Pilot plant test work in 1942 and 1943 showed that by a combination of desliming, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. This appreciable improvement in gravity concentration practice has been substantiated by several full-sized plants.

In 1926 one of the authors published researches on the determination and description of the iron-tungsten and iron-molybdenum systems,' including the equilibrium diagrams. In 1929, further work was carried on, including the examination by X-rays, which is recorded here. Meas-urements were made of changes in lattice parameters in the solid solutions. Precipitation from the solid solution and the accompanying changes in hardness were studied as well as the formation of the intermetallic com-pound phases upon sintering a mixture of metal powders. Materials All the specimens were prepared from the same quality of metals and by the same methods as were described in the determination of the constitutional diagrams. The metal powders as mixed and pressed were sintered or fused in a hydrogen atmosphere and subsequently treated as indicated in the titles of the figures. The formation of the iron-rich solutlon in the solid was accomplished by sintering in hydrogen for a period of 20 to 30 hr. at a temperature 25' to 50' C. below the melting point of the eutectic. The tungsten-rich and molybdenum-rich solid solutions of iron were prepared by adding the iron as a solution of iron ammonium oxalate to the oxide of tungsten or molybdenum, followed by a hydrogen reduction. This method results in a homogeneous alloy after sintering the pressed metal powder for 20 to 30 hr. at a temperature slightly below that of the peritectic reaction in the system involved. For X-ray examination the specimens were variously prepared, depending on the nature of the sample and what it was desired to show. For example, the iron containing tungsten or molybdenum in solid solution was cut with a file, the chips were put through bolting cloth, and this powder of filings formed the specimens for comparative study. IT is generally realized that in cyaniding the precipitation efficiency of zinc dust is due to the fine division or extended surface of its metallic particles; but frequently it is thought that the presence of other, metals, say 2-3 per cent. lead, is advantageous,. causing more complete precipitation. The results of testing about fifty brands of commercial zinc .dust have led to the conclusion that there is a distinct relation of precipitation efficiency to fineness and that the effect generally can be estimated by examining the size of metallic particles. The presence of lead was not found to be of any importance. SPECIFICATIONS Generally the term "97 percent. to pass a 350-mesh screen, 95-97 per cent. uncombined metallic zinc" is used by the leading European exporters. Among the many methods of determination of metallic zinc, I have found the iodine test (iodine in potassium iodide) very satisfactory and rapid. SINCE the World War, excepting for a few brief periods of relief, the American petroleum industry has been obliged to meet its important economic responsibility to this nation hampered by the maladjustment that inevitably follows a marked and unwholesome over-production of its raw material, crude oil. Despite the warnings of the Federal Oil Conservation Board and the endeavors of many of the leaders in the business to stem the flow of oil from the wells of the country, the evil ,not only persists but, at the moment, seems more malignant than ever before. Unless the local and temporary restraints on drilling and production now in effect in California, Wyoming, Texas, and Oklahoma are continued, and, indeed, unless stricter and more comprehensive measures of the same sort are imposed and adhered to by the industry in those States, over-production in the enterprise during the current year will be more pronounced than in any other period in history.

IN fighting a war the all-absorbing intent is to win. There is little time to analyze the rush of events or to appraise their consequences beyond the war's end. The united objective is, rightly, success for our arms. Yet under the pressures of a great war there may be compressed scientific, economic and social developments that might have taken many decades to achieve under less urgent conditions. Their effects on our lives and all civilization may be more wide-reaching and lasting than any military conquest. They constitute one of the must imperative incentives to victory. No American, least of all any scientist worthy the name, conceivably could endorse war as a justifiable means to progress. The destruction of life and property wrought by the present war far exceeds the havocs of a century's earthquakes. Most of mankind is burning itself on an altar of paganism. Nonetheless, one fact is inescapable Despite the recurrent malady of war history's overall course is forward. Mankind has the habit of rising phoenix-like from its own ashes to attain greater heights. Progress is immortal.

Norris, Patterson, and Crane has been from the standpoint of the mineral land-value owners, a few remarks in the interest of the "under dog"-the average taxpayer and citizen-may prove timely. In my discussion of Doctor Raymond's Paper1 and of the papers of Messrs. Gibson2 and Godson, 3 have endeavored to demonstrate, from both political economy and history, that our existing system of unrestricted private ownership of land is incompatible with equality of economic opportunity and, therefore, subversive of our democratic political institutions. In Mr. Graton's paper, the same land problem is important, though camouflaged by the failure of the Federal income tax laws to distinguish between land and capital, in the requirements for valuation, or between earned and unearned incomes in the levying of taxes. I disagree with Mr. Graton's statement, on p. 2967, as follows: The immense majority of mining ventures are failures. A multitude of disappointments is relieved by occasional success. Were it not for the chance of great rewards, all the vitally necessary but mainly unremunerative work of exploration would not be undertaken. In contrast with nearly all other fields of endeavor, it is altogether unlikely that, on the whole, the gains in the successful mining ventures suffice to offset the losses in the unsuccessful.

NATURE endowed the Niagara Frontier with great resources but it was the molding of these resources by the early pioneers that assured its future development. This great industrial district of New York stretches along about fifty miles of shore line on the eastern end of Lake Erie and the Niagara River, embracing the two counties of Erie and Niagara, with the city of Buffalo about in the center. This location at the junction of the eastern end of the Great Lakes and the western boundary of the State, a great focal point of land and water, transportation, guaranteed the development of the Frontier. Although the first white settlers came to this section in 1784, it was not until after the turn of the nineteenth century that real development started. Perhaps the most significant influence in the early days was the completion of the Erie Canal between Buffalo and Albany in 1825. This then monumental achievement gave Buffalo an advantage in the race for the best trade route to the Western

The production of petroleum in India (including Burma) increased from 334,811,624 gal.' ill 1936 to 350,322,222 gal. in 1937, the highest figure in the history of the industry. The increase in 1937 was clue to an increase of some 20 million gallons from Singu, 51/2 million gallons from Attack, 11/4 million gallons from Thayetmyo, and 1 mi1lien gallons from Digboi, accompanied by decrcases of 91/2 million gallons from Yenan-gyaung and 2 million gallons from Yenangyat,. The amount of gasoline produced from natural gas during the year was 10,616,313 gal. in Burma and 456,780 gal. in the Punjab. Yenangyaung Field.—The Yenangyaung field maintained its reputation of being one of the most wonderful oil fields in the world. The total production during 1937 was less than in the previous year but the resources of the field as a whole are sufficient to ensure an adequate supply of oil for many years. At the end of 1037 there were 2910 wells producing in the field. Besides a large number of ells drilled to shallow sands, this total includes 180 hand-dug wells, whose continued existenice is one of the interesting features of the field. During the year the deep drilling activities of 1936 in the southern part of the field died down, owing to the disappointing results obtained. On the eastern flank the limit of present economic extension of the oil sands was approximately demareated. Satisfactory results continue to be obtained from gas drives in the leased blocks; gas is also injected for repressuring and storage. Casing policies continue to be carefully designed to protect the oil sands against the danger of flooding by water and, in general, production methods throughout the field are characterized by a realization of the importance of the conservation of oil and gas and the prevention of waste, whether simple or underground. Singu Field.—-In 1937 the increase in the output from the Singu field was continued. This increased production was due not only to the rapid development of the valuable area in the southern part of the field but also to the successful results obtained from the first wells to produce from behind the practically completed river training wall of the Burmah Oil

EVER since the Phoenicians roamed the known world in quest of metals to harden their helmets and precious metals and gems to adorn their ladies, many other nations have sought metals in the far corners of the earth. During the past 75 years American engineers have been among the foremost in seeking for and developing ore deposits. They have been responsible for many of the principal discoveries and for the application of modern methods to mines in the far comers of the earth. American mining engineers with a zest for travel and an insatiable appetite for metals have also introduced throughout the world many articles made of metal which we consider essential to everyday life. Production and consumption of these metals in many foreign countries has brought to these countries an increased standard of living and added tax revenue to their governments. But unfortunately engineers from this country are no longer given ready access to all the countries of the world. This is not only unfortunate for American engineers but also for the countries that have adopted the exclusion policies and especially so since time has proved that in countries where the American engineers have gradually been excluded there has been a significant decline in the progress of the mining industry. Removal of these barriers to professional men would aid immensely in the world-wide development of the mineral industries. New areas brought into production under the guidance of American engineers with their exceptional know-how would provide more jobs for nationals of the countries involved and a better standard of living for the nations as a whole.

It is shown that the cellular substructure observed in binary alloy crystals grown from a melt of known concentration can be eliminated by the proper choice of growth conditions. For a given solute concentration, there exists a critical ratio of temperature gradient G in the melt to the rate of solidification R of the crystal, i.e., of G/R, which must be exceeded before the cellular structure can be eliminated. A secondary substructure is observed which is related to the cellular substructure. IN crystals grown from the melt, a prismatic substructure has been observed by Buerger,1 Pond and Kessler,2 and Rutter and Chalmers." This structure is columnar in the direction of growth and appears as a network of hexagonal cells in the plane of the solid-liquid interface. Rutter and Chalmers3 have shown that this substructure occurs as a result of the presence of a layer of high impurity concentration in the melt adjacent to the solid-liquid interface. The formation of the substructure is accompanied by a redistribution of this impurity in the neighborhood of the interface. The structure can be controlled by proper adjustment of the variables in the solidification process such as a rate of solidification and the temperature gradient in the liquid. MUCH progress in -blast-furnace construction and in the manufacture of firebrick for furnace linings has been made since the publication of Bulletin 130 of the U. S. Bureau of Mines on "Blast-Furnace Breakouts, Explosions and Slips, and Methods of Prevention," by F. H. Willcox in 1917. At the time of publishing this report comparatively little information was available to blast-furnace men as to the fundamental facts relating to the character of blast-furnace refractories. Some of the accepted theories of only a few years ago have been completely reversed. The mortality of blast-furnace linings used to be so great that nearly every furnace plant had one or more complete linings in the brick shed ready for use in case of a lining suddenly "going out"; it was generally accepted that a furnace could not "keep her lines" more than two or three years at best, and often a hot spot in the shell would develop, or a breakout occur in the hearth or bosh within a year or two after blowing in on a new lining. In some respects these frequent relinings were not so detrimental as to he a complete loss because they afforded opportunities to take advantage of advances in blast-furnace practice. At present the cost of relining has greatly increased, but the life of a lining has also increased. Anything less than five years on a lining is now considered a short blast.

SPEED-UP of production of crude oil and its products, accompanied by rising prices and the organization of the industry on a war basis, featured the economic aspects of petroleum in 1941. Early in the year American tankers were urgently requested by the British to replace losses and offset slower transit under convoy. Some forty American owned tankers were first assigned to Britain and an additional forty-odd ships were transferred during the summer. This threatened to reduce our transportation facilities from Gulf ports to the Eastern seaboard below requirements, especially should sinkings have increased and the British needed more ships. Co-ordinator Ickes began preparations for restricting gasoline consumption in the Eastern district and plans were formulated for the construction of an emergency trunk pipe line from Texas to New York and Philadelphia refining centers, and for a gigantic tanker-building program. Sales of new oil-heating units in the East practically ceased. The companies were urged to transport as much oil as possible by tank car and by October 140,000 barrels of oil per day were reaching the East Coast district by rail, sufficient to meet 8 per cent of total requirements. But British sinkings from July through October decreased 63 per cent compared with the four months ended June 30, Britain began the return of tankers, the construction plans were dropped, and the threatened shortage was thus averted.

In accordance with the requirements of By-Law LX,- I beg leave to submit herewith the report of the Library Committee for the year 1916. The activities shown by the sale of the Institute's publications during the year are somewhat larger than last year, due principally to the increased sale of special editions on account of the larger sale of the Posepny and Emmons Volumes, owing to increased advertising and to the reduction in price of the Emmons Volume. The sales were distributed as follows: Sale of Transactions $3,237.07 Sale of Special Editions 1,722.50 Sale of Bulletins and Pamphlets 2,263.95 Total $7,223.52, The Institute library has now been merged with the libraries of the. other three Founder Societies and is known and administered as the Library of the United - Engineering Society. When this merger, was effected, a proviso was made that the books contained in the Institute library up to the date of the merger were still to be considered as the individual property of the Institute, and this arrangement applied also to the libraries of the other two Founder Societies. At the time that the American Society of Civil Engineers joined as a fourth Founder Society, they immediately turned over their entire library to the United Engineering Society, relinquishing all property rights in the books entirely.

The migration of individual, large-angle grain boundaries has been studied as a function of tempereature and solute concentration in specimens of zone i.e filled lead containig very small additions of silver and of gold. Tile results are compared with various the-ories of grain boundary migration and with observations made prev.iorlsly of grain boundary migration in similar specimens of zone-refined lead containing tin additions. A previous investigation by the authors dealt with [he temperature dependence of grain boundary migration in bicrystals of zone-refined lead containing small additions of tin.' It was shown that tin additions as low as a few parts per million cause a large decrease in the grain boundary migration rate at any given temperature, as well as a marked increase in the temperature dependence of the migration rate. It was found that existing theories of grain boundary migration. based on the motion of dislocations. or upon the concept of atom transfer in groups across the boundary (group process theory). or upon the control of grain boundary motion by volume diffusion of impurity atonls along with the boundary. are incapable of accounting for the observations. The single process theory of grain boundary migration. which is an absolute reaction rate calculation based on the transfer ui atoms singly across the moving boundary, was found to predict the migration rate reasonably well for a number of boundaries whose motion was shown to be very little influenced by impurities, but not for boundaries whose illation was influenced markedly by impurities. It was concluded that the elementary process of grain boundary migration involves the activation of single atoms during transfer across the boundary. and that inadequate knowledge is available to permit the influence of impurities to be properly taken into account. The present study was initiated to check the validity of the above conclusions with other alloy systems, namely high-purity lead with small additions of silver and of gold. Both silver and gold diffuse faster. and with a lower activation energy of volume diffusion. than does tin in lead;' consequently, a study of the effects of silver and gold on grain boundary migration in high-purity lead offered a means of testing theories of boundary migration based on bulk diffusion of the solute (eg. ref. 3). In addition. it was hoped that the present work, in comparison with the results for tin in lead, would provide information concerning which factors are important in determin- ing the interaction between solute atoms and a grain boundary. EXPERIMENTAL PROCEDURE The preparation of bicrystals of zone-refined lead, with various silver or gold additions, was identical to that previously described for the lead-tin alloys.''4 Each bicrystal consisted of a striated crystal which was grown from the melt. and an adjacent striation-free crystal which was introduced by artificial nucleation and growth.''4 The striation or lineage substructure in the melt-grown crystal provided the driving force for grain boundary migration. During the preparation of striated single crystals by growth from the melt, it was found that silver or gold concentrations as low as 2 or 3 ppm by atoms were sufficient to cause formation of the hexagonal cell structure. which is due to the presence of impurity, during freezing. This structure is revealed on the solid-liquid interface by decanting the liquid during freezing. The hexagonal cell structure was observed previously4 in zone-refined lead crystals with tin contents above approximately 200 ppm by atoms. These concentrations of silver, gold, or tin are in agreement with the predicted amounts required for cell formation in lead,5'6 under the present conditions of freezing.4 The absence of cell structure at decanted interfaces, therefore, served as a useful indication that the silver or gold contents were less than 2 or 3 ppm by atoms in the specimens as grown. It was found that grain boundary migration occurred only very slowly when the solute content approached that necessary for cell formation. As a result, the present experiments were conducted with silver or gold additions less than 1 ppm by atoms. This impurity level is well within the solid solubility limits for silver and gold in lead.7 The annealing treatments, measurements of grain boundary velocities, and orientation determinations were carried out as described previously.' WET processes for the extraction of copper from its ores have of late attracted much attention, especially in Europe, where the use of oupriferous iron-pyrites as a' source of sulphur prevails. These processes present an additional interest, when, as is often the case, the copper-ore's to be treated contain one or both of the precious metals, since the complete separation of these from copper, either in the dry or the moist way, is, as is well known, one of the difficult problems of metallurgy. The principal wet processes hitherto in use for the extraction of copper from its ores, may be included under three classes : I. Those in which the copper in snlphuretted ores is rendered soluble in water by calcining them, after a preliminary roasting which removes the greater part of their sulphur, with a portion of common salt, by which the copper is converted into a chloride (Long-maid and Henderson), or with sulphate of soda, by which sulphate of copper is formed (Monnier). Allied to these is the method by which a portion of the copper is got as soluble sulphate by roasting without addition, a process which is sometimes modified and rendered more complete by re-roasting the lixiviated residues with the addition of a portion of raw sulphuretted ore (Bankart). II. Those methods in which free chlorhydric or sulphuric acid is used to dissolve the copper- from oxidized or roasted ores. These, while simple and efficient, are too costly, except in certain localities where chlorhydric acid is a waste product. Related to them is the plan which consists in exposing the oxidized and moistened ores to the slow action of sulphurous acid mixed with air, by which a soluble sulphate of copper is formed. It has been proposed to decompose the solutions of sulphate or chloride of copper by sulphuretted hydrogen, thus separating the copper as sulphide, and using the liberated acid to dissolve fresh portions of oxidized copper. It is, however, the almost universal practice to throw down the copper from its solutions, however obtained, in the metallic state by the use of iron, either scrap-iron or iron-sponge; although in some instances

NOTABLE advances have been made in the evaluation of oil-reservoir rocks from information furnished by core analysis. Among the physical data employed, per-meability is of primary importance. It may be assumed that the permeability of a core sample, considered as a property inherent to the nature of the porous medium only, is not markedly altered by the coring opera-tion, therefore some degree of accuracy is justified in the laboratory determination of permeability constants by means of homo-geneous flow media. To provide that such relatively simple determinations be sus-ceptible to duplication and consistent inter-pretation should prove advantageous in the prediction of subsurface flow conditions involving nonhomogeneous fluids. The air permeameter seems to fill most satisfactorily the need for rapid and fairly accurate determinations. Instruments that are similar in design and operation have come into general use. However, this has not resulted in an encouraging uniformity in the results obtained. Recognizing the value of reducing measured values to a common quantitative standard, the authors have sought to determine possible reasons for undue discrepancies and means for their elimination. This paper will be specifically concerned with three factors, which appear to be of some importance in the establishment of consistent permeability values: (I) design and operation of the permeameter, (2) preparation and mounting of the sample, (3) type of flow created in the sample.

DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal-preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cure all" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the com¬prehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made ...

WE can, I think, rightfully claim, irrespective of our faults, that engineers must, in order to last as engineers, possess the qualifications of integrity, stead- fastness of purpose, ability to think straight, and to apply these qualities consistently and continually in their everyday work. All engineers know this, most of them conform, and in order to drive it home I might, if 'clothed with proper authority, preach to you at length, but I shall not take the chance. So I only want to make a suggestion or two to the young engineers. Have an ideal and work toward it. You will have your disappointments and your temptations but keep your record clean, and if anyone says you are foolish or ugly, or homely, or that you need a guardian, take the criticism with a smile, for he may be able to prove his contention; but if he attacks your integrity, strike at once and fight hard, for he has assailed not only your character but your principal asset as an engineer.

Many articles have been written describing peculiar and particular types of drilling. Little correlation has been made between the character of ground to be drilled and sampled and the type of drilling most desirable for procuring satisfactory samples. In development work, the engineer and metallurgist often desire the recovery of a sample in as physically natural a condition as possible, particularly when the sample must provide material for process tests as well as chemical and physical analyses. This paper describes the results of experimentation in drilling unconsolidated materials carrying titanium minerals in the Magnet Cove area, Ark. The drilling was most difficult in that the ground varied much in consistency, and it was vitally necessary to recover a physically natural sample. Ordinary churn drilling recovered a sample that could be analyzed chemically, but the sample was not in its natural state. The problem was successfully solved by utilizing and further developing methods used in the oil and clay industries.
