Among the solutions currently being considered for improving traffic flow in Sydney are the construction of major road tunnels, principally the Eastern Distributor Tunnels, leading from the end of the Cahill Expressway to Drivers Triangle and South of Taylor Square and the Sydney Harbour Tunnel, which incorporates sections of driven tunnel at the northern and southern sides of the harbour. The Eastern Distributor Tunnels, known as Stages 2 and 3 of the Eastern Distributor Scheme comprise: Stage 2 - A south bound two lane tunnel from north of William Street to Driver's Triangle. The southern end includes two Y junctions (locally 3 to 4 lane widths) with exits into South Dowling Street, Anzac Parade and Moore Park Road. Stage 3 - A north bound, two lane tunnel from Taylor Square to Palmer Street just north of William Street. Further details of the Eastern Distributor Tunnels are given in the paper by Baxter, Chappel and Fishburn (1986) which is included in this conference.

The Vertical Crater Retreat (VCR) mining method was used to mine two rib pillars at New Broken Hill Consolidated Limited (NEHC) mine at Broken Hill. Experience gained in a trial VCR pillar stope was applied to the design of Panel 3CN pillar (P3CN). Restricted access and a central sandfilled plug in this pillar necessitated the use of angled blastholes and blasting of the stope in two sections. Borehole surveys and close charging supervision were necessary to block, charge and stem the spherical charges in the correct position. The laver sections of the VCR stope with rock walls attained an average slice advance of 2.2 m whereas the higher section of the st.ope between cemented fill walls attained an average slice advance of 3.4 m. Achieved fragmentation was extremely fine. External dilution was assessed at less than 10 per cent. A cement consolidated sandfill exposure of approximately 1300 m2 stood vertically with no significant slumping.

One of the most praninent Bouguer anomaly features in the Broken Hill District is the long wavelength high of 10-15 ngals above background which forms a northeast trending, oval zone sane 15 km by 45 km with Broken Hill on its northern gradient. Rock density measurements and modelling indicate that this anomaly can be explained by the presence of generally relatively higher density meta- sediments extending from the surface to a depth of about 2000 m. The regional Bouguer anomaly data show that the Willyama Block and Euriowie Block are mostly overlain by a fairly smooth Bouguer anomaly high in the range 5-15 mgals, whilst the surrounding younger sediment covered areas, including the Mundi Mundi Plain, Murray Basin fringe and Bancannia Trough, are mostly overlain by lows which range to minus 30 mgals. Thus in terms of the gravity pattern the Willyama and Euriowie Blocks form a fairly continuous and haogeneous entity. However, the 5-10 mgals relative low over part of the Torrowangee Synclinorial Zone indicates that the Adelaidean System metasediments are in aggregate slightly less dense than the Willyama Supergroup metasediments. The low can be modelled to indicate a basement link between the Broken Hill and Euriowie Blocks at 1000-2000 m depth.

The Charters Towers goldfield is located in the centre of a Lower to Mid-Palaeozoic igneous complex where schistose, amphibolite-grade metamorphic rocks were intruded by multiple phases of medium grained granodioritic rocks. Several generations of mafic and felsic dykes also occur. Two distinct mylonites cut all but the youngest granitoids. Gold mineralisation occurs in quartz veins located in brittley reactivated mylonite and in sympathetic fissures in the undeformed granitoids. The gold-quartz veins occur in complex, gouge-filled, 2.5m thick zones, with minor sulfides, surrounded by zoned phyllic and propylitic alteration assemblages. Four main vein systems are each restricted to separate granitoids or contain oreshoots near granitoid contacts. No genetic relationship between the granitoids and the vein systems can be documented. The early mylonitic fabrics and the granitoid contacts played an important role in ground preparation and in the localization of oreshoots. Non mylonitized granitoids also served as favourable hosts for many of the lodes. Whole rock values of 180 of the granitoids range between 6.5 and 7.9 per mil. Hydrothermal vein quartzes have 180 values between 12.2 and 15.7 per mil. Mylonite quartzes have values of 8.4 per mil. Variation in 180 values of quartzes is in part related to granitoid host rock type.

An important rutile-ilmenite-zircon bearing sand deposit was discovered by local farmers at Eneabba, 300 km by road north of Perth in 1970. These heavy minerals occur in a series of ancient strandlines and associated dunal deposits at elevations from 85 m to 170 m above the present sea level and are situated,30 km inland. The strandlines were deposited on wave- cut platforms in an ancient bay bounded by Mesozoic sediments during a series of regress- ions from a high sea level, probably during late Tertiary or early Pleistocene times. The immediate source of the heavy minerals in the Eneabba deposit is a widespread low content of those minerals in the nearby Mesozoic sedi- ments. The high-grade southern portion of the Eneabba deposit has been closely drilled and is now being prepared for production by Allied Eneabba.Pty. Ltd., a subsidiary of Allied Minerals N.L. This part of the deposit is 11 km long and up to 2.5 km wide. It is characterised by little or no overburden and the average depth of mineralisation, bounded by a 2.5 per cent heavy mineral cut-off, is 12 m. The water-laid strandline deposits at the base of the mineralisation are generally high grade, ranging from 20 to 60 per cent

The Water Board has been involved in the development and ipgrading of sewerage facilities in the Blue Mountains since 1980. In 1984 the Board prepared a report that dealt with the Blue Mountains Sewage Effluent Management study. Successive 3ovemments have been concerned about development in the 3lue Mountains and the effect this development is having on the luality of the streams flowing into the Blue Mountains National ?ark (presently up for World Heritage Listing).

Seismic tomographic imaging has been applied to determine the blast induced damage zones in bauxite pillars in underground mining. At the retreating stage, when pillar dimensions are reduced from 8 x 8 m to approximately 5 x 5 m, the' seismic tomographies reveal, through measurements of the P-wave velocities which is a measure of the degree of fracturation of the pillar rock mass, the presence of three zones within each pillar. In the external zone, where velocities recorded are below 750 m/s. extensive pillar damage occurs which is attributed to both the growth and coalescence of pre-existing cracks and even the creation of new cracks in the rock mass. This effect is in agreement with literature, when considering the peak particle velocity as a criterion for rock failure in tunnels. In the intermediate zone, where velocities range between 7S0-1000 m/s, damage to a much lesser extent occurs which is due mostly to growth of pre-existing cracks and widening of their apertures. The inner zone, where velocities exceed 1000 m/s, is considered to be unaffected by blasting. Simple remedial measures of low cost, which are based on blasting mechanics are proposed to minimise the blast induced damage zone and consequently the transition zone.

The mining industry is facing tremendous economic challenges. Fluctuating and depressed commodity prices, the ever-increasing pressure from environmental legislation and the competing global opportunities for capital investment are placing enormous strains on every aspect of the mining business. At the same time, mines are generally becoming older and deeper with all the logistical and rock mechanics difficulties that this entails. In the face of these new challenges the industry looks to technological advances to make operations more efficient and profitable. One approach is to develop and implement highly automated and computerised equipment as part of a trend towards major reductions in the underground workforce. This approach requires more capital investment rather than less and requires a more sophisticated and well-educated workforce with skills which are generally in high demand in society as a whole. It is difficult to see how the benefit that can be gained from such technology can justify the expenditures necessary to make it operate reliably underground on a daily basis. Nor is it easy to foresee how the mining industry, based as it is often in very remote areas, will be able to hire and retain sufficient numbers of people to maintain such fleets of equipment. Another approach, and the one which I favour, is the implementation of much greater control over the whole of the mining process. Mining is essentially a very simple process - we break rock and move it. The most cost-effective means of moving and processing the mining product depends entirely on the way it is broken - it depends on primary fragmentation by blasting. I propose that the way forward for the industry in the face of our present difficulties, is not new technology but is to utilise the level of technology which currently exists in ways which have traditionally been regarded as too difficult or too inflexible - improved fragmentation and the use of conveyors. The technical success of this approach depends on the complete re-design of the ore handling system from the face or stope drawpoint to surface. The fundamental issue which determines the success of this approach is designed fragmentation.

This paper presents the water management plan of the Mae Moh Project in the North of Thailand, which includes a large lignite opencast mine and thermal power plants. Lignite production will increase from the present 5.5 million tons per annum to approximately 20 million tons per annum by 1995 when the pit area will be about 20 sq.km. and the depth at over 300 meters. Seven power plants are proposed of which two are under construction. The total capacity to be installed is 2,925 MW. The principles considered for water management are firstly flood protection, including drainage of the mining pit and diversion of the Mae Moh stream away from proposed future mining areas; and secondly, a plan to meet the water requirement of the thermal power plants, while maintaining downstream supplies for irrigation and other purposes. The limited annual run-off of Mae Moh and Mae Chang watershed basins are inadequate for the proposed power plants. A study has been prepared to compare two approaches, namely conveying water from remote watersheds to meet the water requirement of the power plants up to total installed capacity; or by limiting future total generation, at the existing site, to only 2025 MV.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? The effect of sodium pyrophosphate and several polyacrylate deflocculants (Freevis 502, 528, 529 and 532; and Maxfloc 1015) on the gold loading on Calgon GRC22 and Norit R035l5 carbons was tested and found to be insignificant in a pulp free enviroument. These deflocculants can therefore be used in plants processing viscous gold pulps without fear of fouling the carbon.

Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

Dispersed gem corundum is mined from placers, commonly from basalt fields, as occurs along eastern Australian and Asian continental margins. New laser ablation inductively coupled plasma mass spectrometry analysis (LA-ICP-MS) of Australian corundum allows genetic distinctions among these suites and gives clues to their primary lithospheric sources prior to basaltic delivery. Bimodal corundum suites at Barrington Tops, Cudgegong-Gulgong-Macquarie River and Yarrowitch, New South Wales (NSW), include lower Ga, higher Mg æmetamorphicÆ and higher Ga, lower Mg æmagmaticÆ groups. The Barrington Tops æmetamorphicÆ corundum is more Fe-rich (av 4500 - 7100 ppm) than Cudgegong- Macquarie River equivalents (av Fe 1800 - 2100 ppm). Yarrowitch corundum is relatively low in Fe, Ti and Cr. Along with other eastern Australian data (north-east Tasmania; New England, NSW) and from gem fields elsewhere, the combined trace element and O isotope data, reveal considerable geographic and genetic variations within the corundum suites. A few corundum groups contain noticeable Be, Sn, Ta, Nb, a particular genetic message that also precludes easy distinction of treated corundum in the gem trade. Expanding geochemical, inclusion and geochronological data on gem corundum hold promise for characterising derivative gem corundum on both geographic and genetic features.

BHP Billiton’s Area C iron ore operation has been in production since 2003. During 2010, below water table mining in the Marra Mamba formation commenced and dewatered ore has been successfully processed through the plant.The ability to mine below water table material increases reserves. Pits can be dewatered using a combination of ex-pit and in-pit bores. Critically it is important to allow suffi cient lead time to dewater. For Area C, in-pit bores yield the most water which presents challenges in every day operations when mining around bores. Operationally there are steep learning curves in obtaining equipment, training personnel and setting up infrastructure. Core risks include lifting, refuelling and maintaining gensets. The pipework, extraction and re-establishment work can be very manual.The challenges include blasting, mining, stockpiling, processing, water balance and disposal. Maximising up time on bores whilst minimising impacts to blast practices have evolved. Blast practices now align bores to the edge of patterns. Protecting bores have evolved from stemming bores with rock and re-drilling to using gas bags which require no drills. Based on moisture and material properties, mining of dewatered material can be categorised into three groups:1. normal,2. sheeting, and3. sheeting and top loading.Ore can go straight to the plant ore to drying pads where it takes between one and three months to drain.Stock management of these piles is important to ensure efficiency of the plant. Rules have been established for blending wet material to maintain feed capacity and some modifications to plants have been made. Dewatering of pits poses a challenge for water use. Initially turkey’s nests were established to capture water and use for dust suppression. As water abstraction has increased methods of management include using exhausted pits for storage and evaporators. Managed Aquifer recharge and use in potable water are being considered. An over arching coordination of the capacity and use are required.Important elements in dewatering include:• capacity models,• capital,• long to short planning,• day to day coordination, and • water level monitoring and balances. The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

Bougainville copper concentrate was leached with a strain of Thiobacillus ferrooxidans (SPKI) in a 5 per cent CO2 nitrogen atmosphere.Copper solubilization was 100 per cent in presence of bacteria and only 30 per cent in a sterile acid control medium.Anaerobic copper solubilization rates were one quarter of those measured under aerobic conditions and did not generate acidity.

The ANZECC/ARMCANZ (2000) Water Quality Guidelines (the Guidelines) are the primary reference used in Australia and New Zealand for managing and regulating water quality. For most mining operations in Queensland, the environmental authority (EA – licence) incorporates the national default guideline values (GVs) for ecosystem protection as trigger levels (TLs). Exceedances of TLs ‘trigger’ further investigation and reporting. A review of the surface water compliance history at a metalliferous mine in North West Queensland identified minor exceedances of the cobalt GV as a common trigger for investigation and compliance reporting.The reliability of GVs is dependent on the availability and quality of ecotoxicology data for the relevant contaminant. The current national default GV for cobalt of 1.4 µg/L is classified as a low reliability GV due to the lack of available data at the time it was derived (ANZECC/ARMCANZ, 2000).The Guidelines are presently being revised and the toxicant GVs will be available as a set of web-based values and associated technical briefs. The new platform will enable the timely revision of existing GVs and inclusion of GVs for additional toxicants. Cobalt was considered a priority toxicant for the Guidelines’ revision, but was not included in the revision process.A preliminary review of the international literature indicated that at least 15 additional chronic cobalt toxicity studies had been published since 2000, sufficient to derive a high reliability cobalt GV using the protocols developed for the revision of the Guidelines (Batley et al, 2014; Warne et al, 2015). A new elution process has been developed for the recovery of gold thiosulfate from ion exchange resins. This is a synergistic system which utilises a base eluent, such as nitrate or trithionate, along with an additive that improves the elution of gold. The use of the additive enables lower eluent concentrations to be adopted, as well as weaker eluents such as chloride. With the chloride + additive system, complete gold elution can be achieved within 12 BV when utilising an eluent flow of 5 BV/h. When the eluent flow is reduced to 2 BV/h, complete elution is achieved within 8 BV. Similar results are obtained when using nitrate or trithionate as the base eluent. A copper pre-elution process has also been developed, whereby the majority of copper can be stripped within 5 BV prior to gold elution. This method is a significant improvement on the ammonia + oxygen pre-elution previously suggested. The development of a new analytical procedure based on ion chromatography with UV detection is also described for the quantification of polythionates in leach solutions and loaded on resins. This enables analysis to be carried out for resin-in- leach type processes where the polythionates are being formed in solution and simultaneously adsorbed onto the resin.
