The reduction of a metal in an aqueous solution may be defined in terms of its source of electrons. In electrolytic reduction electrons flow as a result of applied voltages. In other systems electron sources are reducing gases or metals of lower electron affinity. In the latter two cases it is increasingly evident that reduction is electro-chemical in nature in that electrons flow through one or more conducting phases even though the discharge reactions may not be rate controlling. Electrode processes impmtant in reduction and metal deposition are reviewed and extended to contact reduction by precipitation (cementation) on mme electropositive metals. Contact reduc- tion Processes are ancient in origin and represent techniques which have had successful application for hundreds of years. In spite of this, little has been understood in terms of the dynamic properties of such systems or of important side reactions. In recent years an increasing amount of laboratory work has been carried out on contact reduction and an attempt is made here to summarize the important findings. Undoubtedly the interest aroused recently may be attributed to improved reactor design which has demonstrated on a commercial basis accelerated metal recovery by taking advantage of important kinetic and chemical parameters. of gold cyanide (Au(CN)-), respectively. The most common method for the reduction of ions in solution is by electrolysis. The impure metal is made the anode and the ions are reduced at the cathode. Leach liquors containing reducible ions may similarly be reduced electrolytically using an inert anode. The latter process is referred to as electrowinning. In recent years hydrogen has been used successfully as a gaseous re-Metallurgical Society of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). He was also a member of the Executive Board of the Metallurgical Society (AIME). In 1957 Dr. WADSWORTH was given the AlME Best Paper Award as coauthor of a paper on the roasting of sphalerite. On July 1, 1968 Dr. WADS-WORTH started an 24 month assignment in the Philippine Islands to assist in the development of graduate metallurgical engineering at the University of the Philippines. In addition to graduate teaching and curriculum development he will establish research programs to develop extraction processes for metals production in the islands. At the Gateway Coal Co.'s mine, about 70 miles above Pittsburgh's Point on the Monongahela River, a battery of television cameras stands guard over what is billed as the longest conveyor belt system ever installed in a coal mine. In all, this system consists of 9% miles of 42- in. and 48-in. wide belting, and is capable of transporting 500 tph at a speed of 625 fpm from working face to the tipple located outside the mine. Gateway Coal, located near Waynesburg, Pa., is owned jointly by Jones & Laughlin. Steel Corp. (64% %), Pittsburgh Steel Co. (22lh%), and Shenango Inc. (13%). Managed by J & L, the mine is under a long-term lease from the Hillman Coal and Coke Co., which formerly operated it as the Emerald mine. Hillman produced 700,000 tons per year of metallurgical-grade coal from this mine, but since J & L et al. took over in 1962, annual output has increased to 1.7 million tons. Mine capacity will reach its peak early in 1964 when total production hits an annual rate of 3.1 million tons.

The water-flooding of oil sands has been widely practiced for many years in the Bradford and Allegany fields. Its effect upon the production of these fields has been almost phenomenal. In 1907 their estimated production was 3500 bbl. per day; in December, 1929, the combined production is estimated at 33,000 bbl. per day, an increase of almost 1000 per cent. in 22 years. This increase in production is directly attributable to the successful application of water-flooding, which has transformed the fields that were rapidly approaching abandonment into one of the most actively operated regions associated with the petroleum industry, and has made them important factors in the production of Pennsylvania Grade crude oil. The writer is indebted to many companies for information included in this paper. He is particularly grateful to the Sloan and Zook Co., the Petroleum Reclamation Co., George Bovaird, Jr., and the Associated Producers Co., of Bradford, Pa., who have generously made available much valuable data. Owing to the frequently competitive and confidential nature of property purchases, it has not always been possible to make specific reference to individual wells or properties; but wherever feasible, specific references have been made. Economic Factors The successful application of water-flooding for increasing the recovery of oil has been almost confined to the Bradford and Allegany fields. This has been due not only to legal restrictions in other fields and to very favorable sand conditions in the Bradford-Allegany region, but also to certain economic factors which are worthy of consideration. There has been some alarm regarding the effects of the rapidly increasing production upon the oil market but the writer is inclined to believe that future development can be made sufficiently flexible to meet the demand for this grade of oil. There has been a decided tendency toward consolidation of properties by mergers and purchases and, in addition, many of the individual producers are content to take advantage of floods advancing on their holdings from adjoining properties without developing their own on an intensive scale. Measurements of many physical properties within an underground mine may be required as inputs to computer programs. These may be as simple as running/ not running signals from equipment, or they, may be representations of analog readings such as methane concentration. Similarly, outputs from computer pro- grams may control equipment located within the mine, as when air doors are opened or closed under computer control. This paper deals with the concept of electrical signal multiplexing and explains the role that multiplexing can play in comnunicating signals between the computer and locations within the mine. One multiplexer in particular, "DIRECTROL" (manufacturer by Cutler-Hamner Products), is examined in some detail, and its properties are discussed, including scan times, data security, recovery from cable failures, and recovery from power failures. Techniques of interfacing the multilexer to a computer are explained. Illustrations of the use of the multiplexer in mining applications are given.

STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Schürmann series of replacability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. Wells' discusses electrochemical activity between solutions and certain ore minerals and mentions the possibility of its effect in precipitation reactions. The senior writer for a number of years has emphasized the importance of oxidation-reduction reactions as a factor in the formation of certain hypogene ore minerals, and as the electrode potentials are a measure of the relative oxidizing and reducing power of the elements and their ions, it seems possible that a study of them may offer some suggestions on certain problems. The data at present available for such a line of attack on oxidation-reduction reactions are too far from complete to offer much help, nevertheless the table of standard electrode potentials

BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government. The rapid advance, during recent years, in the manufacture of articles that have been in common use for generations and the development of new materials entering into appliances and devices unheard of fifty years ago have created a demand for some of the more common non-metallic minerals. To supply this demand there has quietly developed a branch of the mining industry of which little is known by most mining engineers —the mineral-filler industry. In this paper, and generally in the trade, the term mineral filler is applied to a mineral used in its natural state after mechanical preparation only (such as grinding, milling and washing), without undergoing any chemical change and without exerting any chemical action on the substance with which it is incorporated. The consumption of mineral fillers is confined chiefly to large manufacturing centers in the Eastern and Northern Statcs. Where available, materials originating near the place of consumption are used, as most fillers bring a comparatively low price and, frequently, the freight may equal the cost of the finished filler at the mine. The Southern States have abundant deposits of non-metallic minerals suitable for fillers, which supply the manufacturing industries in adjacent states. Many of these deposits are equal to, or superior, in quality to those mined in the North, but they can not compete with them because of the freight rates. The mineral-filler industry has felt the present depression, but it has suffered less than most mining industries, for as a rule the mills are simple, the overhead expenses are low, and the labor is entirely local and can revert to farm work when the plant closes down. Many other deposits in the southern district will undoubtedly be developed when business revives and freight rates are adjusted. There is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat treatment, structure, and physical properties. In order to promote discussion, which it is hoped may' lead to the discovery of the source of some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.l The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08 per cent. The minimum physical requirements are: Tensile strength, 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirements gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in the best heats of open-hearth steel, so that faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at a proper temperature down to the form of tapered barrel blanks or by heat treating bars that have been upset to cnlarge the breech section. The transformation temperature of this steel, on heating, is around 1350" F. (732' C.), varying somewhat with the composition and the rate of heating. The actual treatment of the barrel blanks, as carried out by different manufacturers, gives four kinds of barrels, which will be called A, B, C, and D, for convenience. MANY existing ore deposits of valuable metals have been worked out in their upper surface levels and the continued productivity of these mines is dependent on their extension to greater depths in the earth. The maximum depths at present reached are about 6000 to 8000 ft. below the surface, with no evidence of an impoverished ore vein. These mines are widely distributed; some of the best known are in South Africa, Brazil, India and in the western sections of the United States. Among the factors which increase the difficulty of working these mines at increasing depths are hoisting, rock pressure and temperature. The manner and effectiveness with which these problems are met will, no doubt, determine in a large measure the ultimate depths to which any mine can be profitably worked. The most critical of these three factors at present is the increase in temperature with depth. The high temperature and humidity in many of these mines at present is severely detrimental to the health of the workers and greatly hampers their efficiency. Some have almost reached a condition in which the human system cannot survive. The problems involved in the cooling and ventilation of mines have all been ably analyzed and presented in previous articles. For this reason, only a resume of conditions affecting the cooling and conditioning of deep and hot mines will be given in this paper before attention is directed to possible methods of improving atmospheric conditions in the working levels.

Coal mining historically has been a hazardous occupation but, in recent years, tremendous progress has been made in reducing accidental coal mine deaths and injuries. The purpose of this chapter is to discuss the basic principles of accident prevention as they are related to coal mining. Accident prevention fundamentals are no different for coal mining than for any other type of work. The fundamentals apply to all industries. Construction workers may be struck by falling tools and materials, and miners may be struck by falling slate and coal. Sailors may be trapped by shipboard fires, and miners may be trapped by mine fires. Railroad brakemen may lose hands and fingers positioning couplers, and miners may lose hands and fingers positioning couplers. Many other examples could be cited, but the point is that accidents that happen in coal mines are basically similar to accidents that happen in other industries. Thus, the basic principles for preventing accidents apply in coal mining as they do in any other type of work. COAL MINE ACCIDENT EXPERIENCE The US Mine Safety and Health Administration (MSHA) is the main source for accident experience data in coal mines. Coal mine operators are required, by law, to forward to MSHA monthly the number of fatal and disabling injuries, man-hours worked, and tons of coal mined. This information is compiled and published quarterly, with annual summaries, by MSHA. Trends in the number of fatalities and fatal injury rates are shown in Fig. 1. Major coal mine disasters, with number of miners killed, and dates of coal mine safety legislation are shown in Table 1. The fatal and disabling injury frequency rates for the coal industry are shown in Fig. 2.

Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value

A 91 kg/h (200 lb per hr) pilot plant was constructed according to "Magnex" design. A non-compliance eastern coal which would generate more than 0.85 kg of S02 per GJ (2.0 lb of SO2 per million Btu.) upon burning was brought into compliance less than 0.52 kg of SO2 per GJ (1.2 lb SO2 per million Btu) during continuous operation of the pilot plant. Approximately 85% of the pyritic sulfur was removed while recovering 90% of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex design program is reviewed.

Manganese-ores are known to exist in the Caucasus in a number of localities, viz., in the government of Kutais, near the village of Chiaturi; in the same goverilment near the Choruk river, southward from Batum; and in the governments of Erivan and Tiflis. In smaller quantities they are found in various other places also. The first-mentioned deposits are by far the most important; the others being not only less extensive, but remote from present means of communication, and, from their character, expensive to work, although in some cases the ore is of a superior quality. All the manganese-ore now known in the market as a Caucasian " ore comes from Chiaturi, no other deposits in the Caucasus having been worked commercially; movements have been made, however, towards the exploitat,ion of some of those on the Choruk river. The Manganese-Ore District of Chiaturi. General Remarks, Statistics, Etc.—No other known deposit of manganese-ore can approach that of Chiaturi in capacity for producing large quantities of high-grade ore at a low cost. The deposit is said to have been discovered in 1848, by the geologist Abich, but the first shipments were not made until 1879, when 871 tons* were produced. Since that time, the production has steadily increased, until now the world relies on this deposit for about one-half its supply of manganese-ore. The industry is also of great importance locally, and aftords a livelihood to a considerable proportion of the population of the district in which the deposit is situated.

EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these' sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal' and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

THE purposes of this paper are to describe the use of adjustable cut and draw tools as a control test of drawing properties and to point out that no other well-known test or combination of tests determines this quality in zinc and zinc alloys. Rolled zinc has been used for making drawn articles, particularly battery cans, for many years. The development of rolling treatments satisfactory for, these purposes followed the usual course of trial and error experimentation depending upon cooperation with customers to determine what type of material was suitable. A quick test of drawing quality was highly desirable, of course. Scleroscope hardness and temper,1 having no apparent relation to drawing quality, were used simply to check the duplication of rolling treatment and grade of metal. The dynamic ductility1 test, on the other hand, was believed to be so like the drawing operation as to provide a reliable index and came to be taken as the criterion of good drawing properties. Faith in this test was strengthened by the fact that metal having the highest ductility was more satisfactory for operations, such as the manufacture of battery cups, that required several redraws. No distinction was made at that time in specifying metal as to whether it was to be subjected to simple cut and draw, redrawing or forming operations. It developed, however, that in some grades of metal the highest ductility did not coincide with the most satisfactory quality when the material was used for a single draw.

Industrial specialization has rapidly created a demand for new and better alloys. A more thorough understanding of the requirements of specific industries and the discovery of processes by which it has been made possible to utilize certain metallic elements in larger quantities, together with greater purity in most virgin metals, has resulted in a great increase in the number and variety of alloys. This increase in the number of elements entering into non-ferrous alloy manufacture has increased the contamination in secondary metals, as received by the smelter. In order to successfully refine scrap of a much more complex nature it has been necessary for the smelter to install new equipment and to constantly search for new methods of refining as well as to improve the methods already in use. In some instances it is largely responsible for specialization in the secondary metal industry. It is usually necessary to remove the contaminating impurities in scrap or eliminate to a degree not objectionable, no matter how introduced. In order to know what metals or elements are of an objectionable nature, the smelter must make a study of the effect of single elements and combinations of elements on many of the physical and mechanical properties, such as strength, ductility, color, hardness, casting soundness, etc. The smelter of secondary mctals must be able to utilize scrap materials of all kinds, for, sooner or later, most fabricated metal parts and the waste products formed during the process of manufacture find their way to the smelter. In addition, the smelter, in contracting for salvaged material from the producer, gets some undesirable and unusual materials. The value of secondary metals and the importance of their recovery has increased in recent years and it is no longer sufficient to recover the base metal only, such as copper from copper-bearing material, but it is essential that other elements present be recovered and converted into useful form. This paper will deal not with the smelting and refining or separation of impurities from secondary metals but an attempt will be made to show the increased value of metal scrap when properly segregated and in a less contanlinated condition.
