Poorly judged or under-appreciated change plays a role in many major accidents. In particular, operational changes related to continuous improvement, maintenance and introduction of new technology can lead to unintended safety (and other) consequences. This paper provides an overview of the role of management of change in preventing unwanted impacts on safety, community relationships and the environment. It draws on a range of incidents covering mining, minerals processing, refining and smelting where inadequately assessed or ineffectively implemented change led to significant safety, environmental or community consequences. The paper will also highlight cases of well-managed complex change and the underlying model of decision-making in place to make those decisions. All these examples are drawn from Atturra’s experience in response to accidents or working with sites to improve their management systems. The paper will report on the challenges of applying conventional risk assessment approaches to complex or technically significant change. These typically result in either onerous and lengthy change procedures that are prone to workarounds or poor implementation. Conversely, ‘light touch’ or efficiency driven change processes present the risk of intended consequences by failing to bring appropriate expertise to bear in decision-making. Such balances can be resolved by considering the designation of ‘technical authority’ with appropriate expertise to consider the change and deconflict any production, cost or schedule trade-offs. Finally, the paper will reflect on the key components of management of change systems in the context of major accidents, highlighting good practice in how they are implemented. This will consider the integration of existing corporate processes, risk management and organisational structures into management of change systems, not just the content of change forms and procedures.

QEMSCAN« technology is a widely accepted automated e-beam technique providing quantitative and statistically robust mineralogical data to the mining industry. It uses X-ray mapping combined with backscattered electron (BSE) brightness to identify minerals in almost any type of geological material (Gottlieb et al, 2000). Besides the modal mineralogy also the liberation, associations, average grain size and other textural information can be obtained. The aim of this study is to test reproducibility of this technique by setting up and running standard tests on different QEMSCAN« systems. Multiple sample blocks were prepared by our standard operating procedure as epoxy-mounted, carbon-coated, polished blocks. The replicates were measured under the same conditions and measurement parameter settings on different QEMSCAN« instruments. The relative standard deviation (RSD) for the set of measurements was calculated. Generally the reproducibility of the systems themselves was found to be excellent, ranging between 0.4 and 1.5 per cent RSD. The more significant change in the reproducibility was found to be caused potentially by the sample preparation and variation in the mineralogy of the replicates. The measurement parameter settings together with these variations can account for almost 15 per cent RSD for minerals of low abundance. For analysed samples good results for the main phases present in quantities higher than 2 - 5 wt per cent of the total mass of the sample were confirmed with RSD generally below six per cent. Following the experiments, the parameters having the biggest influence on the performance of the QEMSCAN« and its precision are discussed in detail. The importance of sample preparation procedures and measurement parameter settings is emphasised. It is shown that experience and excellence is necessary for getting the most from the automatic mineralogical methods like QEMSCAN«.

Taxation is a major factor in evaluating mining project developments. The availability or otherwise of effective tax relief for project expenditures can have a crucial bearing on the decision to proceed with a project. The special position of the mining industry is recognised within the Income Tax Assessment Act (the "Tax Act") by special legislation, namely Divisions 10, 1OAAA and 10AA. The legislation both extends the scope of items which are eligible for deduction and affects the timing of deductions. Generally, the legislation separates expenditure into 3 categories: 1. Expenditure on exploration 2. Capital expenditure on the development and the running of the mine; and 3. Facilities used in the transport of minerals. Companies evaluating a project should carefully analyse their proposed expenditures, allocating them between these categories so as to identify potentially non-deductible expenditures and to determine the period over which tax relief will be Obtained.

The use of scrapers in mining and earthmoving operations is not new; in fact they are one of the earliest methods of bulk earthmoving. A single machine, which can load, haul, and dump material with a minimum of ancillary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. Maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancillary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

Based on the 2021 Volume 5 State of PlayTM mining survey of key executives and board members in the mining sector, the key responses to ‘Which of the following technologies will have the biggest impact on mining in the next 15 years?’, were ‘Sensing and Data’ followed by ‘AI and Analytics’. From the early 1970s it would have been unlikely to predict the level of sensing and automation introduced to the broad industrial sector. No better example is the automobile industry where the combination of technological advances and external drivers (such as emissions control) have driven an incredible rate of change. The introduction of sensing, data, AI, and automation in the mining industry is just ramping up. Until now our energy efficiency, environmental footprint, labour shortage, skills, and safety have not been challenged by stakeholders in the way we are seeing market forces develop today. In order to address these challenges, we need to look back to the automobile industry and learn their lessons to accelerate our application of digital capability, analysis, AI and automation This is critical, particularly as access to skilled human resources becomes more difficult. An example of how this can be achieved in a gold processing plant utilising the latest real-time sensing technologies is the ‘Carbon Scout’ developed by Curtin University, and OLGA developed by CSIRO, which are both online technologies, coupled together with Gekko’s ‘Neon’ digital platform to achieve a fully automated real-time gold processing system.

The method for design of primary roof support for the large todoidal cavern constructed to house the Sydney Opera House parking station is presented. The cavern was constructed with 5 m of rock cover beneath Sydney's Royal Botanic Gardens. Design of rock reinfonnent using a combination of fully grouted rock dowels and Macalloy bars was based on control of horizontal shear movement along bedding features in the roof. A combination of linear arch type analyses and non-linear jointed finite element analyses were used in the design study together with an analysis of the shear resistance offered by fully grouted bolts under shear deformation.

The Jurassic Walloon Coal Measures crop out over much of the Moreton Basin and contain numerous thin, banded coal seams which have been mined at various locations since the 1870s. Historically most mining has been by underground methods. Increased exploration during the 1970s and 1980s has led to the delineation of significant open cut coal resources and to the development of the Oakleigh, Jeebropillly and Ebenezer open cut coal mines in the Rosewood-Walloon area. Over 2 170 million tonnes in-situ of shallow, high volatile bituminous coal with a mean maximum vitrinite reflectance of between 0.5 and 0.6 have been proven in the Basin.

A method new to Australia was used for sinking a vertical shaft at Broken Hill in the development of Pasminco Southern Operations No 5 Ventilation Shaft. The 6 m diameter shaft of 820 m depth was planned with a construction method which allowed access for ground support as sinking proceeded by mechanical excavation.The vertical shaft boring machine, known as the V-Mole, was originally developed in West Germany. The machine operates in a manner similar to a full face TBM but vertically and the cuttings drop down a previously constructed raise. The raise is subject to stringent tolerance on verticality and must remain stable for the duration of reaming.

Having passed through a number of previous phases the best longwall results in Australia have shown a significant increase in the last two years. The results expected from a longwall face can be estimated from the ideal production rate, determined by the capacity of the equipment and the conditions in which it is installed, the utilisation, and the available operating hours. Back analysis of the results achieved suggests that, on average, recent improvements arise from the higher capacity equipment recently installed; the utilisation has in fact reduced slightly. Review of the constraints which limit the longwall results, i.e. shearer speed, AFC capacity, support, advance rate, and man travel speed, shows that little improvement can be expected in the ideal production rate in thinner seams. In thicker seams the AFC often proves the overriding constraint and further increase in equipment size could lead to increased future ideal production rates and is expected. In all cases a concerted effort to increase the utilisation achieved is likely. For deep mines with thin to medium seams this offers the most viable path to improvement; by contrast thick seams with highwall/shallow access may benefit from further increase in equipment size.

Historically, most of the gold produced from Kalgoorlie has been derived from the gold and gold telluride Golden Mile lode systems dominantly hosted within the Golden Mile Doler-ite and to a lesser extent, Paringa Basalt. In more recent times the gold-quartz stockwork ore bodies within Unit 8 of the Golden Mile Dolerite at Mt Charlotte have become increasingly imp-ortant.Extensive low grade gold mineralisation has now been defined to the north and east of Kalgoorlie within rock units of the Golden Mile sequence not generally considered to be highly prospective.Two main types of mineralisation have been defined. The first comprises variably mineralised and altered quartz-albite porphyr-ies emplaced within talc-carbonated Hannans Lake Serpentinite (Mystery deposit). There is intense fuchsitic, pyritic and carbonate alter-ation of the serpentinite adjacent to the porphyry bodies. Gold mineralisation is assoc-iated with fine-grained disseminations and veinlets of pyrite and narrow quartz and quartz-tourmaline veining within the porphyry and adjacent fuchsite-carbonate rock. Conflicting claims and views on the priming of ammonium nitrate/fuel oil (ANFO) are reviewed; certain fallacies and misconceptions are rectified. Optimum priming systems for a range of blasthole conditions are indicated. Moves towards optimum priming lead to reductions in the combined cost of drilling, blasting and handling the material. With shallow blastholes, two-point priming is rarely warranted. Best blasting results from single priming are usually obtained when the primer is located near, but not at, the bottom of the blasthole. As blast- hole depth increases, two-point priming becomes more reliable and effective than single priming. For two-point priming, primers should be located such that detonation waves in the ANFO collide at grade level or, if preferred, within a hard band in the burden. Where blastholes are very deep and/or strata variations can be appreciable, three or more spaced primers are often justified. The effectiveness of a primer varies with its detonation pressure, diameter and length. Primer properties influence the velocity of detonation (VOD) near the primer, but do not affect the final (steady-state) VOD in the ANFO. Limitations of current touch-up solders for galvanised steel include coating thickness control problems and poor corrosion and abrasion resistance as well as health and environmental concerns due to toxic constituents such as lead. This paper reports on progress in ILZRO-sponsored research to develop an improved touch-up solder. Encouraging results were achieved in torch soldering trials with experimental zinc-tin-based alloys. Mouldability and coating thickness control were achieved over a practical working temperature range in which the solders consisted of a viscous mixture of solid primary zinc phase particles in a liquid zinc-tin eutectic matrix. The mouldability was dependent on the microstructure of the solder sticks, and optimum structures could be obtained through control of casting solidification rates and by the addition of small amounts of copper. Hardness, abrasion resistance, adhesion and corrosion tests on experimental Zn- (40 - 50 per cent) Sn-I per cent Cu also showed improved performance over lead-tin-zinc solders and compared the effects of tin content within this range. Atmospheric corrosion testing and optimisation of alloy composition and methods of solder stick production are continuing.

The exploration and mining risks are investigated and compared to the risks of smelting, secondary processing and other normal industrial activities. This study concentrates on the risk before, or at the investment decision. Internal and external risks are distinguished. Internal risks are the risks inherent in every engineering design and common to all projects. The main external risks are the financial risk, changes in prices, location problems and geological factors. Financial risks concern every capital-intensive and export-oriented project and cannot be considered as typical mining risks. Changes in prices, i.e. the market risk, concern every industry using raw materials, but the market risk is especially accentuated in the mining industry. Problems of location and infrastructure are normally more significant in mining than in other projects, and geological risks are unique to mining. All these risks associated with mining projects combine to form a risk at least twice as high as that for other normal industrial activities. Within the range of profitability of mines, which on average is the same as in the manufacturing industry, only a few highly profitable mines exist. These few mines are the sole reward for the high risks taken.

Direct smelting of copper in a single vessel has long been the extractive metallurgist's dream. Such a process offers the important alvantage. of (i) maximum use of the energy available from oxidizing the sulphur and iron of the concentrate: (ii) restriction of SO2 emissions to a single constant-strength source; (iii) minimum materials handling and (iv) elim-ination of at least one process step. Extensive developmental work was carried out in the 1960's and 1970's to implement such single-step processes. Some of the processes reached the prototype stage and it appeared that copper smelting technology was on the thresthold of a new, efficient, minimum-pollution era. Since that time, however, the forward thrust has slowed and single-step copper smelting is still a process of the future.The paper describes the potential advan-tages of single-step smelting; its history and current status; and the reasons why it has not been adopted industrially. It concludes that the potential benefits of single-step smelting are powerful and that many of the difficulties encountered in the 1970's will be overcome in the 1980's.

The function of a thickener is to optimise and accelerate the process of gravity sedimentation. The desired end product (be that maximised concentrated solids or clarified liquid) determines how the thickener is designed and operated.Significant internal research, together with extensive on-site piloting, by Outotec has resulted in the determination that the application of the appropriate amount and type of shear to hindered settling aggregates can result in a substantial change to the sedimentation process. A new patented technology, called shear enhanced thickening (SET), has been developed. SET results in considerable design implications for full-scale thickeners, including a substantial reduction in required footprint and/or significant increases in underflow density.The development of SET, combined with laboratory and pilot scale verification, will be discussed along with the introduction of this technology to a number of full-scale thickeners. The Circum-Pacific area is one of the most important gigantic skarn-metallogenic belts in the world. In more than 20 coastwise countries of this region, there exist thousands skarn deposits of different types. According to the differences of major metallic elements, the skarn deposits may be classified into seven subtypes, i.e. Fe, Cu, Pb-Zn, W, Sn, Mo and Au skarn deposits. In this paper, the distribution. and geological characteristics of above-mentioned types of skarn deposits are described briefly. Skarn deposits may also be classified on the basis of the dominant calc(magnesian)-silicate mineral assemblages into four types: magnesian, calcic, manganoan, and alkaline skarn types. Magnesian skarns may be associated with Fe, Cu, Au,, Sn, B, Be mineralization, calcic skarns with Fe, Cu, W, Mo, An, Be, Pb, Zn, Sn minerailization, while the alkaline skarns occur in U(Th, Nb) deposits. The skarn deposits of both East and West Pacific rims have many general characters, but have some diferences in geotectonic settings, intensities of mineralization, distribution, and metallogenic epoches. In this paper, the minerogenetic series and the mineralizing specialities of related magmatic rocks of the skarn deposits are also discussed.

Geotechnical design plays a key role in mine design. A proper geotechnical design provides a safe working environment and facilitates efficient mining operation. There are mainly three design approaches: (i) judgmental, based on observational and experiential facts, (ii) empirical, based on empirical design formulae; and (iii) analytical, incorporating numerical analysis. Most design applications are based on the design methods one and two as mentioned earlier. However, complexities arise in deep underground mining operations and deep open pit mines. These complexities and difficult geological environment introduce more uncertainties and simple empirical formulae would not be adequate as a design tool. These situations require numerical modelling and analysis of the design problems including interpretation of the results obtained from the analysis. There are several tools available for performing the numerical modelling and analysis. A brief review of the available tools is provided. The authors selected ANSYS (a general purpose finite element analysis tool) for use in mining geomechanics and geotechnical design. This paper includes several examples demonstrating the applicability of this software in designing mining structures. The authors hope that the design examples will demonstrate the use of the numerical modelling and analysis applications in excavation design.

A company's survival and growth is, thus, dep- endent upon its ability to replace, increase, redistribute and to diversify its ore reserves. A Kennecott executive addressing a group of geologists in 1957 stated, "Management expects a geologist to find ore! That is the primary objective and the justification of the geologist in the minerals industry. There is no other function that we can rationalize." This is, however, a restricted point of view, and one which I an sure is not fully shared by mining executives or mine operators at the present time. Ore reserves are 'made' as well as 'found' and the geologist contributes to this process. A mining geologist engages in activity in- volving the study of geology in connection with the total mining operation. His major task is the adaption of geological knowledge of ore de- posits and rock behaviour to mining needs, and the application of principles of the science of geology to specific problems of finding, develop- ing and extracting of ore bodies.

The carbon-in-pulp (CIP) process is now well established in the South African gold industry, with a total of over I million metric tons of material being treated each month in six large plants. This tonnage is derived from ground ore, from filtered pulp, from calcine, and from reclaimed sand-tailings dumps. With this new process and the new large plants, those concerned with CIP are experiencing a learning process, since each new plant presents a different set of problems to be overcome. The knowledge and experience gained from these plants is being shared, and will be of benefit in the design and operation of new plants. The CIP process can be subdivided into the following unit operations: prescreening at a fine size, adsorption, acid-washing and elution, reactivation, and electrowinning. Results concerning each of these unit operations, which were obtained from pilot plants and from large-scale CIP plants in South Africa, are presented. The latest developments in each of these areas is summarized. Tables that are included as an appendix contain some information concerning the equipment in these new CIP plants plus operating results from some plants.
