In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

The Macraes Mining Company Limited was listed on the New Zealand and Australian stock exchanges in January 1990, and the proceeds of the float were used to purchase a 70 per cent interest in the Macraes Gold Project, previously owned by BHP Gold Mines (NZ) Limited. Macraes Mining has had a 30 per cent interest in the project since May 1984, when it was incorporated. Project financing in the way of a gold loan was secured in February 1990 and construction commenced shortly afterwards. The mine construction activities were completed within nine months and the mine commenced operations in October 1990.

Batu Hijau is an island arc porphyry copper-gold deposit located in the southwest corner of Sumbawa Island in the Sunda-Banda archipelago of Indonesia. Southwest Sumbawa Island is underlain by Early Tertiary, low-K calc-alkaline to weakly alkaline volcanic and intrusive rocks. Within the mine area the oldest exposed rocks are medium- to thick-bedded, medium to coarse andesite volcanic lithic breccia, thin bedded, fine-grained volcaniclastic sandstones and mudstones and hypabyssal porphyritic andesite. In the eastern portion of the mine area there is a thick sequence of quartz diorite that postdates the andesites. A small stock of Equigranualar Quartz Diorite predates the Batu Hijau deposit and occupies the contact between the andesitic volcaniclastic sequence of rocks and the Porphyritic Quartz Diorite. Batu Hijau is a world-class copper-gold deposit that has a drill indicated mineable reserve of 914 million metric tonnes grading 0.525 per cent copper (10.58 billion pounds copper) and 0.403 g/t gold (11.8 million ounces gold). Mineralised material not in reserve accounts for an additional 580 million metric tonnes at 0.328 per cent Cu (4.19 billion pounds copper) and 0.171 g Au/T (3.19 million ounces gold), and including an oxide copper resource of 57 million tonnes at 0.37 per cent Cu and 0.12 g Au/T. Copper and gold mineralisation is directly related to quartz veining and wall rock alteration that developed with multiple tonalite porphyry intrusions. The tonalites were emplaced along the contact between the andesitic volcaniclastic rocks and quartz diorite intrusives. Copper and gold are zoned around the porphyry intrusions, which are designated by their contact-age relationships and other features as Old Tonalite, Intermediate Tonalite(s), and Young Tonalite(s). The Old Tonalite was the first copper-bearing intrusion, and although it is the smallest intrusion it has the highest quartz vein density, the strongest alteration and the highest grade. At least two tonalite porphyry intrusions followed the emplacement of the Old Tonalite. Each of these intrusions was associated with less quartz veining, weaker hydrothermal alteration and lower grade copper and gold than the previous intrusion. The intrusive cycle culminated with the emplacement of the Young Tonalite, which contains relatively few quartz veins, is weakly altered and mineralised. Hypogene hydrothermal alteration and sulphide mineralisation developed in five temporally and spatially overlapping stages. These stages consist of Early, Transitional, Late, Very Late, and I Zeolite alteration. Early alteration and sulphide mineralisation accompanied each tonalite porphyry intrusion, but with diminished intensity in each subsequent intrusion. Transitional and later stages of alteration and mineralisation postdate the tonalite porphyries and overprint Early stage alteration and mineralisation. Early alteration and mineralisation consisted of biotisation, secondary magnetite and plagioclase development, fine porphyry-style stockwork veining and ore mineralisation. Magnetite-biotite????quartz stringers and dark micaceous (biotite-sericite) veinlets were developed. The veinlets were accompanied by biotisation of magmatic mafic minerals and groundmass. Thin, irregular and discontinuous æAÆ type quartz veinlets and fine-grained chalcocite, digenite and bornite mineralisation accompanies the Early alteration. It is hypothesized that most of the copper mineralisation was originally deposited as bornite, digenite and chalcocite. Secondary plagioclase was added along the selvages of the early quartz veinlets. Early alteration is pervasive within and proximal to the tonalite porphyries. In the distal portions of the deposit, andalusite and anthophyllite formed at intermediate to shallow depths, and in the deeper portions of the deposit, respectively. The andalusite and anthophyllite probably developed at the same time as the early magnetite-biotite-quartz alteration in the core of the deposit. Transitional-age alteration consists of oligioclase/albite-sericite-chlorite- quartz-¦vermiculite and is associated with æBÆ quartz veins. Through-going planar æBÆ veins are thicker than æAÆ and æA-familyÆ veinlets and have chalcopyrite????bornite along vuggy centrelines and narrow oligioclase????albite alteration envelopes. Rare æCÆ chalcopyite¦quartz veinlets were also formed during Transitional alteration. During Transitional alteration early copper sulphide minerals (chalcocite, digenite and bornite) are converted to bornite and chalcopyrite. The majority of the copper (50 - 70 per cent) in the deposit is contained in ores in which chalcopyrite is the predominant sulphide. Late alteration consists of feldspar destruction and replacement by sericite and other minerals. The late alteration is accompanied by the development of æDÆ sulphide veinlets and veins. These veins consist of pyrite and quartz????chalcopyrite. Within the halos of the late pyritic veinlets biotite is replaced by sericite, quartz-sericite, quartz-andalusite, or quartz-pyrophyllite+kaolinite replace plagioclase, and magnetite is converted to specularite and/or pyrite. In the periphery of the deposit, the feldspar destructive alteration, together with outer zones of Transitional-age alteration, constitutes what is commonly referred to as a æpropylitic zoneÆ. Very Late hydrothermal alteration is also characterised by feldspar destruction, but differs from Late alteration in that feldspar is replaced by smectite in association with sericite and chlorite. Sulphide mineralisation in this stage consists of sphalerite, galena, tennantite, pyrite and chalcopyrite. The last stage or I Zeolite alteration consists of low-temperature, open space filling consisting of stilbite or laumontite¦calcite. Supergene oxidisation of the orebody extends to a maximum depth of 210m. Isolated deep oxidation occurs along open fracture zones to depths of ~400 metres along æDÆ vein filled fracture zones. Weak supergene copper enrichment occurs in a thin horizon (15 to 60 m thick) that blankets the top of the deposit. The main supergene copper mineral is secondary æsootyÆ chalcocite replacement of sulphide grains and as veins.

Building the Unified Comminution Model The Unified Comminution Model (UCM) was formulated with the vision of bringing all comminution models onto a common base. The structure of the model relies on knowledge of the mechanical environment in the comminution devices to predict the modes and rates of collision in a device. A detailed understanding of the breakage modes and an ability to correctly test these modes for the ores in question is then required to feed into the UCM. A model structure has been developed that has the capability of dealing with multiple modes of breakage, such as low energy impact surface damage, chipping, sliding abrasion, cumulative impact body breakage and the transition of rock between modes. A critical review is presented on the shortcomings and limitations of utilising the discrete element method (DEM) to provide the mechanical environments. The assumptions and applicability of utilising DEM in milling models are presented and proposed routes to building a realistic mechanistic model are proposed. Based on this more realistic measures of collision energy have been derived from the DEM simulations, which better mimic the real breakage tests. Generic forms of the collision energy distributions have been observed and developed into functional forms for use in the simulation environment. The method of application of this model to a pilot SAG mill is presented.

Upon cessation of mining activity open-cast mine pits typically fill with water, forming a æpit-lakeÆ. The water in these lakes, in some instances, contains high concentrations of ædeleteriousÆ material. Containment and/or dilution typically requires an understanding of how stratification in the pit-lake will develop over a long timescale (say 100 years). Vastly different transport rates can develop due to differing hydrogeochemistry, basin morphology and climate. Numerical (computer) modelling is the most likely approach for successful prediction over long times. While lake modelling tools are available, useful numerical modelling requires improved understanding of transport in such systems because they are different to natural lakes in a number of ways. Notwithstanding the effort required to improve our understanding, the modelling provide a means of testing approaches to active management of pit-lakes.

As the chief field of the gold dredging industry in Otago is the district traversed by the Molyneux River (called above Cromwell the Clutha) and its tributaries, a brief reference to the geology of that region and the origin of its alluvial gold will not be out of place. The prevailing rocks are metamorphic schists, chiefly mica and quartz schists, pr.obably of Silurian age. Though these rocks do not contain many payable quartz reefs, gold appears to be distributed in small quantities all through them,chiefly associated with the quartz lamime and lenses. The river drift, however, contains numerous pebbles of quartzite, quartzoze conglomerate, and fme-grained slate. Seeing that these rocks are hardly known to occur in situ within the watershedof the Molyneux River, though Devonian and carboniferous rocks of similar character occur to the north-east and south-west, it seems probable that the schists were at one time overlaid by carboniferous and Devonian rocks, and that these have been removed by denuding agencies. Be this as it may, it is certain that the schists themselves have been greatly eroded by the action both of water and of ice, and that the resulting drifts have themselves, in many cases, been sorted and re-assorted by the same agents.Consequently the drifts are very varied in character and often developed on a grand scale. In geological age they vary from Early Tertiary (though some may be older) to Recent.

The Kauri Block (Hauraki Hill) andMatawai Valley epithermal vein systems, near Coromandel township, are hosted by hydrothermally altered Miocene andesites and Mesozoic greywackes of the Coromandel VolcanicZone. The hydrological setting of both geothermal systems was probably that of an andesitic volcanic arc. Two types of veins are recognised: 1. Simple veins composed of fine comb quartz, and 2. Complex (breccia) veins composed of vein fragments of sulphide-bearing, chalcedonic silica cemented by saccharoidal and fine comb quartz.   Pyrite, arsenopyrite, marcasite, and gold form the ore minerals. Both deposits historically exploited hypogene and supergene bonanza gold.   At Hauraki Hill, breccia veins up to 7m wide contain abundant fragments of recrystallised colloform banded-crustiform textured quartz veins ('Golden Cross' style) and were probably major channels for ascending deep mineralising fluids. Alteration assemblages are zoned with the higher elevations of Hauraki Hill-Bunkers Hill characterised by strong kaolinite alteration whereas deeper levels are dominated by illitic clays.   At Matawai, complex veins and hydrothermal breccias pinch and swell, and inflect, within a total width of veining and alteration that exceeds 50 m. The greywacke host rocks are altered to an assemblage of illitesmectite, quartz, chlorite and pyrite although there are pockets of kaolinite.   The proposed genesis of veins and ores in both deposits invokes episodic rapid mixing (quenching) of hot mineralising reservoir fluids with cool acid condensate waters, whilst acidification and increased fO2 triggered gold deposition. These hydrothermal systems heated up during their later stages and at Matawai visible gold was deposited from a late mesothermal stage. The main conclusion is that the northwest CVZ has excellent potential for large gold deposits (= 30 tonnes contained gold).

A fully instrumented and bench-mounted diamond drilling machine, purpose designed and built, has been used for investigating the effect of aqueous solutions of various chemical compounds when used as drilling fluids. The rocks investigated were andesite, basalt and granite, the chemical compounds were alkylamines, with various hydrocarbon chain lengths, aluminium chloride and dioxane. Rotation speed seems to be one of the major factors affecting the emergence of mechanochemical effects as the results obtained with aluminium chloride clearly indicate. Penetration rate is either unaf- fected or enhanced by the presence of certain compounds, such as aluminium chloride. On the other hand, penetration rate diminishes when the drilling fluid contains dioxane and exhibits an apparently unpredictable behaviour with alkylamine solutions, although it appears that an increase in hydrocarbon chain length usually equates to an increase in penetration 1. Rock texture seems to have a pronounced effect on test repeatability. With hexadecy- lamine acetate solutions in concentrations ranging from 10-5 to 5 .10-4 molò dm 3 and 41.88 radòs-1 rotation speed, 46 % increments in penetration rate of andesite were observed, with respect to water, whereas penetration rate decreased in basalt by as much as 60¦%o when a dioxane solution was used as drilling fluid. An interpretation of the observed effects is proposed in the light of current knowledge of solid state physics and physical Chemistry.

The purpose of a mineral comminution circuit with a ball mill running in closed-loop with a hydrocyclone classification cluster is to feed the downstream process with the target particle size. Maintaining the optimal particle size in the flotation feed can significantly improve plant cash flow. In particular, reducing the amount of coarse material is often a major challenge. Existing instrumentation to provide particle size measurement is considered standard equipment in most modern concentrator plants. However, availability is often very low, mainly owing to high maintenance requirements of the analyser and associated sampling system.CiDRA Minerals Processing has developed two novel and robust technologies that address this challenge by providing high reliability and very low maintenance systems for on-line measurement of coarse material in the overflow of individual hydrocyclones. The first system is non-invasive and measures pebbles and rocks greater than 6 mm. This paper focuses on the second system, which is a ruggedized wetted sensor design with no moving parts and provides a real-time trend of the desired target grind size parameter, such as percentage above 150 micron.Both systems have simple robust designs and measure in the primary overflow stream of the individual hydrocyclone. Individual hydrocyclone measurement enables identification of poor performing hydrocyclones in addition to providing a representative measurement of the whole hydrocyclone cluster. The systems do not require sampling and associated sample transfer piping circuits that are prone to plugging, thus avoiding high maintenance requirements.The wetted sensor will be described in detail along with its implementation in a robust control scheme in a major copper concentrator in North America. The depth of underground mines has been increasing due to several factors, such as material demand growth and improving technology. It is a challenge to understand severe failure mechanisms such as spalling, which is caused by induced high stress. To investigate this failure mechanism under high stress conditions, intact rock blocks with small size tunnel were tested at the Western Australian School of Mines (WASM). The range of rocks, such as sandstone and granite, were drilled (200 mm hole) and tested using a servo-controlled 450 t capacity INSTRON machine. The acoustic emission sensors were attached to the block mass during the experiment to investigate the seismic response prior to spalling failure. The effect of the ground support system towards the failure was also examined by comparing the seismic response of the various ground support schemes.CITATION:Kusui, A and Villaescusa, E, 2016. THIS tunnel, which is an adit 7000 ft. long, was undertaken by the Mount Lyell Mining and Railway Company Limited to connect its treatment works with the North Lyell mine at depth, with a view to effecting economies in transport and drainage. The work was carried out at high pressure throughout from both ends, and although the ground in the mine end was intensely hard, good progress was made, and driving was completed in less than fifteen months.The Mount Lyell mining field is situated in the west of Tasmania, about 20 miles inland, the only means of access being the Mount Lyell Mining and Railway Company's 3 ft. 6 in. gauge railway which connects with the Government railway system of the State at Strahan, on Macquarie Harbour. The region is mountainous, and presents many difficulties to the road and railway engineer. The West Coast range running north and south in a succession of bold prominences, which rise up to 4000 ft. above sea-level, forms the backbone of the district, and on its foothills the Mount Lyell mines are situated. Host-rock û wallrock major and trace element geochemistry associated with epithermal gold mineralisation in the Hauraki Goldfield of New Zealand is poorly documented, even though rock geochemistry is a recognised tool in exploration. Such responses assist in recognition of the regional scale imprint of fossil hydrothermal activity, and indicate targets for detailed evaluation within these alteration zones.   Recent investigation of gold deposits in the Waihi (Gladstone), Golden Cross (Empire), Thames (Waiotahi) and Coromandel (Tokatea) areas indicate enrichments of Au, As and Sb in the andesitic wallrocks hosting mineralisation. Of the other elements examined, Si, K and Rb are enriched, and Na, Ca, and Sr are depleted at all deposits. These trends are best developed in the vicinity of veining. In deposits with clay alteration dominating (Waiotahi and Tokatea) there is also depletion of Mg, Mn, Zn and Cu. Ba and Cr are variably enriched or depleted within different styles of alteration. Base-metal enrichment in the wallrocks is not a feature of Hauraki deposits.

Large blast furnaces demand high standards of preparation of feed materials which must meet tight specifications of chemical and physical quality. Measurement of these factors must be expeditious but the nature of the coke, sinter, ores and fluxes and the large tonnages involved requires substantial mechanical sampling plant. The equipment, its operations, and its problems, associated with the 5000 t.p.d. No.5 blast furnace at Australian Iron and Steel Pty. Ltd., Port Kembla, are described and the efficacy of chemical blending achieved in the ore blending yards and sintering operation, is reported.

Coal losses and dilution are among a coal mine operators everyday problems. These losses and unwelcome additions are generated primar- ily by the stripping operation and secondly by the coal mining opera- tion. Losses in yield due to preparation plant efficiency are a separate issue although they may be related to the coal mining operation. The losses and dilution can be traced to the following operations: (A) Overburden or Interburden Removal (1) Removal of coal edge by blasting operations. (2) Removal of top of seam by drilling/blasting. (3) Removal of top of seam by stripping equipment. (4) Removal of coal edges by stripping equipment. (5) Dilution due to stripping equipment. (B) Coal Mining (for the case where seams are ripped rather than shot) (1) Coal rib losses. (2) Coal rib dilution. (3) Coal left in floor. (4) Coal left in fault areas. (5) Floor material picked up whilst loading. (6) Spoil material picked up. (7) Spoil material from poor surface clean up. (8) Top of coal losses from final clean up. (9) Dilution from ripping too deep, i.e. into floor below seam. (10) Dilution from interseam parting. The losses apply to both the single seam and multi seam oper- ations although they are more pronounced in the multi seam mines than in a single seam mine due to the position of the coal which is lost. For example in the multi seam case the top seam coal edge loss is final. There is little chance of recovery with the subsequent pass even if the extra rehandle is done. However conversely the lower seam is relatively easy to locate as it has nowhere to go being contained by the lowwall bench.
