IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

United States Steel Corp's. Minntac mine is located at Mt. Iron, Minn. on the Mesabi Iron range. The taconite pit is two miles wide, with a maximum depth of 170 ft. Millions of tons of crude ore, waste rock, and surface overburden are handled annually at the mine. All crude ore plus some of the lower-grade rock are rail-hauled; other materials are trucked. Length of rail haul averages 3.5 mi, with a lift of 140 ft. The maximum grade against the load is 1 ½ %. Nine 1200 hp diesel-electric locomotives handle trains of 40-and 50-cu yd side dump cars in crude ore and lower-grade rock service. In addition to this continuous operation, locomotives handle coarse tailings disposal and switching duties on an intermittent basis. All railroad equipment operates under the supervision of a mine control foreman through voice radio communication. The pit foreman also has this frequency available, quickly accommodating any changes in operation that may be required.

TWENTY-FIVE years ago the training of an engineer was of interest solely to the educator and to the student entering the field. At that time the engineer's position in society was relatively simple. His training emphasized design and operation and he expected to enter industry to handle the engineering problems of raw materials production, mechanical and product design, and the operation of power plants, factories, transportation and communication systems, and similar phases of industrial activity. He was not concerned with or particularly interested in the problems of management, administration, sales, publicity, industrial relations, or of legislation. To a large degree he was content to leave these matters to self-made businessmen, or men trained in law, finance, or commerce. That period in the evolution of the engineer is now history. It is generally conceded that the modern world is dependent upon engineering technology for its day-to-day survival. The continued operation of facilities on which mankind relies is dependent upon the functioning of mines, utilities, chemical plants, and other factories, all of which require the knowledge and the skills of trained engineers. INTRODUCTION Coal characterization involves a variety of analyses which are designed to yield as much information as possible about the properties of coal. The types of analyses which are now regarded as necessary for any truly quantitative assessment of coal include the following: 1. proximate analysis 2. ultimate analysis 3. petrographic analysis The two traditional forms of analyses are the proximate and ultimate types. A proximate determination reveals the amount of moisture, volatile matter, fixed carbon, and ash which are present in the coal. Nowadays, a sulfur determination is usually included in the proximate analysis. The ultimate analysis, in contrast, includes a major alkaline oxide determination, which tells how much sodium, calcium, and potassium are found in a sample. Sulfur forms, i.e. sulfide and sulfate vs organic sulfur, are also identified as well as carbon, hydrogen, oxygen, nitrogen, and trace element concentrations. Proximate and ultimate analyses have been used for many years. The petrographic analysis, one which identifies and quantifies organic microcomponents of coal, is a comparatively new technique of coal characterization. Petrography adds great detail to a coal analysis and, to be sure, is a necessary component of any complete analysis. Coal is not at all uniform in its composition. EACH year we gather in this auditorium to honor the memory of a. distinguished American metallurgist and educator. I cannot bring to you reminiscences of Prof. Henry Marion Howe as other lecturers have done. It was not my good fortune to enjoy the-privilege of studying and working under his direction. As I have reflected on the published works of Professor Howe, it has seemed to me that his mind was trained on the nature of metals and on the mechanism which produced known but unexplained effects. He was interested in controlling and regulating the causes so as to produce specific effects, useful in serving mankind. I recall an afternoon in May, 1925, when, at the invitation of Mrs. Howe, I visited his former home, Green Peace at Bedford Hills, N. Y. The purpose of my visit was to receive at the hands of the widow an engraving of Professor Howe, a reproduction of a painting from life. Mrs. Howe showed me his study. The walls of this large attractive room, brilliantly illuminated by the spring sunshine, were literally covered with the scrolls of honors and of decorations which had been conferred on Professor Howe by governments, academies, universities, societies and institutions the world over. As we walked about the room, she pointed out the significance of each honor and recited a few details of each occasion. I sensed the pride with which Mrs. Howe, then in the late autumn of her life, told me of her husbands' achievements, of his struggles, of his disappointments and of his successes. There was a surprisingly familiar note in the recital to which I was listening. I 'have found the same theme running as a disconnected thread through the written accounts of the lives of most men of science. We then went to the drawing room to chat for a few minutes before I said my farewells. As we seated ourselves, Mrs. Howe turned to me and asked: "Mr. Lucas, what of this great microscope of yours? Cannot it be applied to the study of disease? What a great blessing it would be if it could be directed to relieve the suffering of mankind."

BELL (communication to the Secretary*).-I have to thank Mr. Merrill not only for his very kind remarks, but for the weight of his implied opinion that the work accomplished probably has an important practical aspect. I think there is a distinct although unuttered impression among engineers, that it will be time enough for them to begin to take an interest in the law of crushing when it emerges from the cloud of violent and even vituperative controversy that has hovered over it during the last 6 or 7 years. I have a very confident feeling that as the result of the work done by Mr. Gates, by me and by Messrs. Mitchell, Baily and Cockfield, who so loyally helped me to obtain the necessary data, at least the practical law of crushing has emerged; that it is ready and available for use by our fellow engineers, and that it will help them to unravel a number of the many practical problems they are con¬stantly confronted with. In regard to Mr. Gates' discussion, I would indeed like to believe that McGill could claim, as a minor achievement, the credit which Mr. Gates so generously bestows of having established the "law" of crushing. I think that more work would be required to establish this claim in the, strict sense of the word, as there is a fairly large gap between the coarse and fine crushing results. I am not worried about that gap, because the reason for it is quite clear to me; at the same time I-think it will be well to bridge it by a series of tests, and I am bound to admit that the testing machine is the most promising machine right at hand to work with, although whether the minute amounts of power required to crush small quantities of rock can be so accurately integrated as to insure high accuracy in the final result is still a question in my mind. If we had an Amsler-Laffon machine I would certainly try it. Mr. Gates' remarks about choke crushing are extremely interesting. He compels me to wonder, too. It is a new and probably a very important factor to be considered in this connection. I am in perfect accord with Mr. Gates about the desirability of the determination of crushing constants, because when this is accomplished the efficiencies (not relative mechanical, but real efficiencies) of different types of rock-crushing plants in any part of the world will then be comparable. The deformation and fracture characteristics of eight metals subjected to fully reversed cyclic strain ranging from 0.2 to 50 pct were investigated at room temperature. Strain-hardening characteristics unique to the interna1 structure of a particular metal were found. Complete removal of the strain-hardening effects resulting from prior deformation was brought about by subsequent cyclic strain. Further support for the validity of the inverse relationship between the plastic strain range and the square root of the number of cycles for failure is given. THE resistance of materials to cyclic plastic strain is of interest both from a fundamental and practical point of view. It is now a well-accepted fact that fatigue failure in metals is a consequence of the localized slip deformation which occurs within the individual crystals of metal.'-' Hence the failure process should be strongly dependent upon the magnitude of the gross cyclic plastic deformation of the metal under conditions where this is a measurable quantity. Therefore, an experimental investigation of metals in which the cyclic plastic strain is the independent variable should shed new light on some of the basic aspects of the problem. From the practical point of view, there are many uses for information relating to the cyclic strain resistance of metals. One is the case of thermal stress fatigue where fatigue failure can occur as a consequence of a com- paratively few cycles of thermally induced mechanical deformation. Another is the mechanical working of metals where large cyclic strains are employed. In recent years several publications have appeared relating to the cyclic-strain resistance of metals,8-11 dealing mostly with the fracture aspects where the temperature is cycled simultaneously with the mechanical strain. Some work has been reported on the cyclic-strain resistance of metals at constant temperature, again oriented more toward the fracture aspects of the problem than the deformation aspects. 12-16 The present research investigation was undertaken to obtain information regarding the deformation characteristics of several metals whose structure-property relationships were simple and straightforward under conditions of both cyclic and monotonic strain. It has been shown for example that under cyclic-strain conditions some materials will strain harden, while other materials, particularly cold-worked structures, strain soften and these effects required further clarification.8,17-19 It was also de-

Production in the Argentine in 1930 amounted to 1,415,099.7 metric tons, which converted into barrels of 42 gal., using the factor of 6.29, amounts to 8,909,773 bbl. This is a decrease of 481,613 bbl. from the 1929 production, which was 9,391,386 bbl. The production for 1930 was divided among three fields, as shown in Table 1. At Asarco's Mission mill. located near Sahuarita, Ariz., the 20 500-t/d (22,500-stpd) throughput of highly abrasive and corrosive copper ore can play havoc on equipment wear parts. To minimize frequent replacement work and extend life on key components, Asarco engineers have over the past five years utilized liners made of "Towniprene" in the secondary grinding and flotation area of the plant. Results to date have indicated that these liners last between three and five times longer than those made of metal or ordinary rubber.

Almost a decade has elapsed since the problem of fine particles processing was first discussed at the National Science Foundation workshop in Arden House (Somasundaran and Fuerstenau, 1976). Problems involved in processing fines are as enormous now as they were then. We still lose 20 to 50% of mineral values during the processing of many ores. While the problem's magnitude has remained at as high a level as ever, our perspective on the causes for the difficulties, I believe, has changed. While we do not yet see any grand unified solution to all the problems in this area, I do feel that we are beginning to get an understanding of the basic reasons for the behavior of fines. I would like to share my views on the fundamental reasons for the problems we face. They are based essentially on results obtained during the last few years. A decade ago, I presented the reasons shown in the [Fig. 1] as the causes for the difficulties in separating fines. We have seen the same type of information discussed by others during the years since then. I now believe that these are not the only primary causes. Indeed, they do contribute, but there are other major reasons we ought to recognize. Mass certainly would have its effect, but since microorganisms and even ions can be separated from each other using flotation, provided correct conditions are used. I do not believe that fines 10,000 times bigger suffer fundamentally from their smallness or lightness. Similarly, the surface energy increase cannot be as important a fundamental factor since, theoretically, we should not see significant changes in surface energy until we get down to particles a hundred times finer than we are concerned with. Increase in surface areas, again, cannot be a primary problem except for an increase in reagent consumption. What possibly could be the reasons? I have added these three items to the list in [Fig. 1]: morphology, mineralogy, and surface chemical composition. Differences that I believe are partly responsible for the behavior of mineral fines are those due to alterations in morphology or mineralogy and surface chemical composition with decrease in size.

Gowen, who addressed the Institute as follows MR. PRESIDENT AND GENTLEMEN : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of gentlemen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. In olden times, upon entering a temple sacred to the worship of any deity, it was customary to lay some offering upon the altar, and, in following this custom, it will be my duty, before entering upon the more pleasant part of the task which is assigned me, to call your attention to a subject with which I have been somewhat familiar, and which is entirely within the scope of your investigations, in the belief that I may throw out some hints or some suggestions of a pro¬cess that may be fully developed by some of you, and eventually lead to the introduction of that which may be of service to the human race. IF a metallurgist employed in an industry producing mechanical parts or assemblies wishes to make the most of his opportunities he will be concerned with every use of metals in that industry. He will not only take part in the testing and treating of the metals used but will assist in their selection and study their behavior in processing and in service. In addition, he will attempt to develop an understanding of the problems involved in the use of the metals in all plant tools and equipment. Metallurgists that follow this course will soon recognize that frequently too little thought is given to the effect of the design of parts on the way the metal in them is expected to behave in service. He will come to realize that changes in the design of a part will often be much more useful than changes in the hardness, strength, composition, or structure of the metals used in them. Does this mean that a metallurgist is out of place in these industries and that he should leave the field to others or be content to fill only a minor role?

The measurement of temperatures in exploratory drill holes yields information on regional and local geothermal gradients and mean surface temperatures. This data may be beneficial to the mining geologist interested in the occurrence and oxidation of metallic sulfide minerals or to the mining engineer interested in subsurface temperatures or water movement. Additionally, the estimation of mean surface temperatures by the projection of thermal gradients to the ground surface provides data on which to evaluate infrared imagery as an exploration tool. Temperature measurements in 30 diamond drill holes in the Silver Bell mining district of Arizona show that a regional geothermal gradient of 2.45°C per 100 m increases to 3.03°C per 100 m near the ground surface. It is also found that an anomaly in the mean annual surface temperature of 0.5°C is associated with the shallow occurrence of disseminated sulfides. Changes in the geothermal gradient due to topography, water circulation, and formation changes also occur.

DURING an experimental investigation of the Kirken dall effect in the Ag-Au system, cracks along grain boundaries in connection with a shift of adjoining crys tallites are observed on the gold-rich side of the couple. Also on the gold-rich side the formation of a zone of small protrusions is found.' The growth law of the width of this zone indicates that the protrusion formation is a secondary effect of diffusion. The protrusions are not found within a distance of approximately 60 from a grain boundary. Unaffected regions along grain boundaries were also observed by Doherty and Davis during precipitation of vacancies in aluminum2 and by Wyon and Lacombe during precipitation of iron in aluminum.3 Thus we may suppose that we have an effect analogous to precipitation in which the crystal tends to maintain its equilibrium vacancy concentration by transporting excess atoms to the surface. At an early stage (i.e., before sintering has influenced the shape of the protrusions) the protrusions have similar shapes (three sided pyramids and roof shapes) and similar orientations within a single grain but vary from one grain to another. WHEN I was asked to speak on the subject of leaching, I did not realize that a complete summary of recent progress in leaching had been given by Stuart Croasdale. I shall try to give some other phases of the subject that were not touched by Mr. Croasdale. Not all metallurgists are in harmony as to their methods of treating metals. If they were it would probably mean lack of progress. They can be divided into two classes-the pyrometallurgists, using fire means, and the hydrometallurgists, or those using leaching methods. Conflict is always good for progress; we have it in politics, and in religion there are fundamentalists, and those who are not fundamentalists. As representing pyrometallurgy, may I hope not to be classed among the fundamentalists. The leaching of ores is not new. The leaching of ores for the recovery of metals, however, is quite new. The older leaching was simply to recover the salts. Agricola, back in 1555, I think it was, outlined a great many methods of leaching for the recovery of salts. Adsorption of calcium and magnesium by quartz was determined over a wide pH range using flame photometry for solution analysis. A parallelism was noted between calcium adsorption at alkaline pH and flotation of activated quartz by means of various fatty acid collectors. Abstraction of calcium from 100 ppm solutions increased above pH 10.5 until all of the calcium was removed at pH values between 12 and 12.5. Calcium was desorbed from the quartz over the pH range 12.5 to 13.0 and returned to the solution. Precipitation of magnesium hydroxide prevented measurement of magnesium adsorption above a pH of 9.9. A calcium adsorption isotherm determined at pH 9 matched measurements of barium adsorption by other investigators over the range where adsorption corresponded to the equation of a Freundlich adsorption isotherm. In accordance with the Gouy-Chapman theory for adsorption in the diffuse layer, adsorption of the divalent cations under these conditions was four times the adsorption of monovalent sodium. Activation of quartz by multivalent metal cations in flotation using anionic collectors has been studied by many investigators. The occurrence of activator cations in the water of flotation mills makes depression of silaceous gangue very difficult. Alternatively, in some flotation systems it is practical to cause activation of quartz so that it is floated from the desirable mineral values. The present study was initiated to investigate the activation of quartz by measuring adsorption of calcium and magnesium ions as a function of solution pH. Early empirical tests showed that quartz would be activated to flotation using anionic collectors if any of a number of divalent or trivalent metallic cations were present in the pulp.1*2 Subsequent studies by Clemmer,3 Cooke and Digre,4 Cooke,5 Schuhmann and Prakash,6 and Cooke, Iwasaki, and Choi,7-8 showed that flotation depended strongly upon the alkalinity of the flotation pulp, the concentration of the activating cations, and the chain length and structure of the organic collectors used. The concept of the electrical double layer has been applied to the case of the quartz-aqueous solution interface by Gaudin and Fuerstenau,9-10 and by de Bruyn 11 to explain the activation of quartz by multivalent metal cations. Studies of the surface of quartz by Gaudin and Fuerstenau9,10,12 and by Li " using the streaming potential technique contributed much information on the electro kinetic condition of the surface of quartz in the presence of various organic and inorganic ions. WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day's wages, however poor or good his day's labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.
