IN this paper it is proposed to follow the developments in the design of the lead blast furnace at Port Pirie from the time The Broken Hill Associated Smelters Pty. assumed control in 1915 to the present time, with special reference to the development of the system using two superimposed rows of tuyeres as is now in operation. Lead smelting operations first commenced in 1889, when the British Broken Hill Pty. Ltd. started its first furnace. This was followed by installing two more furnaces during the same year and another the following year. In 1892, Broken Hill Proprietary Co. Ltd. acquired the smelting works and combined operations with those at Broken Hill, New South Wales; by 1897, the whole of the smelting operations had been transferred to Port Pirie and thirteen blast furnaces were built to treat the Broken Hill ore production. In 1915, The Broken Hill Associated Smelters Pty. Ltd. took over from the Broken Hill Proprietary and have carried out operations since that time. From its inception, the present company started on a long range program of reconstruction, in which the development of the lead blast furnace has played a prominent part. A definite trend in plant development has been towards the simplification of plant control by a reduction in the number of operating units. The great advantages of technical control which resulted from the very simplified flowsheet established in the continuous refining process stimulated the desire to extend the principle to the smelting operation. Thus in the sequence of furnaces described here, it will be noted that the trend has been towards larger and, of course, fewer units. With each such development it is significant that the operating conditions and metallurgical results have shown steady improvement. Standard Furnace In 1920 there were seven furnaces operating, five of a type subsequently called the standard furnace and two of the original thirteen smaller furnaces, the latter type being used for the treatment of drosses, etc. produced from the refinery section, while the standard type carried out the main, lead-smelting operations. The standard furnace (figs. 1 and 2) had the dimensions given in table I.

DISCOVERY of new ore in the Eureka district, Nevada, as a result of bold and persistent exploration based on a geologic interpretation of structure has recently aroused wide comment in mining circles. It may therefore be of interest to the profession to have a summary of the historical background and an account of the recent program of development. The mines of Eureka, discovered in the late 1860's, were the first important silverlead mines in the United States. They have a production record of more than fifty-one million dollars.1 After the ore bodies were apparently bottomed in the 1880's, repeated attempts to find new ore were unsuccessful until 1940, when a diamond-drill hole cut a 40-ft width of sulphide ore 1409 ft below the 841-ft level of the Locan shaft. The next hole cut 30 ft, of ore and three additional holes drilled in 1943 and 1944 showed the ore body to be continuous, Shaft sinking to reach and open up the ore body has been in progress since 1945. GEOLOGY Stratigraphy The ore in the Eureka district occurs in a series of Cambrian sediments which is exposed through a thickness of over 6000 ft. When considering the question of future demand for crude petroleum in California, one must first decide whether it is to be approached in the light of the definition of "demand" when used in economics; i.e., "The quantity of any commodity required or sought in the market," or in the light of markets developed to dispose of total supply. Therefore, is the California demand of future years to be predicated on a continuation of supplying markets developed following the surplus production commencing in 1922, or predicated on supplying what would be termed economic markets ? If the latter, what are economic markets ? Obviously, the Pacific Coast States and Canada, Alaska, Hawaii and probably the Pacific side of Central and South America, can be considered as normal markets for California petroleum products. While there have been small quantities of gasoline shipped into the PacSc Coast from East Texas, transportation costs, plus import taxes in the case of foreign oil, are a sufficient barrier to justify considering that these markets will be retained. But how about our participation in Atlantic and Pacific foreign and intercoastal markets? During the five years preceding 1931 California shipped substantial quantities of gasoline to the United Kingdom and to France, Germany and Italy. During recent years our business in European markets has been restricted to occasional shipments of gasoline and Kettleman crude. This loss of business is occasioned by the development of production in the Mid-Continent, principally East Texas, and in Iraq, Rumania, Venezuela and other closer producing areas, which makes it impossible at the prevailing crude-oil prices for California to be competitive in supplying any substantial portion of these markets. It is therefore apparent that under a stabilized price structure that will return the California producer a reasonable price for his oil, future Atlantic foreign -business will be restricted to occasional spot cargo sales. As to Pacific foreign shipments which, in addition to Central and South America, consist principally of shipments to Japan, China, Australia and New Zealand: A considerable portion of the business we had with Australia and New Zealand until four or five years ago is now being

THE possible sources of potash salts in the United States have been considered from many points of view during the last several years, but it is only within the last two or three months that the situation has become acute. We import from Germany, the only source of large supply, more than $10,000,000 worth of potash salts annually, and this business has been badly crippled by the European war. If there was ever a time in our industrial existence when the necessity of providing for our own needs was more acute than it is now, we are not aware of it. One has only to study the price, lists of chemicals sent out by the large supply houses to see the change wrought within a very short time. Whether or no these prices are to maintain for a considerable time, no one can say; but it appears to be probable that we shall not see prices materially lower for a period of uncomfortable length, to say the least. It is not my purpose at this time to discuss the various sources of supply of potash salts that have been suggested or recommended. Some of them might afford a pleasing relief but all of them combined would not affect the situation seriously. If we are to have our own sources of potash salts, they will have to compare, in some efficient manner, with the sources upon which we have drawn during the last 20 or 30 years; i.e., they must exist-in minable quantities. It seems to me to be quite idle to speculate upon our domestic sources of potash if those sources are not of a character similar to those upon which we have so long depended. A few thousand or, perhaps,, a few hundred thousand dollars' worth of chemically derived 'potash may be produced under the stress of present conditions, but when we consider that each year demands more than $10,000,000 worth, we must look to underground sources; we must look to mines similar to the famous Stassfurt and Halle deposits. If we cannot mine potash salts, we shall have to do without them for a while.

Crude kaolin exhibits a wide particle size range in which kaolinite is the predominant mineral. Bene-ficiation by wet processing produces high-brightness white pigments. The wet processing techniques peculiar to kaolin beneficiation are emphasized in this article in some detail. Included are discussions of long-distance pipeline transportation, centrifuga-tion, flotation, spray drying and shipment as 70% solids slurry. Georgia, a state seldom considered to be an important mineral producer, has one surprising feature — it is the nation's largest producer of kaolin. Kaolin is a highly important raw material in the paper, rubber, ceramic whiteware, paint and chemical industries. In 1965, more than 2.7 million tons of kaolin were produced in this state, a 150,000-ton increase over the preceding year, and production continues to climb. Strictly defined, the term "kaolin" applies to a group of hydrous aluminum silicates in which kaolinite is the predominant mineral. Kaolinite is inherently white, non-abrasive, chemically inert, and of a very fine particle size, ranging from sub-micron to 40-microns equivalent spherical diameter. An electron-micrograph of kaolinite is shown in Fig. 1. The particles finer than about 2 microns are thin, elongated plates, hexagonal in outline. The larger particles, coarser than 2 microns, are predominantly vermicular in outline with a foliated structure. Table I shows a typical chemical analysis of commercial, wet-processed kaolin compared to pure kaolinite. The sedimentary Cretaceous deposits of the Coastal Plain are the source of most of the kaolin produced in the Southeast. These deposits are of relatively high purity, and it is not uncommon to find the clays running greater than 90% kaolinite. Beneficiating plants using wet processing techniques are most numerous in an area within about 50 miles east of Macon, Ga., in a band approximately 15 miles wide. Kaolin may vary widely in quality from one deposit to another, or within the same deposit. The qualities critically examined are brightness index as measured by reflectance, viscosity of water suspensions, bleachability and particle size distribution. Crude kaolin always contains sand and mica in varying amounts, along with small amounts of many other minerals. These are classed collectively as "grit" because; they are generally coarser than 325

The need for mechanization in coal mining wherever it can be successfully introduced is evident when we take into account the fact that during recent years the coal-mine employee's wages have increased and his hours have been shortened. Coal is no longer King, and a brief study of statistics covering the production of coal, petroleum and natural gas and the development of water power will convince anyone that coal has had very powerful competitors during the past 10 years. Petroleum production in the United States between 1918 and 1936 increased from 100 per cent to 309 per cent. Water power increased from 100 per cent in 1918 to 270 per cent in 1936. Bituminous coal slipped from 100 per cent in 1918 to 75 per cent in 1936. The anthracite industry slipped from 100 per cent in 1918 to 50 per cent in 1932, but climbed to 55 per cent in 1936. In 1918, the State of Washington produced a little over four million tons of coal and the production of California oil, at that time, was a little less than one hundred million barrels per year. By 1929 the production of California oil had increased to a little over 292,000,000 bbl. or nearly 300 per cent as compared with 1918. By 1934 the production of coal in the state of Washington had dropped to about 1 1/3 millions of tons per year. Our neighbors in British Columbia had their coal production reduced from a little over 2 1/2 million tons in 1920 to less than 1 1/3 million in 1933. The North western Improvement Co., a subsidiary of the Northern Pacific Railroad Co., owns coal properties in various parts of Washington and Montana. The Northern Pacific is one of the very few railroads using any considerable quantity of coal in its operations. Practically all of the American railroads in the Pacific Northwest, except the Northern Pacific, are using cheap California fuel oil or electricity. This problem, of course, is not a new one in coal mining, and all of the progressive coal companies in the country have tried to meet competition from an overproduction of petroleum and an overproduction of natural gas as well as enlarged developments of hydroelectric plants.

This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laws, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for their revision. That part of the mining industry which is affected by these laws has three general organizations which are able to speak for it: the American Institute of Mining Engineers, the Mining and Metallurgical Society of . America, and the American Mining Congress; all of which are represented in this meeting. In the series of able and thoughtful papers presented here, prominent men have discussed the evils of the present laws and some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we Gust induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make . specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

Believing that the results accomplished in the mill of the Churchill Milling Co., Wonder, Nev., during the fiscal year ended Sept. 30, 1914, will be of interest, I am presenting the more prominent facts and figures showing the progress made in treating this ore with especial reference to tonnage, supplies, costs, and extractions. The mill is situated at Wonder, Nev., in the Wonder mining district, 55 miles east from Fallon, Nev., the nearest railroad point. All supplies are hauled this distance by freight teams, this method of transportation having been found more reliable for continuous service than truclis, the price paid for hauling being slightly under one cent per pound. In this mill are treated the ores of the Nevada Wonder Mining Co. Ore is Unusually Hard The company which tested this ore before the mill was built reported "This ore is an unusually hard, tough, oxidized quartz, carrying a small percentage of high-grade sulphides, containing good values in both gold and silver. None of the rebellious silver minerals appear to occur in appreciable quantities." ... "In regard to the mill tonnage this ore is unusually hard and tough, and a high stamp duty cannot be expected. Using a 20-mesh screen and 1,050-lb. stamps, our best work was three tons per stamp per 24 hours." It is very probable that the ore delivered to the testing plant was harder than the regular mill run has proved to be. However, at present the mine is developed to a depth of 1,000 ft., and still shows hard ore in places at this depth in about the same proportion as on the upper levels from which the test ore came; during this year's work, ore was treated from nearly all levels. Together with this hard ore in the mill feed a considerable proportion appears to be broken down and tending to crumble, thus making an ideal mixture for stamp milling. A small proportion of talc is also noticeable, which sometimes increases in amount to the point where it is very troublesome in the thickeners.

PHYSICAL metallurgists interested in the alloying behavior and phase transformations in rare-earth metals and alloys require a strain-free polished and etched surface for both metallographic and X-ray examination. However, the rare earths have presented a problem in this respect since they are difficult to polish free from strain and are very reactive to the atmosphere. Their tendency to oxidize readily even at room temperature necessitates careful preparation and rather elaborate protection if their surface is to be examined for any length of time. The "light" lan-thanides (i .e., atomic numbers less than 63), especially lanthanum and cerium, are particularly bad in this regard; they oxidize very rapidly at room temperature. To eliminate the problem of plastic deformation remaining on the surface after mechanical polishing, electropolishingl and chemical polishing techniques2 have been developed. The electropolishing technique requires the specimen to be immersed in an electrolyte at -77°C and thus obviates a metallographic study of, for example, the fcc —double-hexagonal close-packed (dhcp) transformation in cerium which begins at -10°C. The chemical polishing solution has been used only on several of the "heavy" rare-earth metals. However, a convenient method for protecting the polished and etched surfaces from atmospheric corrosion has not been available. Our interest in the superconducting properties of lanthanum, and in the phase transformations in lanthanum and cerium, has led us to develop a technique for the metallographic preparation of lanthanum and cerium which clearly reveals the microstructure and preserves the etched surface for days. The specimens are chemically polished and anodized. The chemical polishing is performed at room temperature, the anodic oxide film provides the required protection from the atmosphere, and colors produced in the film provide a simple positive technique for phase identification. Lanthanum and cerium metal ingots obtained from Johnson Matthey and Co., Ltd., were remelted to suitable shapes and heat-treated to produce various microstructures. The samples were placed in epoxy mounts and, after a small hole was drilled in the back of the mount for electrical contact, were ground on silicon carbide

NATIONAL DEFENSE should not create a dilemma in coal utilization such as obtained during the World War. Even under the heavy pressure of a total preparedness program there should be a smooth flow of the right coals from mines to plants. The more than 100,000 industrial plants of the nation must he served with coal of such characteristics and qualities for their individual requirements that no loss of production due to coal failure shall occur. This problem challenges the ingenuity and cooperativeness of producers. transportation executives, consumers and engineers.

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel was all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance.. Some treated their steel with considerable refinement, while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. If asked whether limestone production was a mining problem I would not hesitate to answer emphatically in the affirmative. The question, "When is a quarry a mine?" is familiar. The immediate mental picture induced by the thought of limestone production is that of an open quarry. All are familiar with the open pit in the iron-producing districts of Minnesota and Michigan and the open cuts of the so-called "porphyry" coppers of the West. If these are mines, they differ little from limestone quarries in general mode of operation; if quarries, why do they need the attention of mining engineers? During 1923, the United States produced in round numbers 70,000,000 tons of iron ore. The limestone production of the United States for the same period was something over 100,000,000 tons. In tons, it about equals the oil production of the United States. The uses of limestone are legion. A paper read by a prominent engineer of Chicago, at the meeting of the National Crushed Stone Association held last February in St. Louis says: "There is no industry in the United States today that is more basic in its operation or by itself controls more industries. There is hardly a chemical operation, hardly a metallurgical operation or building operation that a crushed-stone man does not control if he will jump in and make the full utilization of it." Some of the many uses are for road metal, concrete, railway ballast, building stone: riprap, and rubble, the manufacture of iron and steel, alkalies, calcium carbide, magnesia, carbolic and carbonic acids, asphalt filler, mineral wool, poultry grit, sulfuric acid, phosphates, nitrates, soap, baking powder, the purification of copper and prevention of coal-mine explosions, to say nothing of the quantities used in the making of lime and cement. It has been said that without iron we would revert to the Stone Age; how much iron would we have without limestone? From the point of view of the mining engineer, using the term in its broad sense to include geologists and metallurgists, the production of limestone is important because of its occurrence, volume, commercial importance, and the problems presented by its recovery and treatment.

INTRODUCTION Resources are not; they become (Zimmermann 100) . The companion concepts of reserves and resources appear, one way or another, in almost all considerations of mineral supply. Yet, no other concepts in the economics of the mineral industries have occasioned so much confusion. Whereas everyone agrees that in general the terms refer to the amounts of material that-depending upon technology, market conditions, and institutions-will become available for production in the near or more distant future, the apparent agreement disappears when we come to more specific definitions or to application of the definitions. Some definitions emphasize the physical aspects of reserves and resources, while others emphasize the economic. Some treat reserves and resources as fixed quantities, while others regard them as continually varying. Some consider that reserve and resource estimates have validity only for individual deposits, while others insist that they can be measured with sufficient accuracy for regional or national planning. This confusion in concepts that lies at the very heart of mineral economics is both strange and not so strange. It is common in the social sciences to find concepts that have been adopted into scientific jargon from popular usage and given rather special meanings -at the same time that they continue to be widely used without such qualifications. Psychologists have the same trouble with personality and sociologists, with community. Nevertheless, an attempt must be made to straighten out the various meanings of reserves and resources, or at least to clarify the conditions under which different meanings are applicable, before much progress in analysis of mineral problems can be expected. That is the objective of this chapter. Throughout the chapter, an attempt has been made to provide enough references to guide the interested reader to the most pertinent works on the concepts under study. However, even in a review article, it is no longer feasible to provide a comprehensive set of citations; there are simply too many. In many instances the works cited will themselves include the bibliographies needed to complete a literature search; those that are particularly useful in this respect are so noted. The term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. " Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper. In the pursuit of our professions as mining engineers, geologists, or operators, we are continually confronted by conditions with which our present mining laws or regulations are incompatible. It may be a conflict, hardship or injustice, a piece of favoritism, or of unnecessary red tape; or we may see lack of development in a promising locality, and wonder what is the reason. Often we can see where a modification, slight or radical, in the laws would have obviated the difficulty without doing harm to any of those immediately concerned. Such alterations as individuals could intelligently suggest would be based on a relatively small number of situations occurring in their experiences. The published replies to the queries formulated by the various committees on mining law appear generally to reflect personal experience. Concerning a few points, there is a marked uniforhity of opinion, while on other points opinions

Much has been contributed to the Transactions of the Institute concerning the construction and operation of American blast-furnares ; but the following compilation is offered as possibly furnishing additional information upon the general features, dimensions, locations, capacities, etc., of the blast-furnaces of the United States; while, incidentally, the ores upon which they rely are noted in a general way. The paper is presented chiefly as a compilation, and the figures given are selections from most reliable sources, or averages calculated from official statistics, placed for convenient reference, with a view of assisting those who consult the Transactions in determining the present relative merits and importance of various sections of the country. The scope of the paper has been restricted to as few topics as possible, and all the details of special plants, or notable outputs have been ignored. While every effort has been made to give correct figures and data, the changes which are constantly taking place in the iron-producing industry, will, undoubtedly, by the time the paper is in print, develop some errors. It is difficult to determine which of the blast-furnace plants of the country should or should not be considered as upon the active list. A number which have not been in operation for years are still reported as active, some of which will scarcely be put in blast again, and others are handicapped so that they can only operate in times of abnormal profits. It is therefore scarcely probable that there are over 600 blast-furnaces in the United States which can properly be considered as active; but so many considerations affect the various plants, that, it being impossible to determine the exact number, I have relied upon the annual reports presented to the American Iron and Steel Association. Concerning the number of plants which could be stricken from the list, the Secretary of this Association says: "In January last (1885) we enumerated 669 furnaces, which included many stacks which had not been in blast for a very long time, and others which could not be operated except during short periods of exceedingly high prices for pig iron. We have gone over this list very carefully and have eliminated 10 anthracite, 19 bituminous, vol. xiv.—36

HOYT.-The question of adding the ferromanganese to the ladle or to the furnace involves both theoretical and practical questions and its discussion might very easily occupy the rest of the day. One of the points to be kept in mind is the desirability of obtaining uniform steel. If ferromanganese is added to the ladle, it is necessary first to melt the manganese and then to distribute uniformly throughout the heat. The only heat available for this purpose is that of the molten steel itself. No doubt sufficient heat is present, but in our desire to pour the steel as quickly as possible there is hardly sufficient time allowed, many times, for the proper distribution of the manganese. In other words, this is an operation which takes a certain amount of time and any undue shortening of the time allowed must affect the quality and uniformity of the steel. Again, this particular method does not lead to as efficient a use of the manganese as might be desired; a contention which is based on theoretical grounds. In concentrated solution, manganese will completely reduce all the ferrous oxide, the presence of which I hypothecate and produce, as the reaction product, manganese oxide. In dilute solution, the manganese only partly reduces the iron oxide, but the manganesee oxide which does form dissolves the iron oxide in simple solution. The dissolution of ferrous oxide in the manganese oxide will result in a more economical utilization of the manganese and an equal purification of the heat. This whole point, at present, has not been definitely proved and its answer will involve very difficult research work. On the other hand, if the manganese is added to the furnace, the heat of the furnace is used to melt the alloy and there is plenty of time during tapping for the manganese to be very uniformly distributed throughout the steel. By distributing the alloy throughout the charge we can secure a better utilization of the manganese than is possible if the addition is made to the ladle.
