The metric system is now in official use in the Republic of Mexico, having been adopted by the Government in the year 1862. Athough it is used to compute all customs and other duties to be paid to the General Government, in the measurement of public and private lands arid in all freight and other transactions on the railroads, and is taught exclusively in the public schools, the system has made but slight head way among the people,and has not succeeded in displacing the old-time weights and measures, which are still used in ordinary commerce. The latter were founded on old Spanish models, but, owing to the inexactness of the first standards and to subsequent changes, differ at present very widely from their originals. As to local modifications, weights are the same all over the Republic, but measures of the same name differ greatly in capacity in different States, and even in neighboring towns. The value in the metric system here assigned to each denomination of the old weights and measures is that fixed by the Mexican Government at the time of the adoption of the metric system. The equivalents in American weights and measures were calculated by me from data found in Trautwine's Pocket-Book as to the comparison between the French and American weights and measures, and are believed to be correct. I shall be thankful for early notice of any error that may be detected, that it may be corrected before the final publication of this paper in the Transactions. Linear Measures. Kilometers. I would like to make the following points in connection with the studies of the deformation of NiAl reported in the recent paper by Wasilewski, Butler, and Hanlon. 1) Much of their paper is concerned with demonstrating that slip occurs on either {110)(001) or {100)(001) systems. In their discussion they state "the existence of (001) as the basic slip direction can thus be considered established." This fact was established by the earlier studies of Ball and Smallman.32 Ball and Smallman also concluded that the slip plane was of the type (110) and they showed that cross slip or pencil glide on orthogonal (110) planes could produce macroscopic slip on planes of the (001) zones, e.g., (100). Wasilewski et al. refer to this paper by Ball and Smallman but not in connection with the slip system determinations. 2) Wasilewski et a!. eliminate the possibility of (111) slip in NiAl on dubious grounds. Their statement that ('the very high yield strengths of the (100) oriented crystals", in which (001) slip is constrained, "immediately ruled out the possibility of {110)(111) slip" cannot be accepted unequivocably; it would be reasonable if the crystals were completely brittle but they are not, as Wasilewski et al. and others33734 have shown. Their elimination of the possibility of (111) slip in a crystal compressed along [227] is misleading since there is no obvious reason why (111) slip should occur in a crystal of this orientation. In fact, from an analysis of the macroscopic surface markings on deformed (100) stoichiometric crystals, Pascoe and Newey34 have deduced that slip occurs on systems of the type {211)(111) and {321)(111). 3) Polycrystalline NiAl is known to undergo general deformati~n.Having emphasized that general deformation is impossible if only (100) slip occurs, it is a pity that Wasilewski et al. do not attempt to account for the disagreement between theory and their experimental results. Of course, (111) slip can provide the additional independent systems required for general deformation.

The present plans for the Petroleum Division of the American Insti-tute of Mining and Metallurgical Engineers provide for two principal meetings in the year 1928. The first will be at Tulsa, Okla., in September or October, 1928, with the exact date largely dependent upon the date of the .International Petroleum Exposition. The officers wish to hold the meeting at the same time as the Exposition in order that members of the Petroleum Division of the A. I. M. E. may have the advantage of attending both meetings at the same time. It is planned that this meeting will be devoted largely to petroleum production engineering problems. A tentative outline of subjects to be discussed is as follows: 1. Repressuring New Oil Fields, and naturally in conjunction with this falls Repressuring of Old Fields. 2. Air or Gas Lift. 3. Flow Strings in New Wells. 4. Deep Drilling Technique. It is also planned to have at this meeting a general paper relating to Supply and Demand of Petroleum and its Products. The second meeting is planned for February, 1929, in New York at the same time as the annual meeting of the Institute. Special details have not been carried very far on this meeting, although it is expected the program will cover technical problems in relation to production and refining of crude oil, as well as 1928 development in foreign fields and the United States. It is planned during 1928 to cooperate with the Bureau of Mines in an attempt to compile a set of definitions on petroleum engineering. These would be of value to the petroleum engineering profession, in order to better standardize various terms used in discussion of current problems. It has also been suggested that the Petroleum Division study certain problems in which research work is needed by the petroleum industry and outline certain definite programs that could be carried out by the Bureau of Mines and the U. S. Geological Survey, as a follow-up to

INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. Chuquicamata pit was opened in 1915 with steam shovels and steam locomotives brought down from the Panama Canal excavation project. With expansions in the early years, more steam locomo¬tives were brought into the mine. IMPROVED LOCOMOTIVES During the period 1927 to 1937, electric locomo¬tives were purchased and main line and bench tracks were electrified. Third rail was installed up to the working areas. At first, the locomotives were equipped with batteries for service at the shovels, but charge life was too short and they were con¬verted to use the third rail and a reel with 3000 ft of trailing cable for service in the loading area.

INTRODUCTION Besides the European export credit agencies covered in Ted Rides' paper in this Chapter, other agencies are also active (see Appendix) but the most notable for mining projects are The Export-Import Bank of the United States ("US Exim") and the Export Development Corporation ("EDC") of Canada. Mexico's Fomex is basically a short-term trade-finance fund administered by the Central Bank. US Exim This independent agency can provide loans, guarantees, and insurance. Like all export-credit agencies, its mandate is to support the export of goods and services from the US as a means of competing against other countries' products. If a piece of mining equipment can only he made in the US, the US Exim may very well not provide any financial assistance. (It is important not to place the order for any item for which export credit is sought because, once ordered, the situation is no longer competitive in US Exim's eyes.) Direct Credits and financial guarantees ("buyer credits") are commonly in amounts greater than 85 million and for terms longer than six years. An example here is the $48.5 million provided to PT International Nickel Indonesia (see Robert de Gavre's paper in Chapter 12). US Exim usually requires a 15% downpayment and, therefore, finances up to 857 of the goods; less if the US content is lower. The dollar funding can he US prime, London Interbank Offered Rate (LIBOR), or other sources. Exim can fund in either or both of the following ways: 1. Under a US bank Letter of Credit ("L/C") 2. Reimbursement to the buyer/borrower via a US bank account. US Exim will, without charge, issue a preliminary commitment. It will, however, need to approve the various credit agreements and prefers to tie other parallel financings into one loan agreement. US Exim's total commitments are large, up to $5R billion in aggregate under various programs. US Exim has been the world's leader in medium-to long-term minerals project financings/ co-financings but suffers from (i) aggressive foreign export-credit competition whereby other nations mix in soft-loans or aid programs ("mixed credits") to increase the percentage financed and lower the interest margin and (ii) an imbalance in its own cost of funds. A common US Exim package would be as follows: 15% Banks under US Exim guarantee, floating rate over prime or LIBOR. 35% US Exim funding, fixed rate 35% Pefco funding, fixed rate 857 Drawn down pro-rata under US bank L/C 15% Cash down payment (may have been financed within a project/corporate credit) 100% Repayment usually begins six months after planned start-up in equal semi-annual instalments, with the banks usually paid out first, Pefco next, and US Exim last. Medium-term credits ("supplier credits") are issued for US equipment exports for terms up to five years, again for 85% of the equipment costs although the exporter is expected to bear at least 10% out of that 857 for its own risk. The buyer is required to be a first-class credit such as some governments or highly credit-worthy companies. Otherwise a bank L/C would be required. (This may be wrapped into an overall project-finance package for a minerals development. The project-finance banks provide an L/C to US Exim instead of funding that portion themselves.) Thin films of PbS and CdS have been deposited on insulutiug- sapphire substrates by euzploying a subliwzation technique rising near-equilibriurum conditions in ultrahigh vacuum. Oriented polycrystalline PbS and CdS films on sapphire have mobilities approachitzg values characteristic of bulk crystals. In the case of CdS, special purification procedures were crucial in obtaining high-mobility films. By performing the depositiotz of a compound within a small chamber heated to a UNiform temperature within a Vacuum systerrz, it is possible to approach equiilibrium cod-tions r.~litl~irs the chamber. In this way; the sublimation and condensation proceed under near equilibrium co?zditions, and it was found that the properties of dePosited corrzpounds were similar to those of the source material. Oriented PbS films on sapphire have a roor?l- temperature unobility of 700 sq cm per v sec and a T-5/2 temperature dependence characteristic of bulk crrystnls. CdS layers on sapphive Izazse a resistivity ~uhich is corrlpamble to the resistivity of the souvce crystals over a range of four ordem of rrlagnitude. Irz contrast, Ihe resistivity of CdS films prepared by conventional evaporation depends largely upon the substrate terrzperat~ire and postheating treatrrletlt, vather than upon the properties of' the solirce rrraterial. In the case oj the CdS films the achievment of high carrier mobility required the cargful exclusion of cont~~~~ii~unts from the films. The steps taken to accomplish this included presublimation of the source material, performance of the deposition at a backg-m~ozd pressure less than 10-8 Torr, and a solvent extraction with liquid cadminum, similar to that described by Aven and woodbury. THIN films of PbS and CdS have been deposited on insulating sapphire substrates by employing a sublimation technique using near-equilibrium conditions in ultrahigh vacuum. Oriented polycrystalline PbS and CdS films on sapphire have Hall mobilities approaching values characteristic of bulk crystals. In the case of CdS, special purification procedures were crucial in obtaining high-mobility films. Depositions were performed in a small quartz sublimation cell shown in Fig. 1 that contained the compound and the single-crystal sapphire substrate. The substrates were etched in tapered solutions of hot phosphoric acid, rinsed in deionized water, dried, and transferred to the cell under dry nitrogen. Graphite crucibles and substrates were used in experiments where it was necessary to provide an inert test vehicle for the analytical determination of impurities in the source crystals and deposited films. The crucibles and substrates were machined out of spectrographic-grade graphite having less than 1 ppm of impurities. A quartz mask was sometimes used to define a pattern which could be used for Hall and resistivity measurements. Close spacing between the compound and substrate was maintained to insure better transport of each component from the source material.

UNDERGROUND lighting in the zinc mines of the Tri-State district can be separated into four di-visions. 1. Foot of shaft. 2. Pumps, fans. incline hoists and other stationary machinery. 3. Haulage ways. 4. Headings and stopes. One of the main improvements in lighting around the bottom of the shaft is in the use of skidoo flash lights, which have replaced the old electric skidoo bells. These bells were used as signals from the hoisterman to the tub hooker. In the event that a can bumped the side of shaft or a rock spilled from the can when dumping; the hoisterman rang the skidoo bells as a signal for all to leave the vicinity of the shaft bottom on a dead run. These bells were much better than no signal at all, but many of them were often out of order; the worst feature being that when out of order this fact was not immediately indicated. The electric flash-light signals work on the opposite principle and are burning at all times except when the hoisterman breaks the circuit when signaling danger. Therefore should a break or short occur in this arrangement, the shaft bottom is immediately thrown in darkness. Since the reaction from the eye is quicker than from ear, there is a slight saving of time- to the men escaping from the point of danger. Even this brief period of time may save a life. One other, point, to be emphasized, is that all lights near the shaft bottom should be on the signal circuit so that the entire area is momentarily darkened. I. have inspected mines where only one or two lights are used as signals, with the remaining lights around the shaft on another fixed circuit. In this case the flashing of the signal lights is almost drowned out by the stationary lights. These flash signals must be as startling as possible, which can only be done by flash-ing all the lights.

The accordant heights of the summits, the depths of the folds, the deficiency in .gravity, and denudation he finds to be connected. The Alps float on the lightness of the folds of "sal" of weight 2.6 to 2.75 plunged into the heavier "Sima" according to a for-mula: P = h (2.7/2.8-2.7) where - P is the depth of fold-ing below sea level; 2.7 is the weight of the material accu-mulated in folding; 2.8 is the weight of the material dis-placed by it; and h is the mean height of the mountainous regions. For instance, between the valley of Saar and the Val de Bagne in Valais the depth of the folds according to Ar-gand's profiles is between 30 and 40 kilometers. The loss of gravity has been estimated in this region as 1450 X 2.4 = 3480 in units of weight. Obviously errors in the densities would profoundly affect the estimates of the thickness of folding, but his depths of folds are obtained from sections, and from them he works back to the densities. INTRODUCTION India like USA has traditionally relied on bord and pillars as dominant underground method. Coal has generally been mined at shallow depth from relatively thick and horizontally bedded coal seams. These' factors contributed towards large scale adoption of bard and pillar. After nationalisation of coal industry in two stages in 1971 and 1973, large scale mechanisation and modernisation programmes were undertaken. Longwall mining was identified as one of the major that area for increasing underground coal production. The idea to introduce longwall mining was mooted to increase productivity and to promote conservation and safety. The nationalised coal industry has already worked about twenty longwall faces with different types of support. The tempo of introducing longwall is catching up and a number of longwall programmes with, Self advancing supports of different types and Capacity are in active stage of implementation. The country has not yet started producing mechanised Supports and therefore supports and machineries are being imported from U.K. and other countries of the continent. The of the major problem faced in the longwall projects is to choose suitable type and capacity of supports. The suppliers and manufacturers of these supports are not competent enough to choose and offer the right type and capacity of supports as their knowledge and information about Indian strata conditions are extremely limited. The Central Wining Research Station (Q.!RS), has undertaken a research programme for evaluating the rock mechanical conditions obtaining in the proposed longwall locales and has worked out a method for selection of proper type and capacity of supports on the basis of projected strata behaviour at the proposed locale. STRATA CCNTROL FAILURES Indian coal industry had made some attempts to introduce longwall caving in the early fifties after a working group set up by the Government of India had recommended its adoption to increase productivity and to modernise mines. Approximately 20 longwall faces were tried in the major Indian coalfields of Jharia, Ranigunj and Karanpurr between 1951 and 1968. The supports used consisted of 20T hydraulic props or 35140~ friction props. A number of these faces had suffered total strata control failures and a large number of support elements were lost. The Central Mining Research Station initiated a research programme to analyse these failures in the general background of behaviour of Indian coal measure strata at longwall faces. All the available data regarding the cases of failures were collected and physico-mechanical properties of overlying roof rocks were determined in the laboratory. Simultaneously, observations were continued to establish the behviour pattern of Indian coal measure strata at longwall faces. These studies were helpful in analysing the occurrences of collapse. BEHAVIOUR OF INDIAN COAL MEASURE STRATA The coal measure strata encountered in the principal Indian coalfields of Jharia, Ranigunj and Karanpura are in general strong in nature however, the immediate roof (mostly up to 1.5 to 2 m) in most of the cases is weak and false bedded shale. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. Such control to be effective must be premised upon complete military occupation of the two countries for a substantial period, with an arrangement at the end of such occupation for continued supervision of these industries into an indefinite future.

At low sodium-oleate concentration, calcite flotation is substantially improved by the use of CO2 instead of air. Electrophoretic mobility measurements indicate that carbonation results in the accumulation o f positive charge on the calcite particles. This heightens adsorption of oleate anion, an effect confirmed by tracer-technique measurements. Fundamental insight is obtained as to how CO2 serves better as an activator than some mineral and organic acids, how oxalic acid acts as a depressor, and why the influence of Ca++ ions, liberated during carbonation, on flotation behavior of calcite is insignificant and sometimes adverse.

The solidus is usually the least satisfactorily determined portion of a phase diagram. Cooling curves, which succeed well with the liquidus, show the solidus inaccurately or not at all because of segregation which occurs during freezing. Heating curves of carefully homogenized alloys might be expected to indicate accurately the solidus, but they are seldom used. Dynamic methods involving heating or cooling are never completely satisfactory because of uncertainty as to whether equilibrium is attained. A static method in which the specimen may be allowed hours, days, or even weeks to attain equilibrium is to be preferred. In a static method a solid solution, for example, is first made thoroughly homogeneous, then heated to successively higher temperatures. After sufficient time at each temperature to assure equilibrium, some property is measured which should alter strikingly when melting begins. Microscopic examination can be used to detect the beginning of melting, but the method is tedious since the specimen must be quenched, sectioned, polished, and etched before each examination. Of all the physical properties which change on melting, electrical resistance is probably the most satisfactory to measure. The measurement may be made while the specimen is at temperature without damage to the specimen. It may be repeated indefinitely to ascertain when equilibrium has been achieved. Measurements may be made on a single specimen over the whole range of temperature. Most metals approximately double their resistance on melting. Since an accuracy of a few tenths of a percent is easy to achieve, the method is highly sensitive to the beginning of melting. In spite of these advantages, which have been perceived for a long time,l,2 a reasonable search of the literature has failed to reveal a single case in which the method has been satisfactorily applied in practice to the determination of solidus temperatures. The use of electrical resistance measurements appears to have been confined in practice to changes in the solid state. In the work described in the following pages we have applied the electrical resistance method to the solidus of the lead-tin system. We have found the method to be convenient, reproducible, and highly sensitive. We chose the lead-tin system because it leads to few technical difficulties. Furthermore, a number of determinations of solidus have been made in this system by various methods and results could be checked against them. However, all published results are not in good agreement with one another, so this work should help in determining the solidus more precisely. The Lead-tin Diagram Because of its commercial importance, there have been numerous investigations of the lead-tin diagram. The results of the most recent work on the solidus are indicated in Fig 7, as well as the results of the present work. The works of Honda and Abe3 and of Stockdale4 agree fairly well with each other and with the present work. Jeffery's5 data indicate the solidus to be about 50°C lower. Honda and Abe3 used differential thermal analysis on both heating and cooling cycles. Stockdale4 used the microscopic method and also differential heating curves. Stockdale's results were about 4" higher than those of Honda and Abe at low tin contents and lower at higher tin contents. These results also agree with those of Rosen-hain and Tucker.= Jeffery5 used electrical resistance measurements of the alloy as it was being heated or cooled. Apparently he did not attain equilibrium as his results are about 40°C lower than those of Stockdale4 or Honda and Abe.3 MATERIALS AND METHODS The lead and tin used were of high purity. They were supplied by the American Smelting and Refining Co., who gave the following analyses: Lead: silver, 0.0016 oz per ton; copper, 0.0008 pct; cadmium, 0.0007 pct; zinc, 0.0002 pct; arsenic, 0.0003 pct; antimony, 0.0002 pct; bismuth, 0.0005 pct; tin, 0.0001 pct; iron, 0.0020 pct; lead (by difference), 99.995 pct. Tin: antimony, 0.037 pct; arsenic, 0.020 pct; bismuth, 0.004 pct; cadmium, trace; copper, 0.025 pct; iron, 0.004 pct; lead, 0.020 pct; nickel and cobalt, 0.005 pct; silver, 0.0005 pct; sulphur, 0.005 pct; tin (by .-difference). 99.88 pct. One hundred grams of metal with the desired proportions of lead and tin was weighed out to the nearest one-tenth of a milligram. The mixture was placed in a silica crucible, covered with charcoal, and melted in a reducing atmosphere in a gas-fired furnace. The alloy was well stirred. Chemical analysis of two of the alloys checked closely with the weighed portions. The compositions of the remainder of the alloys were taken directly from the weighings, without chemical analysis.

MINING is one of the major industries of the Rocky Mountain region and since the United States became involved in the present World War, all mines have been called upon by the Government for the maximum production of the strategic metals necessary. Operating under the most adverse conditions, such as priority requirements, slow delivery of necessary material and equipment, labor shortages, and freezing of all wages, which still permitted some industries to pay higher rates than were allowable in the mines, thereby drawing labor from the mines; and the United States Employment Service continually giving mine labor certificates of availability; these and many other problems made mine operation particularly difficult. Yet, in spite of these obstacles, the mining industry, either through its own resources or through Government subsidies in the form of loans or premium prices for strategic metal, have and still are making an all-out effort to meet Government demands. They, without question, have played a major role in assisting the war effort.

Webster, Philadelphia, Pa.: I desire to say that in my first paper (Trans., xxi., 766) the actual ultimates were subtracted from the estimated ultimates, whereas in the paper submitted at this meeting the estimated ultimates are subtracted from the actual, thus giving contrary signs. The latter method corresponds with the direct effect. of low and high finishing-temperatures ; that is, a plus difference indicates low, and a minus difference high, finishing-temperature. I make this explanation to prevent confusion in comparing the two papers. Mr. Sauveur has shown that there is a close relation between the size of the grain and the ultimate strength, and also that the size of the grain depends on the temperature at which the material is finished in rolling, and on the chemical composition of the steel. [ ] Even though we have a small audience, I am sure there are some here who are interested in sponge iron. It is a large subject, with a lot of economic interest, and one that will continue to grow in importance as the years go by and as the conditions that urge action in that direction increase. The authors have chosen to deal in this paper with one particular narrow phase of a long program of work by the Bureau of Mines. Before asking for any general discussion, I would myself like to ask Mr. Buehl if he would tell us just a little bit about the mechanism of discharge and the form in which the material was discharged; that is, when dolomite is added, what happens to the dolomite? R. C. Buehl (author's reply)-You are interested in the equipment that was used? H. W. GRAHAM-No, just the product. R. C. Buehl-The product was in granular form, of a shape very similar to that of the ore used. Using minus 10-mesh ore, the product is essentially minus 10-mesh, mixed with the coal and dolomite. It is then passed through a belt type of magnetic separator, which picks up the magnetic iron and allows the dolomite and coal to fall off. If the coal is sufficiently valuable, it can be separated from the dolomite and, provided the coal has a sufficiently low ash content, it can be reused. For instance, if a low-ash reducing agent like petroleum coke is used, it can be reused until all the carbon is consumed. H. W. Graham-That clears the point for me. There was an extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom" times, to sell stock; and that thorough investigations were not made. I11 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest: This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface- and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made in 1899 by Arthur L. Pearse, a member of this Institute. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. In numerous books and articles on the Urals and Siberia, however, localities are described in which somewhat similar conditions prevail. Recent papers by
