(communication to the Secretary†):—I observed (Trans., xxxvii., 585) that to obtain tenders from several American mills, the foreign engineer should modify his maximum phosphorus to 0.10 per cent., not as Mr. E. Windsor Richards quotes me, that no American rail-maker can produce rails under 0.10 per cent. of phosphorus. Mr. Richards claims that no English engineer would agree to accept 0.10 per cent. of phosphorus on any terms whatever. Mr. Webster writes that only after an engineer has .been convinced that rails can be made in America equal in every respect to those he is getting abroad, should he be asked to modify ally conditions in his specifications. I know it to be a fact that during recent years in many cases, as, for instance, When delivery could be secured more promptly in the United States than in Europe, the consulting engineers of several British and colonial railroads have frequently agreed to modify their phosphorus requirement to a maximum of 0.10 per cent., and the rails delivered' under these modified specifications have, under like conditions, given just as satisfactory service and proved to be no more brittle than similar sections of 0.07 per cent. phosphorus rails, rolled in England under the same specification except without modification as to phosphorus. Controlled pre-grouting is a technique developed during a period of more than ten Years experience, in an effort to produce safer, drier and more economical mine shaft sinking. The technique involves a knowledge Of hydro-mechanics, both static and dynamic, and a series of specially formulated grout mixtures to obtain several desired results through precontrolled setting time. In general, the following procedures have been used to secure the best results in controlled pre-grouting: I. Before drilling is commenced, One Of two decisions is made: one procedure, a modified form of the Francois method, is to stage drill and grout, that is, drill a limited portion of the hole, then grout and redrill that section which has been grouted, progressing in stages until the required depth is reached. We prefer this method because no casing Or grouting packers are required in the bore hole. This eliminates the risk of losing them in the bore hole due to packer failure, which might result in the expense of drilling a new grout hole. Another feature Of this approach is that smaller drill holes may be effectively used, further reducing the costs. One drawback, however, is that because of the open and small size hole, it is impractical to attempt water draw-down tests. The second alternative is to drill the bore hole, (generally NX size), to the re-quire~ depth. he casing and grouting packer are placed in the bore hole at the lowest packer setting. A small, portable, power driven, swabbing device is used in the grouting casing to test the packer and remove mud or cuttings from the bore hole below the packer. The hydrostatic level is recorded and a close estimate or test is made of the quantity of water at each packer setting. Grouting progresses upward in a series of packer settings to the surface. Occasionally, casing is inserted in the bot-tom of the bore hole from within the mine, and water pressure and volume can be obtained in this manner. This is usually dangerous because of the unknown quantity of water. 2. The grouting, mining and geological engineers at the drill location make a detailed examination of the cores and also locate proper and firm grouting packer locations. A competent driller,s opinion should be given due consideration as to the character and condition of the bore hole. 3. Several samples of formation water

I HAVE already referred to this interesting locality in the opening address, but at the request of some of the members of the Institute, brought before them specimens of the ore and the accompanying rock. The ore, which is cassiterite, is also met with elsewhere in Maine, at Paris and Hebron, but it there occurs associated with orthoclase, quartz, tourmaline, and beryl, in concretionary granite veins, which cut the micaceous gneisses of the White Mountain series. At Winslow the veins traverse an impure gray micaceous limestone, which is found in many parts of this region, and is subordinate to the same gneissic series. The veins, which are seldom more than an inch or two in thickness, are abundant through a considerable breadth of the rock, and are interlaminated with it, occupying places between the sedimentary layers, which are distinctly marked by different shades of color. Occasionally, however, they cut across the stratification for a little distance, showing that the disrupting action was not always confined to tearing the layers apart. The vein-stone consists of purple fluor-spar, and silvery white mica with quartz. In this gangue the cassiterite, nearly black in color, is disseminated in small crystalline masses, sometimes one-half an inch in diameter, and is associated with a little mispickel. I have only seen the veins as exposed at a single point, but was informed that similar veins holding the ore are met with at a distance of several thousand feet.

THE existence of mechanical twins in bcc metals has long been known. With recent intensive interest in the mechanism of twin formation and its role in plasticity and crack initiation, a study of the general Characteristics of twin intersection appears pertinent. The scope of the present note will be limited to the crystallography of the twin intersections of (112) twins, without consideration of its mechanism, movement of atoms, crystal structure, or the strain energy involved at such an intersection. The twinning elements of (112) twins are considered to be K1 = {112}, n1 = (111) and K2 = {112}, n2 = (111) with a twin shear of 0.707. The crystallographic features of twin intersections have been worked out in detail by Cahn.1 The present work applies the general principles postulated by Cahn to the intersections of (112) twins. The basic conditions for the twin intersection are: 1) The trace of crossing (A) and the secondary (C) twins in the planes of the crossed twin (B) must be parallel. 2) The direction (n1) and magnitude (s) of shear must be identical in the crossing and secondary twins. Also the sense of shear must be the same. These two conditions have to be fulfilled in order to maintain geometrical continuity at the twin interfaces. Fig. 1 shows the perspective representation of how these two conditions are fulfilled at the intersection. This type of intersection will be named Type-I. It is the purpose of this note to point out the existence of another type of intersection, Type-II, as shown in Fig. 2. In this type of intersection, the crossing twin A remains straight and the crossed twin B has been bent. The two conditions laid down by Cahn must also be met. This leads to the following corollary conditions: 1) The interface between twins B and C must be parallel to the twin habit of crossing twin A. 2) n1c must be parallel to n1A. 3) The twin shear (s) of twin C must be exactly equal to and in the same sense as that of crossing twin A. Thus, in order for the Type-II intersection to take place, the twining elements of secondary twin C must fulfill the above three conditions with respect to crossing twin A. Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

With the exception of exploration geological work that is being prosecuted in various parts of the mainland of Arabia, the only new developments in Arabia during 1934 were on Bahrein Island, which is in the southwestern portion of the Persian Gulf, approximately 25 miles from the mainland of Arabia. Here the Standard Oil Co. of California, through its wholly owned subsidiary, The Bahrein Petroleum Co., Limited, has continued to carry on a systematic drilling campaign and has constructed camps, pipe line and marine loading facilities. During 1934 eight wells have been completed at depths ranging from 2058 to 2253 ft. These wells have shown average initial productions ranging from 1500 to 5000 bbl., with one, No. 15, estimated as being capable of flowing as much as 11,000 bbl. per day. The oil is asphaltic in character and has a gravity range of from 32' to 34' A.P.I. The locating of all new wells has followed a plan of orderly development, with the ultimate object of obtaining efficiency of operation and maximum production. The wells are taking a penetration of 200 to 250 ft. of the lower or so-called Main productive zone. The upper oil zone, which is cased off, includes 300 to 400 ft. of alternating limestones, clays and shales and carries a heavier oil under lower pressures. The Main zone is similar lithologically to the upper zone. Micro-fauna collected from cores have shown that the oil occurs in formations of lower Eocene and Cretaceous age. Development to date has not progressed sufficiently so that either the maximum thickness of the oil-bearing horizons or the limits of the field can be determined. Something over 10,000 acres has been proven to date. Among other developments leading toward the marketing of oil from Bahrein during 1934 was the construction of a marine loading terminal. This included the laying of over 3 miles of 12-in. submarine pipe line from the small island of Sitra out into the harbor, terminating in 50 ft. of water; also the laying of more than 10 miles of gathering lines from the producing area to the terminal. Three crude oil working tanks with floating roofs were erected on Sitra Island, having a capacity of 250,000 bbl. A pumping plant was provided having a capacity of 5700 bbl. of oil per hour. I AM glad to join with my fellow-members in this celebration of the fiftieth anniversary of the founding of the American Society of Mechanical Engineers. It would be a difficult task to measure the blessings brought by this association through the stimulation to invention, the improvement of methods, the adequate training of engineers and the advancement of knowledge in a large sense. During its span of life it has contributed a great part in the development of an art into a mighty profession upon whose capacity and fidelity rest so much of human progress. "I feel especially honored that the association should, through the beneficence of Mr. Lauer, have established a new distinction among engineers, and should have designated me as its first recipient. The purpose of this medal is to mark the public service of men who have gone outside their strictly professional work to interest themselves in civic and humanitarian affairs. And the engineers have something to contribute to public service. . "With the development of our great national tools -our engines, our railways, our automobiles, our airplanes, our steamships, our electric power and a score of other great implements, together with the supplies of material upon which they depend-the engineer has added vastly to the problems of government, for government must see that the control of these tools and these materials is not misused to limit liberty and freedom, that they advance and do not retard equality of opportunity among all our citizens.

AT a recent meeting of the Utah Section. A.I.M.E., P. D. Nielson, general plant superintendent of the new Geneva steel plant at Provo, Utah, spoke on "General Operations of the Geneva Plant." Mr. Nielson explained that the plant was located at Provo, Utah, on account of railroad facilities, the proximity of coal, iron, and limestone, and the nearness of water for operating the plant. Water probably was the most important item in making the decision.

The extractive mineral industries share a number of common characteristics and basic problems which are completely different from those associated with manufacturing and mercantile operations. These industries now supply about 95% of the inanimate energy consumed in this country, and share with agriculture in providing virtually all of our basic raw materials. Mineral producers, like farmers, are subject to the economic hazards of fluctuating markets and prices. Unlike farmers, however, they cannot renew the productivity of the earth, but must seek continually for new sources of supply. The necessity for exploration and development of new reserves, to replace those used up by production, introduces additional factors of economic risk. These operations require the expenditure of large amounts of capital, often well in advance of any assurance of profitability. Commercial banks that understand these special problems can provide a variety of constructive financial services to the mineral industries. The history of cooperation between banks and mining enterprises has yet to be written, but there is every indication that it would encompass a period of hundreds of years. Records refer to depository and lending services by the early European private bankers involving precious metals and jewels. Many of the exploratory voyages to the Far East and the New World were organized with the financial backing of wealthy syndicates, some of which also provided banking services, in the hope of finding new sources of gold and other precious minerals. In the United States many large banks are closely identified with the development of some of the larger mineral deposits such as the Mesabi Range and the gold fields of California.

Brief Economic History of Quicksilver in the United States Quicksilver ore was first discovered in the United States at what was later the New Almaden mine in California, in the year 1824. Production also began here, but not until 1850, when it was stimulated by the active demand caused by gold-mining operations. Prospecting for quicksilver was active, high-grade ores were found and ample production lowered the price from $100 per flask in 1850 to about half that figure for the greater part of the next 10 years. During the succeeding decade, many new quicksilver mines were found; production increased at a time when the local demand diminished, so that most of the product was exported. The third decade of quicksilver mining in the United States witnessed the development of the pan amalgamation process, particularly in Com-stock silver-mining operations. A suddenly increased demand sent prices soaring, the all-time peak of quicksilver production followed, and the highest price was soon replaced by the lowest one on record. Huge quantities of quicksilver were exported between 1870 and 1880 and exports continued in decreasing measure for three decades to 1910. In

With identical annealing heal treatment the development of major annealed texture component seems to depend primarily upon the degree of cold reduction. Cube texture was evident on annealing- 1/2-, 1,/4- , and 1/8-mil tapes at 760°C, but it dissap-)eared on 927°C annealing of 1/8-mil tape cold reduced 96.9 pct. Some cube texturee remained as tile strongest 927 °C annealed texture component in 1/4- and 1/2-mil tapes cold reduced 93.8 and 87.5 pet, respectively. The switching coefficient increases and the squareness ratio of the hysteresis loop decreases proportionally with increasing cube pole concentration. PREVIOUS studies 1,2 on the 1/8-mil ultra-thin molybdenum permalloy tape established cold rolled and annealed textures and their magnetic performance for switch-core and coincident-current memory applications, The major cold-rolled texture was found to be of {110}<335> which is quite similar to the cold-rolled texture of silver and 70-30 cartridge brass. The major annealed texture components were found to be of {120)-- <001> and {113)<785>. Although the direction for easy magnetization for this type of alloy by the single-crystal technique is not avaliable, knowledge from related studies indicated [Ill] as the easy magnetization direction, similar to that of nickel.&apos; Therefore, a cube orientation, if present in the tape core, would be most detrimental to its magnetic performance.3 In its cold-rolled state the tape had < 111 > directions in the rolling plane 14.5 deg from the rolling direction.&apos; But the coercive force of the tape in such condition will be excessive due to large amounts of internal stresses, and therefore makes its use impossible for memory applications due to long switching time. In lower nickel alloys, suchas 50-50 nickel-iron and 65 pct Ni-Fe sheets, previous investigators4"7 found the presence of cube texture on annealing at 900° to 1000°C. Although no cube texture was found in annealed 1/8-mil tape,"&apos; its presence in some annealed 1,/4-mil tape cores was firmly established a year ago as verified by significant differences in magnetic properties. The present investigation is devoted to the orientation study and related magnetic measurements on three thicknesses of the ultra-thin tape, namely, 1/8 mil, 1/4 mil, and 1/2 mil, cold rolled directly from annealed 4-mil stock in the cold-rolled state as well as after they were annealed at 760°C (1400° F) and 927°C (1700°F). The results obtained might serve to elucidate the development of annealed texture as well as to establish clearly the importance of preferred orientation on the magnetic performance of such memory tape core despite its well-known low magnetic anisotropy exchange energy. EXPERIMENTAL PROCEDURE Samples were taken from one production heat (0.010 wt pct C, 0.004 P. 0.016 S, 0.80 Mn. 0.29 Si. 79.69 Ni. 4.42 Mo. 0.054 Co, 0.002 Ti, 0.12 Al, 0.04 Mg, 14.56 Fe). The second part of the paper includes a detailed account of the processes of secondary-enrichment which have been effective in producing the disseminated ores. While both parts present new features, it is hoped that the discussion on secondary chalcopyrite and bornite may be of interest to those who are engaged in the study of secondary processes in other districts. The excellent work&apos; Economic Geology of the Bingham Mining District, by J. M. Boutwell, was published in 1905. Since that time the extensive development work-surface cuts and underground drifting-of the Utah Copper Co. has made possible the collecting of samples for more detailed microscopic study. The writer has taken advantage of this fact and presents the following work, not as a criticism, but as a&apos; continuation of the work which was begun by Mr. Boutwell. b. The tensile properties of Cu-0.20 pct Al, Cu-0.45 pct Mg, Cu-0.27 pct Cr, and Cu-0.22 pct Be solid-solution alloys were studied at -196°, 18°, 2509 and 500°C on wires internally oxidized at 900°and 1000°C. Internal oxidation produced marked increases in yield strength relative to pure copper, particularly at low temperature. The yield strength decreased with increase in temperature to a much greater extent than predicted by current theories of dispersion hardening. The strengthening effect of internal oxidation persisted throughout the entire stress-strain curve, but since a marked loss of ductility occurred at all test temperatures, only modest increases in tensile strength were realized. INTERNAL oxidation involves the preferential oxidation of a baser solute in a relatively noble solvent by diffusion of oxygen into the solid. Since the process is diffusion controlled, it is expedient to carry it out at a high temperature often approaching the melting point. The amount of solute is limited and the oxidation conditions adjusted so that oxygen diffuses inwards to meet the solute causing reaction to progress inwards and form subscale instead of only sur face scale. The reaction can be made to occur throughout the thickness of thin material producing a fine dispersion of oxide inside the metal. C. S. Smith1"3 appears to have been the first to recognize the true nature of the process of internal oxidation. Although extensive kinetic and metal-lographic studies followed by Rhines and coworkers,4-5 Chaston7 andMeijering and Druyvesteyn8 working independently were the first to report hardening effects due to internal oxidation. These results prompted detailed studies of the effects of internal oxidation on the hardness, tensile, creep, and fatigue properties of a number of alloys by G. C. Smith and coworkers9-12 in England, on hardness by Gottardi13 in Italy, and on hardness and tensile properties by wood14 in the U.S.A. Publications dealing with other aspects of internal oxidation will not be reviewed here. Internal oxidation of solutes having a high affinity for oxygen provides a means of obtaining very fine dispersions stable in a suitable atmosphere at temperatures well above those at which most age harden ing precipitates coalesce. The process therefore offers a method of producing thin sheet and wire of possibly outstanding creep resistance. The size limitation might be overcome by internally oxidizing porous powder compacts made from alloy powder before final sintering. PREPARATION OF ALLOYS The alloy ingots, which were approximately 5 1/2 in. long by 1 in. diam, were made up in a high-frequency furnace, using as raw materials OFHC copper, 99.99 + pct Al, high-purity magnesium, and master alloys of Cu-4.19 pct Be and Cu-10 pct Cr. The alloys containing aluminum and magnesium were melted ii closed high-purity graphite crucibles and solidified in the crucible which was lowered partly Out of the coil to give a hot-top effect.
