It is my role at this juncture to report to you on behalf of the Council of Mining and Metallurgical Institutions itself. In essence, the Council is an orbital body - a little like Halley's Comet - it returns to earth, in spectacular style, once in every four years. We must acknowledge, however, that the spectacle is provided by the constituent member body organising the particular event and, on this occasion, it is The Australasian Institute of Mining and Metallurgy. On behalf of the Council and its other constituent bodies may I thank the Australasian Institute most sincerely. Our thanks go to Sir James Foots, the President of the 13th Congress, and to all the members of the organising committee and to the five sub- committees. Over 40 people are involved as full members and I am certain there will have been many more involved in very meaningful ways. None of this great- team would ask me to mention them individually, I'm sure, but to fail to acknowledge the role of John Funnell, the Honorary Secretary, would be an unforgivable omission. We must also thank the kindred institutions in Japan, Korea, Thailand, Malaysia, and Indonesia who all helped with the tours themselves or with the initial preparations. Qantas, Jetabout Australia, and Jetabout Singapore have all also made very important contributions and, in our different ways, we each owe our thanks to them. At the two most recent meetings of the Congress - in Hong Kong and Johannesburg - Professor Marston Fleming made this report on behalf of the Council and was supported on both occasions by Robert MacWilliam as vice- chairman. Marston died in 1983 and Robert died in 1984; both men contributed a great deal to CMMI and we will miss their counsel for a long time. As you know, Sir Alistair Frame succeeded Marston Fleming as chairman in 1984 and I succeeded Robert MacWilliam as Vice-chairman.

A study of the bacterial oxidation of naturally occurring high-purity sulphide minerals (FeS2, Fel_xS, CuFeS2, Cu2S) has been conducted using a mesophilic strain of T. 6ejtAooLcdcth4. As well as metal analyses and solution pH, partitioning of sulphide sulphur into elemental sulphur and sulphate ion has been monitored. Partially oxidised sulphide substrates have been characterised at regular time intervals by X-ray diffraction methods and extra-cellular organic compounds reporting into leach solution have been identified by'thin layer chromatography. The results indicate that the S¦/SO4 2 partitioning of the sulphide substrates is independent of cell inoculum size and initial pulp density and varies with solution pH, Eh, leaching time and mineralogical properties of the individual sulphide minerals. The signifi- cance of results for applications in selective flotation, coal desulphurisation and agglomera- tion has been outlined.

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the æAMIRA P754-Metal Accounting and ReconciliationÆ project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called æthe propagation of errorÆ.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

It is always difficult to sum up an open forum adequately and instantaneously, so, with the privilege of hindsight, and also with some time to reflect, I am exercising the Chairman's prerogative to put together my view of the overall conclusions. Hopefully, these may provide a focus for each Institute to formulate its own programme with respect to mineral industry education. First, in answer to the question, "Should there be Schools of Mines?", there was a very clear 'yes'. However, I reiterate what I said in the introduction to this forum, specific professional education for the mineral industry exists only because the mineral industry sees a need and wants it. If the mineral industry should decide that it does not need professionals with specific mineral industry training, then such training will cease to exist. As alluded by Dr Hackett, if such training ceases to exist, one must then question the need for Institutes of Mining and Metallurgy. Now, there's some food for thought! Specialist schools of mines (metallurgy and geology) can only exist in an environment of genuine interaction with, and support by, industry. For their part, schools of mines, used here in a generic sense, require leadership that is strong but responsive to industry needs. It is the leader that puts his stamp on a school, and, to a large extent, determines whether that school is 'good' or only 'mediocre'.

The detailed work done by Stillwell and Edwards on the occurrence of cobaltite and safilorite-Iollingite at the South Mine, followed by its presentation as a paper to the Institute, calls for, a few notes on its occurrence elsewhere in the Broken Hill field. No massive cobaltite similar to that in the South Mine veinlet is known except from the Consols Mine (as mentioned in the paper). Fine grained cobaltite has, however, been found in low-grade ore from the North Mine. Microscopic grains occur in a mineralized green feldspar pegmatite. The feldspar has been replaced in part by graphite, and the cobaltite occurs in association with the graphite. In its hardness, pinkish-white colour, and resistance to the standard etchingqeagents it is similar to the South Mine cobaltite; it is etched by acid permanganate solution. An interesting feature of this occurrence is the way in- which some of the minerals (notably galena) have forced apart the graphite lamellae in crystallizing, forming lenses enclosed by the curved cleavage surlaces 0;[ the graphite.StillwelI and Edwards cite a note by G. Smitht for the statement that "cobaltite has been recorded from the Australian Broken Hill Consols Lode in the vicinity of the rich silver deposits, though not in contact with them."Smith, however, is here referring to the oxidized zone. Elsewhere in the same article he states "... a deposit of cobaltite in a very much altered condition was found. This was impregnated with silver, and assayed as high as 3,000 ounces," Of the cobaltite in the unoxidized zone, Smith simply states that it became rarer with depth.Cobaltite has also been recognized by Mr. H. F. Whitworth, M.SC., Curator of the Mining Museum, Sydney, in specimens from Burt's Copper Mine eight miles south of Broken Hill.

Welcome to the morning of the second day of Minval '89. There are some three hundred and fifty of us here today. That represents certainly the most influential gathering of the mining and investment community in Sydney for a very long time, and on behalf of the Institute I bid you all a very great welcome. Due to the pilots' strike some of you have arrived by very unusual methods and others have travelled long distances. So for those of you that have made a special effort, thank you very much. Inevitably some people have not been able to get to Sydney and this has led to some minor programme changes. I'd like to thank our sponsors. Mine operators use grade control to determine the destination of each block of material in the mine. In polymetallic mines, grades are best expressed in dollars: the Net Smelter Return, NSR, per tonne. To estimate NSRs, geologists working on grade control develop models for each geometallurgical domain in the mine. These models may incorporate observations on the mineralogy and grain sizes of the material being examined. The site’s mill operators contribute to the models by providing geologists with statistical analyses that relate assay results and mineralogical compositions to metallurgical parameters, such as the rates of recovery of each economic metal to each of the concentrates produced, and the compositions of those concentrates. The team responsible for sales and marketing of the site’s products contributes to the NSR models by providing details of the costs of shipping concentrates to smelters and refineries; and by providing figures that are specified in the smelter contracts, such as the payability of the metals in each concentrate and the fees charged by the smelter. The mill operators also provide, for the NSR models, equations to estimate the rates of recovery of deleterious materials to each concentrate. Deleterious materials comprise mostly halogens and amphoteric elements, both of which reduce the efficiency of smelters. Furthermore, deleterious materials such as antimony and arsenic may be poisonous to people and to the environment. The sales and marketing team provide specifics of the penalties that smelters impose upon deleterious materials. These penalties may reduce NSRs by tens of percent, possibly to levels below the cut-off grade. Thus, in the blocks that are subject to grade control, mine geologists monitor not only the concentrations of economic metals, but also the presence and abundance of deleterious materials. The preparation and maintenance of models, to estimate NSRs and to assess changes in the levels of potentially toxic materials to be mined, requires close and continuing consultation between corporate departments. There must be strong communication of mine geologists with the mill operators; with the people who market the mine’s concentrates; and, should there be a risk of encountering toxic levels of deleterious materials, with the mine’s health, safety and environmental officers. This co-operation could require radical changes in the structure of many organisations. However, experience suggests that such changes can significantly improve the profitability of a mine.

Plant tests of magnetic conditioning have shown increased flotation recovery of paramagnetic sulfide minerals (chalcopyrite, sphalerite and pentlandite) in the -38 ¦m size fraction within rougher and cleaner flotation circuits. A statistical plant test was undertaken in the Mount Isa zinc flotation circuit where magnetic conditioning was tested simultaneously in both the rougher circuit and the cleaner retreat circuit (cleaner scavenger). This test resulted in a normalised increase of 1.60 per cent in the rougher circuit zinc recovery and simultaneously a normalised increase of 4.60 per cent in the cleaner retreat circuit zinc recovery - to a very high level of statistical confidence. Interestingly, in a novel approach, it was possible to verify the plant test results in two ways. Firstly, detailed MLA analysis of the tails confirmed the statistical plant test results and showed that the greatest effect of magnetic conditioning was on the sphalerite in the C3 - C6 size fraction, where there was a reduction of around 15 per cent in zinc in tails. Moreover, there was a reduction of around 15 per cent in liberated sphalerite across all -38 ¦m size fractions, but only a seven per cent reduction in non-liberated sphalerite in the tails. Secondly, plant modelling showed that increasing the rougher zinc recovery would cause an increase in zinc feed grade to the cleaner retreat circuit. The increase in the zinc feed grade to the cleaner retreat circuit with magnetic conditioning was demonstrated to a very high level of statistical confidence.CITATION:Gurnett, I, Voigt, P, Lumsden, B and Lines, P, 2012. In order to improve the cutting blasting effect of dimension stone mining, the water coupling directional cutting blasting technology was put forward. Based on the test apparatus and special charge configuration, the mechanism of directional cutting blasting was analysed. Directional device changes the initial equilibrium of the total energy of shock wave effect on blasthole wall. The initial directional crack first appears in the blasthole wall that makes contact with the directional device. Then, two cracks are connected along the direction of the blasthole centre line under the action of detonation pressure and water wedge. The plexiglass tests showed that water coupling directional cutting blasting technology produced cracks along with the predetermined direction completely. The cutting surface was smooth and only a few short cracks appeared around the blastholes. It proved the validity of this technology.CITATION:Liu, W Z, Zhang, X L, Yang, H T and Shi, Q Q, 2015. The mining industry often embraces mine closure criteria that require the reinstatement of predisturbance or even presettlement (ie historic) ecosystems. However, the extent and severity of disturbance associated with most mining activities mean that critical physical and biological characteristics are irreversibly altered. Consequently, it is rare that a reconstructed landscape can support ecosystems even close to the historic condition, and this rarity is reflected in the small number of mine leases that have been extinguished by attainment of such completion criteria. Novel ecosystems are defined as those in which some or all physical and biotic components are irreversibly different from the historic condition. Recognition of the concept of novel ecosystems allows mine closure criteria to be set according to attainable physical and biological conditions that provide safe, stable and manageable environments with acceptable ecological functions. We propose that a landscape that first maximises physical stability and economy yet will provide a range of environments for vegetation communities and fauna habitats that may be very different from those existing prior to a disturbance should be considered suitable alternatives to, eg targeting idealised historic environments. As a result, mine closure criteria should be established by detailed description of the best attainable physical conditions, with negotiated identification and testing of the most appropriate biological systems for the various parts of the reconstructed landscape. As a general practice, revegetation would use native, but not necessarily local species if the new physical environment is not conducive to the survival and growth of local species. These new ecosystems would need to be managed in perpetuity, although the intensity of management might be low if landscape design and engineering are combined with appropriate species introductions. Here, we suggest an abbreviated procedure that may be adapted in light of local conditions and circumstances for guiding decisions influencing the physical and biological properties of reconstructed landscapes that will enable novel ecosystems to meet realistic closure criteria.CITATION:Doley, D and Audet, P, 2014. At Tropicana gold mine (TGM), mine planning is completed from ‘one source of truth’ known as the Integrated Planning Model (IPM). The IPM is a block model which forms a core component of the TGM Mine Planning System – used for short, medium and long-term mine planning cycles, and for Mine to Mill reconciliation.The IPM was developed from a desire to consolidate long-term information contained in mineral resource and ore reserve models, with short-term information from the grade control processes, including grade control models and ore polygons.The IPM is informed initially by resource models, upon which the longer term budget and schedules are based. The IPM is routinely updated with grade control models and ore design information, providing increased confidence for short to medium term mine planning. In this format, the IPM also provides a framework for reconciliation of resource performance with grade control, mining actuals and mining schedules, and ultimately milling. As well as a means for analysing past performance through reconciliation, it has proven its worth as a predictor of variation and an input to successful schedule sequencing and change management. The IPM is a critical component of the TGM Mine Planning System, providing a centralised framework for short interval mill feed prediction through to life-of-mine (LOM) planning.Current development of the IPM is working towards incorporating Mine to Mill optimisation and real-time material tracking projects at TGM. If successful, the model will provide a truly powerful mine planning data source. Current development outlines a mechanism for tracking material from Mine to Mill, and for transferring mill performance data back to the IPM. Increasingly advanced material classification and mine planning, incorporating the multiple geometallurgical variables, will enable the mine to provide consistent mill feed products and result in a steady state and optimised mill.This paper outlines the vision, creation and benefits of the IPM at TGM. The underground metalliferous mining industry continues to change under the influence of many factors including, to name a few, new mining techniques and equipment, new approaches to risk management, more stringent safety and health standards, new employment practices and orebodies become deeper and often lower grade. In addition, the same technological revolution and plummeting cost of technology that has brought the GPS, smart phones and digital cameras to the general population is also working its way through the mining industry impacting on communications, automation and process control as well as introducing major efficiency and productivity dividends. However, not all factors are positive including, in particular, the issues of carbon costs and electrical power. This paper explores some of the trends affecting ventilation in hard rock mines, some of the existing and likely future challenges and some of the potential future solutions to these issues.CITATION:Brake, D J, 2013. This paper presents a geographic information system (GIS) based method for the prediction of ground movement and the associated impact on existing buildings and structures due to tunnelling in the North West Rail Link (NWRL) project. The NWRL is a priority rail infrastructure project for the New South Wales (NSW) Government and includes 15 km of twin tunnels between Bella Vista and Epping, which will be Australia’s longest rail tunnels. The NWRL tunnels will be constructed in an urban environment where the prediction of ground movements induced by tunnelling and the associated impacts to existing structures must be assessed in the early design stages of the project. An assessment process was developed using GIS able to respond to design changes.An iterative GIS analysis methodology was developed to generate ground settlement contours and identify impacted buildings and structures in response to multiple changes in tunnel alignment during design development stages. The GIS analysis undertook to rapidly provide detailed and accurate parameter information including tunnel depth from surface, tunnel separation, diameter and sample point proximity to the tunnel and assess ground movement contours along the project alignment. Determination of the ground surface settlements were based on empirical methods proposed by Peck (1969) and Mair (1993). The control parameters and the relationship between damage categories and risk classifications for impact assessment were based on Burland, Broms and de Mello (1977), Rankin (1988) and Boscardin and Cording (1989) methods.The GIS-based ground movement impact assessment approach adopted for the NWRL project demonstrates an efficient, iterative and robust approach and could provide an initial framework for other similar tunnelling projects where rapid design changes and early understanding of tunnelling impacts are required to bring greatest benefit to all stakeholders.CITATION:Mirlatifi, S, Cain, L, Ashley, J and Every, C, 2014. Comalco's Bell Bay smelter produces some 94 000 t.p.a. of primary aluminium in the form of foundry alloys, extrusion billet and rolling blocks. The extrusion billet and rolling block are produced by a process, in which molten aluminium is poured into an open ended water cooled mould of the required shape. The bottom of the mould is initially closed off by a dummy or starting block. Primary cooling takes place at the mould wall and secondary cooling is achieved by direct water sprays onto the out side shell of the product. Careful preparation of the molten alumin- ium is essential if stringent alloy specific- ation limits are to be met. Optimum casting temperature must be maintained within a narrow range and metal cleanliness is important to ensure a consistent product. In 1969, Queensland Mines Limited obtained two large Prospecting Authorities in Arnhem Land, Northern Territory, Australia. The Nabarlek uranium deposit containing some 12 000 t of U308 was discovered on one of these in June 1970. Mining and stockpiling of this deposit were completed in 1979 and processing to yellowcake, which commenced in June 1980, is expected to occupy an 8-10 year period. The continuation of exploration, essential for the company to become a longer- term producer, was inhibited in 1972 by a Federal Government "freeze" on exploration in Aboriginal Reserves in the Northern Territory. Subsequently, the procedure for explorers to gain access to exploration areas in Aboriginal land was radically changed by the proclamation of the Aboriginal Land Rights (Northern Territory) Act 1976. As a result of this Act and the associated administrative policies adopted by Governments, Queensland Mines Limited has not yet regained access to the exploration areas it formally held in the early 1970's.

Coal washing practice can be improved not only by critical examination of the plant being operated but also by studying plants operated in other areas. The developments at the Australian Iron & Steel Pty. Ltd. plants are discussed in relation to experiences there as well as developments which have taken place in Queensland in recent years. Early A.I.S. problems involved small coal cleaning in heavy medium cyclones and flotation. A proposed future plant flowsheet for A.I.S. is considered in the light of these experiences. Reference is made to plants operated by the Thiess, Peabody, Mitsui Coal Company Pty. Ltd. at Moura and the Utah Development Company's plants at Blackwater and Goonyella in the development of coal washing prac- tice in Australia.

Batu Hijau is a calc-alkaline, island arc porphyry copper-gold deposit located in the southwest corner of Sumbawa Island in the Banda archipelago of southern Indonesia. Proven and probable reserves are 913 million tonnes at an average grade of 0.53 per cent copper (10.631 billion pounds Cu) and 0.41 g/t gold (389 tonnes Au). Construction of the deposit infrastructure began in October 1996, and formal approval for the project mobilisation was granted by the Indonesian government in May 1997. Preoperational testing and start-up of the first grinding line is scheduled for mid-year 1999.Copper and gold mineralisation are genetically related to at least three tonalite porphyry dykes and small plugs which intrude a quartz diorite stock that was emplaced into andesitic to dacitic pyroclastic rocks and lava flows. Faults are uncommon, and where they occur they do not significantly displace hydrothermal alteration and mineralisation zones.

"In 2007, the authors presented a framework for the conduct of resource project feasibility studies and provided guidance on minimum standards and best practice (Mackenzie and Cusworth, 2007).This paper will present the authors’ observations in relation to feasibility studies undertaken to support investments made during the unprecedented period of resource project capital investment since 2007.
