ò readjustment of stresses around the excavation as a result of the mining process itself ò impact of vibration and high pressure gases from blasting operations. Gross damage to mine structures from either cause is observed as visible alteration to the appearance of the rock structure in the form of cracking, slabbing, back or over break and visible displacement. Recent work at the Julius Kruttschnitt Mineral Research Centre (JKMRC) has shown that significant reduction in the strength of a rock mass can take place well before the onset of these obvious signs of damage. It has been demonstrated that the effect of blast damage on the behaviour of the rock mass can be many times more prominent than the effect of stress redistribution. This offers the blast design engineer the opportunity to significantly reduce blast induced damage to rock structure by modifying blasting practices. This paper introduces the current JKMRC postgraduate research projects investigating the evaluation and control of blast damage.

The maximum gas emission into underground workings can be predicted by the use of established methods which have world wide recognition. Changes in gas emission and the influence of the gas and geological environments during longwall mining at Pacific Colliery, were found.to be a typical. The relationship between longwall mining and gassy conditions is found to vary from the European experience because of the different mining and geological conditions encountered, and the higher productivity achieved, by single longwall panels in Australia.

The electrolytic zinc plant at Port Pirie South Australia, was designed and constructed to treat zinc oxide fume recovered by treatment of lead blast furnace slag in two fuming furnaces, The plant was commissioned in late 1967. The equipment installed and the oper- ating procedures adopted,'are described in some detail.

The aim of this paper is to examine the problems confronting the planner, designer, constructor and management when rehabilitating the works associated with road building- and including quarry and borrow areas. The importance of further investigation into the many factors involved, including species, methods of planting and aftercare is stressed as is the need for trained personnel and the consequential availability of specialised training courses. Emphasis is placed upon the relevance of a rational and unemotional approach to rehabilitation with respect to the landscape and to the high degree of co-ordination and co-operation between all disciplines involved.

Flash flotation plays an integral role in many of the gold and sulfide mineral concentrators around the world, and yet despite this widespread use, very little information on this unit process is available in the published literature. For operations to maximise the performance of their flash flotation circuits, understanding how these cells operate, the nature of the particles they target and how to predict whether a flash flotation cell should be used on a specific ore type is of vital importance. This paper provides a summary of the key findings of a large flash flotation research project based in the operating environment of a refractory gold concentrator. The influence of key flotation performance criteria including gas dispersion, residence time and particle segregation within the cell will be discussed and recommendations for process improvements will be made throughout. The nature of the particles within the flash cell will be examined, as will the impact on the type of particles that are passed to downstream processes when the flash flotation cell is taken off-line. The development of a laboratory method to determine whether an ore is suitable to undergo the flash flotation process is also presented for its potential to aid in flow sheet development and optimisation for new ores.CITATION:Newcombe, B, Bradshaw, D J and Wightman, E M, 2012. It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

A simple apparatus for delivering pulverized coal as fuel to a SIROSMELT lance is described, and its performance in smelting tests is evaluated. Using the pulverized coal as fuel, the SIROSMELT furnace performed well in both oxidative copper smelting and reductive smelting (zinc fuming). In both cases the evidence suggests that part of the combustion occurred by indirect oxidation of coal particles entrained in the bath. Oxygen potential measurements made during the zinc fuming tests confirmed the general features of the the non-equilibrium mechanism for zinc fuming proposed by Richards and Brimacombe. The zinc level in the slag during continuous fuming was lower than was predicted using an equilibrium model.

Asian steel mills are demanding iron ore with specific chemical, mineralogical, metallurgical and environmental properties to warrant that the ore is of the greatest quality. As a result, a toolkit of analytical techniques becomes important. Hyperspectral analyses of iron ore cores and chips using a HyLogging™ system are now routinely undertaken by BHP Billiton Iron Ore in Western Australia for banded iron formation-hosted iron ores and channel iron deposits to better characterise their iron ores. Objective information can now be expanded by adding new sensors. The current HyLogging™ system provides point analysis reflectance spectra and a red–green–blue high-resolution image, while recent developments, such as hyperspectral imaging using the Corescan system, now provide full spectral image and surface topography. The addition of Raman spectroscopy provides the ability to detect and quantify quartz and magnetite (or maghemite) and cross validate hyperspectral information on hematite and goethite and aluminium substitution in the iron oxides. Micro-X-ray fluorescence mapping also adds chemical information appropriate for cross validation with the aforementioned methods. Extensive reserves of kaolin of the type suitable for use as a high quality paper coating exist on the Weipa Peninsula. In 1986 a commercial processing plant was constructed to produce 100 000 tonnes per annum of coating quality kaolin targetted principally for export. A number of processing difficulties have limited the production capability of the plant. The prime area being the pressure filtration operation with achieved cycle times being around 50-60% of design. The rate determining steps being press filling, press unloading and filter cloth washing. This paper details and summarises testwork and results from our attempts at decreasing the filtration cycle time.

Systematic ICPES (Inductively coupled plasma emmission spectrometry) analysis of magnetic concentrates from drainage samples has been used to discriminate concentrates dominated by magnetite from those dominated by pisolites, presumably maghemite-rich. In addition, a set of spurious zinc enhancements was recognised and explained with the help of mineralogical data, and systematically isolated using chromium as a Discriminator.

It is commonly known that copper smelter terms include penalties if the concentrations of elements, such as arsenic, mercury and fluorine, exceed stipulated limits. It is less commonly known that the behaviour of these elements in the smelters can depend on the processes used to treat the concentrate. The principle behind the penalties is to compensate the smelters and refineries for additional costs caused by the presence of the penalty elements, but these costs will vary depending on the process used and the location of the smelter.The issues caused by the minor elements include effects on the occupational health of smelter workers, increased environmental disposal costs, increased operating costs and reduced cathode copper quality.The effects of minor elements can be surprising. High levels of arsenic in concentrate are considered undesirable, but some smelters add arsenic to anode copper to improve the performance of the refinery.Excess concentrations of some elements will result in rejection of concentrates by smelters. China has blanket import bans on copper concentrates with concentrations of lead, arsenic cadmium, fluorine and mercury exceeding specified levels.This paper will review the behaviour of minor elements in smelters and refineries, explaining the deleterious effects of each of them, to provide a greater understanding for people and organisations wishing to market copper concentrates.CITATION:Fountain, C, 2013. Impact-induced rock fragmentation is a mechanism that is commonly used for rock breakage in drilling and crushing. Additionally, rock fragmentation by blasting is frequently used in rock excavation operations. Experience shows that the presence of discontinuities can significantly influence the impact-induced damage and fragmentation of rock. Quantification of the response of jointed rock masses to impact loads is complicated by the fact that the available laboratory tests are mainly designed for aggregates or intact rocks. It can be argued that neither of these tests adequately represent a jointed rock mass. This paper presents the results of a series of numerical simulations used to investigate the influence of pre-existing discontinuities on the impact-induced fragmentation of rock masses. The methodology includes determination of the static and dynamic mechanical properties of a rock unit by conducting a series of laboratory tests on intact rock samples collected from a quarry in Canada. A 2D distinct element code, Particle Flow Code, was used to generate a bonded particle model in order to simulate both static mechanical properties (uniaxial compressive strength, elastic modulus, Poisson’s ratio and indirect tensile strength) and dynamic mechanical property (drop weight tensile strength) of the intact rock. The calibrated numerical model was then used to construct large-scale synthetic rock mass samples by incorporating discontinuity networks of different intensity into the bonded particle model. Finally, the impact-induced fragmentation inflicted by a rigid projectile particle on the jointed rock mass samples, simulated by a synthetic rock mass model, was determined. Production of refined zinc (99.95 per cent) at the minesite without increasing greenhouse gas emissions is considered. As an example, exploitation of the full reserve of the McArthur River orebody is proposed, using the existing concentrator, whilst introducing radically innovative smelting technology. Bulk flotation of all the sulphide minerals is followed by smelting in a melt circulation reactor with tonnage oxygen. By smelting the high-energy pyritic concentrate and reacting the evolved sulphur dioxide with near-mine dolomite, a large amount of electricity can be generated. This is enough to supply all the requirements for the smelter itself, an air separation plant and a facility for compressing and liquefying carbon dioxide. Carbon dioxide is disposed of off-shore for enhanced oil recovery or by other means. The reacted dolomite fixes sulphur as an inert and environmentally acceptable solid residue. Treatment by these means leads to virtually zero gas emission smelting. The paper concludes with a vision for the future in which expansion of zinc smelting capacity is seen to be definitely needed.

Mt. Whaleback is in the Pilbara region of Western Australia approximately 1200 kilometers north of Perth, the State capital. In this deposit the Mt. Newman Joint Venturers are mining ore reserves totalling 1500 million tonnes of high grade hematite averaging 64.0% Fe. In addition to Mt. Whaleback, 38 ore bodies have so far been identified outside Mt. Whaleback on the Company's remaining 75,000 hectares of lease area. These ore bodies contain major tonnages of iron ore. Extraction at present is planned at a rate of 37 million tonnes per annum at an ore-to-waste ratio of approximately 1 to 1.4. The ore is railed north to Port Hedland on the Indian Ocean where the different products are screened, crushed and blended prior to shipping. The purpose of this paper is to acquaint the reader with the facilities installed in the Mt. Newman operation to form a background to the sampling techniques employed, describe the precisions which were achieved in experiments conducted February through June, 1976 and also to assess the degree of blending which takes place during the various processes and to put a quantitative measure to the degree of blending. In late 1987 it was recognised that column flotation might have potential for improving the grade of the zinc concentrate produced at Pasminco's South Mine in Broken Hill. Intermittent test work was carried out during 1988 using a 90 mm diameter by 6 m high perspex column, built and initially operated by staff from CRA Advanced Technical Development. This column was found to have insufficient retention time so, during the first half of 1989, Pasminco constructed and installed a 200 mm diameter unit of the same height. Extensive testwork was carried out using this column during the latter half of 1989 and early 1990. It was clear from the results that a grade improvement of between 1 and 2 per cent (absolute) would be achievable. The effect of column cleaning on overall recovery was not established with the same degree of confidence, so the proposed new circuit is to include one of the existing banks of OK8 cleaner cells as a scavenger on column tailings. The test work provided sufficient data for preliminary design work to begin in May 1990 and commissioning of full scale zinc cleaner columns is planned for mid 1991. This paper summarizes the results and describes some of the experiences with column flotation at the Pasminco South Mine.

Improved process control can be achieved through the accurate and reliable on-line measurement of critical process parameters in real time. Over the past few decades on-line analysis techniques have been developed and applied in the mineral and energy industries for the measurement of process stream composition, mineralogy, particle size and flow rates. This has led to increased throughput and product quality while reducing processing costs and minimising emissions. The support of a sustainable mineral processing industry will require the further development of on-line analysis and control technologies. The application of developments in instrumentation combined with improved control strategies will lead to improvements in process efficiency resulting in large economic benefits to the industry, reduced energy usage and lower process emissions. There is a clear convergence of interests in being able to better measure and control minerals processing in terms of the triple bottom line of economic, social and environmental impacts. Technology is increasingly becoming available enabling measurement across the entire spectrum of minerals processing from mining to hydrometallurgy and pyrometallurgy. CSIRO is developing a range of these new technologies. A number of these developments are discussed in the present paper, namely: on-line particle size analysis and acoustic emission methods to enhance the control and optimisation of grinding circuits; on-line mineralogy of dry powders and slurries; on-line bulk elemental analysers for application on conveyor belts and in smelters; and the development of new sensing technologies for sorting base metal ores.
