The Chamber of Minerals and Energy of Western Australia Inc (CME) is the peak resources sector representative body in Western Australia. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

During 2002, design and development of the worldÆs largest flotation cell was completed. The cell is the mineral industryÆs first 257 m3 flotation cell, and represents a major development in the design of larger flotation cells, with a 50 per cent increase in cell volume over the widely installed 160 m3 WEMCO« SmartCellTM flotation machine. It is anticipated, in the next few years, world-class copper sulfide concentrators will incorporate 257 m3 flotation cells in their rougher-scavenger flotation circuits. The prototype 257 m3 cell, No 250 SmartCellTM flotation machine is installed in Minera Los PelambresÆ existing rougher flotation circuit. The machine is located in front of the first cell in Row 1 and is followed by nine No 130 SmartCellTM flotation cells. The unit has been in operation since April 2004, and has proven itself in this duty. A key to the successful development of the equipment has been the emphasis placed on fundamental hydrodynamic scale-up criteria. Hydrodynamic factors include superficial gas velocity, water (pulp) circulation through the draft tube, and pulp mixing (distribution) characteristics. This paper will review the scale-up criteria of the No 250 flotation cell, and a case study will be presented on the in-plant testing of the equipment. The case study will document the metallurgical and hydrodynamic performance of the machine. It will also illustrate the economic benefits derived by incorporating larger flotation cells in a modern copper sulfide concentrator.

Magmatic arcs are prime targets for porphyry- and epithermal-style mineral deposits, although settings within continental arcs and/or tectonically-thickened crust generally tend to be more prospective than intra-oceanic arcs in extensional settings. In this paper, we report new geochemical and geochronological data on igneous rocks of the Western Belt of the Vanuatu intra-oceanic arc. Dating of igneous hornblende (Ar-Ar) and zircon (U-Pb) from the igneous rocks place their formation in the late Eocene to Miocene. In most respects, these are typical arc igneous rocks. However, they contain inherited zircon grains with significant age populations at ca 2.8–2.5 Ga, 2.0–1.8 Ga, 1.75–1.5 Ga, 850–700 Ma, 530–430 Ma and 330–220 Ma. This inheritance signature is unlike anything recognised from the oceanic realm of the south-west Pacific, but, in general, does match the age of the major crustal blocks of the Australian continent. An exception is the significant proportion (~20 per cent) of zircons of Rodinia breakup age (~800 Ma), which previously has not been found in eastern Australia or the south-west Pacific.We propose that part of the Vanuatu arc basement comprises a ribbon of continental material rifted from northern Australia prior to, or during, the Cretaceous. The presence of ancient continental material within the Vanuatu island arc may help reconcile the relatively large thickness and low density of the crust of Vanuatu, and may enhance the prospects for significant porphyry and epithermal ore deposits in the region.CITATION:Spandler, C, Buys, J, Holm, R J and Richards, S W, 2015. In Australia we usually define "resource" in purely material terms, and rarely relate it to intellect and human capacity. We look at the sheer abundance of our natural resources and are satisfied with the feeling that we don't really need-to rely on using our brains. Certainly our country is fortunate to have the mineral resources it does, but in many ways Australia's worst enemy is its "lucky country" syndrome because we tend to underutilise the great resource we have in the capacities of our people. Raw material exports will undoubtedly continue to contribute a major share of our export revenue, but to harness the riches our country has to offer most effectively we need the vision and planning necessary to bring together our material and human resources. There is a need not only to find, exploit and process our minerals economically, but to turn as much of our mineral wealth as possible into high value products before it leaves the country. In particular we must use our brainpower if we want to maximise economic benefit from and political influence over the strategic minerals which leave our shores. In the past we have been successful in finding and exploiting minerals because our mining industry has been in the forefront of private sector research and development. But if Australia is to have an advantage over other mineral rich countries in insulating itself from the effects of cyclical swings in commodity prices, then the future of the industry must lie even more in technological sophistication rather than depending. on such considerations as size and location of mineral deposits. To survive, our mineral industry must have the foresight and resourcefulness to make its own luck. There are two keys to increased efficiency in exploration and production and in further processing methods: enhancement of the skills of the workforce and continual improvement of R&D.

The inferred ground conditions for the proposed mined cross passages at the northern end of the Waterview Connection tunnels consist of an overburden of alluvial and residual soils, with mixed face geology of highly weathered to unweathered extremely weak rock. This paper describes three-dimensional (3D) finite difference analyses undertaken to evaluate the stability of the cross passage headings and to validate the proposed sequence of excavation. The analyses undertaken incorporated the influence of the construction of the mainline tunnels and the breakout opening in the segmental lining for construction of cross passages.The stability analyses were carried out using FLAC3D™, version 4.0 (by Itasca Consulting Group) by progressive reduction of shear strength parameters to obtain a failure condition and estimate a factor of safety. For each step of strength reduction, corresponding increments of displacements of several points on heading faces were monitored. The stability obtained from numerical analyses was compared with analytical solutions. Interpretation of results of drained analyses indicated instability of the upper 2 m of heading face within the highly weathered rock mass. Additional analyses were undertaken by including grouted fibreglass dowels to reinforce the heading face. The results of the additional analyses showed significant reduction in displacements and yielding of ground around the face. The proposed temporary support comprised face reinforcement using grouted fibreglass dowels in conjunction with canopy tubes and perimeter support of steel fibre reinforced shotcrete. The stability of the construction sequence, which was related to the specific requirement of the proposed excavation equipment, was validated.CITATION:Wansbone, M G and Bhargava, R, 2014. hortly after the World Health Organization declared COVID-19 a pandemic, the words ‘social distancing’ entered the global lexicon. The effects on the public of social distancing, lockdowns and travel bans are well documented. They also present unique challenges to the mining industry. For Hexagon’s Mining division, this posed a significant challenge. We have built our business – our reputation – on regional, customer-focused service and support. True to Hexagon’s values of being professional, engaged and customer-focused, we innovated to overcome the distance dilemma. Making automation a reality for our customers by implementing and supporting technology projects from a distance has helped deepen partnerships by making it easier to tap into our global experts’ knowledge. For example: • Body cameras were at the heart of a successful safety installation at a mine in Ghana. Despite the pandemic lockdown preventing travel by our South Africa staff into Ghana, the project was completed with minimal delays. • Traditionally, implementation and training for our Blast Movement Technology solution is done physically at the mine site. With COVID-19 travel restrictions in place, we have developed and successfully employed a remote deployment methodology. • Using RealWearTM headsets in the field and utilising the knowledge management platform from HINDSITE, Hexagon workshop technicians have been able to support hardware repairs in local offices, which once would have been undertaken in our overseas offices. • The same headset is being utilised to provide clients with remote mentoring sessions by our skilled team members who are based in our regional locations and unable to travel to their site without extensive quarantine commitments. • In instances where our team members have had to travel to site, we have provided consumer technology such as VR headsets to help them cope with long periods of quarantine to and from site. Post-pandemic, Hexagon will continue to refine and improve this method of working. INTRODUCTION Shortly after the World Health Organization (WHO) declared COVID-19 (COVID) a pandemic, the words ‘social distancing’ entered the global lexicon. As governments, healthcare organisations and the public scrambled to respond to the crisis, one thing became abundantly clear: isolation was and, for most of us, still is the key to maintaining our health. Hexagon, a leader in sensor, software and autonomous solutions, was well positioned to pivot and assist in the global response to the crisis. Shotcrete usage in declines and developments has become pervasive as operators strive to achieve production improvements. Issues of mix control, fibreload, thickness control, temperature and curing conditions all play a part in the quality control. Often to overcome some of the quality control issues designers over specify the strength requirements in order to meet their operational constraints. Adherence to the standard civil testing requirements of 28 days moist cured at 21ºC without properly calibrating these results to the changing environment underground leads to contractual disputes. There are a number of standard tests specified including cylinder tests, cored tests, beam tests and round determinate panel (RDP) panel tests. The logistics of storing these samples and then transporting them to concrete testing laboratories without due regard to temperature changes with time can influence the results. All the samples can be readily handled by personnel except the RDP panel. The standard RDP panel is 800 mm diameter by 75 mm thick and requires an ITH machine at the mine and a fork lift at the laboratory to move it around. This paper will examine the possibility of a panel which provides scalable results to the standard RDP panel but can be easily handled by personnel and/or tested on site with suitable equipment. This allows for faster turn around and better quality control for the sample prior to testing. This enhances the identification of quality control issues at the mine and improves safety.

The new law on Environmental Protection and Management (Republic of Indonesia Law 32 of 2009) was passed by the Indonesian parliament in September 2009. This law aims to protect Indonesia's rapidly degrading environment by providing tougher provisions for both polluters and law enforcers. In doing so, the law introduces a number of new constraints and potential business risks that will affect all companies in Indonesia, particularly mining companies. Some of the newly introduced concepts follow.   Mining companies will now require an environmental license, issued by the Minister of Environment or local counterparts. This license is a prerequisite for all other business and operational permits. The Minister can revoke the environmental license at any time in case of an environmental incident or dispute. Mining companies may be exposed to additional environmental taxes and bonds besides already existing reclamation and mine closure bonds.   There is an increased risk of environmental lawsuits, due to more stringent controls on one side and greater protection for NGOs on the other side who make claims, false or true, against the company. Company executives and managers can be sued and they will be held accountable if environmental degradation has indeed occurred due to the company's activities.   Companies may face increased liabilities due to a change in the definition of contamination. The new definition is more stringent (and on occasion may prove too stringent to be practical); it also provides little room for flexibility in its application.   As implementing regulations are prepared over the coming two to three years, mining companies will need to adjust to the new law. A proactive approach is needed to minimise risk. Recommended actions include: upgrading existing environmental impact assessments to a higher standard; conducting baseline studies and thoroughly documenting environmental conditions on a regular basis; closely tracking regulatory changes, especially the forthcoming implementing regulations on the new environmental law; and regularly engaging key government and community stakeholders on environmental issues.

We outline a first version of an ambitious goal: The world's first horizontal (matrix-independent) generic sampling standard. The specific needs and requirements are overwhelming, as all the world's analytical standards follow strict matrix or material type classification pigeonholes, leading to a plethora of analytical standards. One could rightly expect a similar multiplication regarding sampling standards, yet the singular HORIZONTAL is aimed at being truly generic. Also the existing style of standards writing is cumbersome and partly contradictory. The current work is presently being pursued in CEN and European Union standardisation regimens, for which reason full disclosure and publication is not allowed. Respecting this constraint, we unofficially present selected key issues involved in developing HORIZONTAL: The objective and scope of a horizontal sampling standard is to delineate the minimum set of principles and procedures needed to guarantee documented representative sampling for all types of materials. The horizontal standard is designed for two types of use: 1. auditing/assessing/ improving the reliability of an existing sampling procedure, and 2. design and implementation of a new sampling procedure (new lot type). The principles in this standard are all derived from the Theory of Sampling (TOS), but the standard is far from a mere collection of TOS principles. Representativeness is a characteristic of the sampling process, not of samples themselves. For practical purposes, the horizontal standard follows the fundamental distinction between 'stationary lots' (0-D, 2-D, 3-D lots) and 'dynamic lots' (within TOS aka process sampling - including extended, non-moving 1-D lots). TOS' principles of 'correctness' must never be broken at any stage, lest representativeness is irretrievably lost. The horizontal standard is not written in the mandatory fashion for legally binding matrix-specific standards, eg ISO - for the present overarching purpose a different style had to be developed. The standard must be immediately understandable in full, which merits special demands, eg extensive use of didactic illustrations. HORIZONTAL introduces an all-inclusive sampling variability measure, Relative Sampling Variance (RSV) which is for sampling of stationary lots as variographics is for process sampling - RSV is to be used as a quality criterion for any stationary sampling procedure as applied to a specific heterogeneity (lot/material). The target for this standard is all individuals, companies, organisations and regulatory bodies who are responsible for sampling: technicians, process engineers, laboratory personal, academic and industrial scientists as well as project leaders, technical managers/directors and top managers. Based on current R&D we illustrate the principles promulgated by HORIZONTAL with cases from exploration and mining of minerals commodities, a Finnsh 'Autosampler' at work in the mining context (RSV) as well as sampling equipment for use in the cement and mineral commodities industries. A case study is presented that details the safety journey at a North American project involving two major contracts: a 1000 m shaft recovery and rehabilitation, and the development of a drainage gallery in a large open pit operation. In the early stages of the contracts, there were a number of incidents that created tension between the owner and contractor, which resulted in the contractor being placed on a final warning with almost imminent potential termination. As a result of this, it was agreed to initiate a focused safety recovery plan as a ‘last chance’.Over a period of two years, the engagement and consequent performance of the contractor was turned around, steadily working to set it up for success such that in one of the contract work areas, a record of ‘one year LTI (lost time injury) free’ was achieved. The journey involved the owner and the contractor teams working cohesively to educate all parties in the safety requirements and, most importantly, providing the context and understanding for certain requirements being put in place. Early on in the process, it was recognised that the owner team unknowingly was an impediment in that they did not fully understand the safety requirements and so was not able to lead the way for the contractor effectively. The journey to rectify the situation was supported and followed up by focused engagement with the project team, which generated a progressive improvement in a very challenging environment.In particular, the contractor turnaround was significant and of enough value for the contractor to ultimately export some of the safety systems from this site to other contract sites. Below-ground technical complexity remains a traditional source of project challenge. Above-ground challenges then augment this complexity, including in the domain of commodity marketing. All challenges must be solved to produce quality, saleable, ex-mine product. The situation is further complicated in that technical complexities are not independent of each other, so complexity is best regarded as a system rather than a series of isolated factors. Additional above-ground challenges to mining projects are also increasingly sourced from societal and environmental factors, locally and globally. These challenges not only confer project complexity, but have their source in larger, global wicked problems. Finally, financing and resourcing of projects represents an ever-present challenge for all but the highest-quality mineral deposits. The northern Drummond and Bowen basins region represents one of AustraliaÆs most prospective areas for epithermal vein and stockwork style gold deposits, with both low and high sulfidation epithermal mineralisation known in the region. 3D-GIS reconstructions, numerical and probabilistic modelling (UDEC, FLAC 3D and WofE) are used here to develop a better understanding of the controls operating on the mineral systems of the region and are aimed at enhancing predictive capabilities. Hunter Valley Operations in partnership with Orica Explosives designed a process to optimise coal extraction at depths greater than 65 m below the Hunter River in a safe and cost effective manner. The process involved a team approach to investigate the relationship between geology, mining sequence, vibration and blasting methods adopted. From this an optimum method for uncovering the coal was developed.

The demand for key personnel currently far outweighs the international talent pool and will take several years to subside. A highly effective project team can be the difference between a successful project and a bad public relations exercise. The conventional method of underground mining involves a process known as drilling and blasting to excavate valuable ore bearing minerals through the load and haul process. Drilling and blasting processes are completed for both the development of the tunnels used to access the orebody and for mining out the orebody itself. The former being called development drilling and blasting, and the latter production drilling and blasting. In either development or production drilling and blasting, the effective recovery will be largely reliant on the extraction of the initial void created in each blast cycle. In development tunnelling, the initial void is commonly known as a Burn Cut. The initial void created in production drilling and blasting has many names such as a Slot, Winze, Rise or Raise. There are drill patterns and charge designs used to create these initial voids in the production cycle. This paper discusses common slot or winze designs for production drilling and blasting; and various critical design criteria for these. The document also aims to provide a process for completing desktop reviews of current patterns employed on-sites and provides an initial guide in a process for improving the recovery of a slot, winze, rise or raise in underground mines.

During the initial development of Mount Isa Mines power was supplied from a temporary power plant situated near the Man & Supply Shaft. The main power plant was placed in service early in 1931 and then comprised two Babcock and Willcox boilers, fired by pulverised fuel, and two British General Electric Company's turbo-alternators of 5,000 kW. each. Both plants have been described by A. F. McAskill in the Journal of the Institution of Engineers, Australia.From 1931 power demand progressively increased due to greater production, further mine development in the harder sulphides increased pumping for mine drainage and additions to mill and smelter until, by 1935, the plant was inadequate for further output commensurate with a reasonable safety margin.Coincident with the added power demand, operating conditions involved a fuel problem which could not have been anticipated. The ash content of the fuel supplied gradually increased from 13% to 16-5%, while the melting point of the ash decreased with higher pyrite content.Temperature conditions in the furnace required careful control to cope with ash formation and slag accretions.Consequently brickwork, excessively stressed on water walls, was constantly under repair, and required suspension periods of 50% of operating time for cleaning and overhaul.Load conditions varied continually, therefore the high heat liberations in the furnace, necessary to accommodate peaks in fluctuating output, resulted in ash fusion.

The electrification of Australian mine sites will see a boom in the use of batteries of all chemistries. Lead acid batteries, a traditional mainstay of the mining industry, are expected to nearly double by 2030, however their use will be eclipsed by the explosive growth in lithium batteries. By 2030 the lithium battery market is forecast to be nearly four times the size of the lead acid battery market. Unfortunately, this will result in a corresponding avalanche of waste batteries to be disposed of. Barely a day goes by without battery generated fires being reported in the media and they have become an increasing nightmare for waste management companies and waste facilities. The safe recycling of batteries will also become increasingly important for mine sites to achieve their sustainability goals and reduce their environmental footprint. What are the risks posed by waste batteries, what are the regulatory requirements and how can you manage or eliminate these risks? What current practises does your mine site currently have for the safe management and disposal of batteries from your site? How prepared are you for the coming avalanche of waste batteries?

The Electricity Generating Authority of Thailand own and operate an opencut mine supplying coal to on-site power stations at Mae Moh, 600 km North of Bangkok. The mine is being expanded from an annual production of 1.5 million tonnes per year in 1982 to over 9.5 million tonnes per year by 1991. The mine will be amongst the largest open pit operations in the world. It is technically difficult to operate and plan due to complex geology, weak strata and surface constraints including reservoirs, forests and traditional villages. This paper presents a case study of mine planning for the above project including associated collection and processing of geological and geotechnical information. The existing operation is described, as well as the strategy adopted for the mine at expanded production. The planning covers various phases of mine planning including a Conceptual Study, a Definitive Study and detailed short term planning. Each stage incorporated new information and reflected a higher level of confidence in the data and resulting plan. Sophisticated computer techniques were required including geological modelling, calculation of volumes, geotechnical analysis, scheduling and costing. The planning was undertaken on site by a team of Australian and Thai Engineers as part of the Thailand-Australia Lignite Mines Development Project which is a four year programme of assistance funded by the Australian Government.

The co-mixing of tailings and waste rock involves the intimate blending of tailings and waste rock to create a new material (Co-Mix) with superior physical and hydraulic properties. The new material has a low hydraulic conductivity, low compressibility, high water retaining capacity and high shear strength. Co-mixed tailings and waste rock restrict oxygen entry and water seepage to minimise acid generation and metal leaching. When compacted, Co-Mix materials have low volume change characteristics with respect to total stress and matric suction together with high shear strength. Co-mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures or a full depth waste repository. The theoretical properties of Co-Mix blends are investigated. The results of a laboratory program to characterise the physical and hydraulic properties of co-mixed tailings and waste rock are presented. Various ratios of tailings were blended with different waste rock materials. Hydraulic conductivity tests were conducted at confining pressures ranging between 0 and 400 kPa. The saturated hydraulic conductivity for the Co-Mix materials was found to vary between 4 + 10-5 m/s and 5 + 10-9 m/s depending on blend ratio, waste rock type and confining pressure. These results together with other physical properties show excellent hydraulic and strength characteristics can be achieved for Co-Mix materials.
